Deputy Inspector General of Border Security Force (BSF), Nagaland and Manipur, P.K Misra, on August 7, informed that most of the weapons used by terrorist groups operating India’s North East were being sourced from neighbouring countries like China, Myanmar and Bangladesh. Stating that terrorist outfits were purchasing land in Myanmar to run their camps, he disclosed that the People’s Liberation Army (PLA) has even been running bus services from Tamu to Kalemyo in Myanmar. Speaking at a press conference, on August 7, the DIG informed that terrorist outfits were forming newer linkages. The linkages were between the Assam based United Liberation Front of Asom (ULFA) and United National Liberation Front (UNLF) of Manipur on the one hand, and Zomi Revolutionary Army (ZRA), Kanglei Yaon Kanna Lup (KYKL) and National Socialist Council of Nagaland (NSCN-IM) on the other. The association between ULFA and UNLF, he said, was detected following the arrest of four UNLF terrorists on August 6, and the recovery of four bags containing combat trousers, bought from South East Asian countries, to be supplied to the ULFA.

The National Socialist Council of Nagaland – Khaplang (NSCN-K) "Government Peoples Republic of Nagaland" (GPRN) has reportedly threatened not to allow Isak Chishi Swu and Thuengaleng Muivah, leaders of the rival National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), to enter Nagaland during their proposed visit to India. According to media reports of August 8, the GPRN in a faxed message, however, said that it had no problems with Swu and Muivah' coming to India to solve ‘their own Nagalim problem’. The statement also said that Swu and Muivah’s visit to India had no relations with the Naga problem or the Indo-Naga political problem. Furthermore, the NSCN-K while refuting media reports that talks were held between Nagaland Chief Minister S C Jamir and its leaders, pointed out that the NSCN-K unlike the NSCN-IM, would enter into a meaningful dialogue only with the Union Home Ministry.

Mizoram Chief Minister Zoramthanga, stressing upon the need for holding political talks with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), said he had advised Prime Minister Vajpayee to depute a senior Union Cabinet Minister to hold talks with the NSCN-IM leadership. According to media reports, the CM, speaking on August 12, said the current talks between the NSCN-IM and Union Home Ministry officials should only be to prepare the ground for political level talks at higher levels.

According to media reports, for the first time since India’s independence, Nagaland on August 15, celebrated Independence Day without a boycott call by terrorists. However, terrorist groups, especially National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) celebrated their own ‘Naga Independence Day’ on August 14. The NSCN-IM chairman, Isak Chishi Swu, in a faxed statement, appreciated the gestures of Indian leadership for recognising the unique history and situation of the Nagas and added that Nagas should be vigilant against forces actively working to destroy peace.

A media report of August 17 indicated that next round of peace talks between the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and the Union government would possibly be held in Shillong, capital of Indian State of Meghalaya. The report also said that it would be for the first time the talks would be held in India. The NSCN-IM general secretary Thuingaleng Muivah reportedly agreed in July 2002 to come to the country for the talks.

Media reports said the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) has accused the security forces (SFs) of committing gross violations of the terms of cease-fire agreement and has killed its cadres under the pretext of controlling extortion. The NSCN-IM’s ‘ministry of information and publicity‘ accused SFs of violating the cease-fire 15 times in Nagaland and Manipur in 2002, including alleged March 13-killing of 11 NSCN-IM cadres by personnel of the India Reserve Battalion (IRB) at Pallel, Chandel district, Manipur. The Union government following public protests in Manipur had withdrawn the "without territorial limits" clause from the cease-fire agreement with the NSCN-IM in 2001, thus making the cease-fire effective only in Nagaland.

According to media reports of August 21, the Northern Angami Public Organization (NAPO) and the Chakhro Public Organisation (CPO) have criticised the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) for killing a civilian, Pezanei Mere, on August 16, at Seithekima near Dimapur. While the NSCN-IM had claimed that Pezanei Mere was a terrorist cadre of the rival NSCN - Khaplang (NSCN-K), the NAPO and CPO stated that Pezanei was an innocent civilian, and appealed to all citizens to rise against such acts and to protect the lives of innocent civilians. The CPO has also condemned the killing of Ralie Rio by the NSCN-K terrorists, earlier on August 13, in Chumukedima.

Arunachal Pradesh Chief Minister (CM) Mukut Mithi accused the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) of threatening Legislators and Ministers in Tirap and Changlang districts in the State and asking them to withdraw support to his government. Speaking on August 22, the CM said the threats were being made as both the Isak Muivah (NSCN-IM) and the Khaplang (NSCN-K) factions would be affected by the Arunachal Pradesh Control of Organised Crime Ordinance (APCOCO) Bill 2002 moved in the State Legislative Assembly on August 21. The Legislative Assembly also adopted a resolution, which declared that the territorial integrity of the State was non-negotiable. The NSCN-IM, the resolution noted, has been claiming most of the State's territory as part of 'Nagalim' (Greater Nagaland). According to media reports quoting police sources, a group of 30 to 40 armed NSCN-IM terrorists attacked an "unauthorised" NSCN-K camp set up about a week ago in New Chumukidema and in the ensuing clash the NSCN-IM terrorists was killed. Reports added that the camp was hosting around 40 NSCN-K terrorists. Following the incident the Nagaland government, on August 24, threatened to take action against the two NSCN factions for violating the ongoing cease-fire and jeopardising the peace talks.

According to media reports of August 24, Nagaland Chief Minister (CM) S C Jamir, has denied the National Socialist Council of Nagaland - Isak Muivah's (NSCN-IM’s) allegations accusing him of meddling with its proposals to the Union government. NSCN-IM ‘general secretary’ Muivah, on August 21, had criticised the CM and the Union Home Ministry of distorting the outfit’s proposals. The CM, however, said he had seen a copy of an NSCN-IM proposal, which was distributed in Zuheboto district by NSCN-IM cadres in the first week of August. According to media reports, the NSCN-IM proposal, contains 22 points as is entitled 'Proposed Basis for Discussion to Achieve a Comprehensive Solution to the Naga Issue'. In it, the outfit has urged the Union government that, given the history of the Naga conflict and the desire of the Nagas to run their own affairs with the maximum degree of autonomy, it was important for the Union government to allot 'competencies'. However, the desired competencies as listed in the proposal are based on three categories. First, those exercised exclusively by the Government of India; second, those exclusively exercised by the Government of Nagaland; and finally, those exercised jointly by the Governments of India and Nagaland. According to the proposal, the allocation of competencies should be based on the principle that all competencies were to be exercised by the Government of Nagaland, unless it was mutually agreed that it was in the interest of both parties that they be exercised by the Union government, in association with the Government of Nagaland. "Nagaland will be sovereign with respect to all matters relating to its own affairs," the copy of the proposals said. The ‘Government of Nagaland’ would have its own armed forces, which would be exclusively responsible for the internal security of Nagaland. However, the armed forces of India and those of Nagaland would be responsible for the external defence of Nagaland in case of external threat, the copy said. The Legislature of Nagaland would be known as 'Tatar Hoho', while the government would comprise a cabinet of 'kilonsers' (ministers) and 'ato kilonser' (prime minister) elected by the ‘Tartar Hoho’. The Governor of the State would be known as 'Yaruiwo', it said. According to the proposal, while the Union government would be responsible for external defence, foreign affairs, currency and communication, all other administrative issues and subjects should be transferred to the proposed administrative territory. The proposal also urges the Union government to take effective measures to fulfil the aspirations of the Nagas to live under one administrative unit as they were now living in neighbouring districts of Manipur, Assam and Arunachal Pradesh. However, it could not be ascertained whether the recently distributed proposals were the same as the one presented by the NSCN-IM to the Union government in 2001.

According to media reports a journalists’ team on a tour of Jiribam subdivision, was returning to Imphal from Jiribam when the gunmen waylaid them, near Nungba on NH-53 on August 28, and harassed them by seizing their identification cards. According to reports, the miscreants also took control of the journalists’ vehicle. The AMWJU has urged the NSCN-IM leadership to take stern action against those involved in the incident and criticised the State government for its failure to adequately safeguard the lives and properties of civilians travelling on NH-39. The AMWJU has also accused the police and Manipur Rifles personnel posted at Nungba of failing to come to the rescue of the press team despite being aware of the incident.

This directive came in the wake of increasing internecine clashes between both the two factions of the National Socialist Council of Nagaland (NSCN)––the Isak-Muivah faction [NSCN-IM] and the Khaplang faction [NSCN-K]. At a high level meeting called by State Chief Secretary R N Pandey on August 29, the government called upon authorities in districts to strictly enforce the cease-fire ground rules and also asked the security forces to intensify patrolling and frisking in the region. Jamir that the outfit has been threatening Legislators and Ministers to withdraw support to the government. According to a media report of August 30, NSCN (I-M)’s information and publicity wing, in a statement on August 29, asked Jamir to show evidence of the alleged threat. The outfit termed the whole episode as a ploy of Jamir to ‘tarnish the image of the NSCN’. While denying the allegation, the NSCN-IM reportedly blamed Jamir of implicating the outfit for his political survival. According to media reports, the underground outfit appealed to the Naga people not to believe in the statement made by Jamir. Stating that the whole episode was unfortunate, the NSCN-IM held that the Chief Minster has made the outfit a ‘scapegoat for his evil designs’.
