A senior Communist Party of India-Maoist (CPI-Maoist) ‘commander’ of Jantana Sarkar and member of Aheri area committee in Gadchiroli District, is reported to have approached the Anti-Naxal [Left Wing Extremism] Operations (ANO) cell with an intention to return to the mainstream following his age-related complications, reports The Times of India. Madavi offered to surrender through the Special Action Group commandos who were conducting operations in the locality. The Balia District Administration is apprehensive about Naxals [Left Wing Extremists (LWEs)] trying to establish their foothold in 53 village of the District, reports Deccan Chronicle on July 2. Earlier, community Policing and combative efforts had appeared to be effective in checking the Communist Party of India-Maoist (CPI-Maoist) menace in Uttar Pradesh but a recent Ballia administration letter might force the State Police to redraw its plans. According to the letter, all the socio-economic factors said to give rise to LWE are present in Ballia and if remedial steps are not taken, it would take root there, posing a challenge to law and order and development. The letter requests the government to provide all facilities in these villages of Ballia which are being provided to the LWE-infested areas of the state and give priority to development schemes. It also stresses on bringing the backward and poor people in the mainstream to check the youth from being misled.

Odisha Police busted a Communist Party of India-Maoist (CPI-Maoist) camp near Patrapali village in Sonepur District following an encounter with the Maoists on July 2, reports The Hindustan Times. While a personnel of the state's elite anti-Naxal [Left-Wing Extremist (LWE)] Special Operations Group (SOG) was injured in the encounter, Police said some Maoists might have died. "The Police recovered five guns, two grenades and some bombs from the camp deserted by Maoists after the encounter," said northern range Deputy Inspector General of Police (DIG), Sanjay Kumar, adding that some high profile Maoists were believed to be in the camp.

Each STF unit would be headed by a Deputy Superintendent of Police (DSP)-rank official. A total of 1167 Police personnel would be included in the 25 STF teams. A total sum of INR 494.5 million per annum would be spent on them.

The Union Ministry of Home Affairs (MHA) on July 3 told Naxal-[Left Wing Extremism (LWE)]-affected states to brace for more attacks - particularly in areas with thin deployment of Security Forces (SFs) - as the Communist Party of India-Maoist (CPI-Maoist) cadres look to create a diversion to stave off the heat brought on them by the ongoing offensive in various states, reports The Hindustan Times. The advisory follows a key meeting chaired by Union Home Secretary Anil Goswami in the wake of the July 2 attack in Jharkhand that killed six Policemen, including Pakur District Superintendent of Police (SP) Amarjit Balihar.

Singh, who is defending two accused in the December 16, 2012, Delhi gang-rape case, on July 4 sought security from the special court security claiming that a Jharkhand-based Naxal [Left Wing Extremist (LWE)] group has threatened him, reports The Hindu. Advocate Singh has also sought a high-level enquiry into the incident. He has annexed a letter, the contents of which were incoherent, purportedly giving the threat to him and the court among others. Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Central Reserve Police Force’s (CRPF) Additional Director General of Police (ADGP, South Zone), Raghava said on July 9 that Karnataka is much safer than other states as far as the Naxal [Left-Wing Extremism (LWE)] problem is concerned, reports The Deccan Chronicle. ADGP Raghava added, “Till now, we have not received any circular from the government on deploying CRPF in Naxal-hit areas. CRPF South Zone is highly trained in jungle guerilla tactics and if need be, we can help Karnataka." He also informed that with about 229 battalions, CRPF has become the largest Centrally Armed Police Force (CAPF) in the world. Recently, Karnataka Chief Minister (CM) Siddaramaiah had asked the Centre to declare Karnataka a LWE-affected State and provide assistance.

Pakur District Police on July 9 arrested another Communist Party of India-Maoist (CPI-Maoist) cadre, identified Vakil Hembram, of Charkadanga, in connection with the ambush of Pakur Superintendent of Police (SP) Amarjit Balihar and his team in Kathikund area of Dumka District on July 2, reports The Telegraph. Hembram is the second Maoist to be arrested after Satan Besra in the case. Dumka Superintendent of Police (SP) Nirmal Kumar Mishra said Hembram had been providing strategic support to Naxals [Left Wing Extremists (LWE)] active in Dumka and Pakur Districts. SP Mishra further said, “He had given information to the rebel squad about the Pakur SP’s movement on July 2 when he was near Amtalla village on his way to Dumka in the morning.” As reported earlier, It is also learnt from them that the Maoists had apparently planned a Darbha (Bastar District, Chhattisgarh)-like attack at Bhognadih in Sahebganj District on June 30.

The Central Government has accepted a proposal to train 3,500 Chhattisgarh Police personnel in jungle warfare tactics and undertaking anti-Naxal [Left-Wing Extremism (LWE)] operations at the training facilities of Centrally Armed Paramilitary Forces (CAPFs), reports NDTV. The task to train and motivate these men has been entrusted by the Union Ministry of Home Affairs (UMHA) to Central Reserve Police Force (CRPF), which will train five separate batches of 700 State Police personnel each at its recruit/auxiliary training centres in Rajasthan, Andhra Pradesh and Kerala.

Police are on the lookout for three persons running a competitive examination coaching centre, from where the law-enforcers have seized literature supporting Communist Party of India-Maoist (CPI-Maoist) and other Left Wing Extremist (LWE) outfits (Naxals) and their armed struggle, reports Times of India. The Police said one Gangadharan of Vijayarengapuram started a coaching centre for competitive and civil services examinations at Karivalamvanthanallur in Tirunelveli District a few months ago, in which one Prabhakaran was the principal and Rajaram was his deputy. They allegedly took hefty amounts ranging from INR 70,000 to INR 300,000 from foreign job aspirants by organising a ‘job fair’ on the coaching centre premises, but failed to fulfil their promise. A couple of affected job-seekers filed complaints with the Karivalamvanthanallur Police. During the search conducted on July 14 at the coaching centre and also at the residence of Rajaram, who was a former State office-bearer of Anti-Imperialist Movement, the Police recovered pamphlets and books allegedly supporting Maoists and extremism, which prompted them to alert their higher-ups and also the Q Branch.

West Bengal Transport Minister Madan Mitra on July 15 said he has received a SMS which he claims is a threat from the Communist Party of India-Maoist (CPI-Maoist) in the wake of his decision to form anti-terror committees to thwart Left-Wing Extremists (LWEs), reports NDTV. Raising an alarm against possible Maoist threat in the State, he earlier had suggested setting up anti-violence and anti-terror committees in his constituency to avert any subversive activities by the Maoists to destabilise the State. In the backdrop of the May 25 Communist Party of India-Maoist (CPI-Maoist) attack in Chhattisgarh which left 28 persons, including top state Congress leaders killed, the Centre has circulated a new set of Standard Operating Procedures (SOPs) for road opening parties (ROPs) involved in VIP travel in Naxal [Left wing Extremism (LWE)]-hit areas, reports The Times of India. It has asked the forces to carry out intensive search operation using 'binoculars' and 'jammers' during sanitization exercise ahead of any VIP visit. The SOPs, circulated to all state police forces and central security agencies, said all precautions have to be taken during widely-known programmes like VIP visits, elections and other public functions which politicians and other senior functionaries are supposed to attend. "Highest level of alertness should be observed in sensitive areas before, during and after the visits of VIPs. On such occasions (VIP visits), road opening parties are a must," the SOPs for Naxal-affected areas said.

The Union Ministry of Home Affairs (UMHA) will soon take charge of construction of inter-state bridges across Naxal [Left-Wing Extremism (LWE)]-affected areas, reports The Times of India on July 25. The UMHA will give contracts to national infrastructure companies - Public Sector Undertakings (PSUs) - and Central Reserve Police Force will guarantee security of these projects. Of immediate concern are 15 bridge projects linking Odisha, Chhattisgarh, Maharashtra, Jharkhand and Andhra Pradesh. Prime Minister Manmohan Singh is learnt to have directed that bridges linking States in LWE-affected Districts be declared projects of "national importance" and their construction be implemented by the UMHA.

Central Reserve Police Force (CRPF) Director General (DG) Pranay Sahay who retired on July 31 after heading the CRPF for more than 10 months said on July 30 that it is no more possible for the Communist Party of India-Maoist (CPI-Maoist) to ambush and attack Security Forces (SFs) like the 2010 Dantewada District ambush in Chhattisgarh as the SFs are now familiar with the terrain and are better trained, reports Zee News. He added that SFs are penetrating deeper into Maoist affected areas and jungles and they will keep hitting their strongholds. He further said "The fact that we are hitting Naxals increasingly is evident from the number of incidents as well as the number of deaths at the hands of the Naxals. From an all-time high of 2,258 incidents (1,005 deaths) in 2010, now it has come down to (till June) 590 incidents where 202 deaths took place."
