According to a delayed report, on November 1, security forces (SF) belonging to the 2nd Mountain Division in Tinsukia district killed a terrorist of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). According to sources, following a tip off, the SF personnel raided a hideout of the outfit near Mulong Pahar II, south of Ledo, under Margherita sub-division and following an exchange of fire, the terrorist was killed. Some arms and ammunition were also recovered from the site.

The National Socialist Council of Nagaland (Khaplang) NSCN-K, in a statement, on November 7, appealed to the Meiteis not to be carried away by the ‘erroneous’ propaganda of the rival Issac-Muivah faction (NSCN-IM). At the same time, it also urged the Naga community, particularly the NSCN-IM rank and file, not to harbour ill feeling against the Meitei community. The statement issued in Imphal said both Tangkhuls and Meiteis have determined themselves on historical affinity as brothers. "The NSCN requests the Meiteis to have humanitarian consideration and treat the Tangkhuls not as second-class citizens but as equals to them", it added. Warning the NSCN (I-M) cadres to immediately stop killing innocent people in Tirap and Changlang (Arunachal Pradesh), the statement said "the NSCN is assuredly confident that these terrorists will not target our Assamese brothers as well after fullest frustration".

The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has been reported on November 14 as accusing the rival NSCN-Khaplang (NSCN-K) rank and file of committing a series of rapes and gang rapes for the last few days under an operation code-named "Operation Mekhala". The NSCN-IM has also stated that the seriousness of the crimes is not acceptable to the Naga society. The Naga terrorist outfit, which is currently engaged in negotiations with the Union government, condemned the activities of the NSCN-K as inhuman and appealed to the Naga people to protest. Meanwhile, the NSCN-K, in a faxed statement, criticised the NSCN-IM for being "communally intolerant, blood-thirsty and hell-bent on terrorism".

The apex tribal council of the Nagas, the Naga Hoho has appealed to both the National Socialist Council of Nagaland factions not to "take precipitate actions or to provoke one another at this crucial juncture as the Nagas have a last chance to settle the decades-old political problem." Expressing concern over the recent resurgence of factional killings, Convenor of Naga Hoho Co-ordination Committee, Niketu Iralu and Naga Hoho President, M Vero, said the present opportunity could be a last chance for "our people to adequately heal our wounds and to secure the future of our people." Since the attack on National Socialist Council of Nagaland NSCN (Isak Muivah) –NSCN-IM cease-fire monitoring cell office at Dimapur on October 24, incidents of violence in the State have led to at least 20 deaths. The Hoho maintained that the Naga people were passing through a ‘critical juncture’ at this stage when a break-through in the protracted Naga issue could either happen or their search for a final settlement could suffer a serious setback.

According to delayed reports, the National Socialist Council of Nagaland (Isak-Muivah) NSCN (IM) on November 24 denied news reports of its involvement in the November 22 Sivasagar bomb blast in Assam by indicating that the outfit was being "falsely implicated by certain individuals bent on tarnishing its image and derailing the ongoing peace process." Four persons were killed and seven others injured in the blast, which occurred in the Sonari area of Sivasagar. The outfit, in a statement released from Kohima, claimed that the news was given out without prior verification. It also added that the outfit had never resorted to acts like exploding bombs in public places. The statement also opined that "the ongoing peace efforts have come following realisation by the Centre the need for talks for a mutually acceptable solution to the Naga problem through negotiated settlement."

The National Socialist Council of Nagaland (Khaplang) – NSCN – (K) has claimed that its rival National Socialist Council of Nagaland (Isak Muivah) – NSCN (IM) faction for the safety of its bases and camps in Bangladesh, "has been undermining the threat posed by the infiltrators to the cultural and linguistic identity of the Nagas." This was stated in a statement issued by a 'minister' of the Khaplang faction from its hideout in Silchar on November 26. The NSCN (K) claimed that the influx of Bangladeshis has assumed alarming proportion and is going on reportedly at the behest of the NSCN (IM). The statement of the NSCN (K) 'minister' pointed out that "the NSCN (IM) has entered into an arrangement with the Bangladesh Army for the latter's support to its (NSCN-IM) bases there, and the NSCN (IM) would help in settling down illegal migrants from that country."

The proscribed United National Liberation Front (UNLF) has stated that the categorisation of certain terrorist outfits in the North-eastern region including the outfit itself under the Prevention of Terrorism Ordinance 2001 (POTO) by the Government of India was a "desperate and opportunist attempt on India’s part to cover up its inability to bring about political solutions to the North-east and Kashmir." Observing its 37th foundation day anniversary of the outfit, the UNLF in its annual statement issued on the occasion in Imphal while opining that "their struggle is a political struggle demanding a political solution" criticised the Government of India for what it called the misrepresenting of the ‘legitimate struggle’ as terrorist activity. The UNLF statement further said that it had never indulged in terrorist activities during the 37 years of its existence. The statement further added that the idea of a joint ‘liberation struggle’ initiated by the United Liberation Font of Asom (ULFA), National Socialist Council of Nagaland – Khaplang (NSCN-K) and UNLF with the formation of the Indo-Burma Revolutionary Front (IBRF) in 1990 is slowly but definitely becoming a reality. The outfit also appealed to the people to be aware of the "conspiracy hatched by the Indian Government and the NSCN (IM)." The outfit also stated that the June 18, 2001 incidents in Manipur and the strong anti-cease-fire agitation will "always be a lesson to those who think that the NSCN (IM) is all powerful and that appeasement of the NSCN (IM) is all that is necessary to solve the problems in the Indo-Burma region."

Sources also added that that he had reportedly sent some NSCN (IM) cadres to Borsora to assist the Meghalaya-based Hynniewtrep National Liberation Council (HNLC) in carrying out anti-social activities in Borsora and to Garo Hills to aid the Achik National Volunteer Council (ANVC). Police are also reported to have recovered a passbook from the arrested cadre showing an amount of Rs 26 lakh in the account suspected to be collected through extortion or paid by the HNLC to the NSCN (IM).

According to a media report, the Assam Chief Minister Tarun Gogoi on November 28 welcomed the proscribed United Liberation Front of Asom (ULFA) willingness for a meaningful political solution to solve the ongoing insurgency. He also reportedly said that the State Government has begun looking for appropriate mediators for the proposed talks. Talking to Sentinel the Chief Minister termed the November 27 statement of ULFA Chairman Arabindo Rajkhowa as a "positive gesture". He said that the State government is always ready to solve the problem through negotiations and it was really encouraging that the outfit finally expressed its willingness for talks. As reported earlier, Rajkhowa had issued a statement on the occasion of the outfit's "Protest Day" where it stated that a political settlement of the "Indo-Assam conflict" alone was the way out to end the "illegal occupation of Assam by the Indian security forces" and the restoration of the right of self-determination to the people of Assam. The Chief Minister, however, indicated that thus far the ULFA has not contacted the State government for talks. Gogoi also said that the mediator for the proposed talks must be acceptable to both the sides. He added that before formal talks, a certain kind of relation must be established between the two sides. The Chief Minister also clarified that his government has no reservations if the ULFA desires to hold talks with the Union Government. "An NSCN-type dialogue could be initiated between the ULFA and Government of India", he said.
