A Delhi court on February 3, framed charges against a Pakistani national, a suspected Lashkar-e-Taiba (LeT) operative, Arshad Khan who was arrested along with others for allegedly conspiring to kidnap businessmen from various places to raise funds to carry out terror strikes in the capital, reports The Times of India. Additional Sessions Judge Reetesh Singh formally framed charges against Arshad Khan after he was produced before the court in Delhi through video conferencing from Kolkata Jail. Khan, who is lodged in Kolkata Jail in connection with shoe baron Partha Roy Burman kidnapping case of 2001, was not produced before the court here on January 19 when the judge had framed charges against four other co-accused in the case. After framing charges against Khan for alleged offences under section 120-B (criminal conspiracy) of the Indian Penal Code (IPC) and under sections 18 and 20 of the Unlawful Activities (Prevention) Act (UAPA), the court has now posted the matter for recording of prosecution evidence on April 1. In a surgical operation in Hajan area in Bandipora District on February 4, Security Forces (SFs) eliminated three Lashkar-e-Toiba (LeT) militants including their ‘commander’ in a fierce gun battle, reports Daily Excelsior. Deputy Inspector General (DIG) North Kashmir, Garib Dass, said, they had information about their movement for last several days and SFs were tracking them. He said that these militants were on their way to South Kashmir to carry out subversive activities there. Army’s 13 Rashtriya Rifles (RR) and Special Operation Group (SOG) of Jammu and Kashmir Police cordoned off Khushipora village of Hajan after they received information about their presence in the village. Police and Army evacuated the civilians from the area as the militants were hiding in a three storied concrete house in a built of area. After their evacuation, Army and police launched assault against these militants. Reports said that troops first fired tear smoke shells inside the house where the militants were hiding. This was followed by the probing fire by the SFs. Later, during searches of the debris, SFs recovered three bodies of the militants, three AK-47 rifles, one Under Barrel Grenade Launcher (UBGL) and large number of Improvised Explosive Devices (IEDs) and ammunition. The DIG said that all these three militants are Pakistani nationals and were hiding in North Kashmir forests for several months and were on their way to South Kashmir. David Coleman Headley, who was convicted of the 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attacks, on February 8 began his deposition before a Mumbai court through video conference, reports India Today. Headley turned approver in the case in December 2015.Headley said in his video conference deposition before the Mumbai Court: "I was a true follower of Lashkar-e-Taiba (LeT). My 7 visits to India were directly from Pakistan and 1 from UAE. Sajid Mir (LeT) asked me to take general video of Mumbai city. After receiving new passport I visited India 8 times, out of 8 times I visited Mumbai 7 times. Sajid Mir (LeT) specified object of his intention before my first visit to India. Sajid Mir (LeT) wanted me to set up some business or office in India. I changed my name from Dawood Gilani to David Headley in 2006 so that I could enter India. I wanted to enter India with an American name. After I changed my name, within few weeks I visited Pakistan. I disclosed this information to my colleague Sajid Mir of LeT. After 26/11 Mumbai terror attacks I visited India on 7th March 2009 from Lahore to Delhi. All details except place of birth, date of birth, mother's nationality and passport number, were incorrect in my visa application."A day before his deposition, Headley reportedly confessed that the 2008 Mumbai terror attacks were masterminded by LeT and also had the approval of Pakistan's Inter-Service Intelligence (ISI). He further confessed he was provided financial support by ISI for recce of Mumbai. Besides, he also recced Vice-President's residence, India Gate and CBI office in New Delhi before the 2008 terror attacks were executed.

Testifying before a Mumbai court for the second day today (February 9), Pakistani-American terrorist David Coleman Headley said Lashkar-e-Taiba (LeT) had planned to attack Indian defence scientists at the Taj Mahal Hotel in Mumbai and that he was asked by Pakistan’s Inter-Service Intelligence (ISI) to recruit Indian Army men to spy for them, reports The Indian Express. He also said that the LeT group as a whole was responsible for the terror attacks in India, and it can be speculated that all orders came from its top commander Zaki-ur-Rehman Lakhvi. Continuing to spill the beans, Headley said, “I met Major Iqbal of ISI in Lahore in early 2006. He asked me to gather military intelligence from India and also try to recruit someone from the Indian military to spy. I told Major Iqbal that I would do as he asked.”He also revealed that, “In November, December 2007, the LeT held a meeting in Muzaffarabad which was attended by (Headley’s handler in the outfit) Sajid Mir and one Abu Kahsa. In this meeting it was decided that terror attacks would be conducted in Mumbai.” “The task of conducting recce of Taj Hotel in Mumbai was assigned to me. They (Sajid and Kahsa) had some information that there was going to be a meeting of Indian defence scientists at the conference hall in Taj Hotel. They wanted to plan an attack at that time,” Headley revealed. “They also made a mock (dummy) of the Taj Hotel. However, the meeting of the scientists was cancelled,” he said, adding that prior to November 2007, the place was not decided where terror attacks would be conducted in India.First Post adds that, elaborating on terror groups, Headley said that LeT, Jaish-e-Mohammed (JeM), Hizbul Mujahideen (HM) and Harkat-ul-Mujahideen (HuM) are all allies of United Jihad Council (UJC) working in Pakistan-occupied Kashmir (PoK).

Many negotiations later, it was the attack on the Pathankot airbase (January 2) that finally made authorities in the United States agree to a deposition by 26/11 (November 26, 2008) scout David Coleman Headley before a Mumbai court via video-conference, a senior source in the government claimed February 10, reports Indian Express. As details emerged that the Pathankot terror strike was plotted in Pakistan, US authorities agreed to let Headley give his testimony. The source claimed US intelligence had provided Pathankot-related inputs to India, even sounding an alert about a likely attack. Headley’s account of the Lashkar-e-Taiba (LeT) and Hafiz Saeed, the source said, will also impact efforts to fast-track talks between New Delhi and Islamabad. With Headley detailing the role of the Pakistan Inter-Services Intelligence (ISI) in providing moral, financial and military support to terrorist organisations such as the Jaish-e-Mohammad (JeM), LeT and Hizbul Mujahideen (HM), “the atmosphere will hardly remain conducive for talks with Pakistan,” the source said.

David Coleman Headley on February 11 exposed how Inter-Services Intelligence (ISI) and Lashkar-e-Taiba (LeT) majorly funded terror operations in India and financed him from time to time and that Pakistan native Tahawwur Rana visited Mumbai before the terror strikes, reports apblive.com. Resuming his deposition before a court the LeT operative also said that Reserve Bank of India (RBI) has turned down a request to open a bank account for their office in India.Giving details of his funding, he said, “Before coming to India in September 2006, he received USD 25,000 from ISI’s Major Iqbal.”He added, “I also got 40,000 in Pakistani currency from LeT operative Sajid Mir between April and June 2008". Also, Major Iqbal gave me counterfeit Indian currency once or twice in 2008, he said. Besides Abdul Rehman Pasha, also from ISI, gave me Rs 80,000, Headley said.“Tahawur Rana (Headley’s associate and a Pakistani native who operated a Chicago-based immigration business) used to send me money from the US in September 2006 when I came to India to do intelligence work on instructions of LeT,” he told the court. The 55-year-old, who recently turned approver in the case, also said that “it was my idea to open an office in India. It was a part of my cover (as an immigration consultant). I had discussed about this with Major Iqbal and Sajid Mir and they both agreed to it.” He testified, “I also told Rana that Major Iqbal had asked me to do intelligence work in India. Iqbal told me that if Rana was reluctant to be associated with this (Headley’s India operations) then he (Headley) should appeal to his (Rana’s) sense of patriotism towards Pakistan."Headley also disclosed that Rana had asked Raymond Sanders (who ran an immigrant law centre in Chicago) to submit an application to the RBI to open a bank account for their office in India. However, RBI turned down the request, he said

David Coleman Headley on February 12 said the terror group Lashkar-e-Taiba (LeT) was unhappy that the Mumbai airport (Maharashtra) was not one of the targets in the 26/11 (November 26, 2008) attack on Mumbai, reports NDTV. Continuing his revelations in a Mumbai court while deposing via video link from the US, Headley also said he had discouraged LeT from attacking the Naval Air Station and the Siddhivinayak Temple as both were heavily guarded. He also revealed to the court that he had visited and taken videos of the Bhaba Atomic Research Centre (BARC) as a possible terror target, and handed the footage to Major Iqbal of Pakistani intelligence agency Inter-Services Intelligence (ISI). "Major Iqbal said in future I should recruit for the ISI people from BARC who collect classified information," said Headley. One of the 26/11 targets was the Chabad House which, Headley said, was selected as it was "an international location where Jewish and Israeli people were staying". Headley said Lashkar 'commander' Zakiur Rehman Lakhvi had emphasized that surveillance for the Mumbai attack "should be done properly as this is a chance to take revenge for all bomb blasts India had done in the past" in Pakistan.

India on February 12 talked tough, as the testimony of 26/11 (November 26, 2008) terror plotter David Coleman Headley before a court in Mumbai (Maharashtra) and revelations by Pakistan’s former President, Pervez Musharraf, in an interview exposed role of “state actors” of the neighbouring country in supporting cross-border terrorism, reports Deccan Herald. New Delhi said that Musharraf’s admission on involvement of Inter-Services Intelligence (ISI) of Pakistan in training the terrorists of Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) spoke for itself and reinforced once again “the need for stopping support from state actors to terrorism” in the region.New Delhi also frowned upon the meeting between Pakistan’s High Commissioner to India, Abdul Basit, and Kashmiri separatist leaders, Mirwaiz Umer Farooq and Syed Ali Shah Geelani, here. Official spokesperson of the Ministry of External Affairs, Vikas Swarup, reiterated that Jammu and Kashmir was an integral part of India and the issue could be only discussed between the two countries bilaterally, without role of any “third party”.

Terrorist David Coleman Headley on February 13 revealed in court the codes he used to communicate with his handlers in terror group Lashkar-e-Taiba (LeT), reports NDTV. "Old Uncle," he said was the code name for Hafiz Saeed, LeT founder and mastermind of the 26/11 (November 26, 2008) Mumbai terror attacks. LeT 'commander' Zakiur Rehman Lakhvi, Headley said, was "young uncle."His main handler and his link with the Lashkar in Pakistan, Sajid Mir, had once sent Headley an email that said, "Uncle is flying high." The terrorist and his handlers used the code "H1 virus" to safely talk about investigations because the H1N1 flu had affected people in several parts of India at that time, Headley revealed in his deposition. Business Standard adds that Headley revealed that he had been instructed by the Pakistan Inter-Services Intelligence (ISI) to recruit personnel from the Indian Army to gain access to classified information. The Times of India adds that Headley told that post-26/11 Mumbai terror attacks, he had surveyed sensitive military establishments in Pune, Maharashtra. When asked by special public prosecutor Ujjwal Nikam what military establishments he referred to, Headley readily said it was the (Indian Army's) Southern Command Headquarters. "The intentions here were similar to the nuclear establishments (BARC). The ISI wanted to recruit military officers and get 'classified information' from them," Headley told. He surveyed and videographed the Southern Command HQ Building between March 16-17, 2009, preceded by recce of Chabad Houses in Goa on March 15 and earlier Pushkar between March 11-13 that year - nearly four months after the terror attacks were executed in Mumbai on November 26-28, 2008. The Pune assignment was carried out at the behest of Major Iqbal of the ISI, to whom the videos were later handed over. Moreover, On February 12, Headley revealed that after the "successful completion" of the 26/11 attacks with the LeT, he was recruited by al Qaeda in a bid to strike terror in Delhi, reports The Times of India. "Yes, I was working for al Qaeda," he said in response to special public prosecutor Ujjwal Nikam's question. Deposing before special judge Govind A Sanap via video conferencing for the fourth day, he said the main target for the attack was the National Defence College (NDC) as it was a "high-value target due to the presence of senior officers."

The network that actively worked on expanding the al Qaeda in Indian Subcontinent (AQIS) was not simply limited to the Deepa Sarai neighbourhood of Sambhal District in Uttar Pradesh from where six men allegedly came together to form the outfit, The Hindu reports on February 16. Its reach was far and wide, according to alleged revelations by Mohammad Abdul Rehman Ali Khan. He is now in judicial custody. Khan came under surveillance after a phone call to him by Deepa Sarai resident and alleged AQIS-India 'chief' Mohammad Asif was intercepted by Indian agencies in August-September 2015. Official records quote him as saying that Asif met him in Bengaluru and told him about the new outfit.Police say Asif’s visit to Bengaluru was for roping in Khan and one Maulana Anzar Shah who were already engaged in making recruitments for the Al-Qaeda and the Lashkar-e-Taiba (LeT). During interrogation, Khan purportedly disclosed that he visited Pakistan via Saudi Arabia about a year ago and underwent weapons training in Muzaffarabad at the instance of Lashkar veteran Sajid Mir, who has been named by David Coleman Headley in his recent deposition before a Mumbai court in the 2008 Mumbai terror attacks case.Khan also met top Lashkar leader Zaki-ur Rehman Lakhvi in a Rawalpindi jail and its founder Hafiz Saeed in Lahore (Pakistan). By last December when he was arrested in Odisha’s Cuttack, Khan had initiated at least five men to join the al Qaeda, Police allege.

"If someone pretends to fall asleep, it is very difficult to find out (what they are up to). The government has continuously given evidence to Pakistan...if they are serious, they can act," the defence minister said. The minister also asserted there was no question of allowing Pakistani investigators access to the Pathankot airbase. "They (Pakistan) have to investigate the role of the people in their country," he said. On Lashkar-e-Taiba (LeT) operative David Coleman Headley's recent testimony to a court in Mumbai, Parrikar said he didn't need the approver's evidence to prove that Pakistani handlers were behind the 26/11 Mumbai terror strike.

Army Chief General Dalbir Singh Suhag on February 25 criticized Pakistan for giving candid support" to terror groups like Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) as he called on the international community to join hands in combating the menace, reports Deccan Chronicle. Days after suspected LeT operatives struck in Pampore in Jammu and Kashmir, Suhag hit out at Pakistan, saying, "Terrorist groups like LeT and JeM get candid support from across our western borders."Suhag also said that the spreading influence of Islamic State (IS), in particular through social and other forms of media, has thrown up challenges of global and regional security. "What is worrying is that these groups can no longer be dismissed as regional manifestations of violence," he said.Noting that such jihadist outfits take advantage of the international connected systems of finance, commerce and transit to stay flexible and reach any part of the globe, Suhag said it was "necessary for international community to fight this menace as one by sharing of intel and adoption of training techniques from each other". He added that the 9/11, 26/11 and recent Paris attacks have changed the perception among world leaders regarding the threat from terrorism. The Army Chief said, "We need to address not only the methods but also the factors that contribute to the spread of terrorism. The main threat comes from fundamental ideology and twisted interpretations which are promoting radical thinking."

Days after suspected LeT operatives struck in Pampore in Jammu and Kashmir, Suhag hit out at Pakistan, saying, “Terrorist groups like LeT and JeM get candid support from across our western borders.” The attack at Pampore left three Army personnel dead, including two Captains of the Special Forces. Two Central Reserve Police Force (CRPF) personnel, too, were killed by three heavily armed “foreign” terrorists who were shot dead after a fierce 48-hour-long gun battle. At a seminar organised by Army think tank Centre for Land Warfare Studies (CLAWS), Suhag also said that the spreading influence of Islamic State (IS), in particular through social and other forms of media, has thrown up challenges of global and regional security. “What is worrying is that these groups can no longer be dismissed as regional manifestations of violence,” he said.
