Media reports have indicated that non-Bodos, living in the Bodo-dominated areas of Bongaigaon, Nalbari and Darrang districts, have started leaving for safer places following two separate massacres carried out by terrorists of the National Democratic Front of Bodoland (NDFB) on January 15 and 21. In these massacres, 30 persons, all of non-bodo origin, were killed while several others were injured. Meanwhile, an injured victim of the January 21 massacre in Udalguri, died on January 23.

Six party workers were abducted on February 17 from Nungshang Lamkhai in the Ukhrul constituency. The abducted workers were released the next day. According to media reports, the Kuki National Front (KNF), primarily operating in the Kuki inhabited areas of the North Eastern States, has charged a number of political leaders and officers of Manipur of indulging in anti-people activities like corruption and failure to take up welfare works for the public while in power. In a statement signed by L H Stephen Kuki, Secretary of Information and Publicity, the outfit has accused two former Chief Ministers, a sitting Member of Parliament (MP) from Manipur, two Cabinet Ministers of the ruling Secular Progressive Front Government led by the Chief Minister Okram Ibobi Singh and a former Manipur Deputy Chief Minister. The KNF has threatened to punish the ‘errant’ politicians and officials without further warnings.

According to a media report of May 12, the State Bank of India (SBI) has closed its Jairampur branch in Arunachal Pradesh’s Changlang district indefinitely after the National Socialist Council of Nagaland- Khaplang (NSCN-K) served extortion notes on the staff. This has reportedly forced most of them to flee the State. Quoting an unnamed official at the SBI’s regional office in Dibrugarh, the report also said the staff were threatened of ‘dire consequences’ if they did not comply with the demands, which ranged from paying an amount of Rs 10,000 to Rs 1 lakh. The demands were allegedly made over telephone.

A media report indicated that United Liberation Front of Asom (ULFA) ‘commander-in-chief’ Paresh Baruah has directed ULFA cadres to target the tea industry in Assam for extortion. The report said ULFA, and also the National Democratic Front of Bodoland (NDFB), served fresh extortion notices on various tea companies in the State, including tea major Tata Tea. The report also indicated that, besides tea industry, ULFA also planned to extort from oil companies and various Union government departments. The report further disclosed that the outfits have also allegedly been planning to abduct managers and high officials from the tea industry to force the management to pay money. Apprehending this, Assam Director General of Police Hare Krishna Deka cautioned district police chiefs to step-p vigil in the tea garden areas. While talking to a Guwahati-based daily, on the same day, the BLT 'vice chairman' Kamal Mushahary said, "We gave a farewell to arms with an aim to solve the vexed Bodo problem through peaceful means. From then on, we have been cooperating with the Centre and the Assam Government. But there should be a limit to everything. It is unbearable for the BLT as the Governments, both at Delhi and Dispur, is causing an inordinate delay in deciding the number of villages to be included in the proposed BTC and chalking out provisions for protection of rights of the non-Bodos".
