Concern over the anti-Naxal [Left Wing Extremism (LWE)] policies not yielding desired results despite massive fund allocations and ambitious development schemes found voice at the meeting of the = United Progressive Alliance (UPA) coordination committee meeting on June 3, reports The Times of India. UPA is the ruling coalition at the Centre. The discussion, held in the wake of a massacre of Congress leaders in Chhattisgarh on May 25, saw leaders pondering whether the Government is getting it right in terms of its policy efforts and needs to do more to address tribal alienation. Congress chief Sonia Gandhi agreed efforts should be made to bring disadvantaged sections living in the Naxal-affected areas within the national mainstream. She is understood to have been in sync with the view that initiatives had not quite paid off.

Meanwhile, describing Naxalism [Left Wing Extremism (LWE)] as a "major challenge" to democracy, Bihar Chief Minister Nitish Kumar urged the Centre to generously fund the states on development to bridge regional disparity and end the sense of deprivation of the people, reports The Times of India. "It is not a case of one incident in Chhattisgarh which killed 28 people including state Congress leaders...Naxalism has engulfed major parts of the country and is posing a major challenge to democracy," Kumar told reporters. He said one effective way to deal with the problem was to spend more on development. "The Centre needs to open its purse a bit more," he said. "The sense of deprivation of the people should be ended bridging regional disparity," he said. With this in view they were seeking special category status for the state to help all states grow equally, he said. "Today, developed states are becoming more prosperous while backward states like Bihar are ignored. For inclusive growth all the states need to grow equally," he said. The chief minister found fault in keeping District as base in the Integrated Action Plan (IAP) of the Centre for pumping more fund in deprived districts, which was exploited by Maoists. "Instead of district, panchayat should have been chosen as unit under IAP," Kumar said.

The Union Cabinet on June 4 cleared a proposal to install 2,199 mobile towers in nine Left-Wing-Extremism (LWE)-affected States at a cost of over INR 30 billion, reports The Hindu. The towers will come up in locations identified by the Union Home Ministry in the next 15 months. The ambitious project has been hanging fire for the past three years. “The project would be executed by Bharat Sanchar Nigam Limited. BSNL has already installed towers at 363 locations. Universal Service Obligation Fund would fund the capital expenditure and operational expenditure net of revenue for five years. Maximum outgo from the USO Fund is estimated to be Rs.3,046.12 crore,” an official release said. Installation and roll-out of services in these areas is targeted to be completed in 12 months after amendments to the Indian Telegraph Rules and signing of an agreement with BSNL, which will take about three months.

At the conference of Chief Ministers on internal security, in New Delhi on June 5 (today), Madhya Pradesh will reiterate its demand to include nine more of its districts for reimbursements of Security Related Expenditure (SRE) for Left Wing Extremist (LWE) Districts, reports The Hindu. Shivraj Singh Chouhan, Madhya Pradesh Chief Minister, accompanied by Chief Secretary R. Parasuram and Director General of Police (DGP) Nandan Dube, would be demanding that nine other Districts — currently under the Integrated Action Plan for backward Districts — also be included under the SRE scheme. This includes six districts bordering Chhattisgarh and two bordering Maharashtra. In the eastern part of the State, these districts have large tribal population and forests. “We can prevent any Naxal activity from developing if we get funds now to modernise our police stations and equipment. We have intelligence that Maoists have surveyed the area. We have reports of Dalam [armed squad] movements in Singrauli, Sidhi, Mandla and Dindori districts. Rather than try and chase them later on, it is better we modernise now and take action,” Dube told The Hindu.

Chhattisgarh and Jharkhand Governments have asked the road transport and highways ministry, on June 5, to allow splitting of project in the worst Naxal [Left Wing Extremism (LWE)]-hit Districts to get takers for building roads, reports The Times of India. Representatives from the two States also suggested that the ministry should allow contractors to give over 50% of the work to subcontractors. Government sources said these are the two main States where the road ministry is finding it impossible to get contractors due to fear of Maoists, particularly in Bastar region in Chhattisgarh and Palamu/Garwa districts in Jharkhand. The situation is equally critical in Garhchiroli District in Maharashtra and Malkangiri in Odisha. "We have already allowed subcontracting of 50% of work to local players. Now these states and their PWDs [Public Works Departments] want us to relax the norm further. They have also asked us to find new ways to push awarding of works in these districts. We have also sought their suggestions to push the remaining works in first phase of road development in the red zone," a road ministry official said.

The May 25 Communist Party of India-Maoist (CPI-Maoist) strike in Chhattisgarh was a "direct attack on democracy and freedom", Chief Ministers of various States said in a unanimous resolution on June 5 at the Chief Ministers’ conference on internal security, reports IBN Live. "It was a direct attack on democracy and freedom. We strongly disagree with the ideology of the Maoists. They want to overthrow parliamentary democracy and Constitution of India through violent means... this must be resisted with all our might," said the resolution by the Chief Ministers. Further, all 9 States affected by Left-wing extremism (LWE) have agreed to form a unified national policy to tackle the Maoist menace and follow the Andhra Pradesh model to counter them, reports The Economic Times. The decision after a two-hour special session on Left-wing extremism at the Chief Ministers' conference comes ahead of the all-party meeting called by the Government on June 10 to discuss the strategy to tackle Maoists, following the Darbha attack in Chhattisgarh. During the meeting, chief ministers of Chhattisgarh and Bihar, badly affected by Maosits, advocated diverse strategies to tackle the militants, exemplifying the challenges for the Centre to organise a coordinated offensive. The Bihar chief minister Nitish Kumar maintained that a multi-dimensional strategy based on the theme of governance with justice was required. "We must work together to launch serious developmental schemes so that misdirected people can be brought back into the socio-economic mainstream," Kumar said. His counterpart from Chhattisgarh Raman Singh, however, said it was a battle of democratic forces against the perpetrators of violence. "To call Naxals as defenders of rights of anyone in society would only be a cruel joke. The battles being fought in Sukma, Dantewada, Bastar and Narayanpur are not Chhattisgarh's alone. We are fighting those whose ultimate aim is to capture Delhi and the Red Fort through power of the gun," Singh said. Maharashtra, Chhattisgarh, Andhra Pradesh and Odisha agreed to be on board for a coordinated offensive with the central forces in the tri-junction of the Bastar jungles from where the senior Maoist leadership operates. Andhra Pradesh Chief Minister Kiran Reddy, whose Police officers gave a presentation on how the state had successfully driven out the Maoists, cautioned that they anticipated the militants to stage a comeback in the State in case of any let-up in preparedness of the Security Forces. Andhra Pradesh and Odisha Police have come up with a joint strategy to increase surveillance on borders to check the movement of the Maoists, reports The Times of India on June 12. As part of the strategy, the Border Security Force (BSF) would support the Police of the two States by setting up base camps in Naxalite [Left Wing Extremism (LWE)] stronghold areas. The BSF, which was asked to eliminate the Maoists in Koraput and Malkangiri in Odisha, has been in the forefront of combing activities in Odisha. BSF troopers have discovered more than 20 Maoist dumps in both Malkangiri and Koraput Districts in the past one-and-half years. The BSF would now focus entirely on nipping the Maoist squads to restrict their movement. It has already established camps, with at least 100 troopers (an entire company) in each camp, in the region. There are a total of 30 such camps in some of the sensitive areas in Malkangiri alone with 20 more in Koraput. Now, the Sarukubanda and Nakkamamidi camps in Malkangiri have joined the list. The Odisha authorities set up the Nakkamamidi camp three weeks ago while Sarukubanda camp was set up a week ago.

Villagers, Security Forces (SFs) and development schemes workers have protested alike against the poor mobile connectivity in LWE-hit zones. The Police had demanded at least 700 mobile towers for 207 villages on a priority basis. “Jharkhand has been allotted 782 mobile towers by the Cabinet. They will be installed in consultation with Superintendents of Police and Deputy Commissioners of the Districts,” said Director General of Police (DGP) Rajeev Kumar. The agency to be manned by professional manpower for effective planning, implementation and monitoring will be headquartered at Komna. Its activities will cover four blocks, 12 Gram Panchayats and 86 villages. The agency having greater autonomy would act as the single window service delivery institution for different line departments. An estimate INR 2.3929 billion including the project management cost is forecast for duration of five years. It was decided to explore the possibility of setting up solar energy based power supply projects in remote and far-flung villages in the project area. The State Government is ready to hold talks with the Communist Party of India-Maoist (CPI-Maoist) and it would welcome any Maoists who wanted to surrender themselves and join the mainstream of life, Karnataka Chief Minister Siddaramaiah said in Bangalore on June 18, reports The Hindu. In an interaction with the media at his official residence, Siddaramaiah maintained that the Left-wing extremism (LWE) problem was ‘not very serious’ in Karnataka. “Only three or four Districts are affected by this problem,” he said. However, his Government was serious in taking up development work in backward regions and forest areas prone to Left-wing extremism. Asked whether Karnataka’s stand on the issue was not contrary to the Union government’s decision to act tough on Maoists, Siddaramaiah said, “This is the stand of [my] Government. We appeal to all those involved in these activities to come forward for a dialogue across the table.” State Home Minister K.J. George said on that the Government would recruit 8,000 Police personnel this year in the State. Addressing presspersons after chairing a review meeting on the implementation of development work in naxalite-affected areas, George said that there was a shortage of 19,000 police personnel as recruitment had not been taken up in the last three or four years. As far as Maoist-affected areas were concerned, the Police would recruit tribal youth from these areas. It would provide some relaxation in education and other parameters while recruiting policemen in these areas. The Government would set up an Anti-Terrorist Squad in the place of Anti-Naxalite Force. This squad will be given training not only in dealing with terrorism but also jungle warfare. To a question, George said that the Chief Minister had urged the Centre to include Karnataka in the list of Maoist-affected States to get more funds for development work in such areas. Asked how the list of Maoist-affected Districts had gone up from four to seven in the State, he said that when the Police took action in the affected Districts, the Maoists moved to the neighbouring Districts. There were about 30 Maoists in the State. Some of these 30 were from other States. The Government had hiked the amount paid under the Maoist surrender package. The relief amount for a surrendering Maoist had been increased from INR 200,000 to Rs. 500,000, he said and added that the amount for surrendering an AK-47 rifle had been increased from INR 15,000 to INR 30,000.

He belonged to Pegadapelli village of Kothaguda mandal and joined the group in 1984. He worked in various squads within the group but had also surrendered in the past when he found his agriculture field had been encroached and he could not recover it.
