Assam Chief Minister Tarun Gogoi said the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, was abetting activities of various terrorist groups in the Northeast, media reports said, on December 3. He reportedly made these observations in a memorandum submitted to Prime Minister Altal Bihari Vajpayee, on December 2. Gogoi also stated that Achik National Volunteer Council (ANVC) activities in the Garo Hills in Meghalaya were on the rise. He added that the West Garo Hills was a preferred route to ex-filtrate into Bangladesh by both the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Further, he said, terrorism in Arunachal Pradesh, too, was on the rise, especially in Tirap and Changlang districts, bordering Assam. Gogoi said in his memorandum that that the National Socialist Council of Nagaland––Isak-Muivah (NSCN––IM) and the NSCN-Khaplang (NSCN-K) were indulging in extortion in Tinsukia, Sivasagar, Jorhat, Golaghat, Karbi Anglong and North Cachar Hills districts, besides in other places, in Assam. He also said the ULFA, NDFB and the Kamtapur Liberation Organisation (KLO) have set-up many camps in Bhutan and their numbers was increasing. Stating that 121 companies of para-military forces were stationed in Assam to deal with the terrorists, he disclosed that the Union Ministry of Home Affairs assessed that 180 companies were needed for the State. Hence, he urged Vajpayee to send in at least 30 more companies to the state.

On December 3, 11 terrorists belonging to different factions of various terrorist outfits surrendered to Assam Rifles Deputy Inspector General (DIG), Nagaland Range (North), Brig NN Madappa. According to press reports, among them, four belonged to the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM), five to the NSCN-Khaplang (NSCN-K) and two to the Naga National Council (NNC). They have deposited an M-22 rifle, three US-made carbines, an AK-56, an AK-47, a US-made machine gun, two 9mm automatic rifles and two .303 rifles and a huge quantity of ammunition. On the occasion, Brig Madappa distributed Rs 1,04,481 to the surrendered terrorists on behalf the Union and State governments, reports added.

The booklet was reportedly published by the underground ministry of information and publicity (MIP) of the government of people’s republic of Nagaland (GPRN)/NSCN (K). In a reported statement, outfit publicity chief K Mulatonu said NSCN-K cadres do not ‘want to dirty their hands by meddling in electoral politics until the peace talks come to a logical end’. According to media reports of December 14, the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) has ruled out the possibility of its participation in the forthcoming Assembly elections in Nagaland. A press release by the ‘ministry of information and publicity cell’ of the NSCN-IM denounced Chief Minister Jamir's earlier statement that the outfit was ‘planning to contest in the forthcoming elections’, and added that it was an ‘insult to the Naga people and the history of Naga struggle for liberation’. The release also accused Jamir of halting the peace process, and reportedly added that it was Jamir who had disturbed the Indo-Naga political negotiations in the 1960s and was ‘still bent on sabotaging it’.

Quoting government sources, media reports added that the next round of Indo-Naga peace talks would start from December 28, in New Delhi, and disclosed that the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership will reach India on December 27. Sources said Indian security agencies are in the process of providing an Indian passport to the outfit’s Chairman, Isac Swu, and the Indian embassy in Oslo, Norway, will issue the passport. Cease Fire Monitoring Group (CFMG) and Cease Fire Supervisory Board (CFSB) chairman Lt Gen (Retd) RV Kulkarni reportedly said in a meeting in Kohima, that both the National Socialist Council of Nagaland (NSCN) factions are bound by the Cease Fire Ground Rules (CFGRs), though they are no longer banned. The main aim of the ground rules has been to make create a conducive atmosphere for political talks between the Union government and the NSCN leadership, he added. According to media reports of December 18, Kulkarni also explained that the lifting of ban on both the factions —NSCN-Isac-Muivah(NSCN-IM) and NSCN-Khaplang (NSCN-K), did not mean that they could move around in uniforms or camouflage fatigues with arms. The CFMG deals with the NSCN-IM, while the CFSB deals with the NSCN-K.

According to earlier reports, both the Naga leaders—Isac Chisi Swu and Th. Muivah were expected to arrive in New Delhi on December 27 and talks with the Union government were to be held on the next day, including a meeting with Prime Minister Atal Behari Vajpayee. Quoting official sources, reports added that the scheduled talks have been postponed till the first week of January 2003, due to some ‘logistical reasons’. However, official sources informed that, among the reasons, the availability of top Indian leaders for the talks and issues related to travel formalities for the Naga leaders are important.

The two Naga leaders—Thuingaleng Muivah and Isak Chisi Swu, would be holding talks with Prime Minster Atal Bihari Vajpayee and Deputy Premier L K Advani on January 8 and 9, reports added. To recollect, both the Naga leaders were originally scheduled to arrive on December 27 but the visit was postponed due to ‘logistics reasons’. Quoting official sources, reports said no accord would be signed during the visit on ending the more than five-decade-old insurgency in NAgaland, but the visit would be a positive ‘step forward’.

However, no NSCN-IM terrorist was arrested, as they had all managed to escape into the nearby jungles. Meanwhile, The AR said abduction people and keeping them hostage was a clear violation of cease-fire ground rules in force. Quoting official sources, reports said the hostages were abducted for ransom and were in captivity for the past two months, besides five terrorists of the rival NSCN-Khaplang. Reports added that the NSCN-K cadres were shifted to Punglawa, on December 30. Recoveries made at the hideout included a Thailand-made hand grenade, 14 blankets, three canopies, mattresses, gas cylinders and stoves, clothing material and combat fatigues.
