It may be recollected that the NSCN-K had launched the blockade on August 28 in protest against the abrogation of the "peace zone" and continued attacks on its camps by the rival National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) faction. According to some media reports, inhabitants of the area have gradually begun to experience scarcity of food and essential commodities. However, as per other sources, the district administration and the State police have been taking steps to ensure regular supply of essential goods to the area.

Both the leaders are unwilling to come to India for talks mainly because of the Union government’s reported indecision in withdrawing the ban on the NSCN (I-M) under the Prevention of Unlawful Activities Act, which will be reviewed in the second week of November 2002. According to media sources, neither Prime Minister Atal Behari Vajpayee nor Deputy Prime Minister L K Advani, who is also the Union Home Minister, has taken any decision on lifting the ban on the outfit. However the Deputy Premier said at a meeting of the Parliamentary consultative committee attached to the Union Home ministry that the Union government is currently examining the political demands made by the NSCN (I-M). These include separate currency, separate flag and permission to set up Embassies abroad, the source added.

Quoting Border Security Force (BSF) Deputy Inspector General (DIG), Manipur and Nagaland range, PK Misra, media reports of September 17 informed that some of the terrorist outfits of the Northeastern States are getting support from foreign based camps, particularly from neighbouring Myanmar and Bangladesh. The reports also claimed that the proscribed United National Liberation Front (UNLF) and the People’s Liberation Army (PLA) are involved in real estate business in Myanmar, returns from which feed their camps back in India. The DIG reportedly told the media that there is a new trend of re-grouping of militant outfits in the region. According to the reports, besides the networking the United Liberation Front of Asom (ULFA) and the UNLF, there is an emerging nexus among Zomi Revolutionary Army (ZRA), Kanglei Yayol Kanna Lup (KYKL) and the National Socialist Council of Nagand-Isak Muivah (NSCN-IM).

According to media reports of September 18, the National Socialist Council of Nagaland- Isaack-Muivah (NSCN-IM) condemned Nagaland Chief Minister SC Jamir and former Manipur Chief Minister Rishang Keishing for their alleged actions. In a faxed message, the outfit reportedly charged Jamir for working against the will of the Naga people, and Keishing for opposing the extension of the cease-fire in the State of Manipur. The release also has charged Jamir’s Nagaland Pradesh Congress Committee (NPCC) and the Union government for ‘imposing’ democracy in Nagaland against the popular desire for a political solution to the Naga problem. Reportedly, the Naga civil society and some international organisations had made observations on popular desire before the 1998 general election in the State. Media reports added that the NSCN–IM release further charged Jamir of masterminding and engineering factionalism covertly in the Naga Students Union in Delhi, supporting the rival National Socialist Council of Nagaland-Khaplang (NSCN-K) in the recent problems in Chumukedima, and of supplying NSCN-K terrorists with arms and ammunition.
