The UCM is a coalition body of six socio-political groups in Manipur. It was formed to protest the decision of the Union government, on June 14, to extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to all Naga-inhabited areas in the Northeast, including parts of Manipur.

According to media reports, Prime Minister (PM), A B Vajpayee, speaking at the annual conference of Stae Police Chiefs, in New Delhi, on September 6, indicated the possibility of the Union government initiating negotiations with terrorist outfits in the North East. The PM hinted that the progress of the negotiations, which the Union government had been carrying on with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Nagaland and the Bodo Liberation Tigers (BLT) in Assam, was encouraging.

On September 6, an eight-member Naga delegation headed by Naga Hoho president M. Vero began a three-day tour of Assam. He Naga Hoho is an influential apex tribal council of the Nagas. The delegation also included Rev. V.K. Nuh, author and one of Nagaland’s most respected Church leaders Nikitu Iralu, Reverend Suwoto, general secretary of the Revivalist Christian Association of North-East India and Charles Chasie, journalist and author. The delegation, which was invited by the Asom Sahitya Sabha, Assam’s highest literary body, was accorded the status of state guests by the Congress government in the State. The purpose of the visit is to generate goodwill between the people of Nagaland and Assam. Various civil society groups in Nagaland had supported the demand for extending the cease-fire between the Union government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Naga inhabited territories in Assam, Manipur and Arunachal Pradesh. However, politicians, as well as the civil society in Assam, opposed the move.

According to media reports on September 14, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) steering committee convenor V.S. Atem said negotiations between the Union government and the NSCN-IM would resume soon. Atem is the highest-ranking leader of the NSCN-IM based in Nagaland. He also reiterated the stand of the NSCN-IM that the June 14-agreement between the terrorist outfit and the Union government would have to be accepted. On June 14, Union government chief negotiator K. Padmanabhaiah agreed to the long-standing demand of the NSCN-IM, that the cease-fire between the two sides would be territorially extended to include all Naga-inhabited areas in the Northeast. However, on July 27, the Union government backtracked and decided to limit the cease-fire to Nagaland.

Reports said, on September 15, security force personnel conducted an operation in Tinsukia district and destroyed a camp of the National Socialist Council of Nagaland Isak-Muivah (NSCN-IM) near Margherita on the Assam-Arunachal Pradesh border. Separately, Army personnel also launched an extensive search operation in Lungpha village, Changlang district in Arunachal Pradesh and ascertained a camp comprising of four huts and some trenches. They also recovered some combat uniforms, a large quantity of ration, medicines and other items from the camp.

On June 23, in view of the large-scale violence in Manipur, the Union government has decided to review the agreement with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on the extension of the territorial area of the cease-fire with the terrorist outfit. The United Committee Manipur (UCM) demanded the State government to act quickly and ensure the lifting of the blockade imposed by Naga Youth Front (NYF) on National Highway-39. The UCM, at a press conference in Imphal, on September 28, warned of a mass movement if the government failed to act within 48 hours. The UCM is a coalition of six Manipur organisations opposed to the extension of territorial limits of the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur. The NYF, on the other hand, supports the extension. The Union government initially extended the cease-fire to all Naga inhabited areas in the Northeast, but subsequently withdrew it following widespread protests.
