K. Padmanabhiah, the Union government’s special interlocutor in the Naga peace talks, and K.P. Singh, Director, Intelligence Bureau, are leaving for Thailand on May 1 for renewed negotiations with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), reports said. According to media reports quoting an NSCN-IM spokesman from Bangkok, there have been consultations with 89 non-governmental organisations (NGOs) from Thailand and around 80 people from Nagaland have been invited to act as consultants. Reports also indicated, the NSCN-IM is prepared for a settlement within the Union government.

A media report of May 3 indicated that Mizoram Chief Minister Zoram Thanga will act as the interlocutor between the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and the Union government in the ongoing political dialogue. Quoting a senior government official, the report said, at the meeting that is likely to take place in Bangkok sometime between May 6 and 10, he will hold talks with NSCN-I M general secretary Thuingaleng Muivah and chairman Isak Chisi Swu. Representatives from various Naga social bodies, Non Governmental Organisations (NGOs), the Church, student leaders, the Ho Ho, the apex tribal council, and Nagaland-based NSCN(I-M) ‘kilonsers' (ministers) will also be participating at the Bangkok conclave. Both, Prime Minister Atal Bihari Vajpayee and Home Minister L K Advani have reportedly given their consent in this regard. The official said, ‘The Mizoram CM's role in the ongoing peace process has the blessings of the Indian political leadership’. The Bangkok conclave will be preceded by a meeting between official Indian interlocutors, K Padmanabhaiah and Intelligence Bureau (IB) Director K P Singh, and the NSCN(I-M)'s leaders in Malaysia. The first two have already left for Kuala Lumpur on May 3 where Muivah and Swu are currently based.

According to delayed media reports, five terrorists are suspected to have been killed in an internecine conflict on May 4. Report quoting sources noted that the incident occurred when large group of terrorists of Manipur People’s Liberation Front (MPLF) equipped with sophisticated weapons were intercepted by a combined group of National Socialist Council of Nagaland – Isak Muivah (NSCN-IM) and Zomi Revolutionary Army (ZRA) terrorists in a jungle near Latinkhan, 23 kilometres off Jiribam police station of Churachandpur district. Quoting villagers, the report further indicated that both groups were seen fleeing the place carrying their dead associates.

The Union Government’s special envoy K Padmanabaiah has said that while the talks with National Socialist Council of Nagaland – Isac Muivah (NSCN-IM) leaders were progressing steadily, there has been no "dramatic development". Speaking on May 5 after the conclusion of the two-day talks in Chiangmai, Thailand, Padamanabaiah said that there was a good understanding of each other's problems and the two sides were "trying to work out a solution to the complex issue". He further said that the two sides would meet again by the end of June and added that the extension of the cease-fire, which expires on July 31, would be taken up during the next meeting.

Mizoram Chief Minister Zoramthanga, on May 7, is expected to fly to Bangkok to hold talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership, media reports said, quoting official sources. Having been approached by both the Union government and the NSCN-IM to broker a peace deal to solve the Naga problem, the CM said he would not involve in offering packages for reaching an accord, whereas his role would be to build mutual trust between the two parties.

Nagaland Chief Minister (CM) SC Jamir said the Union Government would soon start talks with the National Socialist Council of Nagaland - Khaplang (NSCN-K) and urged for a shift in the venue of the dialogue with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) to India from Thailand. According to media reports of May 7, the CM pointed that the decision to withdraw arrest warrants against NSCN-IM leaders was intended to facilitate their visit to India. Stating that the talks in Bangkok between the Union Government and the NSCN-IM were yet to touch upon substantive issues, the CM said it would be appropriate to engage in crucial and substantive negotiations at a place where people had access to. The CM was critical of the NSCN-IM for collecting huge amounts from the business community through extortion in Dimapur to fund its Bangkok trip. Regarding discussions with the NSCN-K, the CM said, since there cannot be two solutions to the Naga problem, ultimately all the groups have to come together to find a solution.

The four-day Naga Consultation meeting on 'Strengthening Peace Strategy' being organised by the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) with around 100 participants representing various Naga Non Governmental Organisations (NGO) and civil society groups began on May 6 at Bangkok. Media reports of May 7, quoting Apam Muivah, coordinator of the NSCN's Bangkok office, said the meeting would be addressing the following themes: • Integrating self-determination, democracy and co-existence into peaceful political negotiation • Sharing of recent initiatives by various tribe, social and mass-based organisations on the Peace process • Peace process and role of people’s organisation • Reconciliation, development and reconstruction: challenges of nation building

According to media reports of May 8, National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) Chairman Isak Chishi Swu has called upon the Naga people to come together to ensure the fulfilment of the desired outcome - the Nagas’ aspiration as a nation - from the ongoing political negotiation. Reports quoted the NSCN-IM chairman, while addressing the 4-day Naga Consultation meeting at Bangkok, describing the present peace process as rough sailing. He however indicated that, despite opposition from many quarters, the NSCN leadership was able to continue moving ahead. "We have now been able to create international opinion and draw the attention of many countries. The Nagas can no longer be suppressed by any power," Isak Swu is believed to have said.

The United Committee Manipur (UCM) on May 8 expressed its concern over the renewed danger to Manipur’s territorial integrity posed by the current rounds of talks between the Union government and the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) leaders in Thailand and urged the public to be vigilant. Addressing media persons at Imphal, UCM president Sapamcha Jadumani said Prime Minister Atal Bihari Vajpayee and State Chief Minister O Ibobi Singh owed an explanation to the people of Manipur with regard to the NSCN-IM demand for unification of Ukhrul and Senapati districts of Manipur into Nagaland. The UCM leaders warned that repeated betrayals of the people of Manipur by the Union government and the attempts in collusion with the NSCN-IM for the disintegration of Manipur would have harmful consequences for the country. They also warned the Prime Minister against taking up secretly any peace negotiations, or political dialogue concerning any issue of the State of Manipur with the NSCN-IM, in a foreign land, without the knowledge and participation of the people and government of Manipur.

Manipur Chief Minister Okram Ibobi Singh has announced that a special session of the Ate Legislative Assembly would be convened soon to discuss the ongoing peace talks between the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and the Union government. He, however, did not fix any date for the session. The Chief Minister also said his government was considering a proposal to set up a committee to monitor the ongoing peace process in Bangkok and seek a progress report of the peace talks. The monitoring committee would include youths, intellectuals and professionals from different communities in the State. The Chief Minister, who was talking to newsmen on May 10 at his office, criticised the opposition Democratic People’s Alliance (DPA) for indulging in false propaganda against his government. Apart from holding talks with the Naga leaders, Isak Chisi Swu and T. Muivah, the Chief Minister also addressed approximately 100 representatives of Non-government Organisations (NGOs) from Nagaland. The report further said a majority of these are used by ULFA to visit their camps in Bhutan, but various others from them also lead to Bangladesh and Myanmar. The terrorists are allegedly using the West Bengal corridor for their movement between their bases in Bangladesh and Bhutan. Quoting reports, based on confessions made by surrendered and or arrested terrorists, the report further said ULFA terrorists had also allegedly visited Afghanistan through Pakistan. They were reportedly first taken to Karachi from Dhaka and then to Islamabad by air. Thereafter, they were taken by road to Rawalpindi and subsequently to Afghanistan. Besides terrorists belonging to other outfits from Northeast, including the National Socialist Council of Nagaland- Khaplang (NSCN-K) and the All Tripura Tiger Force (ATTF) reportedly visited China. This follows the increased threat perception following the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) demand for an extension of the ongoing cease-fire into parts of Manipur in its current peace talks with the Union government. According to media reports, nearly all national and regional political parties active in Manipur were present at the meeting which stressed the need for the State government to pay special attention to this issue and portray a unified stand against the threat to the territorial integrity of Manipur. The need for constitutional protection of the boundary of the State was also emphasised, with representatives of the Democratic People's Party (DPP) calling for an amendment of Article 3 of the Indian Constitution.

An all-party meet led by United Committee, Manipur (UCM), which met at Imphal for the second time this week on May 31, to discuss the perceived threat to the territorial integrity of the State following peace talks between the Union government and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), reaffirmed its commitment for preserving Manipur’s territorial integrity and resolved unanimously to demand an amendment to Article 3 of the Indian Constitution to safeguard the territorial boundaries of Manipur. The meeting unanimously adopted seven resolutions Political parties represented at the meet also agreed upon the need to form a joint political forum for the protection of Manipur’s territorial integrity, and for political parties and various non governmental organisations (NGOs) to conduct a joint campaign in this respect.

The Kuki Movement for Human Rights (KMHR) reportedly submitted a memorandum to Manipur Chief Minister O Ibobi Singh and urged halting excesses committed by security forces, especially by Assam Rifles (AR) personnel, against innocent villagers of Khomunnom, Jangnoi, Thingphai, Kholen and other villages, following the killing of 11 AR personnel on May 27. According to media reports of May 31, the KMHR has complained that, following the killings, many innocent Kuki villagers were picked up and tortured by the AR without issuing arrest warrants. Stating that six villagers of Khomunom were picked up on May 28 and 29 without any arrest warrants and were still in AR custody, the KMHR urged the Chief Minister to stop the later from harassing innocent villagers. The KMHR also accused National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists of guiding and training the Kuki Revolutionary Army (KRA) and United National Liberation Front (UNLF) cadres at training camps at Leisan, and for using them as guides and arming them to torture, kill and harass the Kuki public. The KMHR accused the NSCN-IM of using the KRA and the UKLF in the proxy war as it could not openly carry out such acts due to its commitment to the ongoing Naga peace talks.
