The Naga National Party (NNP) welcomed the ongoing cease-fire between the Union government and the National Socialist Council of Nagaland-Khaplang (NSCN-K). In a statement, it had also reiterated its stand that the cease-fire should be extended to all Naga inhabited areas. The NNP also said, in its statement, "Nagas are one people and one nation. Limiting the cease-fire coverage to only Nagaland State has no logic," and added that the ongoing peace process between the Union government and the NSCN (Issac-Muivah) [NSCN-IM] has proved to be a non-starter.

On May 7, troops in Myanmar launched a massive combing operation in the Naga-dominated areas of Myanmar to flush out terrorists of the Nationalist Council of Nagaland-Khaplang (NSCN-K). According to sources, exchange of fire started near Nanking village, close to the Konyak region, headquarters of the NSCN-K. Later firing was also reported from the Lauo region. However, the number of casualties on either side is not yet known. It may be mentioned that the Isak-Muivah faction of the outfit, NSCN-IM has announced a cease-fire with the Myanmarese government, but the NSCN -K is yet to take a similar step.

According to delayed reports, on May 8, the MHA confirmed having received an ultimatum from the Isak-Muivah faction of the NSCN (NSCN-IM) threatening to pull out of the cease-fire agreement if the Union government did not respond in two weeks time. This is the second such ultimatum issued by the outfit for the failure to extend the area of cease-fire to cover the portions of the States of Assam, Manipur, Meghalaya and Arunachal Pradesh––Naga inhabited areas.

It accused the Union government of not meeting the outfit’s demand to extend the area of cease-fire despite repeated positive assurances. On May 9, the Union government attempted to break the deadlock over the extension of the area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in the face of the threat issued by the outfit to call off the agreement. Government chief interlocutor K Padmanabhaiah, speaking to newspersons, said he was planning to call on the NSCN-IM leadership shortly to discuss the issue. He added, "We normally hold negotiations once in six months and as the term of the present cease-fire also expires on July 31, so we plan to meet soon." Meanwhile, the Prime Minister’s Office (PMO) is convening a meeting of Chief Ministers of Assam, Manipur and Arunachal Pradesh States shortly to work out a solution to the problem.

The outfit also declared a state of 'emergency' and dissolved the Tatar Ho Ho, an umbrella body of Naga religious leaders. Earlier, on May 16 the Nagaland Pradesh Congress (NPC) appealed to the NSCN-IM to reconsider their move to review cease-fire with the Union government in the larger interest of the people.

We do not think they can solve any problem, big or small, as long as they rely on deception and violence’. Union government chief interlocutor K Padmanabhaiah is due to leave for Bangkok on May 21 to apprise the NSCN-IM leadership of the latest development. Chief Minister Tarun Gogoi, talking to the press persons in Guwahati, on May 22, stated that ‘the Centre had not intimated anything as yet to the State Government about the extension of the area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Assam’. He also dismissed the possibility of the Centre taking such a major decision affecting a State without consulting the government concerned. Gogoi also voiced his opposition to such an act, which according to him will allow the Naga terrorists ‘to operate freely in Assam areas’. The Chief Minister also corroborated a two-prong strategy to counter insurgency in the State: ‘(i) to ensure that the extremist outfits cannot recruit anymore youth to their ranks and (ii) employing suitable mediators to persuade the extremist leaders to come over for talks’.

According to government of India’s chief negotiator for the Naga talks, K Padmanabhaiah, the two rounds of talks between him and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership have failed to make any headway on the extension of cease-fire beyond Nagaland. In a statement issued in Bangkok, on May 23, Padmanabhaiah said, "The two sides discussed threadbare all issues but reached no conclusion.’ He added, "there are operational issues involved in extending the cease-fire which are creating problems". Earlier this month the NSCN-IM threatened to pull out of the cease-fire agreement if its demands of extending the area of cease-fire are not met. NSCN-IM general secretary Th. Muivah made clear that "it is meaningless to hold talks."

After his meeting with the Prime Minister and the Home Minister in New Delhi, Gogoi stated that the State government is formally writing a letter to the Prime Minister to ascertain whether the Union government was planning to extend the area of cease-fire with National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). He reiterated his opposition to extension of the area of the cease-fire to Assam on the ground that it would legitimise the activities of the Naga terrorist outfit. In a joint memorandum submitted to Prime Minister Atal Behari Vajpayee, the two organisations said: "Cease-fire and peace are the twin aspirations of the Naga people and the NSCN-IM’s demand for extension of the cease-fire is a positive move. Therefore, we recommend that the cease-fire be extended to all Naga inhabited areas." This was disclosed by Gopal K. Pillai, joint secretary (Northeast) in the Ministry of Home Affairs. A meeting of either the Prime Minister or the Home Minister is being planned with the Chief Ministers of Assam, Manipur and Arunachal Pradesh in the first week of Jun, 2001 to sort out the cease-fire extension issue. This will be followed by a fresh round of talks with the NSCN-IM leadership. Earlier, talks between Union government chief negotiator K. Padmanabhiah and the NSCN-IM leadership in Bangkok had failed to solve the issue of extension of the ongoing cease-fire to Naga inhabited areas outside Nagaland.

In a statement, the NNC pointed to the fact of the existence of a set of different cease-fire agreements signed by the Union government with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the National Socialist Council of Nagaland-Khaplang (NSCN-K).
