The Union Rural Development Minister Jairam Ramesh has written to the Prime Minister Manmohan Singh stressing greater involvement by the Central Government to improve the effectiveness of the government's strategy in fighting the Naxal [Left-Wing Extremism (LWE)] influence, reports The Economic Times, on March 2. The Minister further writes that lack of power, intermittent mobile connectivity, very poor health and education facilities are top complaints of the people in the LWE-affected areas. Back from a two-day visit to one of the worst affected districts of the country, Nuapada, in the Odisha-Chhattisgarh border area, Ramesh has suggested to the Prime Minister that the central government increase its presence in the "hotspots" in LWE affected areas located in junction of two or three states. Ramesh said in his letter to the Prime Minister, "My visit to Nuapada reinforces a point I have been making to you often that we need to enhance the presence of the Central Government those hotspots which are in the bi-junction and tri-junction areas. Many of these hotspots are in remote and inaccessible areas, which call for decisive intervention on our part by expanding the social and physical infrastructure". Ramesh stressed that efforts to contain the Maoist influence would remain ineffective as long as these issues are not addressed.

In another development, the Centre would "fight" Naxals [Left Wing Extremists (LWEs)] through welfare and empowerment schemes and protect the tribals from being used as shields by the rebels, said the Union Minister of Rural Development Jairam Ramesh, on March 3, reports Zee News. He told a meeting of Adivasi Adhikar Samavesa (Tribal Rights Congregation) at Narla in Odisha's Kalahandi District "In the name of forest dwellers, Maoists have created an atmosphere of fear (in the society). Our fight against Maoists is continuing. Through schemes for tribal welfare and women empowerment, with a strong political willpower, we will defeat their design".

In a move to spread a web of mobile towers across the Communist Party of India-Maoist (CPI-Maoist) heartland, the Telecom Commission has finally cleared INR 3,000-crore plan to set up 2,200 towers in 84 Naxal-[Left Wing Extremist (LWE)] affected Districts, reports The Hindustan Times on March 5. Improved connectivity in remote and inaccessible areas would not only touch the lives of lakhs of tribals and villagers but also give Security Forces (SF) operating in the jungles a secure line of communication. They currently have to do with wireless systems which can be intercepted by Maoists as well.

In order to ensure proper rehabilitation for Naxals [Left-Wing Extremists (LWEs)] willing to abjure violence, the Centre has revised a new surrender and rehabilitation policy which will take effect on April 1, reports The New Indian Express, on March 5. The plan under the Security-Related Expenditure Scheme approved by the Union Finance Ministry substantially increased the immediate grant and stipend for surrendered ultras. Under the revised scheme, senior cadre or politburo members will be paid INR 2.5 lakh as an immediate rehabilitation package while junior cadre will get INR 1.5 lakh. “The revised scheme will also address the specific needs for rehabilitation of surrendered LWEs so they should not feel deprived of employment in the mainstream society,” a source said. To ensure entrepreneurial opportunities, the Ministry of Home Affairs (MHA) will also give the surrendered ultras a stipend of INR 3000 per month for three years. Earlier this was INR 2000 per month. “Additional incentives of INR 30,000 would be given for surrendered weapons including AK 47/56 or sniper rifles. The amount will be deposited in the form of Fixed Deposits,” the source said. An MHA official said the Finance Ministry has also approved a proposal for community policing in 106 Districts of nine Communist Party of India-Maoist (CPI-Maoist)- affected States. “The grant for community policing in the LWEs-affected states has been enhanced from the earlier `INR 5 lakh to `INR 10 lakh per District per year,” the official added. The Centre is also encouraging the surrendered ultras to undergo vocational training so that they can be employed and become financially independent.

Meanwhile, the Odisha Government, on March 4, asked the Centre to give more paramilitary personnel to strengthen its battle against the Communist Party of India-Maoist (CPI-Maoist), at a meeting of extremism-affected States in New Delhi, reports The Times of India. Director General of Police (DGP), Prakash Mishra, who attended the meet, said "We have sought deployment of two more battalions of Central Reserve Police Force (CRPF) in the State." The State Government has been highlighting the improvement in Left-Wing Extremism (LWE) problem in the State during 2012 with the death of 10 Maoists, arrest of 167 and surrender of 35 cadres. Currently, six battalions of Border Security Force (BSF), eight battalions of CRPF and one Commando Battalion for Resolute Action (CoBRA) are deployed in the State. The Centre has agreed to deploy two more battalions of BSF in the State, police sources said. Maoist violence has been reported in areas falling under 270 police stations in 64 districts of these states. A total of 170 people were killed in extremism-related incidents in the last six months, sources said.

Police personnel should be trained properly and armed with modern weapons and gadgets before they are sent for duties in Naxal [Left Wing Extremism (LWE)]-affected areas, a Parliamentary panel has said, reports The Economic Times, on March 6. A report of the Parliamentary Standing Committee on Home Affairs has said that extensive training should be provided to the troopers of the central forces who undergo regular causalities while rendering these duties in the Communist Party of India-Maoist (CPI-Maoist)-affected states. The report tabled in Parliament said "The Committee views that although the multi-pronged development strategy is required to check spread of Left Wing Extremism (LWE), the government should also provide required training to the central police forces as well as state police forces and modernise them."

Raising concern over Bihar's efforts to tackle Naxalism [Left Wing Extremism (LWE)], the Centre revealed that three of its districts — Gaya, Jamui and Aurangabad — accounted for more than 60 percent of Communist Party of India-Maoist (CPI-Maoist) violence in 2012. The Union Home Ministry (MHA) has written to Bihar Chief Secretary, Ashok Kumar Sinha, to take immediate steps to counter the Maoists, reports The Indian Express, on March 6. Gaya, the Ministry noted, was the most affected. The contribution of anti-Maoist Special Forces is not visible in Bihar, a senior official said. This could have serious repercussions as the Maoists would attempt to regain areas they have been driven out of over the years. In its letter to Sinha, the Ministry also complained that the Revolutionary Democratic Front (RDF), alleged to be a Maoist front organisation, enjoyed a free run. It was allowed to hold a rally at Muzaffarpur in December 2012 though the Centre was against it, sources said. The rally, organised under the banner of Janata Par Yudh Virodhi Manch and attended by more than 1,000 people, has not gone down well with the central forces fighting the Maoists.

The Cabinet Committee on Security (CCS) cleared acquisition of eight armour-plated, medium-lift Mi-17 V5 helicopters from Russia for the use of Union Ministry of Home Affairs (MHA) and paramilitary forces in the ongoing anti-Naxal [Left-Wing Extremism (LWE)] operations, reports The Times of India on March 9. The eight Mi-17 V5 helicopters, which are weaponised and capable of operating during the night, come even as the Indian Air Force (IAF) is inducting 139 such helicopters for its own use. IAF has deployed six older versions of the Mi-17 V5 helicopters for logistical support to paramilitary and police forces in the anti-LWE operations but its personnel are allowed to fire only in self-defence if they come under attack. The government has firmly ruled out any "offensive air operations" against the left-wing extremists.

It has sought another INR 870 million for various administrative expenses. A Police official said "Special Task Force trooper Angad Kumar was killed and another trooper Yashwant injured in an exchange of fire between a joint party of Security Forces and ultras in the forests of Chintagufa and Dornapal Police Station area". He further said "The joint contingent of District Force, STF and Central Reserve Police Force (CRPF) was on a combing operation in the area, when Naxals [Left-Wing Extremists (LWEs)] opened indiscriminate firing on them. The Central Paramilitary Forces may soon embark on a major recruitment drive in the country's Naxal [Left Wing Extremism (LWE)]-affected areas, with special rallies across 30 worst-affected Districts set to induct around 3,000 local youth, reports The Times of India on March 19. The successful candidates will be recruited as constables in Central Reserve Police Force (CRPF) and Border Security Force (BSF). The proposal to induct up to 3,000 young men from Districts that have recorded the highest incidence of LWE violence is aimed at weaning them away from potential recruitment into Communist Party of India-Maoist (CPI-Maoist) ranks. A senior official of the Union Home Ministry (MHA) said "These young boys will be exposed to a life beyond violence, with their jobs in the CRPF and BSF set to take them across the country."

Gondia Superintendent of Police (SP), Dilip Zhalke said “The encounter took place near Marartola village in Salekasa Division of Gondia. Our team was carrying out searching operation when the Naxals fired on it. Two C-60 Commandos suffered bullet injuries in the firing.’’ Commando Ramesh Uike suffered bullet injury on his leg and commando Sanjay Katare suffered shoulder injury. However, the SP did not rule out the Maoist Dalam (armed squad) ‘commander’ Rakesh being killed in the encounter.

Maharashtra Government adopted a government resolution, on March 20, to hike by 50 per cent salary and dearness allowance of Police personnel serving in the Naxal [Left-Wing Extremism LWE)] affected areas, reports The Indian Express. The increase, however, is only for a year — from January 1 to December 31. Officers and constables posted at Police Stations, Police Sub-Stations and Armed Outposts in Gadchiroli, Aheri and "very sensitive" outposts in Gondia District as well as State Reserve Police personnel will benefit of the decision. Members of the Intelligence Bureau posted in Gadchiroli and Gondia will also get the hike or a promotion. Between 2005 and 2011, 104 Police Personnel were killed in LWE-affected areas of the State. In the same period, 107 Communist Party of India-Maoist (CPI-Maoist) cadres and 94 civilians were also killed. Ten Police Stations, 14 Sub-Stations and 29 Armed Outposts in Gadchiroli District and six Police Stations and eight Armed Outposts in Gondia District have been declared "very sensitive". In 2009, LWEs killed 52 Police personnel. In May 2009, the LWEs attacked a Police party in the forest area of Gadchiroli, killing 16 personnel, including five women.

The NIA has detected that a Delhi-based company has illegally imported night vision devices from the United States of America (USA) and supplied them to the Naxalites [Left Wing Extremists (LWEs)], reports The Economic Times on March 30. Alarmed by the revelation, the Ministry of Home Affairs (MHA) has ordered the NIA to register a case. NIA Director General SC Sinha told "We have registered a case on March 19 after it was found that the Delhi-based company had forged the Jharkhand government's certificate to successfully procure the devices from USA and diverted the same to Naxalites. We are in the process of investigating the case." The name of the company is not being disclosed for the purpose of investigation, but it's officials are being questioned.

After several run-ins with Indian Air Force (IAF), Central Reserve Police Force (CRPF) has floated bids to hire private choppers for anti-Naxal [Left-Wing Extremism (LWEs)] operations, reports The Economic Times on 1st April. CRPF will, however, assume no responsibility if the choppers come under fire from the insurgents. In a bid document issued by CRPF on March 15, it has specified that it intends to hire two private choppers for "supervisory reconnaissance by senior officers" besides carrying troops, supplies like weapons and rations and casualty evacuation. The choppers provided by IAF to CRPF had so far mainly been employed for casualty evacuation with CRPF rarely getting a chance to do an air reconnaissance of possible LWE targets.
