In a separate incident, one live hand grenade was recovered by Police after it was found lying on the roadside near Old Bridge adjacent to DC office in Main Town of Kupwara District on November 2, reports Daily Excelsior. The grenade was detected by Police on the roadside and Bomb Disposal Squad (BDS) was immediately summoned who later recovered the device. Army’s 19 Mahar posted at Asha Post in Gulmarg sector during searches of forest area at Kuthyali Dokh in Drung area of Tangmarg busted a militant hideout and recovered huge cache of arms and ammunition. The recovery included one AK 47 rifle, 147 rounds of AK ammunition, one Pistol, three hand grenades, six Wireless sets, one UBGL thrower, one UBGL, one MLG round, one stamp of Jammu and Kashmir LeT unit, stamp of District ‘commander’ LeT, one solar panel and one walki talki.

Separately, five CRPF personnel were injured in a militant attack in Anantnag District on November 2, reports Daily Excelsior. Two paramilitary CRPF men were injured after militants attacked their vehicle at Lazbal area in the District in the morning. A group of militants opened fire upon a bus of 96 Battalion CRPF which resulted in bullet injuries to two paramilitary men while three others suffered minor injuries due to broken glass panes of the vehicle. Lashkar-e-Toiba (LeT) militant outfit has claimed responsibility of the attack.

Amidst concerns raised from various quarters on radicalization of youth in Jammu and Kashmir, including from Centre Government’s Special Representative Dineshwar Sharma and Army Chief Gen Bipin Rawat among others, the Union Ministry of Home Affairs (UMHA) has decided to set up two Special Divisions named Counter Terrorism and Counter Radicalization (CTCR) and Cyber and Information Security (ICS), Daily Excelsior reports on November 12. “Each of the two divisions will be headed by an officer of the rank of Joint Secretary in the MHA,” official sources said. Sources said: “The CTCR division will exclusively deal with radicalization, the ICS will tackle cyber crimes including instigating the youth to take to terrorism and stone pelting in the Valley”. They added that the new UMHA division is being tasked not only to prevent youths from falling into the trap of various terrorist outfits across the country including the Kashmir valley but also launch online initiatives to counter the propaganda unleashed by various terrorist outfits including Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM) to give correct picture of the situation to the youth.

Kashmiri youth visiting Pakistan are being imparted training in cybercommunication and used as conduits for conveying specific instructions, a multiagency body constituted by the Government to probe terrorism and smuggling of drugs across the IndoPak border found, reports The Times of India on November 13. Kashmiri youth, who are either studying in Punjab or involved in some business there, are being encouraged to visit Pakistan on valid visa documents, said a report of the agency that has members from the Punjab Police, Border Security Force (BSF) and the Army. It was underlined that a particular pattern with the Kashmiri youth visiting Pakistan was observed from the data of 2016. The frequent overstaying of visa period by Kashmiri youth was pointed out and it was observed that the database and details of Indians who have either under stayed or over stayed the visa period should be closely monitored and shared with all the concerned agencies.In one such case, a resident of Kulgam in Jammu and Kashmir was found carrying specific instructions from Saifullah Ghazi, a terrorist active in Rawalpindi, the report recorded. The youth was provided money to purchase a mobile phone and install BBM app in order to receive further instructions from his handlers in Pakistan which he was supposed to convey to his commander in Kulgam, the report said. The report expressed concern over the trend for it was done at the behest of JaisheMohammed (JeM) ‘chief’ Masood Azhar. The role of Azhar’s younger brother Talha AlSaif has also come to light. It might be mentioned here that a petition pertaining to drugs and cross border terrorism is pending adjudication in the Punjab and Haryana High Court. The agency has learnt about the involvement of banned Pakistani terrorist outfit JamaatudDawa (JuD), which the report said, has increased its training activities all across Pakistan administered Kashmir (PaK) and Pakistan occupied Kashmir (PoK) particularly after Eid. Over the period of two months, three to four reports of infiltration from Gurdaspur and Amritsar area have been received.The Indian intelligence agencies were informed that JeM student wing, AlMurabitun (AM) organised a second annual congregation for Jihadi indoctrination titled “Islamic and Training Convention” at Balakot (KhyberPakhtunkhwa Province of Pakistan) from July 28 to 30 which was addressed by Talha AlSaif. Besides, JeM inducted a batch of 1213 students at Markaz UsmanoAli, Bahawalpur from July 10 to 21 in which 70 students from Peshawar, Manshera and Balakot in Khyber Pakhtunkhwa participated. Another JeM centre in Karachi was scheduled to conduct a DauraeTarbiya course from July 21to 27.

Two militants were arrested in Kund Nowbug village of Kulgam District in an operation launched on November 14, Daily Excelsior reports. “One local militant Shamsul Waqar son of Mohammad Amin Teli of village Ganjipora, Kulgam was held by the joint team of Army, SOG [Special Operations Group] and CRPF [Central Reserve Police Force] last night [November 14 while as another militant Aqib Iqbal Malik alias Tahir Bhai son of Mohammad Iqbal Malik of Ringath Kulgam was arrested today [November 15] in an injured condition when the joint team of security forces resumed the combing operation against the hiding militants”, an unnamed Police official said. Sources said that the injured militant Aqib Iqbal Malik received two bullets in his legs and had slipped out of cordoned area. He was arrested from a medical facility centre in the area where he was being treated. He was associated with Hizb-ul-Mujahideen (HM). The other militant Shamsul Waqar alias Abu Saqib of Lashkar-e-Toiba (LeT) was arrested from near the Railway Station in Qazigund as, he after fleeing the cordoned area, was trying to board the train. One AK-47 rifle, one carbine, one AK and carbine ammunition were recovered from his possession. Sources said that the operation in the area is still going on and the joint teams have also launched searches in the adjoining Waltengo Nar village to trace out the two more militants, who are hiding in the area. As reported earlier, a local militant and an Army soldier were killed in the encounter in the area on November 14 after which the Security Forces had launched their search operation, which is still going on.

An Army soldier and a Hizb-ul-Mujahideen (HM) militant were killed and another two soldiers were injured in a day long encounter in the Nowbug Kund village area of Qazigund in Kulgam District on November 14, reports Daily Excelsior. Acting on specific information, that six HM and Lashkar-e-Toiba (LeT) militants, including LeT’s ‘district commander’, Altaf Kachru, were hiding in the village the Security Force (SFs) cordoned off the village in the morning. As searches were launched, the hiding militants fired upon the SFs triggering an encounter. The intermittent firing continued throughout the day between the two sides in which one soldier and a militant were killed. The slain militant, identified as Muzamil Ahmad of Badroo Yaripora, Kulgam, was an Engineering Graduate, and was active since 2015. Searches were on against the rest members of the group and SFs suspected that they were still hiding in the forest area and had intensified the operation to track them down. India witnessed an 18 per cent surge in terror-related casualties in 2016 as compared to the previous year (2015) and has been ranked eighth in the Global Terrorism Index (GTI) report released on November 15, reports News 18. Although 340 deaths from terrorism were recorded in 2016 alone, the figures were still the third-lowest since 2000. The GTI report is released annually by the Sydney-based Institute for Economics & Peace. The report said that though there has been a palpable dip in terror-related deaths in the last couple of years, the number of terror attacks have actually increased 16 per cent over the last year. A total of 929 terror-related incidents were reported in the country as compared to 800 in 2015. However, India still has the lowest rate of deaths per attack among the top 10 countries that are most impacted by terror-related violence. India had an average of 0.4 deaths per attack compared to 2.7 deaths per attack for the rest of the other countries that figure in the top 10. The report elaborated that most of the non-lethal explosions were designed to attract people and the Government’s attention and aimed at evoking a shock-and-awe effect. In fact, such blasts were intentionally carried out some distance away from crowded places to lessen the impact. Maoist rebels, operating in the ‘red corridor’ in central and eastern India, remained the biggest challenge for India’s security apparatus. According to the report, Maoist groups were behind the highest number of blasts and were responsible for over 50% terror-related deaths. Police and civilians were the predominant target of Maoist rebels as they accounted for over 50 per cent of all attacks and 88 per cent of deaths last year, the report said. On the issue of Islamist terrorism in the country, the report cited dispute with Pakistan over Jammu and Kashmir as the primary reason behind a spike in violence. Despite numerous international sanctions - Lashkar-e-Toiba (LeT), founded by Hafiz Saeed, and Hizbul Mujahideen (HM), headed by Syed Salahuddin - remained the two deadliest terror groups. The report said that LeT, which mainly operates out of Pakistan, was responsible for 30 deaths in as many as 20 attacks in 2016. HM, on the other hand, was responsible for five deaths. The report also revealed the role of various ethnic secessionist movements that are causing terror-related deaths in the country. For instance, National Democratic Front of Bodoland (NDFB), the report said, was responsible for 15 deaths, while United Liberation Front of Assam (ULFA) militants claimed seven lives in 2016.

The Judicial Review Board of Punjab province comprising judges of the Lahore High Court (LHC) had unanimously ordered Saeed's release on the completion of his 30-day house arrest. He was set free after the Pakistan Government decided against detaining him further in any case. Moments after the release he said, “I was detained for 10 months only to stop my voice for Kashmir. I fight the case of Kashmiris. I will gather the people from across the country for the cause of Kashmir. And we will try to help Kashmiris get their destination of freedom." Saeed said he was detained when he announced a month of solidarity for Kashmiris this January. He used the release order to buttress his claims of "innocence". "I am very happy that none of the allegations against me proved as three judges of the LHC ordered my release... The LHC's review board decision has proved that I am innocent," Saeed said. On January 31, 2017, Saeed and his four aides - Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain - were detained by the Punjab government for 90 days+ under Anti-Terrorism Act 1997 and the Fourth Schedule of Anti- Terrorism Act 1997. However, the last two extensions were made on the 'public safety law'. The board had refused to give further extension to the detention of Saeed's aides. They were set free last month (October). Under the law, the government can detain a person for up to three months under different charges but for extension to that detention it needs approval from a judicial review board.

The National Investigation Agency (NIA) on November 27 took the custody of a Pakistani Lashkar-e-Toiba (LeT) militant who was arrested along the Line of Control (LoC) in Handwara area in Kupwara District recently, officials said, reports Daily Excelsior. The militant, identified as Mohammed Amir Awan, was arrested by the Army on November 24 during an intensive search launched after an encounter in the area on November 21 that left three LeT militants killed. One soldier was also killed during the encounter. The matter was transferred to the NIA which registered a case and took the custody of the terrorist. During initial interrogation, the militant identified himself as Mohammed Amir Awan whose code in the Lashkar terror group was ‘Abu Haamaz’, the officials said. The terrorist told his interrogators that he hailed from Bardiya town of the port-city Karachi in Pakistan and was recruited and trained by the terror group. He was pushed into the Kashmir valley from Pakistan- occupied-Kashmir (PoK) for carrying out attacks on various important installations in the Valley, the officials said.

Sources said that the OGW identified as Altaf Ahmad Sheikh, resident of Qoimoh area of Kulgam District, surrendered before Army’s 1 Rashtriya Rifles (RR) in Khanabal. The OGW was a close confidante of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) militants and he was activated as OGW by slain HM Dawood Sheikh who was gunned down by SFs in March 2016. Sources said that Altaf had surrendered last on March 4, 2016, but then again became the OGW on November 25 last year. He was involved in weapon snatching from a constable Zahid Ali on September 11, 2015. Sources said that the OGW is also a notorious stone-pelter and also leader of other stone-pelters in Qoimoh area.

Lashkar-e-Taiba (LeT) operative Shaikh Abdul Nayeem—arrested by National Investigation Agency (NIA) on November 28, turned out to be an associate of 26/11 Mumbai attacks’ accused Syed Zabiuddin Ansari alias Abu Jundal, reports The Indian Express on November 30. According to the NIA, Nayeem was also associated with LeT ‘commander’ Amzad alias Rehan who is based in Pakistan, and facilitated funds from LeT operatives in United Arab Emirates (UAE) with intentions to setup basis in different parts of India. Nayeem also did recce of different tourism-focal areas in Delhi, Uttar Pradesh, and Himachal Pradesh for the purpose of carrying out terror attacks, said NIA statement. The NIA special court had granted his custody to NIA for ten days.

Five militants including, four militants of the Jaish-e-Mohammad (JeM) and one ‘divisional commander’, North Kashmir of Lashkar-e-Toiba (LeT) were killed and two Army personnel were injured in two separate encounters in Jammu and Kashmir on November 30, reports Daily Excelsior. A Police spokesman said: “Acting on specific information, Budgam Police along with 10 Gadwal and CRPF [Central Reserve Police Force] launched a cordon and search operation (CASO) in Futli Pora area of Police Post Pakherpora, Charar-e-Sharief in Budgam. During the search operation, terrorists hiding in the area fired upon the joint search party. The fire was retaliated, ensuing an encounter. Three terrorists were killed in the encounter. One of the killed terrorists was identified as Shabir Ahmad Dar resident of Thokerpora Pulwama. The identity of other two foreign terrorists is being ascertained. Three AK rifles, 3 AK magazines, 111 AK rounds and other ammunition was recovered from the encounter site.” The 12-Sector Commander, Brigadier Harbir Singh while giving details of the operation stated: “We got specific information about presence of terrorists in a specific house in Futli Pora. We were tracking this group for last 3-4 days. When we got specific information of their hiding in a house, early in the morning we laid cordon around the village. Around 20 civilians were present in the house where terrorists were hiding. We rescued these civilians from the house and they told us there are 4 terrorists hiding including a local Shabir while three were foreign terrorists and all the four belonged to Jaish-e-Mohammad (JeM)”. A Scorpio parked near the encounter site and which belonged to the house-owner was also gutted in the encounter.During the encounter, locals staged protest and clashed with the SFs, who fired teargas and pellets against the stone-throwing protesters to bring the situation under control. During protests, one boy sustained bullet injuries in arm. Locals set ablaze a vehicle in the area as they suspected it had been hired by Army. Internet services were suspended in Pulwama and Budgam Districts in the wake of the encounter. Police have handed over the body of militant Shabir Ahmad Dar of Thokerpora to his family.

Sources said that 9 Para of Army laid an ambush in Zaloora forests of Sopore in Baramulla District early today (November 30), acting specific information regarding the presence of militants in Kumar Mohalla Sagipora, Sopore. One Para-commando was injured in the ambush and militants fled but were again trapped by the SFs in Bomai area of Sopore. Army’s 22 Rashtriya Rifles (RR) and SOG Sopore cordoned off Bomai Sopore and in an encounter killed a LeT commander while one Army jawan was injured. “During searches, terrorist hiding in a Nallah near water point of Kumar Mohalla, Sagipora fired upon the joint search party. The fire was retaliated in which the said terrorist was gunned down. The terrorist was later identified as Muzzamil from Pakistan affiliated with LeT outfit, commander of North Kashmir. One AK rifle, 5 AK magazines, 124 AK rounds, one Under Barrel Grenade Launcher (UBGL), 5 UBGL rounds and other ammunition were recovered from the encounter site”, the spokesman added.
