The Chhattisgarh Government has told the Election Commission (EC) that as many as 233 polling stations across 18 Districts face a high Naxal [Left Wing Extremist (LWE)] threat and it may be risky for polling parties to access them in the coming assembly elections, reports The Times of India on September 2. During the EC's interaction with Chhattisgarh administration in Raipur last week, senior state officials requested the poll panel to consider relocating or rationalizing these polling stations in interior villages across 12 Naxal-infested assembly segments of south Chhattisgarh and also the northern Districts of Sarguja and Rajnandgaon. They sought shifting of these booths to safer locations like the Panchayat/Gram Sabha (village level local self-government institution) office or their amalgamation with polling stations set up in populated areas with road connectivity.

The State Police is set to modify its existing LWE-surrender Policy to prompt more Naxals to lay down arms and join the mainstream, reports The Times of India on September 8. The State Chief Secretary along with senior police officers will review the existing policy on October 11. The State Police have uploaded crucial information about the whereabouts of CPI-Maoist and their supporters in its digital database under advanced protection. The system says that on an average 6000 LWEs operate in the State with about 10,000 sympathizers to back them.

Coming down heavily on Public Sector Undertakings (PSUs) for displacing tribals, the Union Minister for Rural Development (UMRD) Jairam Ramesh on September 8 blamed their actions for growth of Naxalism-[Left-Wing Extremism (LWEs)] in many areas and cautioned that the era of "forcible acquisition" was now over, reports The Times of India. He said "The record of public sector (PSUs) in displacements is worse than the record of the private sector. This is a sad truth... that more displacement has been caused by government and public sector projects than private sector projects... particularly in Naxal areas. And this is why Naxalism has grown in these areas." Ramesh slammed National Thermal Power Corporation (NTPC) for allegedly seeking Police help for forcibly acquiring land in Keredari block of Jharkhand's Hazaribagh District, where a villager agitating against land acquisition was shot dead two months ago.

Suspected Naxalites [Left-Wing Extremists (LWEs)] have forcibly stopped the supply of bauxite from Latehar District in Jharkhand to Hindalco Industries' Renukut (Sonbhadra District) plant in Uttar Pradesh, considered one of the biggest aluminium factories in Asia, reports The Times of India on September 9. A group of LWEs attacked a railway sliding site in Richughuta locality under Latehar Police Station on September 7 and asked workers to immediately stop bauxite supply. Sub-Divisional Police Officer (SDPO) Latehar, Alok Kumar said the Maoists damaged five trucks, including loading machines, and also assaulted several workers present at the site. Though police have no confirmed reports, they suspect that LWEs belonging to Tritiya Prastuti Committee (TPC) had attacked the site to seek levy from the contractors engaged in work at the site.

The Supreme Court (SC) on September 9 sought responses from the Centre and nine States on a Public Interest Litigation (PIL) alleging that the Integrated Action Plan (IAP) to wrest control of Naxal [Left Wing Extremist (LWE)]-affected areas and undertake development there has not been implemented properly, reports The Times of India. A bench of Chief Justice P Sathasivam and Ranjana P Desai issued notices to Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh and West Bengal on the PIL by Kishore Samrite. The petitioner said though the Centre had decided to extend IAP for four more years with annual allocation of INR 10 billion, it was facing implementation hurdles because of internal differences between various ministries in the Union Government. According to the fresh proposal, each of the 82 IAP Districts would be given INR 50 million annually for the purpose and the remaining INR 5.9 billion would be distributed among the Districts on the basis of their population and area.

A massive ‘mobilisation campaign’ of Naxal [Left- Wing Extremist (LWE)] groups, including Communist Party of India-Maoist (CPI-Maoist), is learnt to be taking place in the jungles of Jamui District located in the dense jungles near the Bihar-Jharkhand State boundary, reports Daily Bhaskar on September 12. More than 500 LWE cadres from different States have already gathered at the venue and over thousand are scheduled to arrive at the place in coming week. Villagers in Chakai, the nearest settlement to the alleged LWE camps, have confirmed sightings of LWEs, including some local ‘commanders’. It is believed that high-ranking CPI-Maoist cadres from other states are also attending the camp being held apparently to chalk out a plan to free prominent LWE leaders who are currently in Police custody.

Nineteen people have been arrested by Dharmapuri District Police after they attempted to pay tribute to Naxal-[Left-Wing Extremism (LWE)] leader Balan on his 33rd death anniversary on September 12, reports The Times of India. The former LWE leader R Balan of Naickenkottai village in Dharmapuri District was killed in an encounter at Seriyampatti in Palacode taluk (administrative unit), Dharmapuri District on September 12, 1980. Each year, followers of Balan and members from various LWE outfits assemble at Balan's memorial site on his anniversary to pay tribute to him and hoist the LWE flag.

The recovery of high-tech arms, ammunition and gadgets from Communist Party of India-Maoist (CPI-Maoist) hideouts in Chhattisgarh recently has set alarm bells ringing as Police apprehend that the Maoists are working on strengthening mobile warfare strategy against Security Forces (SFs) in the Maoists-hit State, reports The Indian Express on September 13. As per intelligence sources, the devices were earlier never found with the Maoists. Additional Director General (ADG), Naxal-[Left-Wing Extremism (LWE)] Operation, RK Vij said "Advanced direction finder-GPS, China made binoculars, claymore landmines and many other latest devices have been recovered from Maoist hideouts in Rajnandgaon District (bordering Maharashtra) in the past two years." He added "It indicates that Naxals are trying to consolidate their communication technology and acquire some sophisticated weapons but still there is long way to go for them."

The Left Wing Extremists (LWEs) in Jharkhand are using proxies to file Right to Information (RTI) applications to gather details about government projects in order to target businessmen and contractors for extortion, reports The Times of India. Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

Documents seized from an alleged Naxal-[Left Wing Extremism (LWE)] courier Hem Mishra, a student of Jawaharlal Nehru University (JNU), have revealed that the country's premier educational institute is becoming a hub of LWEs, security agencies have claimed, reports The Times of India on September 18. Sources in the team quizzing Mishra, arrested from Aheri in Gadchiroli District on August 22, claim they believed there was at least one active party cell of Communist Party of India-Maoist (CPI-Maoist) in this institution with students as its cadres. A former PhD student of history from Assam, earlier an active member of party cell, is now part of the Naxals' core team based at Abujmadh in Chhattisgarh. Sources claimed that the cadre had been christened by Naxals as Navin. "Navin was present on Facebook. He might have got some inkling about security agencies stalking him in cyberspace. The Facebook account was soon deleted but we believe he would be present through pseudonyms in social networking systems to remain in touch with his colleagues," said a senior officer.

The Rubber Board's plan to bring around 50,000 hectares of land across Naxalite-[Left-Wing Extremism (LWE)-hit Chhattisgarh, Jharkhand, Andhra Pradesh, Maharashtra and Odisha under rubber cultivation has received a boost, with the Union Ministry of Home Affairs (UMHA) agreeing to fund the initiative that promises to provide gainful livelihood to locals living under the shadow of LWE, reports The Times of India on September 24. The UMHA, which may offer a subsidy and wage component to the farmers under the Central Forces' Civic Action Programme or other existing schemes, has arranged for a presentation by the Commerce Ministry titled "Rubber Plantations in LWE-affected Areas" during a meeting of Chief Secretaries and Director General of Police (DGP) of nine LWE-hit States in New Delhi on September 25.
