According to a media report, notwithstanding the repeated denials by Bangladesh, India has identified 99 training camps of North-east based terrorists in that country and a list pinpointing the locations has been handed over to Dhaka for action. The training camps, whose list has reportedly been prepared by Indian security agencies, includes 25 run by the National Liberation Front of Tripura (NLFT), 20 run by All Tripura Tiger Force (ATTF), 18 by National Socialist Council of Nagaland – Isaac Muivah (NSCN-IM). The list also includes 10 training camps run by the Manipur-based People’s Liberation Army (PLA), 17 by United Liberation Front of Asom (ULFA), two by National Democratic Front of Bodoland (NDFB), two by Muslim United Liberation Tigers of Assam (MULTA), three by Achik National Volunteer Council (ANVC), one by Chakma National Liberation Front (CNLF), and one by Dima Halim Daogah (DHD). The areas pinpointed to show existence of these camps are Naikhongchari, Alikadam and Ruma in the Bandarban district, Kaukhali, Nanirchar, Baghaichari and Dighinala in Rangamati district, Kamalganj and Srimangal in Moulvibazar district and Chunarughat in Hobiganj. Camps also exist in Dighinala, Panchari, Matiranga and Khagrachari in Khagrachari district, Chunarunhat and Madhabpur in Hobiganj district.

The Nationalist Council of Nagaland-Khaplang (NSCN-K) announced on November 6 that it would not participate in the forthcoming elections to the Legislative Assembly in Nagaland and reportedly warned cadres of penalty if found involved in the elections. A NSCN-K release quoting its leaders S S Khaplang and N Kitovi Zhimomi said the outfit would not disturb the ongoing peace dialogue between Union government and the rival NSCN––Isak-Muivah (NSCN-IM). According to reports, the NSCN-K reiterated it would not remain a ‘silent spectator’ if the ongoing dialogue affected the outfit and the Naga interests.

On November 11, Cease-fire Monitoring Group (CFMG) chairman Lt Gen RV Kulkarni distributed 36 identity cards (out of the proposed 60) to top-level members of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) terrorist outfit. According to media reports, the cards were given away at a meeting of the NSCN-IM Cease-fire Monitoring Cell (CFMC) at Dimapur. At the meeting, issues such as the implementation of the cease-fire ground rules and designated camps have been discussed and Kulkarni reportedly appealed to the NSCN-IM not to move about in ‘populated areas with arms’. Talking to press persons, CFMG convenor Phungthing Shimrang added that the meeting discussed ways to create a ‘conducive atmosphere’ to tackle the present situation. The meeting was attended by top officials, including Nagaland Director General Police Hesso Mao, Additional Chief Secretary Talitemjen, Assam Rifles officiating Inspector General Brig NN Madappa. Meanwhile, the NSCN-IM reportedly indicated that the outfit might ask for more identity cards, if needed.

According to media reports, Prime Minister Atal Behari Vajpayee convened a special meeting on November 14 to discuss the on-going Naga peace talks with the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM). Deputy Premier L K Advani, Union government chief interlocutor in the Naga peace talks K Padmanabhaiah and senior officials attended the meeting that reportedly discussed various issues related to the Naga peace talks. To recollect, the NSCN-IM leadership has agreed to come to India for further peace talks provided the ban on the outfit is lifted and cases against leaders withdrawn.

However, Prime Minister has left the final decision on lifting the ban to the Union Home Ministry, reports added.

According to media reports, Lt Gen RV Kulkarni, Chairman of the Cease-fire Monitoring Group (CFMG) and the Cease-fire Supervisory Board (CFSB), has fixed a deadline of November 20 for the cadres of both the National Socialist Council of Nagaland (NSCN) factions to return to their respective designated camps. Addressing the press people he also added that the deadline has been conveyed to both the NSCN- Isak - Muivah (NSCN-IM) and NSCN- Khaplang (NSCN-K) factions as per suggestions of the Union government. Lt Gen Kulkarni has reportedly asked the NSCN-K to select a site at Dimapur for their office and inform him to look into the feasibility of the camp and office through the security forces. However, the NSCN-K has so far not responded to the proposal. Armed NSCN-IM cadres were camping in four unauthorized locations—Tsiemekhuma, Mukali, Kudesh and Chimonger, when reports last came in.

Delayed reports said, a National Socialist Council of Nagaland– Isak Muivah (NSCN-IM) terrorist was killed in an encounter with security force personnel in Banfara village, in Arunachal Pradesh’s Tirap district, on November 16. A 12-bore gun with eight live cartridges, 104 rounds of .303 rifles and a Chinese hand grenade were mong the others things seized from the encounter- site.

A team of Imphal East district police commandos arrested three terrorists and an accomplice from different places of Imphal East, on November 19. Two of them belong to the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) faction. One of them arrested from Mission Lane, New Checkon, with a 9mm pistol and 2 live rounds of ammunition. Another was arrested from Hotel Studio, Nagaram. Among the arrested was a woman of Tushel village, Ukhrul district, and was arrested for providing safe haven to NSCN-IM terrorists. Reports added that the third terrorist belongs to the People's Liberation Army(PLA).

The apex tribal body of all Naga tribes, the Naga Hoho, has lauded the Union Government's reported move to lift the ban on the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM). Reports have earlier said the Union government has decided to the ban, but there has been no official announcement in this regard. According to press reports, the Hoho termed the initiative as a 'bold step'. The Hoho in a release added that the Union government’s decision would 'broaden [the] space in finding a negotiated settlement' which would be acceptable to the Nagas and the rest of people of India.

According to media reports, Deputy Prime Minister L K Advani convened a meeting, on November 23, to assess the progress of the ongoing Naga peace process. The meeting was held in North Block, New Delhi, following the Union government’s decision to lift the ban, under Unlawful Activities (Prevention) Act, on both the factions of the National Socialist Council of Nagaland (NSCN). The meeting was attended by Nagaland Governor Shyamal Dutta, Union Home Secretary N Gopalaswamy, Union government chief interlocutor in the Naga peace process K Padmanabhaiah and top officials of the Intelligence Bureau (IB). As per reports, the Union government is making some modifications in its strategy for the next round of political dialogue with the NSCN-Isac-Muivah (NSCN-IM).

On November 26, Minister of State for Home I D Swami reportedly announced that the Union government has decided not to renew the ban on the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), even as the ban lapsed at midnight on November 26. Swami reiterated that the decision followed the NSCN-IM leaderships’ consent to come India to participate in the ongoing peace talks. According to Union Home Ministry sources, the talks are likely to take place in the second week of December. The two Naga leaders would be returning to India after 37 years. Though, the Nagaland State government has already withdrawn cases filed against NSCN-IM leaders in the State, neighboring Manipur has refused to withdraw cases filed there against Muivah and Swu, reports added. According to media sources, this development (not renewing the ban) could have positive repercussions for other insurgency and terrorist movements, including those in Jammu and Kashmir and in Assam.

Even as the Union government has invited leaders of the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) to India for the next round of peace talks, the Manipur State government has decided not to withdraw cases against the outfit and its leaders, reports said on November 30. The Congress-led government in Manipur is in no hurry to facilitate a smooth "homecoming" for both the NSCN-IM leaders––Th. Muivah and Isac Chisi Swu––reports claimed. Quoting Manipur Chief Minister O Ibobi Singh, media reports added that the State government will not lift the ban on the NSCN-IM in the State. Singh reportedly said this was because the people of the State are still "apprehensive about the peace talks between the NSCN-IM and the Union government, since there is a feeling that the Naga outfit has territorial ambitions, including the merger of some of Manipur's areas into ‘greater Nagaland’". However, both the NSCN-IM leaders are likely to travel to India in mid-December to hold parleys with the Union government, reports added.
