According to media reports, National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists installed a new ‘underground government’ with six cabinet ‘Kilonsers’ (Ministers) and 25 Deputy Kilonsers at a function at Dimapur on July 1. On the occasion, the NSCN-IM leaders stressed on the need to strengthen the current Naga peace process by bringing about understanding and reconciliation among different underground groups. AK Lungalang, the newly appointed "Kilo Kilonser" (Home Minister) said the NSCN-IM would explore all possibilities to spread awareness to strengthen the on-going peace process and that it was fully committed to forging unity and reconciliation within the "parameters of national principles". The seven-member Steering Committee was also expanded to 10 while an NSCN-IM Parliament was newly formed with 20 members. Former armed wing chief VS Atem is the Convenor of the Steering Committee. The organisation in 2001 had declared "a state of emergency" and dissolved the "underground government" following violence and anti-cease-fire protests in Manipur and handed over the responsibility of the organisation to a seven-member Steering Committee, the highest policy-making body of the outfit.

According to a media report of July 2, a National Liberation Front of Tripura- Nayanbasi (NLFT-N) leader Haridhan Debabarma alias David Borok has confessed to West Agartala police that a human rights activist in the State played a crucial role in the formation of the NLFT. Without divulging name of the activist, the report also said the activist also paid several visits to NLFT camps in Bangladesh. Official sources reportedly added that he also acted as a conduit for various Northeast-based terrorist outfits, including the National Democratic Front of Bodoland (NDFB) and the National Socialist Council of Nagaland- Isak Muivah (NSCN-I M).

Self-styled National Socialist Council of Nagaland-Khaplang (NSCN-K) ‘deputy minister for information and publicity’ Kughalu Mulatonu, on July 2, said his organisation was ready to hold talks with the Union government within India, preferably in Nagaland. Talking to the media, Mulatonu, however, added the peace talks could be held only after all arrangements for establishment of the Cease-fire Supervisory Board Office, designated camps and implementation of ground rules were completed. Mulatoni also criticised the rival National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) for creating obstacles in the search for a place for the Cease-fire Supervisory Board Office at Dimapur. He further urged the Union Government to direct the State administration to find a location for the office, failing which it would resort to force leading to bloodshed. Mulatoni also said that talks with the Cease-fire Monitoring Group were on to locate the designated camps throughout the State to facilitate safe shelters for its members. Though the NSCN-K was in no hurry to hold talks with the Union government, he said the outfit would resume talks with the public to find out the modalities and basis of dialogue with the Union government, which should begin immediately after completion of preliminary talks.

Meghalaya Home Minister Lotsing A Sangma said the State government is planning a discussion with Garo churche leaders and elders later in July in order to persuade them to help pressurise the Achik National Volunteer Council (ANVC) terrorist group to hold negotiations. Talking to media persons, the Home Minister, however, noted that the police was doing a good job in containing terrorist activity in the State and said the ANVC was at its weakest, as at least four of its main leaders and many others had surrendered. Sangma also said the Police Department was working on a strategy to counter the influx of stronger terrorist outfits like the National Democratic Front of Bodoland (NDFB) and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM). Both had set up bases in areas along the Assam-Meghalaya boundary. The strategy, the Minister said, could include joint operations along these sensitive border areas with Assam Police and other paramilitary forces.

Manipur Chief Minister O Ibobi Singh clarified that Indian Reserve Battalion (IRB) personnel involved in the killing of some National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists in an encounter at Pallel earlier in 2002 have not been suspended from service. Commenting on the allegation levelled by Federal Party of Manipur Legislator M Nilachandra Singh, the CM said in the State Legislature, on July 8, that the IRB personnel had neither been suspended nor rewarded.

According to media reports, Prime Minister (PM) A B Vajpayee has reaffirmed his invitation to the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) leadership to continue the ongoing dialogue process with the Union government within India. The PM passed on the invitation through Chief Interlocutor K Padmanabhaiah and Intelligence Bureau Director K P Singh to NSCN-IM chairman Isak Chisi Swu and general secretary Thuingaleng Muivah at Amsterdam during their meeting on July 9. While Nagaland has already revoked the arrest warrants against Muivah and Swu, reports indicate that efforts are on to convince Assam, Manipur and Meghalaya to follow suit.

In a brief joint statement following a meeting in Amsterdam on July 11, the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) General Secretary, Muivah, and the Chief Interlocutor of the Union Government, K Padmanabhaiah, announced that they have agreed on two major points regarding the Naga peace process. Firstly, it was decided that the ongoing cease-fire between NSCN-IM and Union Government would be extended for another year beginning from August 1, 2002. Secondly, it was decided that peace talks would continue in an accommodative manner recognising the unique history of the Nagas and efforts would be made to arrive at a honourable solution. The statement also is reported to have hinted on the NSCN-IM leadership’s willingness to accept the offer of Prime Minister Atal Behari Vajpayee to return to India to pursue peace talks. "The NSCN leadership expresses willingness to come to India after the procedural aspects are taken care of," the statement said.

Padmanabhaiah on July 14 announced that National Socialist Council of Nagaland––Isack-Muivah [NSCN-IM] general secretary T Muivah had for the first time agreed in writing to come to India to hold talks to further the Naga peace process. Padmanabhaiah returned to New Delhi following the latest round of talks with NSCN-IM leadership in Amsterdam between July 9-11. Padmanabhaiah also said the next round of talks could take place within six weeks, but was, however, not sure if they would be held in India.

Accusing Muivah of betraying the cause of the Nagas and accepting the Indian Constitution, the NSCN-K statement, on July 17, queried if the term ‘accommodative’ used in the joint statement meant that Muivah would be made either the Chief Minister (CM) or a Member of Parliament. Stating that the Nagas would never allow Muivah ‘to set foot on Naga soil’, the statement warned the Naga Hoho and other non-governmental organisations (NGOs) against supporting the NSCN-IM in the ongoing talks with the Union government.

Muivah has described the latest round of talks with Union government chief interlocutor K Padmanabhaiah as "the first realistic step ever taken towards working out an honourable solution to the long-drawn-out Indo-Naga issue." Media reports of July 18, quoting the Amsterdam-based Naga International Support Centre (NISC), said Muivah praised the Indian leadership for the right steps taken, and added that despite long delays, the agreement was broad-based and a suitable launching pad "for a more realistic start". The latest round of talks had been held between K Padmanabhaiah and the NSCN-IM leadership between July 9 – 11, following which the two sides jointly drew up a declaration recognising the "unique history of the Nagas".

The outfit has reportedly set this as a condition for next round of Naga peace talks. While the outfit has acknowledged that the peace talks were 'on the track', it has resented a statement by Minister of State for External Affairs Digvijay Singh. The Minister in his written reply to a question in the Lok Sabha (Lower House of Parliament), on July 17, had alleged that the NSCN-IM was one of the terrorist organisations from India that had created established new bases in various countries. He listed Britain, the Netherlands, Myanmar, Bangladesh, Nepal, Bhutan and Pakistan among them. He also allegedly indicted the Naga International Support Centre (NISC) for organising fund-raising for the outfit.

On July 30, Manipur Chief Minister Okram Ibobi Singh tabled in the State Legislative Assembly the report of the Upendra Commission of Inquiry into incidents of June 18 and July 20, 2001. The Commission was appointed following the killing of 15 people in police firing on protestors who were demonstrating against the territorial extension of the cease-fire between the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and the Union government. The report made 27 recommendations, which include up-gradation of police weaponry and establishment of trained rapid action squads. The Commission reportedly made certain significant observations on the failure of the intelligence wing of the police department.
