The General Officer Commanding (GOC, 15 Corps) Lieutenant General S A Hasnain on October 1 said that there is a nexus between the Inter Services Intelligence (ISI), Pakistan Army and terrorist organizations in training, arming and psychological indoctrination of Pakistani youth for infiltrating and carrying out acts of terror in Kashmir. He said ISI and Pakistan Army are setting up terror infrastructure in Pakistan and Pakistan occupied Kashmir (PoK) to spread terror and disrupt the peace and harmony in Kashmir. Hasnain revealed the information shared by Pakistani militant of Lashkar-e-Toiba (LeT), Nissar Ahmad, who was arrested near the LoC in Machil sector.

Security Forces (SFs) killed a Lashkar-e-Toiba (LeT) ‘divisional commander’, who was reactivating militancy in South Kashmir, in the Shubdani village near Newa in Pulwama District on October 3, reports Daily Excelsior. One INSAS rifle, three AK magazines, 90 rounds of AK ammunition and war like stores were recovered from the incident site. The slain militant, identified as Abdul Rehman alias Rehman Bhai, a Pakistani national, was also nominated as ‘divisional commander’ of LeT (North Kashmir) after the death of Abdullah Uni on September 13. Army said Abdul Rehman was active in Sopore since past 11 years and in Pulwama since 2007. Police said Abdul Rehman infiltrated in 2005 into Kashmir valley and was operating in Kupwara area where he came in contact with Al-Badr Chief Zeenat-ul-Islam alias Zahid. He shifted his base to South Kashmir in 2007 and worked under a local LeT ‘commander’ Gazi. After the elimination of Gazi, he took over as the ‘divisional commander’ of LeT in South Kashmir.

China and Inter Services Intelligence (ISI) supports Peoples Liberation Army (PLA), the Manipur based outfit, in its bid to form a ‘Strong United Front’ along with Communist Party of India-Maoist (CPI-Maoist) and Kashmiri militants, reports Times of India. Officials claimed that ISI was funding PLA for supplying arms and ammunition to Maoists in the country and a "Strategic United Front" was being made to carry out attacks in India and on Security Forces in the Naxal-affected areas. An official source said, "ISI and PLA are in touch and supplying Maoists with arms. They are supposedly using China as the alternative route." The special cell of Delhi Police has learnt that the chief of the political wing of the PLA - Irengbam Chaoren - is hiding in China and is operating an arms syndicate from there. The Police have also come to know that PLA, having over 1,500 cadres, was planning to liaise with terrorist outfits based in Pakistan occupied Kashmir (PoK), including Lashkar-e-Toiba (LeT) and separatist groups based in Jammu and Kashmir and the northeast. The revelations were made by two top PLA leaders - N Dilip Singh (51) and Arun Kumar Singh Salam (36) – arrested in New Delhi. "N Dilip Singh and Arun Kumar were arrested from a hotel in Paharganj on October 1. Following their arrest, the Manipur Police have arrested three more persons in Imphal," P N Aggarwal, special commissioner (special cell) said. Daily Excelsior adds that Singh, a self-styled captain, is the head of PLA’s external affairs while Salam is his deputy.

Troops foiled an infiltration attempt by a group of Pathan militants affiliated to Lashkar-e-Toiba (LeT) at Mitti Dhara in Peer Badesar area of Keri sector in Rajouri District, reports Daily Excelsior. Amid intrusion bid by the militants, Pakistan Army resorted to cease-fire violation to give cover to sneaking militants. The militants opened firing and triggered two powerful blasts at 11.40am after breaching the Line of Control (LoC) at Mitti. Troops on the LoC neutralized the infiltrators and made them to run back to Pakistan occupied Kashmir (PoK). Sources said Pakistan Army resorted to cease-fire violation with a view to give cover to the infiltrators from their forward posts. However, no casualty was reported.

The Supreme Court on October 10 stayed the execution of the death sentence awarded to Ajmal Kasab, the lone surviving Pakistani Lashkar-e-Toiba (LeT) militant, in the November 26, 2008 Mumbai terror attack case (Also known as 26/11), The Hindu reported. A Bench of Justices Aftab Alam and C.K. Prasad, after hearing senior counsel Gopal Subramaniam for Maharashtra and senior counsel Raju Ramachandran, amicus curiae appointed to assist Kasab, directed completion of pleading by November 30 and directed that the appeal be listed for final hearing on January 31, 2012. Kasab was sentenced to death by a special anti-terror court on May 6, 2010 and this was confirmed by the Bombay High Court on February 21, 2011.

With increase in the presence of militants across the Line of Control (LoC), the Army has deployed additional troops in priority areas to counter infiltration in the State ahead of snowfall, reports Daily Excelsior. "According to Intelligence reports, strength of militants across (the LoC) has crossed all proportions. At present, opposite Shamsabari (range) and Uri, there are 600 militants," said General Officer Commanding (GOC) of Srinagar-based 15 Corps Lieutenant General Syed Ata Hasnain on October 11. He added, "Attempts will be made everywhere. There is a window of two months before winter. This is a dangerous window." However, he said, the counter-infiltration grid has been redoubled to meet the challenge of infiltration putting the number of militants killed this year 80. He said 30 to 40 militants have managed to infiltrate. He said forces have an opportunity to "break the back of militancy" in the State as 19 top militant ‘commanders’ of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) have been killed so far this year. "There is a realisation that 2011 is an important year. We can actually break the back of militancy this year... If they cannot bring militants in (to Kashmir) by next year, I can assure you we have turned the tables in Kashmir," he added. IBN Live reports Chief Minister Omar Abdullah has asked the Union Home Minister not to plan Armed Forces Special Powers Act (AFSPA) withdrawal from entire state, but from sections where army is no longer required. "Would want Disturbed Areas Act [DAA] and AFSPA to go," said Abdullah. "We have to see the areas where the footprints of Army was minimal and then go for revocation of DAA and subsequently AFSPA'', Omar said, adds Daily Excelsior.

Director General of Police (DGP) Kuldeep Khoda said that Police was working on all leads, including a possible nexus between the Lashkar-e-Toiba (LeT) and Khalistan Zindabad Force (KZF), who might have jointly plotted the terror strike which was foiled with the recovery of the car laden with explosives in Ambala in Haryana on October 12. Asserting that Babbar Khalsa International (BKI) was not an active outfit in Jammu, Khoda said Police had reports that KZF was trying to revive itself. The KZF is headed by Ranjeet Singh alias Neeta of Simbal in Jammu, who was presently operating from Lahore in Pakistan. Recently, there had been reports of a nexus developing between Punjab and Jammu and Kashmir militants, which were corroborated with the reports that Neeta was trying to revive KZF in Jammu. The explosives were reportedly packed and sent from Jammu and Kashmir. "The spot could be anywhere in Jammu and Kashmir but since the role of KZF is emerging, the possibility of supply of explosives somewhere in Jammu including the border areas is not ruled out’’, sources said, adding the KZF might have helped the BKI in the terror plot hatched jointly with the LeT outfit. "We had inputs that an LeT module active in Jammu and Kashmir was planning to strike in Delhi. Investigations were done and found that the explosives were meant for BKI and to be used in Delhi. We received a specific input yesterday [October 11] about the movement," Arun Kampani, Deputy Commissioner of Police (Special Cell) said. The DGP further said there were no doubts over Police claims that Doda and Reasi Districts were free of militancy but admitted that the militants kept on moving from one place to another. "Some groups of militants are active. There is no doubt about that. However, Police too have killed many militants and solved various blast mysteries… We would also work on way and means to ensure that terror plots originating from Kishtwar and other parts of J&K to New Delhi are not repeated’’, he added. Investigations so far reveal that the blast outside Delhi High Court on September 7 was carried out by the militants of Kishtwar District of Jammu region with the help of some modules.

According to Delhi Police officials, the blue Indica car had five kilograms of RDX in two packets, two batteries, five detonators and two timer devices. Delhi Police said the explosives were meant for terror outfit Babbar Khalsa International (BKI), which had plans to target the national capital. "We had inputs that a Lashkar-e-Toiba (LeT) module active in Jammu and Kashmir was planning to strike in Delhi. According to sources, the plot was orchestrated by the Pakistani intelligence agency, Inter Services Intelligence (ISI) and the whole operation was being monitored from Nepal. A call was traced from Nepal 10 days ago which suggested exchange of explosives. The Policemen are investigating if the recovery of explosives has any links to the September 7 blast at Delhi High Court, where too RDX was used. A team of National Investigation Agency (NIA), which is probing the HC blast along with bomb disposal squads and forensic experts from Madhubani FSL have rushed to Ambala. Officials said the explosive was smuggled to Jammu and Kashmir through the border and a separate module was assigned to deliver it to Delhi. Police is looking for two suspects who drove the car to Ambala from Jammu. They have recovered two toll tax slips, of Shambhu Barrier and Ladowal in Punjab, from the car, and probably have CCTV footage of the two suspects from one of the toll booths.

The arrestee identified as Muzaffar Ahmad Mir revealed that he had acted on the behest of the LeT ‘operational commander’ Furqan based in Pakistan occupied Kashmir (PoK) who had directed him to kill Policeman in and around Hazratbal in order to unnerve the Jammu and Kashmir Police, who are on the forefront of fighting militancy in the State and have killed the top ‘commanders’ of LeT in recent months. He also revealed that Furqan directed him to choose Policemen who are without arms in busy markets. "He also revealed that the pistol was delivered to him by LeT militant operating from Sopore Muza Molvi. Muzaffar Mir is also a close associate of slain LeT ‘commander’ Abdul Rehman", Police said. According to sources, Wasim identified the two DHC bombers as Saifullah and Bilal, both Lahore residents. Although Wasim feigned ignorance about the affiliations of the two bombers with terror groups, the National Investigative Agency (NIA) team and the Jammu & Kashmir (J&K) Police handling the case suspect that the two could be linked with either Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM). Sources said that the chief conspirator was encouraged by the lax security arrangements at the HC. Police have busted a Lashkar-e-Toiba (LeT) module that carried out attacks at Baramulla and Batamaloo on August 25 in which two persons were killed and 13 others were injured, Deputy Inspector General (Central Kashmir) Abdul Gani Mir said on October 27, reports Daily Excelsior. Mir said, "On August 25, a blast took place at Baramulla in which a civilian and a Border Security Force (BSF) jawan were killed. An hour later a blast occurred at Batamaloo here in which 13 persons were injured. We launched investigations in both these incidents and it was established that these blasts were carried out on directions of Sopore based Lashkar ‘commander’ Muza Molvi. Furqan, an ex-filtrated militant of LeT was in contact with Muza Molvi and both of them made the ultimate plan of the twin blasts." Mir said that the leads about the involvement of module in militant activities came to fore after the arrest of Muzaffar Ahmad Mir, the militant responsible for the killing of Sajad Ahmad Parray, a Police Constable at Hazratbal on October 14. He said five LeT operatives were arrested from different parts of Valley. A Special Investigation Team (SIT) constituted to probe the blasts succeeded in arresting two LeT operatives, identified as Irfan Ashraf Dar and Ali Mohammad, both residents of Reban-Sopore in Baramulla District. Later, one more LeT operative, identified as Tariq, was arrested. Police also arrested one Khalid Ahmad Bhat alias Sajad son of Haji Ghulam Hassan resident of Nagam-Chadoora in Budgam District in connection with the twin blasts at Baramulla and Batamaloo. The DIG said that Haji Ghulam Hassan is an active worker of All Party Hurriyat Conference-Geelani (APHC-G). Mir also said, "The face of militancy in the Kashmir has changed and it has been observed that operatives these days carry out militant activities along with their normal work. It has been observed that the module would find soft targets in colleges and then lure these college students towards militant activities. Nobody would doubt these students since they were regular in their studies." He said that investigations in Delhi High Court blast have also established the fact that college students are involved in militant activities like blasts. He said that provocative videos on social networking sites like You Tube lure youth towards militancy, adding that two of the five arrested persons were driven towards militancy by this reason only.

Banned terror outfit Khalistan Tiger Force (KTF) claimed responsibility for the huge haul of explosives recovered from an abandoned car in Ambala in Haryana on October 12 and stated that their motive was to eliminate senior Congress leader Sajjan Kumar to avenge the 1984 anti-Sikh riots, The Indian Express reported. In a press release issued on October 28, KTF — a breakaway faction of Babbar Khalsa International (BKI)— claimed that the RDX was being taken to Delhi for “eliminating” Sajjan Kumar, an accused in a 1984 riots case. “Our outfit does not believe in killing innocent people, we had no plan to attack on eve on Diwali, the Government agencies are only trying to defame us by saying so. We also want to clarify that we support all the outfits which are fighting for cause of Kashmir. But we have no relationship with Lashkar-e-Toiba (LeT). We are an organisation to get freedom for Sikhs and we will kill all those who come in its way,” it said. The letter was issued by Jagtar Singh Tara, a key accused in the assassination of former Punjab Chief Minister Beant Singh, and who formed the terror outfit after breaking away from BKI around six months ago.

Four traders engaged in business across the Line of Control (LoC) have been booked by Enforcement Directorate (ED) in connection with alleged hawala racket for Lashkar-e-Toiba (LeT), Daily Excelsior reports. Cracking down on financial terror, ED, which had sent one of its senior officers to the Valley for reviewing hawala cases, decided to take up the investigation under Prevention of Money Laundering Act (PMLA). State Police had busted a hawala racket in 2009 involving traders and businessmen in Punjab and Jammu who allegedly channelised funds to LeT militants in the Kashmir valley and used to get heavy percentage in return. This is the first case taken up by ED after the cross-LoC trade began in October 2008. The sources said terror groups were taking advantage of the absence of legal banking facilities for trade across the LoC which is based on a barter system.
