Ghulam Qadir Mughal alias Saifullah alias Chachu, ‘deputy chief’ of the Harkat-ul-Mujahideen (HuM), is reported to have died in an encounter with the security forces (SFs) at Zakoora on the outskirts of capital Srinagar on January 1. Inspector General of Police (Kashmir Zone), K. Rajendra Kumar, was quoted as saying in Daily Excelsior that SFs laid an ambush in the Alasteng-Zakoora area after an intelligence input and in the subsequent encounter, Ghulam Qadir, a resident of Rawlakot in Pakistan, was killed. One of his associates, however, managed to escape from the incident site, from where the troops recovered an AK assault rifle, two hand grenades and some ammunition.

One AK-47 rifle, three magazines, 100 rounds, one Chinese pistol with two magazines, two Chinese grenades, one wireless set, four diaries, 10 letter pads, one pouch, matrix codes, some documents and photo identity cards were recovered from the incident site.

According to Hindu, hours before Prime Minister Dr. Manmohan Singh was to arrive in Hyderabad, capital city of Andhra Pradesh, the police arrested two persons, Shakeel and Syed Hazi, on January 2 and seized two improvised explosive devices with an intricate detonation mechanism that could be activated by a cellular phone. Police said the duo planned to attack offices of the Director General of Police, city Police Commissioner and the Hitech city, from where a majority of the software companies operate. Police Commissioner, Ajit Kumar Mohanty, stated that more explosives could have been smuggled into Hyderabad and operatives of some terrorist groups could be moving around.

According to Deccan Chronicle, senior Communist Party of India-Maoist (CPI-Maoist) 'Polit Bureau' and 'central committee' member and chief of its 'central-eastern regional bureau' monitoring the political affairs in Orissa and Chhattisgarh, B. Narayan Sanyal alias Navin, was arrested at Bhadrachalam in the Khammam district on January 3. Police sources said that the 68-year-old Sanyal was arrested while he was on his way to meet Maoist 'Dandakaranya Committee secretary' Ramakrishna. Khammam Superintendent of Police, R.K. Meena, said that a 9 mm pistol, Rs 13,200 cash, a walkie-talkie and some literary material was recovered from Sanyal. Sanyal, who is in the most wanted list of Andhra Pradesh and Orissa police, is a bomb expert and is accused in 21 cases, including the October 2003 Alipiri blast that targeted former Chief Minister N. Chandrababu Naidu.

According to Daily Star, security forces, on January 3, arrested three Myanmarese militants of the Arakan Liberation Party and recovered a huge cache of arms and ammunition from a hideout in the remote forest areas of Naikkhongchhari in the Bandarban district. The cache included one British-made LMG, one AK47 and five M16 rifles, two .303 rifles, seven Pakistan-made guns, 32 magazines and 7,000 bullets. The arrested were identified as Ka Aong, Aong Theong and Tcha Thoang Ching, hailing from Ghayagong village in the Akiyab district of Myanmar, an official release said.

On January 15, a Lashkar-e-Toiba (LeT) conspiracy to blast reservoirs and power installations in Karnataka was unearthed when the police arrested a terrorist, Habeeb, from Almatti in the Bagalkot district, according to Hindu. Police recovered explosive materials such as gelatin sticks from the premises where Habeeb was arrested. A diary, a passport and some incriminating materials were also seized. Bangalore city Police Commissioner Ajai Kumar Singh said Habeeb alias Mehboob Ibrahim alias Chopdar was a key LeT operative in Karnataka. He had been directed by Abdul Rehman, alleged LeT ‘commander’, to plan explosions at the Kaiga Nuclear Plant in Karwar district, Almatti dam in Bagalkot and the Sharavathy transmission lines from Sharavathy Hydel station in the Shimoga district. Habeeb, a fabrication mechanic from Guledagudda in Bagalkot district, was in Saudi Arabia from 1993 to 2001, where he reportedly came in contact with Rehman and other Lashkar leaders.

Dwivedi, in the counter insurgency Operation Dragnet, targeting the United National Liberation Front (UNLF) in Parbung and Thanlon sub-divisions of the Churachandpur district, two UNLF cadres and a security force (SF) personnel were killed. According to official sources, six UNLF cadres and two SF personnel, including an Army officer, were killed, while eight militants were injured in the operation so far. A huge cache of arms and explosives, including five AK-47 rifles, more than 60 kilograms of explosives and 25 Improvised Explosive Devices (IED), were recovered and 11 IEDs were destroyed. The UNLF reportedly put up resistance at Parbung, Taithu, Tolbung, Maullan and Dailan areas. The entire area of National Highway-150 from Churachandpur to Tipaimukh has been reportedly freed of militants' presence. In the capital Kathmandu, normal life was partially crippled with more vehicles plying on the roads and more shops opening. A report from Pokhara said the effort of SF personnel to get shops to open there failed. Vehicular movement on the Hetauda-Pathlaiya road section came to a complete halt due to the road blocks and bombs planted by Maoists at a bridge on the border between Bara and Makawanpur. Similarly, reports from eastern development region said normal life remained crippled in most of the districts of the eastern region. Normal life was also affected in Dhading, Tanahun, Rajbiraj, Nawalparasi, Mahottari, Janakpur and Syangja. The Maoists called for a week long strike from February 5 in a bid to disrupt the municipal polls slated for February 8.

According to Independent, Rapid Action Battalion (RAB) arrested nine Jama’atul Mujahideen Bangladesh (JMB) militants and recovered a huge quantity of bomb making materials from Syedpur in the Nilphamari district on February 6. Six JMB militants were arrested from Kazirhat following the information provided by three JMB cadres arrested near Syedpur railway station on the same day. RAB sources said that the six arrested militants had rented a house at Kazirhat and were planning to plant explosives in various places in the northern region. The arrested included a ‘divisional commander’, five ‘district commanders’ and three militants of the outfit’s suicide squad. The recovered bomb-making materials include 84 detonators, two pipe guns, four bullets, unspecified quantity of ammonium nitrate, power gel, batteries, circuits, tape and wires. A motorcycle and currency notes worth Taka 47,000 were also seized.
