The first one was recovered from the residence of Moirangthgem Inakhunbi, an active worker for the INC candidate Y. Surchandra contesting for Kakching constituency in Thoubal District. The second one was recovered from the residence of Takhellambam Koshi, a Congress worker from Ngaikhong Khullen bazaar in Bishnupur District. The third grenade was found at the residence of Chingkham Tomba who is also said to be an INC worker in Bishnupur District. The fourth one was found in the courtyard of Moirangthem Borajaoba from Lamlai Makha Leikai, who is also said to be a congress worker in Imphal East District. A hand written note with a caution not to get involved in the forthcoming election was found near the grenade.

The Telegraph reports that a group of Garo National Liberation Army (GNLA) militants assaulted a villager and fired several rounds in the air in Mendipathar in East Garo Hills on January 24 after a failed attempt to kill three Achik National Volunteer Council (ANVC) cadres and their families. Police said a group of 15 armed GNLA militants came in search of the ANVC cadres — Dion G. Momin, Jangsan Momin and Milseng Momin, at their residences at Soksan village under Mendipathar Police station. After finding that the cadres and the families had already been moved out, the GNLA cadres fired several rounds in the air and also assaulted a villager, Sengrik Sangma, alleging that he was a Police informer. The militants left after warning the villagers. The motive behind the incident is yet to be known, but according to the police, the terror tactic may be because of suspicion that the ANVC cadres were helping the police to track down the GNLA militants. Another reason could be to establish supremacy in Garo hills.

Northeastern Frontier (NF) Railway on February 29 has abandoned its plan to shut down one of its lower primay school at Hijuguri in Tinsukia District following a threat issued by Anti-Talks faction of United liberation Front of Asom (ULFA-ATF), reports The Telegraph. ULFA-ATF in a statement issued to the media had termed the railway decision to close down the historic school as a “conspiracy by the colonial Indian government to suppress Assamese voice and to make the future of the Assam dark”. Further, ULFA-ATF threatened with “dire consequences” to all other languages (Bengali and Hindi medium) railway schools in the state if the said school was closed down.

Suspected Garo National Liberation Army (GNLA) cadres reportedly barged into the house of former Assembly Speaker Martin M Danggo at Munai village, about 3 kilometres from Ranikor, in West Khasi Hills with the intention of serving a demand note on March 4. According to sources, four suspected GNLA cadres, dressed in camouflage and wielding AK-47 rifles entered the house of the legislator. Danggo was not present in the house at the time. “Failing to meet Danggo, the cadres gave three Bangladeshi mobile numbers to Danggo’s sister-in-law and directed her to ask him (Danggo) to call them,” sources said. It was also learnt that the GNLA cadres threatened to attack the house if the former Assembly Speaker failed to call them back.

A senior Police Official on condition of anonymity said anyone extending financial support to the banned outfit is liable to be booked under various sections of the Unlawful Activities (Prevention) Act, 1967 (UAPA). “It does not matter whether they are extending financial support under pressure or out of their own will they are liable to be booked under UAPA,” the Police Official said. Nagaland Post reports that a new militant outfit, the United Peoples’ Democratic Front (UPDF) on April 12 threatened those involved in the illegal trade of coal, timber and stone from Lohit and Changlang Districts. Police said, the threat is meant to extort money from traders. The outfit is headed by Sumona Munlang, once a trusted sharpshooter of Dawood Ibrahim’s gang, Police said. Munlang sought to attain an Autonomous District Council (ADC) by clubbing together some areas of Lohit and Changlang Districts through armed struggle. A senior Police official said Munlang started the group with about 12 cadres, but it now has around 70 members. ‘Besides, the outfit has been extorting money from traders in the two districts,’ the official said. He said Munlang was arrested in 2002 by Arunachal Pradesh police but managed to escape and went to Mumbai later. In Mumbai, he joined the Dawood’s gang and worked for them for a few years. ‘He came back to Arunachal Pradesh in 2010 and started the UPDF,’ the official said adding some cadres of the lesser known militant outfit - Tai-Khamti Liberation Front (TKLF) also joined the group.

The demand comes at a time when talks with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) have reached a crucial juncture. Both are competing for over-lapping territories, claims that had led to large scale violence in 1993. “The Manipur government unilaterally extended the suspension of operations (SoO) agreement (on August 30) for only three months, citing violation of ground rules by cadres. We signed the agreement but our stand is that if a dialogue is not started we will abrogate the SoO,” KNO spokesperson Seilen Haokip said. The outfit signed the tripartite suspension of operations in 2005. The KNO claims a Zale’-gam (Land of freedom) that includes large parts of Manipur’s hills under one administrative unit within the Indian constitutional framework.

four days after meeting Government representatives in New Delhi, the Kuki National Organisation (KNO), one of the two umbrella organisations of the Kuki militant outfits has warned of the “possibility of unwarranted and tragic incidents” if the Government of India continues to ignore the aspiration of the outfit as “Suspension of Operation (SoO) has technically expired on November 22.” KNO, on December 9, put Joint Secretary, Ministry of Home Affairs (MHA) Sambhu Singh (in-charge of North Eastern states) in the bad light saying there is every possibility that the latter had not conveyed KNO’s message to the Union Home Minister. KNO had requested for a written assurance from the Central Government to start a political dialogue during the `tripartite talk` in New Delhi on December 5. Tripartite talk between the centre, Manipur Government and KNO held on December 5 at New Delhi was inconclusive as KNO remained hardened its stance on a written assurance from the centre for the commencement of a political dialogu.
