Security Forces (SFs) busted an Lashkar-e-Toiba (LeT) OGW (Over Ground Worker) network by arresting five persons, that was supplying arms and ammunition to the militants in Bandipora District on June 1, reports Daily Excelsior. Police said that an input was received that one Wagon-R vehicle is roaming between Chandergeer, Hajin, Shahgund and Gund-Jahangeer areas, carrying militants and OGWs and arms and ammunition and were planning attacks. SFs laid a naka at Khusarpora Hajin axis, leading to recovery of huge cache of arms and ammunition, which was meant to be supplied to LeT group operating in the Shahgund and Gund-Jahangeer areas. During the checking, one white color Wagon-R vehicle was intercepted and five boarding persons, identified as as driver Bashir Ahmad Mir, Mohammad Younis Bhat, Shabir Ahmad Dar, Hilal Ahmad Parray, and Sonaullah Dar, were questioned. “The extensive search of the vehicle and personal search of the people boarding the vehicle was conducted and 10 grenades, 2 AK-47 magazines and 27 rounds of AK rifle were recovered from the vehicle. The central intelligence agencies and Police in Punjab and Jammu and Kashmir are on their toes following an input that a highly trained handler of LashkareTaiba (LeT) from Pakistan, identified as Hanzia Anan, is present in India to direct attacks against civilian and military targets, The Times of India reports on June 2. According to alert shared with the Security Forces, Anan's plans could include parts of Srinagar, Vijaypur railway station in Jammu, industrial areas in Samba and Bari Brahmana, boys hostel at Jammu Dental College, areas along GurdaspurBrahmana Road to Tibri near the Indian Army camp and Gurdaspur and Dinanagar in Punjab.Intelligence agencies have not been able to establish Anan's location yet but sources said that he may have sneaked into India recently and could be helped by local operatives to carry out the attacks. It is not known yet whether the LeT operative came to India alone or along with other cadres, but the input on his presence has seen security at all locations being increased and efforts are being made to trace him

The number of local Kashmiri youths recruited by terror groups in the Valley in the first five months this year (2017) alone has more than doubled as compared to the whole of 2016, intelligence agencies cautioned the Union Ministry of Home Affairs (UMHA) on June 2, reports The Asian Age. This comes a day after Union Home Minister (UHM) Rajnath Singh said that infiltration of militants from Pakistan has dropped following the Army’s surgical strikes against terror launchpads in Pakistan occupied Kashmir (PoK) in September last year.According to a report by intelligence agencies, the security establishment has expressed concern over terror recruitments. While 128 locals joined militancy last year, “the figure could be between 260 and 300 till May this year alone.’’ Another important issue flagged by intelligence agencies and described as “alarming’’ was that the recruitment drive, particularly by Hizb-ul-Mujahideen (HM), was not just limited to south Kashmir but extended to north as well as central Kashmir. One of the main reasons, sources said, for the sharp increase in locals joining the ranks of militant groups in the Valley was the sustained and aggressive campaign, including through social media, carried out by terror modules particularly after the killing of HM ‘commander’ Burhan Wani in July 2016. Intelligence agencies have also alerted that terror outfits were facing a severe shortage of arms and ammunition as security agencies have been successful to a large extent in checking smuggling of weapons from across the border. This, the report adds, could lead to an increase in incidents of militants snatching weapons from security forces in the days ahead and that most local Kashmir youths recruited recently would be used for this purpose. The report said, one of the main reasons for local youths getting lured by HM, as compared to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), the other two main terror outfits active in Kashmir, is that HM is largely a local group with most of its cadre and sympathisers from the Valley alone.

Two Army jawans were killed and four others injured as militants attacked an Army convoy near Toll Post Lower Munda on Srinagar-Jammu National Highway in Qazigund area of Anantnag District on June 3, reports Daily Excelsior. The firing by militants left six jawans injured out of which two critically wounded soldiers succumbed to their injuries. They have been identified as Manivang and Deepak Methi. The injured have been identified as Subedar Shrinavas Murli, Naib Subedar Shiv Kumar, Vaid Prakash and Sepoy Subash Chand. Sources said that the army and other security agencies had inputs that a Lashkar-e-Toiba (LeT) group based in Kulgam was planning an attack on Security Forces (SFs) convoy on the National Highway. However, Hizb-ul-Mujahideen (HM) has claimed responsibility for the attack on Army convoy that left two jawans martyred. "A Hizb squad carried out the attack. We congratulate it for the successful attack," Hizb operational spokesman Burhan-ud-din was quoted as saying by a Kashmir-based news agency.

For second consecutive day on June 4, the National Investigating Agency (NIA) conducted simultaneous raids in Jammu and Srinagar to unearth the nexus of hawala (illegal money transfer) funding to separatists, Over Ground Workers (OGWs) and others to fuel militancy and unrest in the Valley even as the raiding teams were reported to have recovered foreign currency apart from yesterday’s (June 3) seizure of cash, gold and other items including documents, reports Daily Excelsior. The NIA has frozen bank accounts and lockers of some of the separatists and traders, whose houses and business premises have been searched in the biggest ever crackdown to unearth hawala and terror funding in the Kashmir valley from Pakistan and some other foreign nations during the past two days. Nearly 40 locations have been raided and searched since yesterday by large number of NIA personnel, assisted by the Enforcement Directorate sleuths with the protection of paramilitary and Police personnel.Sources said that Pakistan and its sponsored militant outfits, mainly Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) had not only used New Delhi and Haryana based hawala operators to pump money to the separatists, OGWs and other influential persons to keep the pot boiling in the Valley but they had also used cross-LoC (Line of Control) trade between Jammu and Kashmir and Pakistan occupied Kashmir (PoK) through Poonch-Rawlakote and Uri-Muzaffarabad routes to generate the funding.

Meanwhile, the Director General of Police (DGP), Dr SP Vaid said that JamaatudDawa (JuD) is waging a major cyber war in Kashmir and Police and other security agencies are effectively dealing with it. “JuD has declared 2017 ‘year of Kashmir’ and they with their malicious intentions are misleading children of Pakistan by saying they have to fight Jihad in Kashmir and there is no need to go to Kashmir and instead wage cyber Jihad from Pakistan only. A cyber war has been launched and we are trying to effectively deal with it. Their maximum efforts would be to create mayhem and disturbance in Kashmir which security and people of Kashmir won’t let happen”, he added.

The National Investigation Agency (NIA) has approached Pakistan to provide details of four fidayeen (suicide) attackers involved in Uri attack of September 18, 2016, The Times of India reports on June 13. The attack at Uri became one of the main reasons for strained Indo-Pak relations in the last one year. According to the sources in the anti-terror probe agency, a judicial request (letter rogatory) has been sent to Pakistan via diplomatic channels in which details of DNA samples, medicines, clothes, shoes, accessories and DNA of one of the four terrorists who was identified as Abu Anas by the agencies. NIA wants to know from Pakistan the identities of other three terrorists, their outfit and who sent them apart from other details. The agency probe points to the role of Lashkar-e-Taiba (LeT) in the terror strike. Earlier, the Army had claimed that Jaish-e-Mohammad (JeM) was behind the plot but later evidence suggested that the four fidayeen belonged to LeT.

Intelligence agencies have received inputs that a group of women fidayeen (suicide attacker) have infiltrated into the country to execute a "spectacular strike", The Times of India reports on June 16. The attack could be in the form of a suicide bombing or a lone-wolf strike, they have warned. These fidayeen belong to Jamat-ud-Dawah (JuD) and erstwhile Jaish-e-Mohammed (JeM) and have been hand-picked and trained by Pakistan's Inter-Services Intelligence (ISI) in camps of Khyber Pakhtunkhwa province. According to the inputs received by agencies, there are at least 7-8 women in this group and half of them are believed to have crossed over in the last one or two months.Talha Sayeed, son of JuD 'chief' Hafiz Sayeed, is the 'commander' of this operation, say sources. Among possible targets are refineries, nuclear reactors, metro trains, artillery stores besides army and paramilitary base camps, religious places and embassies. The threat perception has been verbally conveyed to anti-terror squads of Delhi, Mumbai, Punjab and Bihar and some parts of south India. These operatives could be wearing Western attire and have been trained to honey trap officials to gain entry into important installations, sources say.The women have been given new identities and contacts of ISI's sleeper cell members who would help them with logistics. Intercepted conversations have thrown up names like Razia, Sangeeta and Rubi. They also mention names like Muhammed Bhai, Ismail, Asgar and Junai. These men may either be accompanying them or could meet them in India, it is assumed.

LeT militants Matoo, Nasir Ahmed Wani and Adil Mushtaq were killed in an encounter in Anantnag District on June 16. Nasir’s funeral, too, was attended by two HM commanders. At both places - Matoo’s Khudwani village in Kulgam and Nasir’s family home in Heff, Shopian - the militants came armed and raised anti-India slogans. A senior Police officer said the presence of militant leaders at funerals of militants who did not belong to the same outfit, was a way to glamourise their movement. “It is a matter of concern for us,” said the officer. “By appearing at militants’ funerals, they are trying to attract more youths towards militancy and they have been successful sometimes.”

India's Ambassador to United Nations (UN) Syed Akbaruddin on June 21, urged the international community to 'ensure that the resurgent forces of terrorism and extremism do not find sanctuaries and safe havens anywhere and at any level', reports newsnation.in. Presenting India's arguments during the debate on the situation in Afghanistan, Akbaruddin stressed on the need of eyeing all terrorists with same lens, "We must not differentiate between good and bad terrorists, or play one group against the other.""The Taliban, Haqqani Network, Al-Qaeda, Daesh, Lashkar-e-Toiba, Jaish-e-Mohammad and others of their ilk are all terror organizations, many of them proscribed by the UN. They should be treated like terrorist organizations with no justifications offered for their activities," he added. In the backdrop of ever increasing tension between India and Pakistan on the issues of Kashmir and Balochistan, the Indian ambassador questioned the availability of the weapons and resources to terrorists in Afghanistan, "...where are these anti-Government elements getting their weapons, explosives, training and funding from? Where do they find safe havens and sanctuaries? How is it that these elements have stood up against one of the biggest collective military efforts in the world?"Akbaruddin also strongly condemned international community's lack of attention towards the crisis in Afghanistan, "Despite the worst possible violence witnessed in Afghanistan, this Council doesn't think appropriate to meet more often than at routine quarterly debates on the situation in Afghanistan. At times, the Council has even shied away from condemning some of the terrorist attacks in Afghanistan. Is it that they are far too many to keep track of? Is it because there is a threshold below which human lives lost to terrorism are not required to be addressed?"

Investigations into a case of terror funding in the Kashmir Valley being carried out by the National Investigation Agency (NIA) revealed that the founder of Jamaat-ud-Dawa (JuD), Hafiz Saeed, pumped in almost INR 500 million for subversive activities in the region following the killing of top Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani in July 2016, reports The Asian Age on June 25. The FIR (First Information Report) lodged by the NIA in connection with the case also names Saeed, who is the mastermind of the 26/11 Mumbai terror attack, as one of the main accused for financing terror activities in the Valley. The Enforcement Directorate (ED), which also lodged a case on June 23 to investigate the money laundering angle in terror financing, too has named Hafiz. “Initial investigations have confirmed that Hafiz Saeed routed at least Rs 50 crore over a period of almost a year since last July during which time the Valley witnessed unprecedented violence. This is a conservative estimate and the figure could be much higher. Most of the money came through a well organised hawala network through Saudi Arabia, Bangladesh and UAE. We are trying to piece together the entire chain to establish clearly who were the end receivers of this money,” a senior intelligence official said.
