The Assam Chief Minister Tarun Gogoi said in Guwahati on December 2 that the State government was not averse to declaring a cease-fire in the State to facilitate possible peace talks between the Centre and the proscribed United Liberation Front of Asom (ULFA). The Chief Minister said, "It is up to the Centre to decide whether or not to declare a ceasefire in Assam. As far as my government is concerned, we have no objection whatsoever because we are keen on a negotiated settlement of the insurgency problem in the State." He also emphasised on the need for urgent political negotiations between the Government and the ULFA to sort out the problem and arrive at an acceptable solution. "The Centre can apply the same principle in Assam as is the case with the ceasefire and subsequent negotiations with the NSCN (I-M) in Nagaland," he said.

The Chief Minister of Nagaland S C Jamir speaking in Kohima on December 2, said that fratricidal clashes between two factions of the National Socialist Council of Nagaland (NSCN) –NSCN (Isak-Muivah) and NSCN (Khaplang) was jeopardizing the peace process aimed at ending five decades of insurgency in the State. According to him, "The continuing violent clashes between the two warring factions of the outlawed National Socialist Council of Nagaland (NSCN) have been a great setback to peace efforts." He also added, "We are craving for peace to fulfill the wishes of the Naga people, but the group led by Isak Chishi Swu and Thuingaleng Muivah are jeopardizing our honest efforts."

According to delayed reports an unidentified National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) terrorist was killed in an encounter at Kanubari on December 4. One M-21 rifle, 57 rounds of ammunition and two Chinese grenades were recovered from his possession at his hideout at Luaksim village, near Kanubari in the Tirap district of Arunachal Pradesh. Media reports have indicated that the Kanubari area is regarded as a regular haunt of the Khaplang faction of the NSCN.

Speaking at a press conference in Agartala on December 5, Inspector General of the Border Security Force (BSF) Arvind Ranjan said that the BSF had arrested 84 insurgents of different North East outfits in the areas and also killed one National Liberation Front of Tripura (NLFT) terrorist during counter-insurgency operations in 2001. Besides, 26 terrorists of different outfits had surrendered to the paramilitary force during the year. He added that the surrendered insurgents included five cadres of the Nationalist Socialist Council of Nagaland – Issak Muivah (NSCN-IM). The BSF officer also said that they have received reports of illegal entry into India by Bangladeshi nationals, mostly Hindus and supporters the main Bangaldesh Opposition party Awami League. This, he said, had occurred after the October 2001, elections in Bangladesh.

The National Socialist Council of Nagaland – Khaplang (NSCN-K) has said that the NSCN – Issak Muivah (NSCN- IM) faction is "consistently misguiding the Naga people with regard to the peace process between the NSCN (IM) and the Indian government." Reacting to criticism from the Issak-Khodao group, an ally of the NSCN (IM), over a recent cease-fire supervisory board meeting held at Kohima, a statement issued by the NSCN (K) clarified that the meeting was only a "bridge to make effective cease-fire ground rules and had nothing to do with political dialogue." The statement also said that NSCN (IM) General Secretary Thuingaleng Muivah did not have the mandate of the Nagas.

The United Committee, Manipur (UCM), has urged the State government to closely monitor the ongoing peace process between the Government of India and the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) and any other outfit which may affect the territorial integrity of Manipur, and to apprise the public of every development. The UCM, in a memorandum submitted to the Governor on December 6 stressed that transparency of issues and proposals which come up during the peace process would clear the ambiguity and suspicion in the minds of the people of Manipur. It also sought effective measures to protect National Highway 39 and 53 from the hands of terrorists and anti-socials and "especially from the NSCN (IM)'s misguided cadres", and urged for immediate deployment of a highway protection force.

Prime Minister Atal Behari Vajpayee, on December 8, met the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leaders Th. Muivah and Isak Swu in Osaka and the two sides agreed to work for a peaceful and political settlement of the protracted Naga problem. Official sources said that the two sides reiterated that a negotiated, peaceful political settlement remained the objective. It was also agreed that further talks between the Indian government and the NSCN (IM) would take place shortly. The meeting, which took place on the second day of Prime Minister’s five-day visit to Japan, was also attended by National Security Adviser Brajesh Mishra and K Padmanabhaiah who is the Union government representative for the Naga peace process.

He said, "The Government of India is already utilizing my services in matters concerning restoration of peace in the North-east. But, I would like to make it clear that I am ready to directly mediate peace between the government and the insurgent groups." He said he was ready to try and bring not only the Naga groups but also the United Liberation Front of Asom (ULFA) and other terrorist outfits in the region for talks with the Centre. The NSCN (IM) Steering Committee, the highest policy level body of the outfit, in a statement released on December 16 said, it welcomed "any genuine efforts for re-conciliation and unity among the Nagas but the present move by the Naga Hoho coordination committee would be a waste of time and energy." It observed that unity and re-conciliation cannot be achieved at the ‘cost of national principle’. As reported earlier, in order to bring about unity and understanding among the various Naga tribes and organisations, different tribal Hohos (councils), churches and other NGOs, under the aegis of Naga Hoho Coordination Committee, are scheduled to launch a re-conciliation process in the entire Naga-inhabited areas on December 20 with the central function at Kohima, Nagaland.

The National Socialist Council of Nagaland – Khaplang (NSCN-K) issued a warning to the Unrepresented Nations People’s Organisation (UNPO) asking it to stop supporting the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) without knowing the ‘ground realities’ in Nagaland. In a statement issued by Akaho Assumi, secretary incharge of ‘ministry of information and publicity’, the NSCN-K asked the UNPO to come to Nagaland to get first hand information about the current situation in Nagaland. The NSCN-K alleged "Nagas have suffered more in the hands of NSCN-IM than in the hands of the forces of occupational countries." The statement pointed it was not wise on part of the UNPO or any other NGO to promote any organisation like the NSCN-IM from faraway places without having proper knowledge about the organisation.

The Naga reconciliation process, an initiative by all frontline Naga non-governmental organisations (NGOs) and the Church to bring the different tribal groups together in a spirit of ‘forgive and forget’ is to be formally launched today, December 20. The process is being launched under the banner of the Naga Hoho, the apex tribal council of the Nagas. Apart from inviting different tribal groups, invitations have also been extended to the different Naga insurgent factions, including the National Socialist Council of Nagaland – Issak Muivah (NSCN -IM) and the National Socialist Council of Nagaland – Khaplang (NSCN-K). The main function is scheduled to be held at Kohima where an estimated 25,000 people from the region as well as neighbouring Myanmar are expected to participate. A Naga Hoho spokesperson said in Kohima, "Our reconciliation exercise has no political agenda. We just want to bring the Naga people together because without that first step, it is not possible to expect the warring Naga rebel groups to unite or put a halt to the senseless killings." Separately, media reports indicated that the month-long cease-fire from today by NSCN- K is considered a highly positive development on the eve of the reconciliation process.

Media reports on December 25 have indicated that differences between lower and middle rung cadres of the National Socialist Council of Nagaland––Isak-Muivah (NSCN-IM) and those of the Dima Halom Daogah (DHD) have prevented the two from conducting joint operations. The differences surfaced following the Union government extending the cease-fire with the NSCN-IM to non-Naga areas, which was subsequently lifted. Reportedly, the top leadership of the two outfits patched up but the lower and middle rung cadres are yet to sink their differences. Unnamed intelligence officials said, as a result of the differences, both the outfits did not interfere in the just-concluded North Cachar Hills Autonomous Council elections. Also, the extortion drive of the DHD has received a setback, officials revealed. The NSCN (I-M) has been providing training and supplying arms to the DHD since its inception.

A media report from Imphal, Manipur, on December 28, quoting Union Minister of State for Home I D Swami, said the National Socialist Council of Nagaland – Issak Muivah (NSCN IM) has dropped the demand of Naga sovereignty during the ongoing talks with the union government. "The government has opposed the question of Naga sovereignty and the demand has been dropped by the NSCN (IM)," Swami said. The Minister said peace talks between the NSCN-IM and the Union government were progressing. In response to a question, he said there is no time frame for arriving at an agreement between the two sides. "The peace talk will come to an end any time when there is a breakthrough," he added. On the transparency of the peace talks, he said there are certain things, which can not be made public during the talks. He added that interests of the people of Manipur would not be compromised at any cost. Responding to another question, Swami sad the government has mechanisms to deal with both the factions of the NSCN, which are locked in an internecine feud. With regard to categorising of several terrorist outfits under the Prevention of Terrorism Ordinance (POTO), the Minister said the Union government does not think it proper to declare NSCN-IM as a terrorist outfit, as it is holding peace talks with the government. "We don’t want to add another problem during the talks," he added. Swami also said the next round of peace talks might be held in India.

According to a report in the Imphal Free Press, 1,617 members of different terrorist outfits in both the valley and the hills have been arrested by state police and other security forces in Manipur during the year 2001. The report says, security forces have also recovered approximately 144 arms of different types and 28,087 rounds of ammunition for various arms, along with 60 hand-grenades, more than 40 wireless sets and numerous detonators and incriminating documents from the arrested cadres. Furthermore, till November 2001, approximately 144 terrorists were killed, either by the security forces or by rival outfits and factions. In insurgency related incidents, approximately 88 civilians were said to have been killed by the valley-based outfits and another 62 by the hill-based outfits, during 2001. Altogether, 29 security force personnel were killed in insurgency related incidents. The security forces were also able to secure the surrender of 39 terrorists belonging to separate outfits. Among the surrendered cadres, 10 belonged to the People’s Liberation Army (PLA), six to the United National Liberation Front (UNLF), two to the People’s United Liberation Front (PULF), 10 to the Islamic National Front (INF), five to the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) and two to the Kanglei Yawol Kunna Lup (KYKL-Thouba faction).
