Further, security forces foiled an infiltration attempt on the Line of Control (LoC) in the Mendhar sector of Poonch district by killing two foreign mercenaries. However, at least two others are reported to have escaped from the incident site. Two AK-47 rifles, two pouches and 10 AK magazines were recovered from the slain terrorists’ possession. This was the second visible infiltration attempt foiled in the Poonch sector after a cease-fire came into force on the LoC on November 26, 2003. In the first abortive bid on December 21, 2003, six infiltrators were shot dead by the Army in the Balakote area of Mendhar.

Daily Star has reported that the Bangladesh Rifles (BDR) seized a large cache of weapons, including 32 anti-tank mines, six rocket launchers, 10 rocket launcher cell chargers, a grenade-firing bomb, 18 grenade-firing bomb chargers and equipment for 14 rocket launcher cells, after an encounter with some terrorists at Lemuchhari in the Bandarban district of Chittagong Hill Tracts (CHT) on January 1. The terrorists, with suspected links to Arakanese rebels in Myanmar, are reported to have escaped into the adjoining forest area following firing by the BDR personnel. A press release of the Bangladesh Home Ministry said that "It is suspected that the arms and ammunition were ... for subversive activities against the backdrop of gradually escalating situation in the CHT." No casualty has been reported in the encounter on both the sides.

A day ahead of the Prime Minister Atal Behari Vajpayee’s visit to Pakistan to attend the South Asian Association for Regional Cooperation (SAARC) summit, two Fidayeen (suicide squad) terrorists attacked the Jammu Railway Station on January 2 killing four security force (SF) personnel and injuring nine others and six civilians. Both the terrorists were subsequently killed by the SF personnel. Hundreds of passengers, mostly pilgrims of the Mata Vaishnodevi shrine, were reportedly at the station when the attack occurred. Two AK rifles, six magazines, seven live grenades and two towels were recovered from the slain terrorists. No terrorist group has claimed responsibility for the attack thus far.

The Kuensel quoting unnamed Royal Bhutan Army (RBA) sources has reported that the last of the 30 camps that were established on Bhutanese soil by the three terrorist groups from India has been destroyed. The United Liberation Front of Asom (ULFA) camp at Goburkonda in lower Zhemgang was captured by the RBA on December 31, 2003, and destroyed on January 2, 2004. The RBA has reportedly also destroyed 35 observation posts besides the 30 camps. It has also recovered an unspecified quantity of weapons, including an anti-aircraft gun, ammunition and communication equipment. The report quoting the Bhutanese Prime Minister, Lyonpo Jigmi Thinley, said that the situation in most of the security-affected areas had returned to normal.
