According to media reports on October 2, Naga Hoho, the apex tribal body for the Nagas, has not yet finalised its decision to visit Imphal as there was no organisation there that is willing to speak for the entire Meitei community. The Naga Hoho has recently visited Assam on the invitation of the Asom Sahitya Sabha, on goodwill mission. The June 14-decision of the Union government to territorially extend the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Naga-inhabited territories in Assam, Manipur and Arunachal Pradesh caused acrimony in Manipur between the Meiteis and the Nagas. The aim of the Naga Hoho is to improve understanding and relations between the Meiteis and the Nagas.

The Amsterdam-based Naga International Support Centre (NISC) on October 9, said that the Union government should expand the existing Ceasefire Monitoring Group (CFMG) in Nagaland, by inducting 'credible NGOs' and members of the civil society. This would be in accordance with the agreement concluded during the June 14, Bangkok meeting between the government representative and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). The goal of this expansion was to make the cease-fire on the ground meaningful. The NISC also alleged that the Nagaland government and the Assam Rifles was supplying weapons and funds to Naga terrorist groups opposed to the NSCN-IM.

According to Army sources, there has been a spurt, in North Cachar Hills district in Assam, in the issuing of fake extortion notices by miscreants masquerading as terrorists belonging to the Dima Halim Daoga (DHD) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). According to media reports of October 10, both the Khaplang and the Isak-Muivah factions of the National Socialist Council of Nagaland (NSCN) are shifting their areas of operation to Margherita subdivision of Tinsukia district in Assam. The two factions are being forced to shift from the adjoining Tirap and Changlang districts of Arunachal Pradesh, due to intensification of counter-insurgency operations there. Margherita may soon become the new theatre of conflict between the two rival factions of the NSCN, especially over sharing of extortion resources.

According to media reports of October 10, the National Socialist Council of Nagaland-Khaplang (NSCN-K) has given a call for unity among different Naga terrorist outfits and negotiations with the Union government from a common platform for a successful and permanent resolution of the Naga insurgency. The Union government has been negotiating with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), and has committed itself to reaching a negotiated political solution within one or two years, during the talks between the two sides at Amsterdam on September 20-21. However, the NSCN-K warned that the Union government should broad-base the negotiations to include the NSCN-K and the Naga National Council (NNC). The NSCN-K general secretary Kitovi Zhimomi indicated that an agreement signed with the NSCN-IM alone would not have the legitimacy of the entire Naga people and "would be regarded as a purely individual outcome and cannot be called a Naga political settlement." The Union government has entered into a cease-fire with the NSCN-K from April 28, 2001, while it has been carrying on a cease-fire with the NSCN-IM since August 1997.

According to media reports, Amsterdam-based Naga supports group, the Naga International Support Centre (NISC) urged "national and international refugee organisations" to urgently come out in aid of 40,000 Naga tribes people. It claimed these people have been displaced from their homes in Manipur’s Imphal valley in the wake of the anti-ceasefire uprising in June 2001. After the June 14 decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), there were widespread protests by the Meiteis in the Manipur Valley. There was also increasing tension between the Meiteis and the Nagas living in manipur, which led to the Nagas living in the Imphal Valley of manipur, which is dominated by the Meiteis, to move to safer locations. According to the NISC, these internally displaced Nagas have since been living with their friends and relatives in the Naga-dominated hill districts of Manipur, and also in the hills of Assam and Arunachal Pradesh.

According to media reports, the United Liberation Front of Asom (ULFA) has expanded its area of operation into Meghalaya with assistance from the banned Achik National Volunteer Council (ANVC), which operates in the State. The increasing alliance between the ULFA and the ANVC, reports said, could be as a result of the alienation of the ANVC from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) over the issue of territorial extension of the Naga cease-fire. Earlier, the NSCN-IM used to patronize the ANVC, by providing it with arms and training, reports said.

According to media reports of October 24, the United Committee of Manipur (UCM), which had spearheaded the anti-Naga cease-fire extension stir in Manipur, has refuted the report that over 40,000 Nagas in Manipur had fled their homes. Recently, the Naga International Support Centre (NISC) based in Amsterdam had raised the issue of mass exodus of Nagas from Manipur valley during the anti-cease-fire extension protests in Manipur. These protests had been spearheaded by the UCM, to protest against the decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur, as well as Assam and Arunachal Pradesh.

According to media reports, on October 24, in a pre dawn attack, National Socialist Council of Nagaland-Khaplang (NSCN-K) terrorists attacked the Cease-fire Monitoring Cell (CFMC) office of its rival faction, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), at Dimapur. The CFMC was part of the operational structure, which have been set up during the ongoing cease-fire between the NSCN-IM and the Union government. The NSCN-K ‘Deputy Minister for information and Publicity’, K.Mulatonu, claimed that three NSCN-IM cadres had also been killed. However, contradictory police reports stated that only one NSCN-IM cadre was injured in the attack. Explaining the reason behind the attack, which tended to go against the momentum for peace building up in Nagaland, Mulatonu stated, "The NSCN-IM was using the CFMC office for all kinds of undesirable activities. We sent our boys in to Dimapur after a gap of reasonable patience."

Announcing the promulgation of the ordinance, Union Home Secretary Kamal Pande said, "The recent attack on the USA emphasises the urgency to undertake immediate special measures". He added that though POTO had built in safeguards to make it more humane for the innocent, it was a legal salvo against terrorism and terrorist outfits. He said, " The existing criminal justice system was not designed to deal with the types of heinous crimes that have appeared in the country in the last 50 years. Separate definition of terrorist acts, special provisions relating to financing of terrorism, use of explosives and weapons of mass destruction, substances of chemical and biological warfare and operations of terrorists organisations were not there or were ineffective.'' While the maximum punishment under POTO would be death, it has the provision of five-year imprisonment as the minimum punishment. Besides, he added, any person having connection with the proscribed organisations could face an imprisonment of 10 year with fine. The ordinance has banned 25 organisations including the Liberation Tigers of Tamil Eelam (LTTE), the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM)/ Tahriqk-e-Furqan, Harkat-ul-Mujahideen (HuM), Harkat-ul-Jehad-e-Islami, Pir Panjal Regiment, Al-Umar-Mujahideen, Jammu and Kashmir Islamic Front Deendar Anjuman, Student Islamic Movement of India (SIMI), Khalistan Commando Force (KCF) and the Babbar Khalsa International (BKI) The outfits banned in the Northeast include United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), People's Liberation Army (PLA), Peoples Revolutionary Party of Kangleipak (PREPAK), Kangleipak Communist Party (KCP), Kanglei Yaol Kamba Lup (KYKL), Manipur People's Liberation Front (MPLF), all factions of National Socialist Council of Nagaland (NSCN), All Tripura Tiger Force (ATTF), National Liberation Front of Tripura (NLFT), Achik National Volunteer Council (ANVC) and Hynniewtrep National Liberation Council (HNLC).
