The A’chik Tiger Force (ATF), a newly formed militant outfit from Garo Hills, has threatened of retaliatory actions against a GNLA for alleged unprovoked killing of some of its cadres in Songsak, Napak A’pal village in East Garo Hills District, reports The Shillong Times. .ATF also issued a stern warning to tainted politicians and Government officials who were involved in the practice of nepotism. The outfit also announced in its statement that it would be entering Songsak region in East Garo Hills in the current month of January and warned other militant groups not to provoke it adding that it was ready to take on any kind of offensive action carried out by them.

The Breakaway Faction of Achik National Volunteer Council (ANVC-B) on January 10 claimed that its ‘chairman’ Rimpu Marak had a role retaining Mukul Sangma as the Chief Minister when there was a tussle for power during the last term, reports The Shillong Times. In an open letter addressed to the Chief Minister and released to the media, Ajaju .R. Marak, ‘political secretary’ of ANVC-B alleged that though the Chief Minister is denying his closeness with the ‘chairman’ of ANVC-B, the militant outfit reminded the Chief Minister so as to who met him in Delhi Meghalaya House last term when all his legislators deserted him, leaving Abdus Saleh alone by his side? “You must recall who met you and rendered support if it was not for our ‘chairman’ who instructed Mokus (commander-in-chief of ANVC-B) to call up all Garo MLAs to lend support to you for the sake of ‘peace’ in Garo Hills and in the interest of hundreds of youths who would join mainstream if settlement happened under your leadership”, the ANVC-B said. The militant outfit also alleged that the ‘Chairman’ signed the pact, “which was incomplete leaving us out of it”. The ANVC-B also threatened to go back to jungle and return only to bring down Mukul Sangma -led Government.

Reacting to the Manipur-based United Naga Council (UNC), the apex body of the Nagas in Manipur, threat of agitation, Joint Secretary, Union Ministry of Home Affairs, Shambhu Singh on January 19 issued a stern warning to the outfit saying it will not tolerate any disturbance of national projects, Trans Asian Railway line and 400 KV power grid transmission line in the State, reports Kanglaonline. The Joint secretary ruled out any immediate talks with the Naga outfit. Earlier, UNC on January 11 had called for a 48-hour general strike in the "Naga populated" areas of the state beginning from January 16-midnight. The UNC said that the strike was called on to protest against the lack of positive response and sincerity by the Union Government on its demand for the alternative arrangement. However, no further information about the strike is available.

The Kamtapur Liberation Organisation (KLO) has threatened to target Bengali-speaking refugees in lower Assam and North Bengal areas, if SFs continue their alleged torture of Koch-Rajbongshis, reports The Telegraph. In a recent press release by the KLO ‘general secretary’ Kailash Koch, the organisation has threatened the Bengal and Assam governments that it might target refugees in north Bengal and lower Assam districts, if the alleged torturing of the Koch-Rajbongshi did not stop. Koch alleged that a joint team of Bengal and Assam police had arrested the sister and brother-in-law of their “deputy commander-in chief”, other protesters and Koch Rajbongshi from several areas with fake notes and tortured them without any reason.“We strongly condemn the police action and called a 24-hour bandh on January 12 (later postponed to January 17) because of the harassment meted out to innocent Koch-Rajbongshis. Unless the Bengal and Assam Governments stop this and release the arrested people, we might be compelled to take action against Bengali refugees,” the statement said.

The Garo National Liberation Army (GNLA) has threatened to disrupt the poll campaigns of the Congress in Garo Hills and unleash terror on party workers unless the State Government clarifies its position on the proposed peace talks within three days. GNLA political secretary Bikdot Nikjang Marak issued a statement to the media on March 27 questioning the two different statements doing the rounds on its offer of talks. The outfit pointed out that Chief Minister Mukul Sangma had recently stated in the media that his government had recommended the names of three mediators to the centre for approval while a top Central government official from the Ministry of Home Affairs, Shambu Singh, had denied having any knowledge of such a move. The outfit has issued a stern warning asking the Congress to halt its election campaign until the Chief Minister makes a clarification on the issue.

The Hindu reports that the former rebels belonging to seven outlawed underground organisations (United Revolutionary Front-URF, United People's Party of Kangleipak-UPPK, Military Defense Force-MDF, Nongdrenkhomba faction of Kangleipak Communist party-Military Council-KCP-MC, KCP-Lallumba, KCP-Lamphel and two United Tribal Liberation Army-UTLA factions) cadres have threatened to take up arms if the Government fails to fulfil the commitments made while signing the Memorandum of Understanding (MoU). These rebels had come over ground on the basis of the MoU. On April 17, Ruhini Puyam, 'home secretary' of the (URF), the pro-talk group, said that the former insurgents who are now lodged in a designated camp are disillusioned by the way the Government failed to make arrangements to enable them to cast votes on April 17, despite that at the time of signing the MoU the Government agreed that they had become Indian citizens without any conditions. The Garo National Liberation Army (GNLA) on November 5 issued a death threat against the Deputy Commissioner, the Chief Judicial Magistrates, the Superintendent of Police (SP), the Assistant Superintendent of Police (ASP) and the Deputy Superintendent of Police (DSP) working in Garo Hills and promised a cash reward of INR 2 million to whoever kills any of the officials, through a post uploaded on social networking site Facebook, reports The Shillong Times. This is the first time that GNLA has given direct threat to the District and Judicial officials working in Garo Hills. The GNLA’s move came a day after the State Police announced a reward of INR one million for anyone providing information on the ten most-wanted militants operating in the State. GNLA ‘commander-in-chief’ Sohan D Shira warned people against providing any information to the Police.

Champion Sangma had, on October 16, tried assault a jail staff, identified as Kontro Khongwir inside the jail premises. Also, GNLA refuted Police claim that three GNLA militants were killed in an encounter at Sesapani under Goalpara District of Assam and termed it as nothing but another fake encounter, reports The Shillong Times. A’chik Liberation Army (UALA) has threatened to call for an ‘indefinite stir’ in protest against the State Governments failure to initiate peace talks with the militant group, reports The Shillong Times on November 24. The ‘political secretary’ of UALA, Rangdat Garo said that the State Government was dragging its feet on the peace talks with UALA and accused it of failing to bring any group to the negotiating table with concrete conclusion. Meanwhile, a little known group calling itself the A’chik Revolutionary Force (ARF), believed to be having close ties to the UALA, has voiced its support for the group in its endeavour for peace talks. However, Meghalaya Police claim that there is no such group as ARF other than UALA using the same name to exert pressure on the Government. A Police source stated that “UALA is desperate to hold peace talks to escape police operations. They are using the name of ARF to show the government that a conglomerate of outfits under the banner of ARF is supporting them. The ARF is UALA,”.

The market day ended before it even got to half the business day after Police teams fortified the area fanning out in search of a teenager carrying a dark bag believed to hold an Improvised Explosive Device (IED). The District Police Chief Davis Nestell R Marak stated that “We had intelligence inputs about the banned Garo National Liberation Army (GNLA) planning to conduct serial blasts at three places in Williamnagar and were on high alert when people reported about the presence of a young teenager carrying a suspicious looking bag and attempting to leave it behind in a shop,”. He also did not rule out the possibility of militants targeting Deputy Commissioner’s office. He also added that Police had received intelligence reports about GNLA explosive expert Hedeo alias Cellopa being the brainchild behind the operation to target Williamnagar.

Khaplang Faction of Nationalist Socialist Council of Nagaland (NSCN-K) on December 29, following the recent arrest of one of its cadre Nagaho Aye by Police, issued a reminder to Action Committee against Unabated Taxation (ACAUT) “that any eventually in the future may be recorder as justified” from the perspective of “unresolved Indo-Naga-Myanmar political issue”, reports Nagaland Post. In the reminder, NSCN-K said any instance of any of its member falling prey to the “vicious anti-Naga propaganda of ACAUT” would henceforth be treated with utmost seriousness and befitting action would be initiated in concurrence to “treason act.” NSCN-K said as pursued by ACAUT, Nagaho Aye was apprehended by Police in connection to the blast at LPG godown in Dimapur. ACAUT claims to be a mass based movement in Nagaland fighting against the unabated multiple ‘taxation’ and ‘illegal collections’ by different ‘Naga Political Groups’.
