In a reaction to massive popular participation in 2008 Assembly Election, militant outfits like Lashkar-e-Toiba (LeT) and HM have warned the people in areas like Shopian District, Sopore in Baramulla District and Bandipora District against taking part in the upcoming Panchayat Polls in the State beginning in later part of April, according to The Times of India. Deccan Herald reports that the cadres of the Communist Party of India-Maoist (CPI-Maoist) assaulted and injured five labourers and set ablaze two road construction machines of a private firm at Kanaudha village in Aurangabad District on April 4. Over 25 Maoist cadres raided the village and assaulted the labourers and injured them. The Maoists, demanded money from the owner of the company failing to which they set ablaze its machines used in construction of road under Pradhan Mantri Gram Sadak Yojana (PMGSY, Prime Minister’s Village Road Construction Scheme) besides some furniture at the work site, the Police said.

Pakistan-based terror group Lashkar-e-Toiba (LeT) had managed to get forged passes issued to journalists and sponsors for the World Cup final at Mumbai’s Wankhede stadium, according to Daily Excelsior. Sources said as per the security plans, anti-aircraft guns were strategically put in place. A sizable number of National Security Guard (NSG) commandos and around 400 Central Paramilitary Personnel assisted Mumbai Police to ensure foolproof security. All air bases near Mumbai, Indian Navy and Coast Guard were put on high alert to ensure security in the air and sea during the match. Quick Reaction Teams and women personnel of Central Reserve Police Force (CRPF) were also stationed at vital locations in and around the stadium to respond to any exigency.

Recoveries made from the hideout include one PIKA rifle, 243 rounds of PIKA gun, a belt of ammunition and some incriminating documents of LeT. Mohammad Farooq, the Mirwaiz of central Kashmir, was killed by Hizb-ul-Mujahideen (HM) terrorists in Srinagar in 1990 and the Mirwaiz of Anantnag, Qazi Nisar, was killed by the terrorist in 1994, adds The Times of India. Maulana Showkat was also arrested under the Public Safety Act (PSA) for leading processions during Amarnath land row in 2008, reports Daily Excelsior. He was a close aid of Jammu and Kashmir Liberation Front (JKLF) Chief Yasin Malik, moderate Hurriyat Chairman Umar Farooq and at the same time, he was equally liked by the mainstream politicians and even New Delhi representatives in Kashmir. He was also among the first who had demanded a fresh enquiry into the killings of separatist leaders including Mirwaiz Farooq, Abdul Gani Lone and Qazi Nissar. Separatist and political leaders condemned the killing with the moderate faction of Hurriyat Conference calling for a shutdown tomorrow while its hardline faction termed it as an "act of terrorism." Mirwaiz has already called for a general strike tomorrow in protest against the killings.Chief Minister Omar Abdullah has strongly condemned the blast at Maisuma, Srinagar in which Showkat Ahmad has lost his life. Within hours of an IED blast killing Shah, Army intercepted a message from Pakistan-based terror group Lashkar-e-Toiba (LeT) Spokesperson Abdullah Gaznavi, purportedly directing a local media person to disseminate information that the attack was carried out by Hindu groups.

Pillai, said on April 11 that Pakistan-based militant outfit Lashkar-e-Toiba (LeT) had planned to attack the Cricket World Cup final in Mumbai, but the plot was thwarted by the Indian intelligence and security network. Pillai said the plot to attack was specific to the final match between India and Sri Lanka at Wankhede Stadium, in Mumbai (Maharashtra) on April 2. "There was enough evidence that they were planning the strike in Mumbai," he added. This is the first official Home Ministry confirmation of reports that Pakistan-based militants were trying to disrupt the Cricket World Cup final.

The Union Government on April 13 said that it would take up with Pakistan the claims made (in an US court) by arrested Pakistani-Canadian militant Tahawwur Hussain Rana, a key accused in the Mumbai terrorist attack case (November 26, 2008, also known as 26/11), that he had acted at the behest of Islamabad and its spy agency Inter-Services Intelligence (ISI), and not the Pakistan based militant outfit Lashkar-e-Toiba (LeT), reports The Hindu. Sources in the Home Ministry said the disclosures only corroborated what India had been stating about the role of ISI in the 26/11attacks.

the Police arrested three alleged killers of Maulana Showkat Shah, Javed Ahmed, Nisar Ahmed and Abdul Ghali Dhar, according to The Times of India. The three belonged to the former Tehreek-ul-Mujahideen outfit. Police further said that they are also cadres of the little-know sectarian outfit, Saut-ul-Haq (the voice of the righteous). Kashmir Times, further adds that, the Police claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of Dukhtaran-e- Millat (DeM). Moreover, the Tehreek-ul-Mujahideen was uncomfortable with Maulana’s moderate line. They were unhappy with his comments on stone-pelting and his talking to the Government, reports The Times of India. It was an attempt to take over the organisation and radicalise it. He had won three straight three-year terms as the Ahl-e-Hadith's head since 2004 and is believed to have closed down the terror group allegedly associated with his organisation in Kashmir. Further, the Police claim has complicated the events surrounding the murder. Tehreek-ul- Mujahideen, long associated with the Ahl-e-Hadith, was formed in 1990. It is the part of 15-member Pakistan occupied Kashmir (PoK) based United Jehad Council and enjoys close links with groups like the Lashkar-e-Toiba (LeT). Police further stated that a local LeT ‘commander’ provided logistical support for the assassination. The claim also rubbishes separatist leader Syed Ali Shah Geelani and Hizbul Mujahideen (HM) allegation that "Indian agencies" had murdered the Maulana. Following the investigation, Police on April 17 carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates, according to Kashmir Times.

Reports indicate that, top Lashkar-e-Toiba (LeT) and HM militants have started moving towards mountains, including Pir Panjal Range, ahead of the summer facing threats to their lives in low lying belt as local people have started refusing shelter to them. The militants are shifting their hideouts from plain areas of Kishtwar, Doda, Banihal, Ramban, Mahore, Gool and parts of Poonch and Rajouri Districts towards mountainous areas including Pir Panjal Range, which is known as comparatively safer area for the militants in summer. Habib Gujjar group of the LeT outfit, which was having strength of five, has reportedly left Keshwan and proceeded towards Warwan and Dachchan in Kishtwar District. Abu Moosa, a ‘divisional commander’ of the LeT, who was instrumental in the killing of two jawans (troopers) of Territorial Army (TA) at Gool in Ramban District few months back, has also deserted Gool and fled to Pir Panjal Range. According to sources, majority of militant ‘commanders’ in different districts of Jammu region, have shifted to mountains well ahead of summer as they have also been directed to do so by their mentors from across the border.

In three major successful operations, carried out on April 21 Security Forces (SFs) killed two top Lashkar-e-Toiba (LeT) militants in Kishtwar District, captured three hawala (illegal money transfer) operators in Banihal of Ramban District and seized explosives from Panchayat (village level local self-government) building at Khari, Banihal, which had been dumped by militants to disrupt Panchayat elections, scheduled for May 16, reports Daily Excelsior. SFs eliminated two dreaded LeT militants, Mohammad Sultan Bhat (‘district commander’ of LeT) alias Noman, resident of Naik Mohalla, Saranwa in Kishtwar District and Jaan Mohammad of Chatroo in Doda District, who happened to be close associates of Lashkar ‘divisional commander’ Salman alias Habib Gujjar alias Jameel in Kishtwar. However, two more LeT militants including Salman himself and Mohammad Ishaq Lone have managed to escape from the encounter site. Recoveries made from the site of encounter included one AK-47 rifle with two magazines, one grenade and a large quantity of ammunition and explosive material. Salman alias Habib Gujjar was instrumental in a series of subversive activities in Kishtwar District. Meanwhile, the hawala racket, was busted by Ramban Police, that originated from Pakistan occupied Kashmir (PoK) and channelised through Aijaz Ahmed Sheikh, a resident of Dulligam and settled in Chakoti, PoK since 1997 where he was operating as a top ‘commander’ of Hizbul Mujahideen (HM) outfit. Of three hawala operators captured by Police, one was Sheikh’s brother-in-law Barkat Ali Dar. Superintendent of Police (SP) Ramban Anil Magotra said, adding that hawala consignment was delivered at Bijbehara in Anantnag District at the behest of Sheikh. The seized hawala money was meant for militants and their families. Along with Dar, two other operators Farhad Ali Khanday and Mohammad Ramzan Hajam (both from Banihal) were also arrested by SFs and INR 1.99 lakh were recovered from their possession. Hajam happened to be father of a slain HM militant Gulzar Ahmed.

Security Forces (SFs) shot dead two Lashkar-e-Toiba (LeT) militants, including Mohammad Aiyaz Malik alias Abu Moosa, a ‘divisional commander’ of the outfit who had been operating in Banihal, Gool and other parts of Ramban District for past more than 15 years, reports Daily Excelsior. An intercept of a Pakistani militant, Mehmoodi, presently operating from Muzaffarabad in Pakistan occupied Kashmir (PoK) and his conversation with Abu Moosa on April 23 gave the SFs clues about the location of the militant leading to his killing along with his associate. According to Inspector General of Police (Jammu) Dilbagh Singh SFs launched operation along Dandi Nullah (stream) in Aakhran belt of Banihal in Ramban District in the night after developing specific inputs about movement of Moosa and his associate Zulqarnain in the area. However, the encounter started in the morning of April 24, in which both the militants were killed. Zulqarnain, who had operated as bodyguard of Abu Moosa and later became a top militant of the outfit, was active in the militancy for past nine years. Recoveries made from their possession included one AK-47 rifle, one AK-74 rifle, six AK magazines, 160 AK rounds, one Thoraya satellite telephone, one mobile handset, two SIM cards, one binocular, one compass, one Chinese grenade and a large quantity of other ammunition and accessories of explosive material.

"I am the politician who went to Islamabad in January 2009 and said, without fear or favour, in respect to the Mumbai bombings, those people need to be put on trial; and if they are prosecuted, they need to be punished. And I still say publicly, not enough has been done to bring those trials to a conclusion," he said at the Council on Foreign Relations, a Washington-based think tank. "On the one hand I say we should be engaging with Pakistan. On the other hand, I feel comfortable in speaking very plainly about the responsibilities that they have. It it's true that the Lashkar-e-Toiba (LeT) is developing global ambitions for its terrorism and its own capacity to do so, as well as regional ones, we have to be even more insistent on the need to roll up that infrastructure," Miliband added.

An unnamed Police spokes person said that self styled ‘district commander’ of LeT Firdous Ahmad Peer alias Jana Peer alias Chottu was arrested on April 30 along with three others. During the past one week, Police arrested seven people, four LeT militants and three members of fake currency racket, spokesperson added.
