E-pao on April 1 reports that ten people were killed in incidents of bomb blast and encounter in Manipur in March 2015 and 39 militants of various militant groups were arrested in the same month. Twenty-four civilians were also injured in the blast incidents. Eight militants were arrested from Peoples Revolutionary Party of Kangleipak (PREPAK), six from KYKL, five from United National Liberation Front (UNLF), three from progressive faction of PREPAK (PREPAK-pro), five from PLA, two each from United Revolutionary Front (URF) and Zeliangrong United Front (ZUF) and one each from Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kuki National Army (KNA), KCP-Noyon, KCP- Taibang Nganba and KNF- Nehlung. Five guns, 38 ammos, one lethod gun, one IED were recovered from the arrested militants. Among the 10 people killed in the five different blast incidents, three were civilians, three militants, three SFs and one gang member. Twenty-four civilians, three militants and five SFs were also injured in the five different explosions.

Government of India (GoI) has released INR 47 million to the Mizoram Government as initial expenses for repatriation of over 3,000 Bru families, who were still lodged in the six relief camps in North Tripura District, reports The Assam Tribune on April 1. State Additional Secretary for Home Lalbiakzama said the State Government has prepared Road Map-IV for resumption of Bru repatriation for which proposal for expenditure amounting to over INR 670 million was submitted to the Ministry of Home Affairs (MHA). Earlier, State Home Minister R Lalzirliana informed the State Assembly that “According to the census conducted by the Bru Coordination Committee on August 30, 2010 in the six relief camps, which was submitted to the State Government, there were 29,625 people comprising 5,481 families in the relief camps,”. He also added that there were 11,014 Bru names in the State voters’ lists enlisted as those remaining in the relief camps. The Telegraph further adds that Mizoram government spokesman on April 1 stated that repatriation and rehabilitation would be carried out in several phases within six months as soon as GoI makes available funds necessary for the process and added that INR 1.25,000 would be required per refugee.

Manipur Government has taken up necessary steps to open a Counter Insurgency and Anti Terrorist (CIAT) School at Jiribam sub-divisional headquarters bordering Assam’s Cachar District, reports Eastern Mirror on April 2. National Investigation Agency (NIA) interrogation of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) has revealed that Chinese made weapons come to Manipur through the China-Myanmar-India border, reports The Sangai Express on April 2. According to the interrogation report arms consignments are smuggled from the China border to South Myanmar by the Kachin rebels who hand over the weapons to Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Myanmar. NSCN-IM then passes on the weapons to NDFB-IKS in Manipur which are taken to Assam’s Bodoland area, where NDFB operates. Forty six NDFB-IKS militants have been arrested so far by the NIA after December 2014 massacre of tribals.

Police on April 1 stated that Security Forces (SFs) intensified the combing operations against Garo National Liberation Army (GNLA) rebels in western part in Meghalaya a day after the rebel triggered an Improvised Explosive Device (IED) blast on a Border Security Force (BSF) convoy on March 31, in which 3 BSF troopers were injured, reports Nagaland Post. Meghalaya Police chief Rajiv Mehta stated that “We have intensified our combing operation in Garo Hills. The operations have yielded good results forcing them to launch retaliatory attacks on Security Forces”. Meghalaya, especially the Garo Hills region, is being used as a safe haven by various northeast-based militant groups, including the United Liberation Front of Asom (ULFA), and the National Democratic Front of Bodoland (NDFB). GNLA, fighting for a separate Garoland in western Meghalaya, has also forged an alliance with the Bangladesh-based rebel group, A’chik Special Dragon. GNLA who number around 100, have unleashed terror in the five impoverished districts of Garo Hills in the last five years and killed over 200 people.

RPF also stated that assault was carried out by team of 'tactical command' of PLA. Government of India (GoI) is still in the dark about the perpetrators of an ambush on the Army in Arunachal Pradesh on April 2 as it continues a unilateral ceasefire with Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports The Telegraph on April 4. An intelligence officer stated that “It is unclear if the Khaplang group was responsible as some are suspecting other factions. The government of India still has a unilateral ceasefire with NSCN -K." Earlier this month, the Myanmar-based S.S Khaplang declared that the ceasefire with the Union government was abrogated. He also "expelled" two senior leaders, Wangtin Naga and the Arunachal-based V. Tikhak. NSCN-K already has a ceasefire agreement with the Myanmar Government - ironically, with Wangtin, an Indian, as one of the signatories. If New Delhi repeals the ceasefire officially and enters into a peace agreement with Wangtin's proposed outfit, the NSCN (K) would become a Myanmar outfit with a handful of Indian elements. Chinwang Konyak, the adviser to the Eastern Naga People's Organisation (ENPO) a body of tribal representatives from what is called "eastern Nagaland", stated that "This is a blessing in disguise as the Khaplang group will be left in Myanmar. Let them deal with Myanmar Government, it is better to part ways peacefully." Besides Nagaland, the NSCN groups have a presence in Tirap, Changlang and Longding. The Districts are of interest to the rebels as they share the border with Myanmar and are near China. The area has routes leading to the rebel camps in Myanmar.

The meeting was convened by centre after the Biswamohan faction of NLFT (NLFT-BM) expressed its willingness to GoI a few months back to hold talks. The Union Home Ministry (UMHA) sought opinion of the state Government in this regard. The Tripura Government gave positive response. According to report the State Government was represented by DG, K. Nagaraj and secretary tribal welfare department L. There were two official rounds of talks between the Government representatives and the UALA leaders in the past couple of months. Decision for designated camps is one aspect that they are working upon to ensure that all the UALA cadres comes over ground However, the UALA leadership has not communicated to the Government representatives on the desired location of the designated camps. UALA, a split faction of breakaway faction of Achik National Volunteer Council (ANVC-B) is expected to have around 70-80 odd militants. Its armoury is expected to consist of barely a dozen sophisticated AK-47 Rifles and other small arms It has been learnt that the militants been asked to report to their respective ‘area commanders’ along with the arms and ammunitions in order to facilitate their location prior to the talks at a higher level. Highly placed sources stated that Government policy to snub the GNLA and A'chik Matgrik Elite Force (AMEF) is still valid. Government of India (GoI) had directed State Government not to entertain the GNLA in view of its violent activities. On the other hand, the AMEF has been viewed as a bunch of armed criminal gang.

Sources in the Meghalaya Home Department said the hearing of the two tribunals, one each for NDFB and ULFA, would be held on April 8 and 19 respectively. Sources also stated that office of the registrar, Unlawful Activities (Prevention) Tribunal, Delhi High Court, will hold a hearing for examination of more witnesses on declaring the Hynniewtrep National Liberation Council (HNLC) a "unlawful association" on April 18. Garo National Liberation Army (GNLA), in a statement on April 6 has adopted five ‘resolutions’ against alleged fake encounters, reports The Shillong Times. According to the ‘resolution’ if Police kill an innocent person, the Member of Legislative Assembly (MLA), of that particular constituency shall pay INR 700000 to the family members or the relatives of the victim. As per the second point, the local MLA shall file First Information Report (FIR) and must bear all the court’s expenses of the victim’s family. Thirdly, MLA himself shall institute a Magisterial or Judicial enquiry into the alleged “fake encounters” that take place in his Constituency. In the forth resolution said that compensation must be paid to the family within 15 days of encounter. The fifth point says that if any MLA does not conform to the resolutions, the GNLA will attack the family members of the legislator besides burning down his residence and property.

Mizoram Government is contemplating to declare the north-eastern part of the state adjoining Manipur as a disturbed area, reports Times of India on April 7. This comes close on the heels of an ambush by suspected militants of Democrat faction of Hmar People's Convention (HPC-D) on March 28, which killed three Police men. A Senior Home Department official stated that meeting held under the chairmanship of Home Minister R Lalzirliana on April 6 also discussed ways to declare the HPC-D as an unlawful outfit. The official said violent activities in the area, especially the ambush on the State Assembly Committee on Government assurances team comprising three legislators, senior officials and a few Policemen, has forced the Government to take the matter seriously. The official also stated that Police stations and outposts in the area would be strengthened with the deployment of more personnel armed with sophisticated weapons. It was also decided to establish a Police post at Tinghmun near Zokhawthiang in Aizawl District where the ambush had taken place He added that operation commanders posted at Sakawrdai, Saiphai, Khawlian and Suangpuilawn villages, all in Aizawl District, would be of the rank of Assistant Commandants or Deputy Superintendents of Police (DSP). State Home Minister Lalzirliana stated that the militants, who ambushed the Government team, belonged to HPC-D faction led by H Zosangbera.

On April 7 Police arrested Chandan Singh working for the Tura bonded warehouse, a liquor wholesale distributor, while he was preparing to deliver a sum of money demanded by the GNLA. GNLA had reportedly demanded INR 300,000 from the bonded warehouse and Singh was supposed to deliver the money. On Chandan Singhs lead, Tura Police went to Sangknigre in South Garo Hills District and arrested Dominic Marak and Sengkal T Sangma. There was a considerable decrease in the incidents of terrorism all over the province during the first three months of 2015 as compared to 2014, revealed official statistics, reports The News on April 8 (today). During the current year, 60 incidents occurred as compared to 140 incidents in 2014. There has been a considerable decrease in the casualties in the first quarter of this year as 54 people were killed during the three months while 179 were killed in 2014. The analysis has shown that only one incident of suicide bombing occurred as compared to five such incidents during the same period of last year. Similarly, nine attacks of rockets and hand grenades took place this year while 23 such incidents had taken place last year. There was a major decrease in the incidents of explosions through Improvised Explosive Devices (IED). About 22 IED explosions occurred this year as compared to 74 incidents last year. The overall incidents of terrorism have reduced by almost 60 per cent.

According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

Assam, Manipur and Meghalaya continue to account for the bulk of insurgency-related incidents in the Northeast although the incidents have steadily increased in Meghalaya in the last eight years compared to the other militancy-inflicted states, reports The Telegraph on April 12. Union Ministry of Home Affairs (UMHA) report stated, "The security situation in some of the north-eastern states, which has remained complex for quite some time because of diverse demands advocated by various militant outfits, has been gradually improving in terms of reduction in violent incidents/civilians killed/security forces killed etc. in 2013 and 2014. However, in Assam casualties have gone up because of terrorist attacks by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in December 2014." While comparing the situation in the Northeast during the past eight years, the report pointed out that violent incidents have come down from 1,489 in 2007 to 824 in 2014 and the number of civilians killed has decreased from 498 to 212. In 2014, 212 civilians and 20 security personnel were killed in the 824 militant-related activities in the Northeast. In 2013, 107 civilians and 18 security forces were killed in 732 incidents. A comparative analysis of the violent incidents reveals that in 2007, Assam had recorded a figure of 474 while in 2014, the figure had dropped to 246. In 2007, Manipur had recorded a figure of 584 while the same in 2014 was 278. Nagaland has also shown a marked improvement with 77 incidents in 2014 compared to 272 incidents in 2007. While the figures in Assam, Manipur and Nagaland have significantly dropped, the narrative for Meghalaya was different. From 28 incidents in 2007, Meghalaya recorded 179 extremist-related incidents in 2014. The report also stated, “The militant outfits of the neighbouring states have encouraged, trained and nurtured the Garo militant groups like the A'chik National Volunteers' Council (ANVC) and Garo National Liberation Army (GNLA), Independent faction of united Liberation Front of Asom (ULFA-I), NDFB-IKS, United Achik Liberation Army (UALA) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN -IM) also have their 'command structure' in Garo hills." However, the ANVC was disbanded in December 2014 in Tura, West Garo hills, along with its breakaway faction, the ANVC-B, after a memorandum of settlement (MoS) was signed with the outfits in September 2014.

With the Government of Myanmar yet to take any action against the militants of North-East, who are taking shelter in that country, the Government of India (GoI) has started working on augmenting security along the international border and a comprehensive border management strategy is being planned, reports The Assam Tribune on April 12. The international border with Myanmar is being guarded by the Assam Rifles (AR) since 2002 as a part of the one border one force strategy of the Government of India (GoI). However, it is often reported that majority of the Assam Rifles camps are located deep inside Indian Territory and the deployment of the force could not check the movement of militants and other anti-national elements. Though there were some discussions about entrusting the Border Security Force (BSF) with the responsibility of guarding the border with Myanmar, the final decision in this regard is yet to be taken. Joint Secretary (North-East) of MHA Sambhu Singh stated that AR has sought to increase its strength with induction of new battalions so that more dedicated forces can be deployed along the border with Myanmar. MHA official also added that it may not be possible to construct fencing all along the border with Myanmar because of the terrain. But the Government may go for construction of fencing in the areas where such construction is feasible. He also added that so far, the Government of Myanmar is yet to take strong action to evict the camps of the militants from the territory of that country. According to an estimate, the total strength of Indian militants in Myanmar should be around 2,000.

Former ‘publicity secretary’ of ANVC, Artist Sangma, on April 13 recalled that on March 15 a letter was sent to the State Government to continue with the monthly stipend till the cadres receive the one-time payment as per the provision of the peace pact. Sangma said that in the previous meeting, the Government had agreed to pay the monthly stipend, but in vain. The last time the cadres received the monthly stipend of INR 3000 each was in September 2014.As one time financial package, all the ANVC and ANVC-B cadres are entitled to get INR 250,000 each, but the process in this regard is yet to start. The ANVC leader said that though there was plan on the part of the Government to have skill development training programmes for the former cadres, there was no headway in this regard. He also said that the delay in the proper rehabilitation of the cadres may result in unrest among them which the leaders would not be able to address in the long run.

The seized arms included seven AK-47 assault rifles, six US-made M-16 rifles, four MA-3 Mk-II rifles and two AK-56 rifles. Police also recovered two hand grenades, three kg of RDX and 312 boxes of special ordinary detonator (SOD) last year. Majority of the seized weapons were suspected to have been meant for a Chakma militant group operating in neighbouring Bangladesh and were mainly smuggled from Myanmar through the porous 404-kilometre-long international border.

As many as nine North East militant groups, including Independent faction of United Liberation Front of Asom (ULFA-I) and IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have formed a joint front, reports The Sentinel on April 23. At least three rounds of meetings were held among representatives of the outfits at undisclosed locations in Sagaing division of Myanmar over the last one month after which the joint front christened as the United National Liberation Front of West South East Asia (UNLFW) was floated. SS Khaplang the ‘chairman’ of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has been selected as the ‘chief’ of the ‘united front’. There are conflicting reports as to the status of Paresh Baruah of ULFA-I . Some sources said he was ‘commander in chief’ and others reports that he is ‘vice-chairman’. Sources state that the move to form the joint front is a step further towards forming a government-in-exile, reportedly to be based in Myanmar. A committee has been also formed to draft the constitution of the joint front. An Intelligence Bureau (IB) official stated that the outfits, especially NSCN-K is close to Kachin rebels – including Kachin Independence Army (KIA) - who provide various logistics and weapons support. It is difficult to believe that there is no Chinese backing”. The move to form a joint front by rebel groups has been in the offing since 2011. Coordination Committee (CorCom), an umbrella of six outfits is also a part of the ‘joint front’.

NSCN-R insiders said top leaders have already reached Delhi to meet Government of India (GoI) leaders before signing a truce, and to work out modalities of cease fire. A functionary of NSCN-R stated that both sides would have to meet and work out modalities, which would include truce ground rules, before signing the papers. The group also stated that they have more than 200 cadres who would be resettled in designated camps. NSCN-R also stated that Security Forces (SFs) were preparing to launch an operation against NSCN-K. Around 300 NSCN-K militants based in Nagaland and Arunachal Pradesh had fled to Myanmar after the unilateral abrogation of ceasefire.

The newspaper advertisements put out by the Assam Police (Border) gave names of at last 1600 such “untraced declared foreigners” of 12 of the state’s 35 police Districts, with the Biswanath Chariali police District showing the longest list with 681 names. The Barpeta District list on the other hand 434 names, while the Guwahati City Police District list showed 128 names. Other Districts in the lists of “untraced” Bangladeshi infiltrators included Dhemaji (105), Baksa (99), Goalpara (72) and Golaghat (63). “We are soon releasing lists for the remaining Districts too,” said KK Baishya, Superintendent of Police (SP-Border) in the Assam Police.

The process of updating the NRC now will facilitate the inclusion of the names of the persons and their descendants who appear in the NRC of 1951 or in any of the electoral rolls up to the midnight of March 24th, 1971, or in any one of the other admissible documents of the pre-1971 period. This will prove their presence in Assam on or before March 24, 1971. The distribution of application forms for inclusion of one's name in the NRC will begin from the last week of April. This will be followed by field verification from June 2015. The draft NRC is scheduled to be published on October 31 and the final one on January 31, 2016.

On April 25, an Assam Rifles trooper, identified as Rifleman Vijay Singh Rathore was killed after being fired upon with a 9 mm calibre, near Classic Island-- Raj Bhavan road in Kohima, by Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants, reports Nagaland Post. When chased by the AR party, the fleeing gunmen lobbed a grenade but it failed to explode. Kohima Police and AR party rushed to the site and recovered the unexploded grenade reported to be of Chinese make along with 11 empty shells of 9 mm calibre. A team from the Bomb Detection and Disposal Squad (BDDS) also rushed to the site and later diffused it. Soon after the incident, a massive combing operation was launched in the capital by Kohima Police and AR. Security forces have confirmed the involvement of NSCN-K in the incident. Defence Public Relation Officer (PRO) Leutinent Colonel Suneet Newton said that during the search operation an encounter took place with NDFB (S) cadres. It is suspected that the senior hierarchy of NDFB-IKS, involved in the Adivasis massacre on December 23, 2014, was in the group with whom contact was established. Khaplang, last week, reports The Telegraph on April 30. According to intelligence sources here, Chorki, a former "press secretary" in the Democratic Liberation Army (UDLA), broke off and formed the new faction in Barak Valley. A top Police official in Cachar District said Chorki, who is in a hideout of the NSCN-K in Nagaland, had recently met Joint Secretary (Northeast), of the Union Home Ministry, Shambhu Singh, while the latter was in Dimapur in February 2015. But he decided to team up with the joint forum, according to a press release of the outfit.

On April 29, a militant, each of, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Zeliangrong United Front (ZUF) were killed in an internecine clash between two groups at a spot between Oktal and Khundong Lamkhai in Tamenglong District, reports E-pao. According to NSCN-IM, the killed NSCN-IM militant has been identified as 'corporal' Illumei Jack and the killed ZUF militant as DP Akhomlung. It is also said that 800 rounds of AK-47 rifle, one lethod gun and one hand grenade belonging to ZUF were recovered from the site of the clash. Nagaland Post further adds that four militants were injured too. Both groups have been engaged in series of clash since 2011 in the region.

Union Minister of State (MoS) for Home Affairs Haribhai Parathibhai Chaudhary on April 29 informed the Rajya Sabha (upper house of Indian Parliament) that cadres of Upper Assam Leading Committee (UALC) of the Communist Party of India-Maoist (CPI-Maoist) are involved in anti-dam propaganda campaign over the lower Subansiri mega dam, at Gerukamukh near the Assam-Arunachal Pradesh border, reports Times of India. Anti-dam activists from different organizations of the state have stalled the work of the 2,000 MW project on the Subansiri River since December, 2011. In reply to a question by Anand Sharma, the MoS said, "The UALC is presently operating in Assam and Arunachal Pradesh and has been involved in the looting of weapons and extortion activities in the local villages. It has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been involved in extensive propaganda against mega dams in Assam. Against this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity." The MoS further said that CPI-Maoist was also trying to set up organizational bases in the northeast with a view to forge ties with other insurgent groups to meet its military requirements. "The outfit has developed close fraternal ties with northeast insurgent groups like Revolutionary People's Front (RPF) of People's Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition," he added.

Union Minister of State for Home Affairs, Kiren Rijiju, asserted that Security Forces (SFs) will have to respond accordingly against those who are under the influence of external forces and try to de-stabilize the society. He affirmed that the policy of the Union Government is to open channels to enable the misguided youths to return to the mainstream. The Sentinel further adds that the Government of India (GoI) while is addressing the problem of insurgency, it is focusing upon development as the core issue. The minister stated “These armed struggles have resulted from a feeling of isolation and alienation.” “Once it is removed, I am hoping everybody in the North-eastern region will join the mainstream.”
