Central Government approved a scheme on August 1 to procure 12 minor forest produces including tendu leaf (Diospyros melonoxylon), mahuwa seed (Madhuca longifolia), lac and tamarind through Minimum Support Price (MSP) mechanism like food grain, reports The Times of India. The system will remove contractors or middlemen who had to pay hefty protection money to Communist Party of India-Maoist (CPI-Maoist). The responsibility of purchasing the forest produce on MSP will be with the State-designated agencies under the scheme. It is estimated that nearly 40 percent of the Naxalites' [Left-Wing Extremism (LWEs)] annual funding, roughly INR 1.4 billion per annum as per a recent study conducted by a think tank - comes from the contractors involved in procuring these minor forest produce in Maoist-affected States.

Two Communist Party of India-Maoist (CPI-Maoist) cadres have been by killed in a factional clash with the Tritiya Prastuti Committee (TPC) – a splinter group of the CPI-Maoist – in Pratappur forest of Chatra District on August 1, reports The Times of India. A poster found along the dead bodies warned the CPI-Maoist cadres of more such attacks in the future. Police sources said five Maoists were abducted from Gaya District in Bihar late on July 31 and the dead are two among them. The dead have been identified as ‘sub-zonal commander’ Neeraj Kumar Yadav and ‘area commander’ Baleshwar Yadav. Meanwhile, Police have found the body of another CPI-Maoist cadre from Aana village under Chandwa locality in Latehar District. Latehar Superintendent of Police (SP) Michael Raj said one more person is suspected to have been killed in the incident. However, Police are searching for the body. Further, the Latehar SP said an encounter took place between the cadres of TPC and Sangharsh Jan Mukti Morcha (SJMM), another splinter CPI-Maoist outfit, for supremacy. He said "We rushed the forces to the spot where the encounter was going on. The rebels escaped when the Police arrived at the spot." Over 18 Naxalite [Left-Wing Extremist (LWE)] groups, including CPI-Maoist, operate in the State. They are forever engaged in group rivalry and factional fights over collecting levy from contractors and businessmen.

Left Wing Extremists (LWEs) belonging to the Krantikari Kisan Committee (KKC), prohibited the residents of Jurmana village under Barai panchayat (village level local self-Government institution) of Nawadih Block in the Bokaro District from cultivating paddy in 36.82 acres of farmland by hoisting red flags and putting up posters in the area owing to a dispute over the terrain, reports The Timers of India on August 5. Police on August 4 avoided removing the flag and the posters. Police suspect the members of KKC might have laid a trap to kill the Police on the pretext of the dispute.

The Bombay High Court (HC) refused to grant anticipatory bail to a former Zilla Parishad (district level local self-Government institution) President and Nationalist Congress Party (NCP) leader from Gadchiroli, Bandopant Mallelwar, accused of providing explosives to Naxal [Left-Wing Extremism (LWE)] groups, reports The Times of India on August 5. Bandopant and his brother Narendra were accused of supplying arms to LWEs with five others, including a Government doctor in Gadchiroli District. While four people were arrested, Bandopant, Narendra and the doctor, Ravindra Karpe, are still absconding. Bandopant approached the Nagpur bench of the HC seeking anticipatory bail on the ground that he was innocent and had never indulged in criminal conspiracy to provide explosives and ammunition to LWEs.

The Central Government has held the State Police Forces responsible for attacks on Security Forces (SFs) and politicians in Naxal [Left Wing Extremism (LWE)]-affected areas, reports The Times of India on August 8. It has blamed their lack of preparedness and failure to stick to Standard Operating Procedures (SoPs) for casualties on the side of the State. This is probably the first time that the Union Government has openly criticized State Governments for failure to prevent LWE attacks. Minister of State for Home Affairs R P N Singh said in Lok Sabha (Lower House of Indian Parliament) on August 7, "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic Policing tactics and practices by some of the State Police Forces." He went on to stress that attacks could have been anticipated and measures taken to prevent them but States failed to do so. Till July 15, 2013 the country has witnessed 630 incidents of LWE violence that have claimed the lives 149 civilians, 68 SFs and 59 LWEs.

The Union Cabinet has decided to increase the number of Integrated Action Plan (IAP) Districts from its current level of 82 to 88, reports The Hindu on August 11. Commenting on the decision, Union Minister of Rural Development (UMRD) Jairam Ramesh said, “Six new districts — four in Chhattisgarh and two in Maharashtra — have been brought under the IAP... This will give better coverage in the Left Wing Extremism (LWE)-affected States.” The Cabinet has also decided to continue with the existing model of spending INR 30 crore per District through a district-level committee.

The Union Government has informed the Parliament on August 13 about reports which suggest that the Naxals-[Left-Wing Extremists (LWEs)] have undertaken employment in urban areas in order to earn livelihood and evade Police action, reports The Economic Times. "There is no intelligence or information to suggest that Naxal organisations are infiltrating through security agencies and factories to expand their network in the urban areas. However, a few cases have come to notice where the CPI-Maoist cadres have undertaken employment in urban areas primarily to earn livelihood and also evade Police arrest," said Minister of State for Home Affairs RPN Singh in a written reply in Lok Sabha (Lower House of Indian Parliament). He further said "Their objective is essentially to exploit the situation to gain a foot-hold among the working class." He added the front organisations of Communist Party of India-Maoist (CPI-Maoist) as well as organisations sympathetic to the outfit have been supporting the cause of the workers employed in factories.

The Union Minister of State for Home Affairs R.P.N. Singh while replying to a question in Lok Sabha (Lower House of India Parliament) on August 13 said the number of women cadres of Communist Party of India-Maoist (CPI-Maoist) involved in attacks and encounters with Security Forces (SFs) has increased perceptibly, reports The Times of India. The Minister added, "In recent incidents of Naxalite attacks, participation of a substantial number of female cadres has been observed. A large number of female cadres have also died in exchanges of fire with the Security Forces." Of the 65 Maoists killed by SFs in 2013, 23 are women. Women constitute about 30 percent of Maoist members.

Each of these districts will get INR 300 million for 2013-14 and 2014-15 under the Integrated Action Plan (IAP) for LWE affected districts. They have now been asked to be ‘individual-oriented’ rather than ‘project-oriented’ as this approach will help in bridging the gap between locals and security personnel more efficiently. Under the project christened ‘Winning Hearts and Minds,’ the Central Reserve Police Force (CRPF) and the Border Security Force (BSF) have till now been spending funds on small projects and development activities, which included building small bridges and roads, implementing drinking water and irrigation scheme. Under the revised guidelines, the Security Forces (SFs) have been told to spend the money, which is INR 200 million per annum, on welfare activities directed at individuals and families, according to a senior official of the Ministry. The CAPFs will give them seeds and manure or livestock, donate household items or help with setting up hand-pumps “so that they could live a comfortable and dignified life.” Other new initiatives would include organising medical camps and funding vocational training programmes for children of villagers, and donating essential items for schools or health centres in backward and remote areas. There are over 80 CAPF battalions, a majority from the CRPF, deployed in the nine LWE-hit States.
