Indian Mujahideen (IM) was in touch with the Communist Party of India-Maoist (CPI-Maoist), discussing a possible tie-up with the Left-wing extremist outfit to procure explosives and ammunition for use in terror attacks in India, arrested IM mastermind Yasin Bhatkal has revealed, reports The Times of India on October 2. Bhatkal, during the course of his interrogation by the National Investigation Agency (NIA), is said to have disclosed a meeting with senior CPI-Maoist leader, known to him only by the "alias" Manjar, in Harsa region of southern Nepal around six months ago. The secret meeting, Ministry of Home Affairs (MHA) sources told The Times of India, explored the prospects of a pact between IM and CPI-Maoist, wherein the latter would make available arms, ammunition and explosives — sourced through its wide network — to IM for terror attacks. Sources said the IM offered handsome payments to the Maoists for supply of weapons and explosives. Most of these funds would come from IM's Pakistani mentors. However, the talks could not culminate immediately into a deal.

The Union Minister of Home Affairs (UMHA) Sushilkumar Shinde has said in Hyderabad that Naxalism-[Left-Wing Extremism (LWE)] can be effectively tackled in the new state of Telangana too as it was done in Andhra Pradesh, reports Deccan Chronicle on October 5. Dismissing the apprehensions that the formation of a separate Telangana State may lead to an increase in Communist Party of India-Maoist (CPI-Maoist) activity, he said “The Naxal problem is there. But Andhra Pradesh is one state where we have done excellent work in curbing Naxalism. I am quite confident that even after the formation of Telangana they will completely cut down the activities of Naxalites.”

Jharkhand State Intelligence feels that despite carrying out lesser number of attacks the Left-Wing Extremists (LWEs) are not loosing strength in the State, reports The Times of India on October 7. The Intelligence Bureau has reported that a total of 270 LWE attacks have taken place in Jharkhand since January 2013 till September 15, 2013. The number of LWE attacks in the same period last year (2012) was 370. The data was presented at a meeting organized by the LWE Division of the Union Ministry of Home Affairs (UMHA). "If we consider the Latehar incident in January (2013) and the attack on the Pakur SP convoy in July (2013), the rebels have been successful in damaging morale," said a Police Officer in the Police headquarters. Police Spokesperson SN Pradhan said "The rebels' organizations have got scattered and are disoriented. Even then they have been able to strike and it is a matter of concern."

Senior officials of the Union Ministry of Home Affairs (MHA) fear that a long spell of “zero-governance” in Andhra Pradesh due to the growing protest against the creation of Telangana could see escalation of the Naxal [Left Wing Extremism (LWE)] problem, while law and order could deteriorate, particularly in Hyderabad, reports The Hindu. Union Home Minister Sushilkumar Shinde on October 7 briefed Prime Minister Manmohan Singh on the situation in the State. As the protest spread to more areas in Rayalaseema and coastal Andhra Pradesh, the officials are apprehensive that the Communist party of India-Maoist (CPI-Maoist) would now try and reassert their presence in areas where the Police and paramilitary forces have managed to regain control in the last few years. Moreover, as paramilitary forces engaged in anti-Naxal operations were being diverted to contain protests, Maoists would sense a chance to regroup. “It is a well-known fact that most of the top Maoist leaders belong to the economically backward Telangana region, which used to be the hotbed of Naxal activities. Persistent operations by Greyhound commandos of the Andhra Pradesh Police, along with the paramilitary forces, forced Maoists to shift base to the neighbouring States. But now with attention diverting towards protests and people getting restless, Naxals might try and rebuild the cadre base in the State,” a senior MHA official said. Of the 10 districts of the proposed Telangana State, which shares borders with some of the Naxal strongholds like Gadchiroli in Maharashtra and Bastar in Chhattisgarh, 8 have been declared worst hit by the Left Wing Extremism. They include onetime Maoist hotbeds of Karimnagar, Warangal and Adilabad. Significantly, even the other Districts that will fall in divided Andhra Pradesh are also facing Naxal problem, which include Vizianagaram and Visakhapatnam that have turned out to be the epicentres of the current anti-Telangana protests. “Chief Minister N. Kiran Kumar Reddy has also come out openly against Telangana ... There is complete absence of governance in the State where even the bureaucracy and police look divided. Under such circumstances law and order situation in the State could be compromised,” the official added.

The Union Minister for Home Affairs (UMHA) Sushilkumar Shinde on October 10 said that the [Left- Wing Extremism (LWE)] perpetrated violence has gone down since 2010, reports The Hindu. “The Left Wing Extremism (LWE)-violence has been declining since 2010. The number of incidents of violence declined from 2,213 (with 1,005 resultant deaths) in 2010 to 1,415 incidents (with 415 resultant deaths) in 2012. In the current year (up to August), there has been a 27.48 per cent reduction in such incidents (with 14.10 per cent reduction in resultant deaths) in comparison to the corresponding period in 2012,” he added.

Taking a cue from the North East where the State government and the Centre have successfully funded various agriculture and horticulture projects to transform militants, the Union Ministry of Home Affairs (UMHA) is planning a similar initiative in the five worst Naxal-[Left-Wing Extremism (LWE)]-affected States to help the Communist Party of India-Maoist (CPI-Maoist) cadres surrender arms and earn their livelihood, reports The Hindu on October 13. Following field trails by the Rubber Board, the UMHA in association with the Ministry of Commerce and Industry has envisaged a plan to go for massive rubber plantation in Chhattisgarh, Jharkhand, Odisha, Andhra Pradesh and Maharashtra.

The Union Minister of Home Affairs (UMHA) Sushilkumar Shinde October 18 while addressing the Consultative Committee Members of Parliament attached to the Ministry said the Security agencies have a lot of ground to cover in neutralizing the armed capability of Communist Party of India-Maoist (CPI-Maoist), who have the power to carry out spectacular attacks against soft targets, reports The Times of India. He said "The CPI-Maoist has the capacity to launch spectacular strikes in its stronghold areas (like Chhattisgarh, Jharkhand and Odisha), especially against soft targets." He further said "The role of the Central Armed Police Forces is of great importance in this regard since 90 battalions (around 90,000 personnel) have been deployed for anti-Naxalite operations." The members discussed the Maoist ideology of armed struggle and militarization, violence profile, government policy and approach to deal with Naxalism Left-Wing Extremism (LWE), monitoring mechanism, security and development related measures taken by the central government.

Bihar Police in a drive against Communist Party of India-Maoist (CPI-Maoist) leaders under the Unlawful Activities Prevention Act (UAPA) have sized movable property worth INR 20 billion, reports The Hindustan Times on October 20. They have also seized approximately 44 acres of land. An official said drawing upon Bihar’s success the Centre has asked eight other Maoist-hit states to effect property seizures under the UAPA provisions to weaken extremists’ leaders by way of their individual financial clout. “The Ministry of Home Affairs (MHA) has issued directions to the Chief Secretaries and Director Generals of Police (DGP) in Left-Wing Extremism (LWE) affected states to start implementing UAPA to come down on Maoists”, the official added.

Impressed by Bihar Police’s approach of hitting the Communist Party of India-Maoist (CPI-Maoist) leaders financially by confiscating their property under the Unlawful Activities Prevention Act (UAPA), the Central Government has decided to adopt it, reports The Hindustan Times on October 20. The Union Ministry of Home Affairs (UMHA) has issued directions to the Chief Secretaries and Director Generals of Police (DGP) in Naxal-[Left-Wing Extremism (LWE)]-affected states to start implementing the UAPA on Maoists. The affected states have been asked to gather information about movable, immovable assets of Maoist leaders and confiscate them if they are proceeds of terror activities, or are being used to fund such activities. “Bihar CM Nitish Kumar had proposed this at a meeting of LWE-affected states chaired by the Home Minister a few months ago. We found out that the top Naxal leaders were amassing much wealth. We started using UAPA provisions to attach and confiscate it in May 2012. It was speeded up this year,” said Bihar State DGP Abhayanand.

CRPF have killed 46 Naxals-[Left Wing Extremists (LWEs)] and arrested 174 of them including Maoists from different parts of the State so far this year, reports The Times of India on October 30. They have also found a haul of 1,730 kilogram explosives, 298 landmines, 100 regular weapons and 1700 ammunition from the LWEs from different parts of Jharkhand. CRPF Inspector General (operations) MV Rao revealed the numbers in an official press release at a press conference. A total of 22 battalions of CRPF and two battalions of CoBRA are engaged in the war against the LWEs in Jharkhand. At a programme which marked its 74th anniversary, CRPF Jharkhand IG (operations) said the force has achieved huge success in its fight against the LWEs in the state.
