Intending to equip States before launching a fight to finish war against the Communist Party of India-Maoist (CPI-Maoist), the Union Cabinet on April 2 gave its approval to the Union Home Ministry's plan to raise anti-Naxal [Left Wing Extremist (LWE)] special forces in Bihar, Jharkhand, Odisha and Chhattisgarh on the lines of Greyhounds of Andhra Pradesh and sanctioned additional fund for the purpose, reports The Times of India. The specialized forces, capable of hot pursuit across the inter-state borders, will be set up with personnel fully trained in guerilla warfare and required infrastructure within six months. The fund, to the tune of Rs 280 crore, will be disbursed to these four states by the Union Home Ministry under its ongoing Scheme for Special Infrastructure (SSI). Part of the sum will also be used to upgrade infrastructure of Andhra Pradesh Police and its Greyhounds force.

Maharashtra Government is ready to hold talks with those involved in Naxal [left Wing Extremism (LWE)] activities, and also their sympathisers, state Home Minister R R Patil said in Mumbai on April 4, reports firstpost.com. "The state government is ready to engage in a dialogue with people who are directly or indirectly involved in Naxal activities or with those who are supporting Naxal ideologies in urban areas," Patil said, replying to a point of propriety raised by Member of Legislative Council (MLC) Kapil Patil in the Legislative Council. Stating that Naxalism is a socio-economic issue, Patil told legislators in the Upper House that 3-4 Districts in the state are Naxal-infested.

A search party of the Commando Battalion for Resolute Action (CoBRA) recovered Improvised Explosive Devices (IEDs) in the jungle of Rangi in Dhanora Division of Gadchiroli District on April 7, reports The Times of India. The recovery of IEDs a day before the Naxal [Left-Wing Extremist (LWE)] bandh (shut down strike) of April 8 has created ripples prompting an extensive search and domination in adjoining areas. It is learnt that CoBRA troopers recovered IEDs, which were found in two steel kettles, along with wire and other material. The troopers also seized LWE uniforms, medicines, utensils and rucksacks.

A Dantewada District Court, on April 9, acquitted all the 13 accused due to lack of evidence in a Maoist attack case in 2010 in which 33 people including security personnel were killed when Naxals [Left-Wing Extremists (LWEs)] allegedly blew up a bus in Sukma District of Chhattisgarh, reports Zee News. Defence lawyer Bichen Pondi said "The prosecution failed to provide substantial evidence that could have led to their conviction." Three months ago, the Dantewada District Court had acquitted all 10 arrested, due to lack of evidence, in connection with the 2010 Tadmetla attack case, in which 76 security personnel were killed in Dantewada District.

Central Coalfields Limited (CCL), a subsidiary of Coal India Limited, suffered huge losses due to bandhs (shutdown strikes) called by Communist Party of India-Maoist (CPI-Maoist) and other Left Wing Extremist (LWE) groups in Jharkhand in the 2012-13 fiscal that ended on March 31, reports The Times of India. As per CCL records, production and dispatch were affected on around 30 days in the financial year due to such bandhs, with the company unable to dispatch around four million tonnes and produce around two million tones of coal.

Government has identified 26 districts in the country as highly Naxal [Left Wing Extremism (LWE)] affected with 80 per cent violence in the last three years being reported from there, reports The Economic Times on April 12. The Districts are spread over seven Communist Party of India-Maoist (CPI-Maoist) hit States - Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra and West Bengal. The Districts are: Bastar, Bijapur, Dantewada, Kanker, Kondagaon, Narayanpur, Rajnandgaon, Sukma, Garhwa, Giridih, Gumla, Khunti, Latehar, Palamu, Simdega, West Singhbhum, Aurangabad, Gaya, Jamui, Koraput, Malkangiri, Bolangir, Khammam, Visakhapatnam, Gadchiroli, and West Midnapore. More than 600 people were killed in LWE violence in last three years across the country and it has been reported in areas falling under 270 Police Stations in 64 Districts.

Jharkhand is planning to hold a meeting of Naxal [Left-Wing Extremism (LWE)] affected States – West Bengal, Odisha and Chhattisgarh - in Kolkata, to chart out new co-ordination strategies to flush out the LWEs, who are already reeling under internal strife and facing alienation from rural masses, reports The Telegraph on April 12. K. Vijay Kumar, the Adviser to Jharkhand Governor, Syed Ahmed, disclosed the plan after a three-hour high-level meeting on April 11. He said “As many as 56 new Police Stations will be opened in different parts of the State while existing Police Stations in rebel-hit zones will be strengthened.”

The Union Ministry of Home Affairs (MHA) has asked the State Governments to consider not prosecuting surrendering Naxalites [Left-Wing Extremists (LWEs)] and set up fast-track courts for speedy trials as part of a strategy to woo the extremists to lay down their arms and join the mainstream, reports The Economic Times, on April 12. The MHA has also asked states to consider providing free legal aid or the services of an advocate to surrendered LWE cadre to help them with court trials. These measures are part of the Ministry's surrender guidelines for LWEs, which kicked in from April 1 and in which the monetary incentives for surrenders of cadres and weapons was sharply increased.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, a Policeman and two villagers were killed in an encounter between the Maoists and Commandos of an anti-Naxal [Left-Wing Extremism (LWE)] unit, C-60, in a forest of Dhanora in Gadchiroli District on April 12, reports The Times of India. Sources said that C-60 Commandos launched a Search Operation in Sindesur forest in north Gadchiroli after receiving tip off that some LWEs had assembled near Sindesur village and were likely to address villagers in a meeting following lunch. Several LWEs were injured in the firing but bodies of three women and one male rebel were recovered. One SLR and a Bharmar rifle were also recovered. C-60 Commando Govind Farkade was the first to be killed. The Police have identified the slain LWEs as Pankaj Gawade, Champa Tursam, Vasanti Kowachi and Sangeeta Atram belonging to Dhanora Local Organizational Squad and Platoon 15.

A notification for a special recruitment drive for this purpose will be issued next week by the Union Ministry of Home Affairs (UMHA) and the process of recruitment is expected to be over by June. The Ministry thinks it is important to recruit youngsters from these Districts for the paramilitary forces like Central Reserve Police Force (CRPF) to wean them away from joining the Naxal fold. As per an assessment done by the UMHA, 26 Districts in India account for 70 percent of all LWE violence in the country. Ten such Districts in fact account for 50 percent of the overall LWE violence in India since 2009. Though the government admits that LWEs have presence in at least 203 Districts of the country, the problem has been assessed to be the most acute in 26 Districts.

A Reserve Inspector of Greyhounds, the elite anti-Naxal [Left Wing Extremism (LWE)] force of the Andhra Pradesh (AP) Police, was captured and killed by Communist Party of India-Maoist (CPI-Maoist) cadres after he lost his way in the forest, while returning from Tuesday’s [April 16] encounter site in Sukma District of Chhattisgarh, reports The Hindu. The Police officer was part of the joint team of AP and Chhattisgarh Police, besides the Central Reserve Police Force (CRPF) that participated in the encounter close to the Inter-State border. The police parties, while retreating from the encounter site, had several exchanges of fire with the Maoists, said Khammam Superintendent of Police A.V. Ranganath. “All our personnel returned safely except one member, who was injured and sick. It is now confirmed that the Inspector is dead and the body is in the custody of Maoists. We are trying to recover the same,” he added. According to sources in Chhattisgarh, the Inspector who got injured had missed the helicopter that was to fly him back to the base camp located at Bhadrachalam. As the helicopter was engaged in the operation to airlift police personnel, it drew fire from the Maoists, following which it had to take off immediately, leaving the Inspector behind. It is understood that while two or three other policemen also missed the chopper, they managed to trek back to the base camp, a distance of about 17 km through dense forest. Because the Inspector was already injured, senior Police officials surmised that he was not able to leave the encounter site fast enough to avoid capture.

According to the latest statistics prepared by the Union Ministry of Home Affairs (UMHA) on Naxal [Left Wing Extremism (LWE)] violence, Chhattisgarh, Jharkhand and Bihar together account for over 80 percent of the violence across the country, reports The Times of India on April 20. Jharkhand not only fared as the State with the highest incidence of Naxal violence in the first quarter of this year (2013), but it also further consolidated its lead over Chhattisgarh with twice the incidents and thrice the deaths reported by the latter. Odisha has shown a significant decline in Naxal terror, while West Bengal, Uttar Pradesh and Madhya Pradesh reported nil/negligible violence. The total number of incidents relating to Naxalism fell to 272 (until March 31, 2013) from 417 in the corresponding period of 2012, and deaths to 89 as compared to 120 in the first quarter of last year. However, the share of Jharkhand in the nationwide Naxal violence is a worrying trend. The state, which has been under the President's rule since January, accounted for over 40 percent of the countrywide incidents and over 58 percent of the deaths in the first three months of this year.

The Union Ministry of Road Transport and Highways wants adequate deployment of Central Armed Police Forces and close coordination of District and State level officials to take up road works in at least seven Naxal [Left Wing Extremism (LWE)] affected Districts in Chhattisgarh, Maharashtra, Odisha and Jharkhand, reports The Times of India on April 20. The Ministry has sought support from States and Security Forces (SFs) since these Districts fall in high risk areas. Moreover, it has observed that contractors show no interest in bidding since they fear for the lives of their men and damage to machinery besides stoppage of work due to frequent call for bandhs (shut down strikes). Sources said the most difficult District was Bastar in Chhattisgarh followed by Gadchiroli in Maharashtra. Carrying out work or even getting a contractor in Malkangiri District in Odisha and Palamu, Garhwa, Dumka and Simdega Districts in Jharkhand was a tough task. "We cannot take up work until and unless there is proper security cover," a ministry official said.

Jharkhand Director General of Police (DGP) has blamed the presence of a number of splinter groups for the increasing number of incidents of Naxal [Left Wing Extremism (LWE)] violence in the first quarter of 2013, reports The Pioneer on April 22. DGP Rajeev Kumar said, “The clash among the various splinter groups results into the increasing number of Maoist violence in the State”. These splinter groups in the State lack any ideology as they have been formed out of the breakaway faction of Maoist organizations, he added. “As these splinter groups have no ideology and resort to killing on trivial issues, the Naxal violence has gone up in the state. On the other hand, other Left Wing Extremism affected States do not have such splinter groups,” he further said. The DGP however, claimed that despite an increase in the LWE incidents, the number of encounters have gone up in the State. According to a report by the Ministry of Home Affairs (MHA), Jharkhand recorded the highest incidents of LWE violence in the first quarter of 2013. Jharkhand has also taken a lead over Chhattisgarh with double the LWE incidents and thrice the deaths reported till date. In Jharkhand, 52 was the death toll out of 118 LWE incidents till March 31 this year, while in Chhattisgarh, 14 deaths out of 59 incidents were recorded in the first quarter of this year (2013). The Security Forces (SFs) have gunned down 18 rebels in the first quarter of 2013 while 14 were killed last year in the first quarter.
