A Sessions Court at Delhi on March 5, discharged suspected Lashkar-e-Taiba (LeT) bomb expert Abdul Karim Tunda and three others due to lack of evidence, who were accused of helping terrorists from Pakistan and Bangladesh infiltrate India in 1997 to carry out terror attacks, reports scroll.in. The verdict was announced for the fourth and final case filed by the Special Cell of the Delhi Police against Tunda. He was one of the 20 terrorists India had asked Pakistan to hand over after the 26/11 (November 26, 2008) attacks in Mumbai. While the Delhi Police had named Tunda in 20 cases, they filed only four chargesheets against him. The court also released his father-in-law Mohammad Zakaria and their two alleged aides Allauddin and Bashiruddin. Tunda was discharged in connection with three other terror cases last year, including one from 1994 that was filed under the Terrorist and Disruptive Activities (Prevention) Act. The Special Cell challenged this verdict in the Supreme Court. The other incidents Tunda was charged for were related to a blast in Karol Bagh in Delhi in 1997 and two blasts in Sadar Bazaar the same year. He was arrested from the Indo-Nepal border at Banbasa, Uttarakhand, on August 16, 2013. Zakaria, Allauddin and Bashiruddin were lodged in jails in West Bengal in connection with cases filed there against them.

Two of the 14 teenagers who had gone missing after the 2002 communal riots in Ahmedabad (Gujarat) have been traced to Pakistan, The Times of India reports on March 6. This has been revealed by Gujarat Police which with the help of central agencies located the teenagers. Sources from the Gujarat Police said the duo that has been traced to Bawahalpur, the place where Lashkar-e-Taiba (LeT) headquarters is located in Pakistan, is from eastern Ahmedabad which witnessed major riots in 2002."We have also got leads about the third youth and are verifying his identity," said a top Gujarat Police official. Highly placed police sources said they had the photographs of the 14 youngsters who had gone missing after the riots...We interrogated a few persons recently and showed them the photographs. They have identified two of them. More shocking is the fact that both the Ahmedabad youths are into terror training imparted to other youths in Pakistan".The sources confirmed that they have reports that the two youths are in direct contact with Pakistan-based Indian Mujahideen (IM) operative Amir Raza Khan and Iqbal Bhatkal and are planning major terror strikes in India including Gujarat during early next year. "We are worried as the coming year will be the election year for Gujarat and there will be heavy VVIP movement then. We are in contact with central agencies and are working to avert such possible strikes" the official added.

Security has been tightened across Delhi and in several states amid fears of an impending terror attack, Zee News reports on March 7. Temples, key buildings, shopping malls, popular markets and military installations all are under security radar of the Delhi Police and other security agencies amid an intelligence input that terrorists could carry out a strike in the city and National Capital Region (NCR) region on March 7, on the occasion of Mahashivaratri. As per the Intelligence Bureau (IB) alert, 10 terrorists belonging to the Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM) terror groups are believed to have sneaked into the Indian territory through the Gujarat border. It is suspected that the terror operatives are planning to target Delhi, especially because the Parliament is in session. The Delhi Police are ensuring that CCTV cameras at all places with high footfall, like popular markets in the city and Metro stations, are functional. Patrolling across the city has been intensified. The terror alert followed discovery of an abandoned boat off the coast of Gujarat.High alert has also been sounded in Gujarat and Jammu and Kashmir, apart from Delhi. Security around major religious sites in Gujarat like Somnath Temple and Akshardham and in metro cities -- Mumbai, Delhi, Chennai, Kolkata and Bengaluru – has also been increased.Vital installations across the metros like railway stations and airports are also being secured. In Kolkata, security was stepped up at the NSC Bose International Airport after an e-mail threat that it would be blown up within 24 hours. The e-mail came in the airport manager's ID early yesterday and it was claimed to have been sent from Germany.

Our surveillance is always 24x7, but since the input has come directly from the NSA, we are more cautious," said a senior Coast Guard official. Four National Security Guard (NSG) teams were rushed to Gujarat following the input which mentions about 10 terrorists of LeT and JeM having entered India via Gujarat and that they could carry out a terror strike in Delhi. The Coast Guard has not only pressed more ships into the sea for surveillance, but also increased the sorties of its planes for aerial vigil.

Security Forces (SFs) killed Abu Ukasha, a top ‘commander’ of the Lashkar-e-Toiba (LeT), and his associate, Abu Hafiz, in an encounter at Wadhakpora in Awantipora area in Pulwama District on March 9, reports Daily Excelsior. After a specific input received by the Special Operations Group (SOG) of Jammu and Kashmir Police, Srinagar, about presence of 11 militants including top leadership of LeT, SFs launched searches at Chandipora, Goripora and Wadhakpora villages in the District. SFs cordoned off vast area and had a fierce gun battle with the LeT militants at Wadhakpora in Awantipora area in which two militants were killed. As the SFs were engaged in the gun battle with the two LeT militants, 9 other LeT militants including ‘divisional commander’ of the LeT, Abu Dujana managed to slip out of the cordon, taking advantage of dense vegetation and bushes in the area. However, after the encounter SFs recovered two AK-47 rifles, four magazines and two pouches from the encounter site.Abu Ukasha was one of the most wanted militants in Kashmir and National Investigating Agency (NIA) had announced a cash reward of INR 500,000 on his head for his involvement in Udhampur attack. He was part of the three militants who carried out the attack in Udhampur on Border Security Force (BSF) convoy in 2015. Delhi Police on March 12 claimed before a court that suspected al Qaeda in Indian Subcontinent (AQIS) operative Maulana Abdul Rehman Kasmi has set up a training base for terror activities "somewhere in Jharkhand forests" and the investigators are ascertaining it, reports NDTV. The Special Cell of Delhi Police informed the court that Kasmi, who was arrested on December 17, 2015 in the case for allegedly radicalising youths and propagating the terror agenda of the outfit, had set up a training base which was yet to be located."There are specific inputs that Maulana Abdul Rehman Kasmi, in cooperation with others, has set up a training base somewhere in Jharkhand forests which is yet to be located. The investigation in this aspect is at an advanced stage and teams are examining several leads to corroborate the inputs," the Police said in its plea seeking extension of period of probe into the case till June 10. The Police also alleged that there were specific inputs that wanted accused Abu Sufiyan, a resident of Jharkhand, had traveled to Pakistan along with arrested accused Mohammad Sami.It claimed that Sufiyan has returned after receiving training at Lashkar-e-Taiba (LeT) and AQIS facilities and his apprehension was crucial to find out the missing links of the larger conspiracy. Police said that some associates of Kasmi have been arrested by Jharkhand police in January and their interrogation has revealed many new facts regarding his role in motivating and recruiting youths for LeT and AQIS.

Intelligence agencies and Gujarat Police have dismissed purported Union Ministry of Home Affairs (UMHA) official claims that three of 10 terrorists having infiltrated from Pakistan were killed in Gujarat on the basis of a March 5 tip-off by Pakistani National Security Adviser Naseer Janjua to his Indian counterpart Ajit Doval, Hindustan Times reports on March 17. Nine men initially suspected by investigators to be part of those infiltrators as they left behind suspicious articles at two Gujarat guest houses later turned out to be ATM thieves from Jharkhand. The agencies maintain that not one of the so-called 10 terrorists has either been traced or eliminated even as border states are on alert. There has been no communication intercept or physical clue of any large-scale cross-border infiltration by jihadists belonging to either the Jaish-e-Mohammed (JeM) or the Lashkar-e-Taiba (LeT).

Lashkar-e-Taiba (LeT) is likely to attack Indian Army and paramilitary forces, according to intelligence reports, india.com reports on March 21. Security agencies have issued alert warning possible terror strike byLeT militants on Indian Army and other forces. It is possible that the terror group may target Indian forces in Jammu and Kashmir. Intelligence agencies have traced an intercepted telephonic conversation between LeT’s Kashmir 'chief' Abu Dujana and some top militants. According to the traced conversation, Dujana along with 10 other terrorists are planning to launch the attack on Indian Army and Paramilitary forces. Notably, out of 10 terrorists, who are planning to launch an attack on Indian Forces, only four of them posses weapons. Recently, Abu Dujana and four other militants managed to escape from an encounter, between the security officials and the militants, in Jammu and Kashmir’s Pulwama District. They succeeded in escaping as local residents allegedly diverted the attention of security forces by pelting stones at them.

The number of militants, ready to infiltrate into Jammu and Kashmir, at the launch pads across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) has doubled since last one month as this year they are planning infiltration ahead of summer, reports Daily Excelsior on March 22. Sources said that in this year’s winters, 50-70 militants were at the launch pads near 400 kilometer long LoC in PoK ready for infiltration into Kashmir. They said that the number of militants at the launch pads have over the past one month increased and gone up to over 150. These militants are in 12 launch pads that are in PoK near the LoC. Sources said that as this winter there was very less snowfall along the LoC in Kashmir, militants mostly belonging to Lashkar-e-Toiba (LeT), have started concentrating in the launch pads near the LoC for infiltration. They said that last summer there were 500 militant waiting for the infiltration on the launch and this year numbers might increase as they are desperate to infiltrate more militants into Kashmir due to successes achieved by the security forces against the militants recently. Security Forces (SFs) this year killed 25 militants in operations so far which is highest in recent years in first three months. Among the killed, 19 belonged to LeT and six to Hizbul Mujahideen (HM).

David Coleman Headley, the accused turned approver in the 26/11 (November 26, 2008) Mumbai attacks case, on March 24 told an Anti-Terrorism court in Mumbai that Lashkar-e-Taiba (LeT) had instructed him to target the then Shiv Sena chief Bal Thackeray, reports Zee News. He informed the court that he had visited the Sena Bhawan in Mumbai twice in 2011 as part of the attempt to kill Thackeray. “I visited Sena Bhavan twice on the instructions of my supervisor Sajid Mir (of LeT), and the target was to kill the Shiv Sena chief,” Headley said. Headley also revealed that the LeT had tried to kill Thackeray even before the 26/11 attacks.“There was an attempt (to kill Bal Thackeray) but he was unharmed. The assailant was arrested but fled from custody later on,” he said during a cross examination in the court. Headley also spilled the beans on how once US financed his trip to Pakistan and also claimed that he had "donated" about INR 70,00,000 to LeT till 2006, two years before the Mumbai attacks. He, however, contradicted reports that he had received money from LeT. "I never received money from LeT... This is complete nonsense. I gave funds to LeT myself. I had donated more than 60 to 70 lakh Pakistani Rupees to LeT throughout the period I was associated with them. My last donation was in 2006," Headley told the court. He also said that after his arrest in 1998, the Drug Enforcement Authority (DEA) of the US had financed his trip. Also, the terrorist, who faced conviction twice in 1988 and 1998 for alleged drug smuggling before the Mumbai siege, had indulged in criminal activities and violated his plea bargain agreements with the US government, the court was told. Headley, who is serving a 35-year jail term in the US, also told the court that Tahawwur Rana, his associate and a Pakistani native who operated an immigration business in Chicago, was aware that he was an operative of LeT. Headley had also disclosed that Rana had once come to Mumbai just prior to the 26/11 strikes, and that the latter continued his association with him till Headley's arrest.IBNLive adds that Headley hated India and Indians since childhood. Headley said the reason behind his hatred was his school was bombed in 1971. Headley did his schooling in Karachi. Headley revealed that his father was aware of his links with LeT and that former Pakistani prime minister Yousuf Raza Gilani visited his residence after his father's death.

"The Pakistani team has shared details of their investigations," Kumar said, adding that the details of the detentions cannot be shared at this stage as the investigation is going on."We are holding discussions with the Pakistan team on reciprocity basis. Reciprocity means whatever cooperation we are extending to them for prosecution they will also extend the same. Evidence collection and examination of witnesses will continue for one or two more days," Kumar stated.Other than phone numbers of Rauf, brother of Jaish 'chief' Masood Azhar, NIA shared numbers of the companies who had supplied the packed food to the terrorists. Punjab Additional Director General of Police-ADGP (Government Railway Police) Rohit Chaudhary on March 31 said that Lashkar-e-Taiba (LeT) was waiting “in the wings” to carry out a terrorist strike in the region, whenever it got an opportunity, reports Indian Express. Chaudhary, said he was anticipating the next terrorist attack by LeT based on his studies on the pattern of terrorist attacks. “It already stands vindicated that LeT is planning the next strike as there were inputs in February that 10 LeT terrorists had sneaked into India from Pakistan,” Chaudhary said.“The pattern studied by me suggests that the LeT has its resources in place and is set to carry out the attack anytime, whenever it finds an opportunity,” Chaudhary said. Pointing out that LeT and Jaish-e-Mohammad (JeM) were taking turns to carry out attacks, Chaudhary said that before the July 27, 2015, Dinanagar attack, which was carried out by LeT, there were attacks on the Rajgarh Police Station in Kathua and the Sambha Army camp by JeM.
