The United Liberation Front of Asom (ULFA) on January 6 threatened to attack Security Forces (SFs) and vital installations in Assam ahead of the Republic Day celebration on January 26, according to Sentinel. "We are going to step up our offensive and target security forces and other vital installations," self-styled ULFA ‘commander-in-chief’ Paresh Baruah said in an e-mailed statement. Titled ‘new guidelines and instructions’, the rebel statement also warned of action against Assam Police personnel and ‘informers’. "We are not going to spare those who act as informers to pass on inputs to the security forces," the ULFA leader said. The rebel statement also threatened action against ‘intellectuals’ who are anti-ULFA. "We shall identify the intellectuals and first warn them and then take action on such people," the statement said.

The ICP Joint Action Committee (JAC) questioned the inaction of the Chandel District Administration in the face of open threat. The JAC asked whether the Chandel District Collector has any secret understanding with the HTC president regarding ICP compensation. All the extortion at Moreh was carried out by the Kuki National Army (KNA) through HTC, alleged the JAC. Asserting that the Chandel District Collector is well aware of all these facts, the JAC demanded that distribution/payment of compensation should be delayed until the KNA is drive out from Moreh and Chandel District permanently. In case the Government is not in a position to drive out the KNA, the land owners should be shifted to a suitable place under an arrangement by the Government, it added.

Ohnjalu of the NDFB ‘publicity cell’ to the media on May 2 stated that “the arrest of NDFB chief is unfortunate but the fight against India to liberate the Bodo people will continue.” The statement also threatened that the Assam government would “get a better answer in the days to come if it does not hold talks with the NDFB.”

"We warn Naga civil society groups not to hold Manipur to ransom by blocking trucks from entering Manipur via Nagaland. You cannot do that as it violates all basic norms of human rights," Mulatonu said. "We want that the Meteis of Manipur and the Nagas cohabit without any animosity," he said. Mulatonu also accused Muivah of being a terrorist who was trying to stoke communal clashes by pledging to visit his birthplace in Manipur. The anti-talks faction of the National Democratic Front of Bodoland (NDFB) is planning to trigger off explosions in different parts of the State to show its strength, while the Security Forces (SFs) are being kept on high alert to thwart such a move after receiving inputs in this regard, reports Assam Tribune. Police said that Guwahati city was considered most vulnerable to possible NDFB attacks, while the other major towns in the north bank of the Brahmaputra including Tezpur were also considered vulnerable. There is no dearth of explosives for the NDFB and the outfit has the expertise of making powerful Improvised Explosive Devices (IEDs). The Police said that the strength of the outfit would be around 300 and the ‘zonal commanders’ were taking most of the decisions on their own after the arrest of NDFB ‘chief’ Ranjan Daimary. The outfit is still maintaining its bases in the Khagrachari area of Bangladesh, while the newly set up bases of the outfit in Myanmar are being maintained with the help of Manipur-based Kanglei Yawol Kanna Lup (KYKL). The NDFB still have a number of trained cadres as 26 batches of boys were trained in Bangladesh since 2004 and a number of trained militants are still at large, which is a major concern for the SFs. The outfit is also trying to strengthen its batches in the north bank of the river Brahmaputra and the SFs are handicapped by the fact that there is very little intelligence input about the movements of the militants.

Due to threats and mental harassment meted out by the Military Council faction of the Kangleipak Communist Party (KCP), a doctor belonging to the Radiotherapy Department of the RIMS left the State in apprehension for 15 days. The absence of the doctor has adversely effected the treatment of more than 400 plus cancer patients, said Medical Superintendent of RIMS, Y. Mohen, adding that some extortionist in guise of insurgents are operating from the Jails and are using widows to extract ransom. One such widow was arrested by the Police nearby the residence of a RIMS doctor a few days back and in the aftermath of the incident, the group has been pressuring the doctor that it was due to doctor’s information that the cadre was arrested. The outfit has been pressuring the doctor that the arrested women should be released and all the necessary court proceedings must be borne by the doctor himself, Mohen disclosed.

A threat by cadres of the City Meitei Mobile Task Force faction of the Kangleipak Communist Party (KCP) to continue with its series of attacks on Communist Party of India (CPI) workers of Health Minister Pheiroijam Parijat Singh in Lamlai Assembly constituency of Imphal East has struck terror among the party workers, reports Telegraph. Cadres of the outfit abducted Yumnam Manaoba (23), son of CPI Lamlai Council secretary Y. Megha on July 19 from their house at Yourabung in Imphal East. Police, however, rescued Manaoba from Imphal West and arrested two cadres of the outfit on July 23. The KCP had alleged that Parijat Singh gave contracts of his Department to his workers and relatives only besides committing irregularities in appointments. The outfit demanded INR 100 million-worth contracts and a sum of INR 20 million in cash from the Health Minister. The Minister dismissed the allegations and said, "If you want contracts, shun violence and join the mainstream."

The hand grenade which was found already triggered was removed by the Imphal West District Police. Laiphrakpam Babuchand Singh (42), the owner of the steel industry disclosed that there have been continuous threats to him for monetary demands from the cadres of the faction since July 23. He further said that a 30 year old unidentified woman came to the showroom of the industry pretending to be a customer but left a piece of paper and a hand-grenade apart from taking mobile telephone number of the manager. The paper was later found out to be a demand note of the KCP. He further disclosed that there has been continuous threat from unknown callers and they even threatened to close down the steel industry if it fails to meet the monetary demand. The shop remained closed since July 24.

Sources in TAI, which has around 90 member gardens in Assam, said that the matter had been taken up at the highest level. The sources said the NDFB had recently served extortion notices to a few executives of Chikonmati and Panbari tea estates. A couple of days ago, militants armed with pistols and revolvers had abducted a senior staff member of Panbari, head clerk Kamal Das. He was released the next morning on payment of ransom, the sources added.

"The villagers do not feel safe to remain out of their houses till late due to the rise in criminal activities of the GNLA," a senior Government official said on August 1. The official on condition of anonymity admitted that implementation of the Centrally-sponsored programme has suffered badly in both the districts of Garo Hills due to this emerging problem. The GNLA has also continued to serve demand notes and send SMS to Block Development Officers (BDOs) and other Government officials asking for millions of rupees.

The National Democratic Front of Bodoland (NDFB) on November 1 threatened to kill 20 or more people for every NDFB cadre killed by Security Forces, reports Sentinel . “From today onwards, if any innocent NDFB cadres were killed by the Indian Army in the name of fake encounter, the armed wing of the NDFB will take action against any Indian,” B Jwngkhang, deputy chief of the NDFB Army, said in an e-mailed statement. “An innocent Bodo will be equal to 20 Indians or maybe more and we don’t care who they are, maybe Indian civilian or Indian Forces,” the statement said. “Anytime and any moment we are ready to strike. Remember this warning, and be serious before killing any innocent Bodo people,” the statement warned the State Government.

According to Assam Tribune reports on November 2, in reaction to the threat call by the anti-talk faction of the National Democratic Federation of Bodoland (NDFB- Anti talk), the security arrangement has been beefed up in entire Kokrajhar District. According to a highly placed Police sources, the security has been stepped up along the 70 Kilo Metre railway track in the District and as many as 45 railway culverts have been put under strong vigil. It is also revealed that a strong contingent of NDFB cadres has banned out across a few inaccessible hideouts in some vulnerable pockets with the aim of carrying out subversive activities in the area. As part of security measures, Government installations and public places have been put under strict vigil while mobile check-posts, random patrolling have been intensified to foil any attempt of violence and sabotage, the source said. It is also revealed that certain inputs are already obtained regarding monuments of NDFB cadres in a few sensitive locations.

Highly placed Police sources said that the outfit has been able to start the recruitment drive in the upper Assam Districts. However, sources said that the ULFA has not been able to recruit large number of youths as was the case before. But according to information available with the Security Forces, youths in small numbers are still being recruited and there were specific intelligence inputs, which indicated that a few new recruits were also sent to the camps of the ULFA in Myanmar.

The ‘Organising secretary’ of the outfit B. Naison extended the outfit's support to the Bodo National Convention to be held on November 18-19. In a statement, he urged the Bodoland People's Front, the Bodo Sahitya Sabha, the All Bodo Students' Union and other Bodo organisations to protest alleged killings of innocent Bodos by Police and SFs. According to Sentinel, the Assam Police, with help from the Army and paramilitary forces, will launch full-scale operation against the anti-talk faction of the NDFB. “Full-scale operation will be launched against the anti-talk faction of the NDFB with the help of the Army and paramilitary forces,” State Inspector General of Police (Law & Order) Bhaskar Jyoti Mahanta told reporters during his visit to Kokrajhar and Chirang District.

A person, who claimed himself to be the chairman the new outfit, called up The Shillong Times correspondent, saying reckless driving of trucks have led to many accidents on the road and that strong action would be taken if they did not obey the outfit's "directive". Though the group's very name suggests it to be a militant group, the caller from the mobile number, 91-3642300687, did not specify the outfit's other agenda and style of operation. However, when contacted, West Khasi Hills Superintendent of Police M Kharkrang denied knowledge about floating of any such new militant group. "I am not aware of the existence of any such militant group," he added.
