A suspected People’s Revolutionary Party of Kangleipak (PREPAK) militant carrying a gun threatened a person, Ninthoujam Rajmani, at Heirok in the night of February 7, reports Imphal Free Press. While local people and Meira Paibis (women torch bearers) captured the gun, the militant managed to escape from the incident site. Meanwhile, many people complained on February 9 that militant activities remain unchecked despite the establishment of the Village Defence Force (VDF). The report adds that 300 VDFs who were trained at the Manipur Police Training Centre are all staying at their own homes as their barracks have not been constructed.

According to Telegraph, suspected United Liberation Front of Asom (ULFA) militants shot dead a pro-talks cadre, Hitesh Rabha (28), at Khaldang village under Krishnai Police station in Goalpara District in the night of April 27. Police sources said a group of four ULFA cadres shot Rabha from close range when he came out of his house after dinner. Rabha was with ULFA’s 709th battalion before he came over ground. This is the second major attack by suspected ULFA militants on the pro-talks group within a month. Earlier, on March 25, they had killed Robin Gogoi, who was instrumental in roping in leaders of the A and C companies of ULFA’s 28th battalion for talks. Pro-talks leader Maradona Russell alias Naren Rai, who is in charge of the group’s Nalbari designated camp, held ULFA “commander-in-chief” Paresh Barua and “chairman” Arabinda Rajkhowa” responsible for the killing. He warned that his group would not remain a silent spectator to the killing of its members.

On May 6, the Manipur Chemists and Druggists Association organised a sit-in protest at Keishampat junction in Imphal West district against the monetary demands on 24 wholesalers and retail medicine shops. Around 100 shopkeepers participating in the protest displayed placards with slogans like, “Don’t demand money, money demand may lead to non availability of life saving drugs” and “Make pharmacies a free zone”. A member of the association said that Puranthaba group belonging to Military Council faction of the Kangleipak Communist Party (KCP) had demanded ransom of INR one million from each shop during the second week of April which was to be paid by the end of April 30. As they could not pay the huge amount they shut down their shops after receiving a threat from the outfit.

Kom, said that ‘central administrative officer’ of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Kom region, Wilson Parang, recently imposed INR 20 per house as house ‘tax’, INR 120 per house as ration ‘tax’ and INR 2 per head as membership ‘tax’ to the households of Sagang in Bishnupur District, which according to S.S.B. Kom is an ‘operational area’ of the UKRA. The ‘secretary’ said UKRA takes such imposition of ‘tax’ as action initiated against the outfit. He cautioned the NSCN-IM not to collect any type of ‘tax’ from Kom community.

Two truck drivers associated with stone crushing factories were abducted by armed cadres of the Lamyanba Khuman group belonging to Military Council faction of the Kangleipak Communist Party (KCP) from the riverbed of Sekmai in Thoubal District on June 24, in connection with a monetary demand, according to Sangai Express. They were identified as Konsam Somen and Huirom Bishorjit. In protest against the abduction and demanding safe release of the drivers, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrated at Pheidinga on June 26. According to general secretary of the Association Angom Boby said that there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. Some days earlier, the same outfit had also abducted two other truck drivers, identified as Nadakishore and Mutum Rojit. However, they were released on June 14 after a large amount of money was paid to them, Boby further disclosed. As the outfit insisted on the demanded amount and warned of closing the factories until the demand was met, all stone crushing factories had shut down, he added.

An official in the Home Department said these youths, most of them members of an organisation ostensibly espousing the cause of farmers and also believed to be a frontal organisation of ULFA, had left Assam during 2006-2007. “Most of these youths are from areas where the organisation was active till a few months back. Now it is trying to form District-level committees throughout the state. Most of these youths are from Golaghat and Nagaon Districts. We have names of some of them who had disappeared since 2006. Some of these youths may have even been taking shelter in the Lalgarh area of West Bengal, which was till a few days back a stronghold of Maoist rebels,” the official said. He said there were reports of the ULFA striking a deal with the Maoists and that these trained youths had been assigned to carry out subversive activities in the State. “Ulfa has been trying since long to work together with the Maoist rebels operating in India, who have links with China,” the official added. Sources said the organisation had strong bases in the Doyang and Tengani areas of Golaghat District and Kaki in Nagaon District. “We also have information that arms for these youths may have already arrived in the state. We are keeping a close watch on these areas,” he added further.

According to Deputy Superintendent of Police (DSP) Surjit Singh Paneswar, Niren had served an extortion notice to a small tea grower, Dipak Gogoi, who lodged an FIR (first information report) to the Police. When several bids to collect the extortion amount of INR four hundred thousand were foiled, Sarma set a deadline on August 31 and threatened to kill Gogoi if he failed to pay the amount. The DSP said that the SF personnel laid a trap in the vicinity of Gogoi’s residence in the night. In the ensuing encounter which continued for more than 20 minutes, Niren Sarma died at the spot while other members of his group managed to escape.

They also threatened that over 100 surrendered militants were fully prepared to carry on the hunger strike if the State Government doesn’t take any meaningful steps to address their grievances. Nunisa told over phone from New Delhi that October 22’s discussions had ended on a "positive note" but the Dimasa group had warned the Union Government not to take its principal demand of a separate Dimaraji State lightly. He said "if it was spurned, the "consequences would be severe". He, however, did not spell out the consequences. Nunisa said senior officials of the Union Government and the State Government had agreed to "examine" their demand for Dimaraji State in every detail and from all angles.
