As many as 86 of the 117 terrorists killed by the Security Forces (SFs) in Jammu and Kashmir (J&K) so far this year have been "foreign" ones or those who have sneaked across the Line of Control (LoC) from Pakistan or Pak-occupied-Kashmir (PoK) like the slain Lashkar-e-Toiba (LeT) ‘commander’ Abu Dujana, reports The Times of India on August 2. "This clearly indicates that the flow of intelligence from the `local' population against the foreign terrorists from Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) has definitely improved. Successful counter-insurgency operations, after all, are a direct result of good and real-time intelligence inputs. There also seems to be a growing schism between foreign and local terrorists," said an official on August 1. Infiltration bids, incidentally, have registered a jump in the first seven months of this year as compared to the same time-frame last year (2016), though the SFs have managed to thwart many of them. Officials say 19 infiltration bids from across the LoC have been thwarted from January till July 31 this year, in which 42 terrorists were killed. In the first seven months of 2016, 18 terrorists were killed while thwarting 11 infiltration bids.

One civilian, identified as Firduos Ahmad Bhat was killed in the firing incident when a mob tried to march towards the encounter site to disrupt the anti-terror operation in Pulwama District on August 1, reports Daily Excelsior. As SATP reported earlier, two top Lashkar-e-Toiba (LeT) militants, including LeT ‘chief commander’ Abu Dujana alias Hafiz were killed during a fierce encounter in Pulwama District on August 1 morning. Soon after the news about Dujana’s killing spread, hundreds of people took to streets in several areas of Pulwama including in Kakapora. The protesters pelted stones on Security Forces (SFs) who retaliated firing teargas, pellets and bullets. Firduos Ahmad Bhat was hit by bullet during clashes near encounter site. He was rushed to the hospital where he succumbed to his injuries. Report said that Bhat’s killing triggered more protests in the area. The clashes intensified and spread to Pulwama Town where SFs fired pellets injuring several protesters. The students of various educational institutes also took to streets and pelted stones on SFs. The clashes were also reported from Chadoora in Budgam and in Bijbehera.

At least three militants of Lashkar-e-Toiba (LeT) were killed and a Police constable was injured in an encounter at Amargrah, Sopore in Baramulla District early morning on August 5 (today), reports Daily Excelsior. Official sources said that on specific information about the presence of militants, Security Forces (SFs) and Special Operation Group (SOG) of State Police launched a joint search operation at Amargrah early this morning (August 5). During the operation militants attacked the SFs with automatic weapons ensuing a fierce encounter in the open ground. Three LeT militants were killed and three AK rifles and other arms and ammunition were recovered from the slain militants, source said.

Police said that during questioning, the OGWs admitted that they were working at behest of LeT operative Wasim Shah and were tasked to lob grenades on police establishments, cause death and injuries to Police personnel and snatch weapons in Shopian. The OGWs had also carried out observation of some Police guards for militant attacks.

Nearly a month after eight Amarnath pilgrims were killed during a terror attack (July 10, 2017) in Jammu and Kashmir's Pahalgam area, the State Police on August 6 said that they have cracked the case, reports The Times of India. "Ismail, a Pakistani terrorist of Lashkar-e-Toiba (LeT) along with two other associates and a local Kashmiri terrorist carried out the attack," Inspector General of Police (IGP) – Kashmir, Muneer Ahmed Khan said while addressing a press conference in Srinagar. Another terrorist in the group of four had been identified as Yawar, a local recruiter for the LeT, the Police said. Efforts are on to identify the other two, believed to be Pakistanis. The police also released pictures of Abu Ismail and Yawar. He also said that the attack was "initially planned for July 9, but that day there was no movement of CRPF [Central Reserve Police Force] or yatri vehicle in isolation." Giving details about the attack, the IGP said, "Three locals provided logistical support to the terrorists. All of the accused have been arrested and produced before court, currently under police remand." "During investigation the accused completely revealed everything about the modus operandi of the terror attack," he said, adding, "They had code word 'Shaukat' for yatri vehicle and 'Bilal' for CRPF vehicle. It was purely a terrorist act." "There was yatri vehicle that day so they attacked it, had there been CRPF vehicle they would've attacked that, they had planned it."The three "co-conspirators"-- Bilal Ahmed Reshi, Aizaj Wagey and Zahoor Ahmed --had carried out reconnaissance exercises and chosen Botengo near Khanbal as the spot where the attack could be carried out, the IGP said.The trio had also provided shelter to the four militants in Khudwani and Sriguffwara of south Kashmir, he said. A Lashkar-e-Toiba (LeT) militant from Pakistan, identified as Umar was killed in an encounter with Security Forces (SFs) in Samboora village of Pulwama District on August 7 (today), reports The Indian Express. Umar was part of the ‘Abu Ismail group’ of Kashmir, which is behind the July 10 attack on Amarnath pilgrims that left eight devotees killed and several others injured, a Police official said. The official said that SFs launched a cordon and search operation in Samboora village late last night (August 6) following information about presence of militants there. The search party of forces was fired upon by militants triggering a gunbattle, the official said. One militant was killed in the encounter, he said.

Reports said that a militant of Lashkar-e-Toiba (LeT), Ayub Lone alias Ayub Lelhari was injured during an encounter in Samboora village in Pampora area two days ago. One Pakistani militant was killed but Ayub and his associate managed to escape from the cordon but he was injured. SFs on August 7 cordoned off Pahoo, Bougam Kakapora and Pinglana village to trace out the injured militant. The hunt to trace out him continued on August 8.

"A low-intensity device was found, it has been deactivated and train has left for its destination," Saumitra Yadav, SP GRP. Earlier, the train was stopped at Amethi for checking and two coaches were vacated and bomb disposal squad was also called for aiding the operation. "A package with a 'sutli' (thread) wrapped, two lighters and little powder material strewn around was found in the train (Akal Takhat Express/12317)," official said, adding, "The suspicious package was reported at around 1am on Wednesday night.” The officials have also recovered a threat letter near the package. Six top militant ‘commanders’, including Lashkar-e-Toiba (LeT)’s Abu Dujana, and Burhan Wani’s successor Sabzar Ahmad Bhat of Hizb-ul-Mujahideen (HM), were among 132 terrorists killed in encounters with Security Forces (SFs) in Jammu and Kashmir, so far this year, according to official figures, reports Daily Excelsior on August 10. SFs and Police are going after the militants, as they have fiercely intensified operations to hunt them down by acting on the hit-list of top terrorist leaders in Kashmir. The number of terrorists killed in the past seven months this year is the highest in the same period over the past seven years. “As many as 132 terrorists have been killed in encounters with police and security forces in Kashmir Valley in over seven months this year,” a senior security official said. While 115 militants have been killed till July-end, as many as 17 militants have been killed since then till August 9, as per official statistics.While 38 LeT militants were killed in over seven months till August 9, 37 HM terrorists were eliminated along with three of the al Qeada-linked Zakir Musa group, and another 54 unidentified militants were killed, mostly on the Line of Control (LoC). “The relentless operations by the SFs have defeated the desperate attempts by Pakistan and its agents to spread terror in Jammu and Kashmir. During Naka checking, one suspected person jumped the Naka and fled to a nearby orchard. The area was cordoned off by the police and security forces and the suspected person was apprehended. During the search his identity was revealed as Ishfaq Ahmad Kanna son of Mohammad Shafi Kanna of Jamia-Qadeem Sopore district Baramulla, who recently joined LeT outfit”, Police said. One pistol, one magazine, five rounds and two UBGL (Under Barrel Grenade Launchers) grenades were recovered from him. Police said that he was part of Lashkar module, three members of which were killed last week at Jamia Mohalla Amargarh Sopore. “Before joining LeT outfit, he worked as an active recruiter/OGW for LeT outfit in Sopore and other areas of North Kashmir”, said police adding that he was involved in a grenade throwing case on Police Station Sopore.

According to a senior official, seventy young men have joined militancy in the past seven months this year (2017) with most of the recruits from three Districts in South Kashmir, reports Daily Excelsior. The new recruits mostly belong to Pulwama, Shopian and Kulgam Districts in South Kashmir, which has become the hub of tech-savvy militants. “As many as 70 Kashmiri youths joined militancy in the Valley in seven months period this year,” the senior security officer said quoting official statistics. The officer claimed 88 Kashmiri youths joined militancy in 2016.Since 2014, there has been a constant rise in the number of people joining militancy. As many as 66 youths joined militancy in Kashmir in 2015 and 53 in 2014, according to data compiled by security agencies. In 2010, 54 youths joined militancy and in 2011, the number came down to 23. It further dipped to 21 in 2012 and 16 in 2013, it said.The Pulwama-Shopian-Kulgam region has become a hotbed of home-grown terrorists, the officials said. Security officials say Pulwama, which has of-late emerged as the terror epicentre, is strategically important as it is the central point to connect Srinagar, Anantnag, Kulgam, Shopian and Budgam Districts of central Kashmir. “The areas have seen the highest number of encounters and attacks,” the officer added.Security Forces (SFs) have also foiled attempts by dozen others to cross over to the Pakistan-occupied Kashmir (PoK) for arms training, the officer said. Lashkar-e-Toiba(LeT)’s Pulwama ‘district commander’, Ayoub Ahmad Lone alias Ayoub Lelhari was killed in an encounter in Pulwama District on August 16, reports Daily Excelsior. Senior Superintendent of Police (SSP) Choudhary Mohammad Aslam, said that he was travelling in a Tavera car along with the driver and a civilian in Banderpora, Koil area when security forces intercepted the car. “He opened fire but was killed in the retaliatory fire by security forces,” he added. Two Police personnel were injured in the initial firing after which an encounter started in which Lelhari was killed. The SSP said that driver of the car has been arrested but the civilian fled from the spot. Lelhari had been active in South Kashmir areas and had recently been designated as ‘district commander’ by the LeT.

A sustained crackdown on militancy in Jammu and Kashmir (J&K), aided by strong ground intelligence, has seen the killings of terrorists outstrip recruitment by terror groups this year, with ranks of separatists increasingly dependent on infiltration of ‘foreign’ operatives into the State, reports The Times of India on August 21. The infiltration from Pakistan occupied Kashmir (PoK) and Pakistan is slightly higher with 78 terrorists sneaking into J&K till July against 123 in entire 2016 but intelligence agencies said, given the current trend, it is a matter of time before the total number of active terrorists in the Valley sees a decline. The number of terror recruits in J&K this year, going by intelligence records, is around 71, while as many as 132 terrorists have died in security operations.Of the 132 terrorists killed as a result of intelligence-based operations this year, 74 were foreign nationals and 58 locals. As many as 14, were top ‘commanders’ of Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) or Al-Badr. These included two in the "A++ category, four in A+ category and eight in A category". Sources said cooperation between Central and State agencies are paying off. J&K Police, Central Reserve Police Force (CRPF) and Army have jointly accounted for top HM leaders even before they could settle down to their roles as one succeeded the other. Though more youth joined terror groups in the Valley over the past 3-4 months, deaths of terrorists exceed recruitment levels. Fatalities among terrorists surged from an average 9.5 killings a month till April to 18 in May, 30 in June and 25 in July.

Police on the basis of human and technical intelligence identified the militants who killed the cable network owner Hilal Ahmad Malik on August 20. The terrorists involved in the attack are Zubair Ahmad Turray a resident of Bonbazar, Shopian and Umar Nazir Malik alias Khattab a resident of Malikgund, Shopian. South Kashmir has been put on heightened alert after JeM fidayeen (suicide squad) attack in Pulwama District Police Lines (DPL) that led to killing of eight SFs personnel including 4 CRPF personnel, reports Daily Excelsior on August 29. The DPL attack surprised the security agencies as it came after over two months of successful operations during which over two dozen militants were killed in the area including top commanders. SFs this year achieved major successes against the militants killing a record number of 136 militants and putting pressure on them. A top SFs official said that SFs have been put on heightened alert following inputs that there are around one dozen JeM militants in South Kashmir who have recently infiltrated into Kashmir and are trying to carry out DPL like strikes in South Kashmir. Sand bunkers have been established at certain places on roads leading to sensitive security locations in Pulwama and other district and mobile bunkers have also been put in place at various places to prevent any DPL like strike.The official said that since there was no JeM presence in South Kashmir till last month, the new development came after SFs achieved major successes against the Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) whose militants including their ‘chief commanders’ Abu Dujana and Yaseen Itoo were killed by SFs. Sources said that SFs had already made inroads in the two outfits of LeT and HM which has blunted their striking capability. However, they said that security agencies didn’t know much about the JeM as it surfaced in the region this month only. However, sources said, two local boys, one each from Tral and Bamno areas of Pulwama, have joined the JeM and are providing logistic support to these militants. The JeM was trying to set up base in South Kashmir and its two senior commanders, Adil Pathan and Burme stayed in South Kashmir for two years but failed to get any foothold before they were killed in Tral on October 8, 2015. However, they had some Over Ground Workers (OGWs) network which the security agencies felt these newly infiltrated militants may use. They, however, have been put under surveillance.

The IGP denied that the Security Forces (SFs) have lost grip on counter-insurgency operations. “There is no loose grip in our operations. The successes which the security forces got in which top commanders of Lashkar [Lashkar-e-Toiba] or HM [Hizb-ul-Mujahideen] were eliminated, the militants have went into hiding and are trying to look for other ways to survive,” he said. Khan said the militants have gone into hiding and they have reports that they have gone to higher reaches. “They used to freely roam in buildup areas that has now stopped,” he said, adding that the local militants have “now given space to foreign militants whether of Jaish-e-Mohammad [JeM] or any other”. The IGP said that one or two groups of JeM are still operating in South Kashmir and in the fringes of Srinagar District, even after the killing of three in August 26 Pulwama encounter that left eight security personnel dead.
