On July 1, the State Cabinet opposed the extension of area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to the State and urged the Union government to immediately withdraw it to ‘save the region from further balkanization’. The cabinet adopted four resolutions in this regard. It stated that ‘Arunachal Pradesh was never a party in the Naga peace process and the question of extension of the cease-fire to its territory does not arise’. In addition the cabinet said there should be no NSCN-IM camps in the State and urged the centre not to allow setting up of any designated camps by the outfit.

17 terrorists belonging to various factions of the National Socialist Council of Nagaland (NSCN) surrendered at Kohima on July 2. They included seven terrorists of the Federal Government of Nagaland (FGN), six terrorists of the Isak-Muivah faction (NSCN-IM) and four terrorists of the Khaplang faction (NSCN-K). 16 weapons, including two AK 56 rifles, three carbines, 1 M-21, one 762 SLR, two pistols, two 303 rifles, two grenades and large number of ammunition were also deposited.

The constituent parties of this new umbrella formation are the Bharatiya Janata Party (BJP), Samata Party, Janata Dal-United (JD-U), Janata Dal, Janata Party, Manipur State Congress Party (Nipamacha), Manipur State Congress Party (Chaoba), Federal Party of Manipur and Nationalist Congress Party (NCP).

This was announced by the Prime Minister A B Vajpayee following a meeting with leaders from Manipur in New Delhi. He said, "We shall review the cease-fire agreement, including the words `without territorial limits' presently incorporated in the agreement (with the NSCN-IM), so as to ensure that all doubts about preserving the integrity of Manipur and other states of the North-East are removed.'' He also appealed to the people of Manipur to restore peace and normalcy in the State.

The NYF also called for an economic blockade of National Highway (NH)-39 and NH-53. Both these protest movements were to press its demand for the extension of Union government-National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cease-fire to some hill areas in Manipur. In response, on July 29, markets and shops remained closed in Senapati, Ukhrul and Tamenglong districts, but the bandh did not affect life in Chandel district. The decision is being considered with a view to appointing a political heavyweight as the interlocutor in the Naga peace process. On July 30, the United Naga Council (UNC) and the Naga Youth Front (NYF) had called a 72-hour bandh (total shutdown) to protest against the Union government's decision to limit the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Also, a 66-hour bandh was called by the Manipur Students Federation (MSF) in the Naga-dominated hill districts of Manipur to protest against the Union government's alleged move to divide hill and valley people in Manipur. As a result of these bandhs, normal life was affected in Ukhrul, Senapati and Tamenglong districts. Also, vehicular traffic between Manipur and other North Eastern States was adversely affected. However, official sources said transport services, escorted by security personnel, operated between Imphal and some parts of the hill districts. Besides, traffic between Imphal and the major hill town of Kangpokpi in Senapati district operated normally. Civil life was unaffected in Kangpokpi, Pallel and the border town of Moreh.

The Naga Youth Front has called for a bandh (total shut down) in protest against the decision of the Union government to limit its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Its earlier decision was to extend the cease-fire to all Naga-inhabited areas of the North East, which has since been revoked. The bandh call is restricted to the four hill districts of Manipur—Ukhrul, Senapati, Tamenglong and Chandel. There is a large Naga population in these parts of Manipur where the NSCN-IM wanted its cease-fire with security forces expanded. Security forces are on red alert in these four hill districts. The United Naga Council (UNC) had already given a similar call. According to police sources, normal life has come to a halt in these four hill districts of Manipur as a result of the strike. Also, road communication between Imphal and the rest of the country has been cut off.
