The five schools are Little Flower School, St Joseph School, Nirmalabas High School, Christ Jyoti School and Catholic School at Canchipur. Both the parties alleged that armed groups, including, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Kuki militants who have signed Suspension of Operations (SoO) agreement were intimidating and threatening the candidates. The six ADCs have 144 seats. The Congress is contesting 97 while the BJP is contesting 121 seats.

The Garo National Liberation Army (GNLA) on August 30 warned non-tribal candidates to abstain from taking part in the Garo Hills Autonomous District Council (GHADC) polls, which is slated for October 12, reports The Shillong Times. In a release issued by the GNLA's ‘joint publicity secretary’ Garo Mandei Marak, the outfit has asked the non-tribal communities to neither contest nor cast their votes in the election. "Anyone taking part in the poll process will be responsible for their own fate," the outfit threatened. It also asked the political parties not to encourage non-tribal people in the district council polls. "The GHADC is solely meant for the benefit and welfare of the Garos. No political party or law can ever change the heritage of the A'chik," the release said. The outfit further warned members of district council, political leaders not to modify the Garo customary law for their personal benefits. "Anybody trying to meddle with the customary law will not be spared by the GNLA," it added.

A Haflong-based Assam Rifles (AR) spokesman on December 5 said the act of the suspected National Socialist Council of Nagaland (NSCN) militants was aimed at disturbing the peace and inter-community harmony in the hill district of Assam. He said the Kuki village of Leike was being re-established with help from the neighbouring Naga villages. It was working to bring back peace and was witnessing a growing inter-community harmony in Dima Hasao. However, this return to normality has been threatened by terrorists from across the state boundaries of Assam.

Surrendered militants of the Peoples United Liberation Front (PULF) threatened on December 19, to return to militancy if the Manipur government does not extend to them the benefits of surrender and rehabilitation policy by January 10, 2016, reports The Telegraph. Fourteen PULF militants had surrendered with weapons to the state government in 2012, along with 100 other militants of various groups, at a function held at the Assam Rifles (AR) headquarters in Imphal. Chief Minister (CM) Okram Ibobi Singh, Deputy CM Gaikhangam, who is the Home Minister, and senior AR and Police officers were present at the programme. The PULF cadres have claimed that they were yet to get any benefit of the Centre's surrender and rehabilitation scheme even three years after their surrender. "Despite our repeated requests, the state government remains indifferent. Our cadres are getting restive as they feel the government has betrayed them. We were promised rehabilitation and a normal life after leaving the jungles," Md Kaji Umar, former chairman of PULF said. He said none of the militants who surrendered with weapons in his group got the promised benefits. "We are setting the deadline for extending all the benefits to my cadres by January 10 next year (2016). If there is no response from the government, we may launch an agitation or go back to the jungles," Umar warned. The PULF is one of militant groups which operated in Manipur valley.

Former cadres of Dima Halim Daogah (DHD) threatened to take to the path of agitation in protest against the delaying attitude of both the Central and State Governments in implementing the Memorandum of Settlement (MoS) even after elapse of several years of signing along the dotted line, disclosed Dilip Nunisa, former chairman of DHD on December 20, reports Assam Tribune. He said the MoS was signed on October 8, 2012. But even after repeated persuasion by former DHD leaders, not a single clause of the MoS was implemented, following which the former DHD cadres have lost confidence on the Government. The Ex-DHD cadres, well-wishers and others have organized a get together where more than three hundred cadres from different parts of the Dima Hasao took part along with former DHD leaders Jewel Gorlosa, who is also the member of North Cachar Hills Autonomous Council (NCHAC).

Separately, a group of Surrendered United Liberation Front of Asom (SULFA) threatened to go back to the jungle and pick up arms, claiming neglect by the Centre and the State Governments, reports The Assam Tribune on December 29. Demanding fulfillment of their demands, the All Assam Surrendered ULFA Committee on December 29 staged a day-long demonstration at the Jantar Mantar in New Delhi. President of the group, Raj Kumar Duara said that if the Central and the State governments do not solve their problems then they would pick up guns ‘for the safeguard of the future generation’. Stating that they are about 800 SULFAs who have surrendered since 1998, Duara said that they have not been offered rehabilitation and cases registered against them have not been withdrawn. The SULFA group is also demanding identification of the illegal Bangladeshis and introduction of Inner Line Permit (ILP) in the State, besides grading of Assam as a tribal State. Duara alleged that negotiations with the Government last took place in 1998, after which there been no contact.
