Concerned over the apparent appeal of Islamic State (IS) among a section of Indian society, the Centre along with states and Union Territories (UT) worked out a cohesive strategy to counter attempts at radicalisation and recruitment, The Times of India reports on August 2. Counselling of "vulnerable and radicalized" youths as well as their families and propagating "moderate" interpretations of Islam to counter the IS ideology of violent extremism will be key contours of this national blueprint. The counter-measures were on August 1 discussed by Union Home Secretary L C Goyal with the Chief Secretaries and Director General of Police (DGP) of 12 states and UTs, including Jammu and Kashmir, Maharashtra, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Tamil Nadu, West Bengal, Bihar, Delhi, Assam and Kerala, that have reported instances of radicalization and recruitment by IS. The immediacy with which the threat needs to be addressed was underlined in presentations by three central agencies —(Research and Analysis Wing) RAW; National Technical Research Organization (NTRO); National Investigation Agency (NIA) and Telangana. RAW conceded that even though southeast Asia is not an area of priority for IS now, one needs to closely watch the outfit in the long term. It said though the IS footprint in India is limited as compared to many western nations, a counter-plan must be readied right away to avert the potential threat. A presentation by Telangana on counter-radicalisation measures listed counselling of "vulnerable" youths and involving their parents, peers and community elders in such efforts; increasing the level of interaction with 'moderate' groups, Non-Governmental Organisations (NGOs) and civil society to track and tackle radicalization; and countering extremist ideology of IS by propagating "moderate" interpretations of Islam. A key point was the need for a "tactful" approach to youths reached by ISIS, involving counseling and efforts to bring them back into the mainstream. With the social media emerging as a preferred medium of radicalisation and recruitment among young, net-savvy Muslims, NTRO discussed monitoring of suspected terror sites and social media handles. The suggested counter-strategies included disabling of harmful content and running a counter-propaganda. The NTRO presentation also touched upon how to retrieve evidence from cyberspace. Calling for uniform standards of investigation in terror cases, the NIA stressed on guarding against implication of innocent people and ensuring that scientific evidence is key to all terror investigations.

Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), signed a peace accord on August 3, at New Delhi reports The Hindu. The details of the accord have not been released by the Government. Prime Minister Narendra Modi stated that signing of the accord was historic and praised NSCN-IM leaders T. Muivah and Isak Swu for showing wisdom and courage and for making this effort which resulted in the historical agreement. After signing the pact, NSCN-IM ‘general secretary’ Thuingaleng Muivah stated that “Better understanding has been arrived at and a framework agreement has been concluded, based on the unique history and position of the Nagas and recognising the universal principle that in a democracy sovereignty lies with the people.” The agreement was the culmination of over 80 rounds of negotiations spanning 16 years, with the first breakthrough coming in 1997 when a ceasefire agreement was sealed. Prime Minister stated that “Today, we mark not merely the end of a problem, but the beginning of a new future. We will not only try to heal wounds and resolve problems, but also be your partner as you restore your pride and prestige”. The Telegraph reports that the accord is actually a "framework of agreement" that lays the broad contours under which new rules of the game will be written and signed, probably three months from now. Prime Minister stated that NSCN's accord will not only inspire other insurgent groups to return to peace but also want NSCN to be partners in protecting the eastern frontier with Myanmar. The Indian Express on August 3 reports that peace deal rests on a breakthrough formula which does not involve redrawing the state’s borders. Instead, the sources said, the deal involves creating a mechanism which would create institutions allowing autonomy to Naga tribes living across the border in Manipur. In addition, the sources said, negotiators had agreed to set up a mechanism to discuss decommissioning of arms now held by NSCN-IM. NSCN-IM’s main demand had been of a 'Greater Nagalim', which would include all contiguous Naga-inhabited areas in Manipur, Assam, Nagaland and Arunachal Pradesh. Further, R.N Ravi, the chief interlocutor of GoI for Naga peace talks stated that the agreement was signed in view of the request made by NSCN-IM ‘chairman’ Isak Chishi Swu, who wanted an agreement signed between the two entities in his lifetime. Asked what the “major issues” were agreed upon, Ravi, refused to divulge much but admitted, that issues such as sovereignty and integration was also deliberated and some formula worked out for them. On the signing of ‘Naga Peace Accord’, Ravi said “Nagas have suffered all these years because of lack of understanding. Their dignity and pride has to be restored. Their uniqueness will be reflected in all the competencies.” Emissary to collective leadership of NSCN-IM, V.S Atem, stated that “we have agreed to share sovereign power with each other”. Asked whether integration issue was also agreed upon, Atem claimed that “everything was on board” adding “yes integration will be in the agreement”, reports Nagaland Post on August 4. A statement issued by Nagaland Chief Minister's office stated “The chief minister has expressed confidence that both parties have taken into account the aspirations of the Nagas as expressed by the mass-based Naga civil societies during their interaction with the interlocutor R.N. Ravi. Our people have been struggling for more than six decades for a settlement to the Naga issue, and the signing of the peace accord is a welcome step towards such a settlement. This positive development will pave the way for a permanent solution acceptable to the Nagas." Joyson Mazamo of Naga Hoho (apex body of Naga tribes) stated that “Until and unless we see the contents of the accord, it is difficult to say anything. We were not involved in the talks with the government, though. The I-M group does not represent the entire Nagas but it has popular support.”, reports The Hindu.

The Minister also told the Lok Sabha (lower house of Indian Parliament) that the Government of India (GoI) was supplementing the efforts of state Governments in the region by deploying Central Armed Police Forces (CAPF) to fight insurgency. He said in a written reply that the CAPFs were providing security to vulnerable installations and infrastructure projects based on threat assessment. Stating that there was no proposal to reduce the deployment of central forces in North East, he said State Governments were reimbursed security-related expenditure. The other measures taken by the Government were sanctioning of India Reserve Battalions (IRBNs), banning unlawful associations, declaration of “disturbed areas” under the Armed Forces (Special Powers) Act, and issue of notifications for unified command structure.

A panel, comprising six or seven members, including senior leaders V.S. Atem, Rh. Raising and A.K. Lungalang, will flesh out a Memorandum of Settlement with GoI. Although sources have said that the accord protects the territorial integrity of Nagaland's neighbouring states with substantial Naga populations, GoI and NSCN-IM has shied away from making any announcement. NSCN-IM sources said that said that "decommissioning of arms" cannot take place unless Government fulfils all its obligations. An NSCN-IM leader stated that "It is a 'framework agreement' - an arrangement where it has basically acknowledged the unique history of the Nagas. The Nagas' uniqueness will be reflected in all the competencies. "As per an intelligence input, Ali had joined the Students Islamic Movement of India (SIMI). After SIMI was banned in 2001, he reportedly joined a Pakistan-based outfit, most likely the LeT. He was out of police radar ever since. Now, he has returned," the official sources stated. Sources said after completing his matriculation from a madrasa (Islamic Seminary) at Rangiya in Kamrup District, Raju had joined a madrasa in New Delhi in 1998. The All Assam Students' Union (AASU) has issued a 14-point resolution urging the Narendra Modi Government for a bilateral treaty with Bangladesh for deportation of "illegal foreigners" and push for implementation of the Assam Accord, reports The Telegraph on August 13. The resolution was passed at a two-day seminar organised by the union while observing 30 years of the Accord signed in 1985 by then Prime Minister (PM) Rajiv Gandhi. The resolution urged the Centre to sign a "bilateral treaty" with Bangladesh government for deportation of illegal migrants. The AASU also asked to set up detention camps for illegal migrants. Union Home Minister (UHM) Rajnath Singh and Minister of State for Home Kiren Rijiju attended the seminar and assured that the Centre will not only implement the Accord but also hold tripartite talks with the AASU and State Government to discuss measures to prevent infiltration from Bangladesh. Rajnath Singh said he would visit the international border in Assam this month.

The operation took place in the dense jungles of Rabha Para in Kokrajhar District after the army received a tip-off. According to reports, there were four militants, but only one of them was injured and later succumbed to his injuries. The body is yet to be identified. The militants were planning to plant a powerful Improvised Explosive Device (IED) on the Guwahati-Kokrajhar railway track to disrupt the Independence Day celebrations. An IED weighing around seven kilograms has been recovered, Police said.

Most of the cadres of Garo National Liberation Army (GNLA) refused to adhere to the orders of the Commander-in-Chief (C-in-C) to attack very important person (VIP) convoys and disrupt the Independence Day (August 15) celebrations in vulnerable areas under the outfit striking distance, reports The Sentinel on August 17. A top senior Meghalaya Police official revealed that the armed cadres refusal is attributed to the simmering disgruntlement within the rank and file in the outfit and the heavy security beef up ahead of the auspicious day throughout the volatile five Districts of Garo Hills in Meghalaya. A Police official said that intelligence inputs clearly stated the GNLAs military chief Sohan D Shira had directed the area commanders to carry out a revenge act through an all out attacks on VIP convoys and areas scheduled for their visits. “It didn’t fructify because the cadres refused to carry out the orders”, stated the official besides claiming that the security agencies infiltration into the GNLA has make a difference to defy the cruel diktat that can create more home to the civilian population.

Last month, NLFT chief Biswamohan Debbarma, who is allegedly taking shelter in Bangladesh, had addressed a letter to the UMHA expressing his outfit's desire to lay down arms and join the mainstream but he had set undisclosed political terms and proposed that Mizo National Front (MNF) leader and former Mizoram Chief Minister (CM) Zoramthanga and former militant leader and Tripura MLA (Member of Legislative Assembly) Bijay Kumar Hrangkhawal be allowed to act emissaries on the outfit's behalf. A senior intelligence officer said the ministry has ruled out any precondition, political or otherwise, and refused emissaries in the talks. A formal communication in this regard has already been sent to Debbarma. "It has been made clear to the NLFT that there will be no political concession or even discussion on the matter. The Centre will do nothing over the state government, so political demands cannot be raised. Only modalities for surrender, date and other related details will be discussed when the talks are held," he said. He explained that political concession within the parameters of the Constitution could be considered for groups that claim to represent a section of people. "In Tripura, the political process is vibrant with more than 90 per cent people cutting across ethnic lines participating in successive elections. Hence, there is no question of political demand or concession to the NLFT," the official said. He added that if the NLFT leadership agrees, representatives of the state government would attend the final round of discussion for finalising the modalities of surrender and the rehabilitation package.

Police stated that Silbirth was involved in planting IEDs targeting Police vehicles and personnel at Raja Rongat tri-junction in January 2015 and lobbing of grenade at a wine store near Abiagre in South Garo Hills, procuring of arms and ammunition such as shot guns, rocket launchers, 2-inch mortars, HK, 4 AK(s), G3, carbine, M50 rifle, ammunition, etc., from Bangladesh through Indo-Bangla border and from Dimapur, Nagaland through the borders of North Garo Hills. Silbirth was also involved in large scale extortions from businessmen in South Garo Hills, West Garo Hills and Mankachar area, Assam. In one incident he had burnt the vehicles of traders from Mankachar, Assam at Chokpot, South Garo Hills when they did not pay the money. Cyber crimes witnessed a 69 per cent increase in 2014 with the maximum cases registered under the now-repealed Section 66A of Information Technology (IT) Act, according to 'Crime in India 2014' report published by the National Crime Records Bureau (NCRB), according to Deccan Herald. Police registered 9,622 cases of cyber crime in 2014 as against 5,693 in 2013 with Maharashtra, Uttar Pradesh (UP) and Karnataka together accounting for 48.18 per cent of the cases across the country, the report said. While Maharashtra topped the list with 1,879 cases, a 107.2 per cent rise from 907 cases the previous year, Uttar Pradesh which came second with 1,737 cases, registered a 154.7 per cent hike from the previous year's figure of 682. Karnataka, witnessed 91.4 per cent rise in cyber crime cases from 533 in 2013 to 10,20 last year. The increase in cases was also reflected in the number of arrests, which reported a 74.3 per cent rise from 3,301 to 5,752. The report showed that the maximum number of cyber crimes were related to Section 66A, which was declared void by Supreme Court in March, 2015. A total of 4,192 cases or 44 per cent of cyber crimes were registered under this section in UP (898) and Karnataka (603). While, Assam registered 377 cases.

The Task Force pointed out that around three lakh people in around 250 villages are living in the 10-kilometre belt along the international border and as there is hardly any presence of administration in the area, the people are left at the mercy of “God, militants and undesirable elements”. Highly placed security sources stated that more than 180 militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have been arrested since the crackdown on the organisation was launched after December 23 massacre, reports The Assam Tribune on August 24. Also 280 couriers and sympathisers of the militant group have also been arrested. Sources said that 25 militants headed by Bidai are still inside Assam and they are hiding in thick jungles near the Manas National Park. The group narrowly escaped on May 7 when the forces busted their camp and since then the group is on the run. According to information available with the security agencies, the group managed to sneak into Bhutan on July 2 and stayed in that country for a month or so before returning back to the State. To avoid arrest, the group has split into two parts. One part is headed by Bidai, while the other is by the ‘commander’ of the ‘third battalion’ of the outfit. Security sources also said that, after arrest of two militants identified as B Birdao alias Bipin Brahma and Philip Basumatary, they revealed that militants were facing severe shortage of food and medicines. But the group has a number of sophisticated weapons including AK series rifles and they are using solar panels to charge their phones. They are mostly using mobile phones of Bhutan. In related news, Asian Age on August 24 reports that more than 120 cadres, including 25 women, of NDFB-IKS have resorted to farming of potato and paddy for their survival inside the wild forest of Myanmar. Referring mobile intercepts and conversation of the NDFB cadres, security sources said that the outfit has also generated a huge debt, as the Independent faction of United Liberation Front of Asom (ULFA-I) was lending money for ration and other necessities of the NDFB cadres in the Myanmar camps. Security Sources also added that B. Bidai was also willing to surrender but tough stand of Government has created a fear psychosis among the NDFB leadership.

He said though Nagaland enjoyed absolute safeguard as per the Article, the Centre would have ‘eminent domain’ and overriding power. Ravi said the first point in sharing sovereign power was that Nagas will be the ‘master’ and secondly, in case of minerals and resources “whatever is below and above land” will belong to Nagas. Ravi said sharing sovereign power will not be mere semantics or playing with words but that there will be a “genuine devolution” where Nagas will become “almost sovereign-like.” He said this was what Government of India translated in terms of uniqueness of Naga history. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities were “talking about Nagas comprehensively” and not only about Nagas of Nagaland. While information from various sources reported that the NSCN-K team was ambushed, Public Relations Officer (PRO) of AR however claimed that NSCN-K had fired upon Security Forces (SFs). Sources said six of the fatalities were NSCN-K and two were reportedly civilians. Two women and an Army trooper were injured too. Though it could not be confirmed, sources said one of the injured woman is the wife of NSCN-K functionary and ‘PRO’, ‘colonel’ Isak Sumi. Kanglaonline further adds that large quantity of arms and ammunition were recovered and that one soldier was injured. Meanwhile the State Government has written to the Centre to provide one time financial package to the Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) cadres, reports The Shillong Times. A Home department official said that the Government is yet to receive any communication from the Centre in this regard. The Agreed Text for Settlement signed on September 24, 2014 did not specify any amount of money to be awarded to the cadres as one time financial package unlike the agreement with other militant outfits of the Northeast. According to an earlier scheme each cadre was supposed to get INR 150,000 as one time financial package, the State Government now wants it to be enhanced to INR 250,000.But the Centre is yet to give any reply to the request of the State Government, the official added.

The Garo National Liberation Army (GNLA) on August 30 warned non-tribal candidates to abstain from taking part in the Garo Hills Autonomous District Council (GHADC) polls, which is slated for October 12, reports The Shillong Times. In a release issued by the GNLA's ‘joint publicity secretary’ Garo Mandei Marak, the outfit has asked the non-tribal communities to neither contest nor cast their votes in the election. "Anyone taking part in the poll process will be responsible for their own fate," the outfit threatened. It also asked the political parties not to encourage non-tribal people in the district council polls. "The GHADC is solely meant for the benefit and welfare of the Garos. No political party or law can ever change the heritage of the A'chik," the release said. The outfit further warned members of district council, political leaders not to modify the Garo customary law for their personal benefits. "Anybody trying to meddle with the customary law will not be spared by the GNLA," it added.

A day after protesters burnt the houses of their representatives to protest the passing of three Bills in the State Assembly that are seen as ‘anti-tribal’ and infringement on the traditional tribal land ownership rights, more violence seized Churachandpur District as the death toll reaches 7, reports The Sangai Express. The Telegraph further adds that three protesters died in Police firing on September 1 and four were during the arson incidents on August 31. On September 1, protesters defied the curfew and attacked the police, forcing the latter to fire in the air. An irate mob set Churachandpur police station on fire this afternoon. The police fired in retaliation, resulting in the death of three protesters and injuries to two. The fatalities have been identified as Khai- zamang, Khamthianmuan and Zamminthang Valte.

Even 48 hours after ‘missing’ of two villagers from Maldakumarpara tribal hamlet under Ganganagar Police Station in Dhalai District near the Chittagong Hill Tract (CHT) area of Bangladesh, the authority of Bangladesh Border Guards (BGB) is yet to track them out, reports Tripura info on August 31. On August 31, protestors torched the private houses of Lok Sabha (lower house of Indian Parliament) Member of Parliament (MP) Thangso Baite, Health Minister Phungzathang Tonsing, Assembly Hill Areas Committee chairman Chaltolien Amo and Congress legislators T.N. Haokip, Manga Vaiphei and Vungjagin Valte, located in and around Churachandpur town. Churachandpur Deputy Commissioner Lunminthang Haokip said that on August 31, two persons died of bullet injuries, one was charred to death as the houses were set on fire and the fourth died in a road accident caused by road blocks. He, however, could not say who fired the shots. Minlan Gangte, information secretary of the Kuki Students Organisation, Churachandpur stated that "The amendment of the bill disturbs the rights of the tribal people. People are angry because our representatives did not speak for us when it was passed in the Assembly," He said the land law has not been extended to the hills till now and if it is extended to the hills it will disturb the tribal people's rights.

The Election Commission (EC) is yet to decide whether Mizoram's Reang tribals, who have been living in relief camps in Tripura for the past 18 years, should be included in Mizoram's electoral list or not, an official said on August 31, reports Tripurainfo. Around 31,300 Reang tribals, who locally call themselves "Bru", have been living in seven makeshift camps in northern Tripura since October 1997 when they fled Mizoram after ethnic troubles following the killing of a Mizo officer. Mizoram's Joint Chief Electoral Officer F.J. Liantluanga said that "Following the Election Commission's instructions, a special summary revision of electoral list of Mizoram is being undertaken by the state election department. The summary revision of electoral rolls would not cover those tribals living in relief camps in Tripura." The General Secretary of the Mizoram Bru Displaced People's Forum (MBDPF), Bruno Msha said that "If the Reang refugees remained out of the revision process, it would be a blatant violation of the fundamental rights of genuine Indian citizens.”

A member of Kuki Student Organisation (KSO) stated that “Our land is protected by the 6th schedule. We believe that the Manipur government has slyly introduced the Land Reforms Bill under the garb of ILP. In any case the tribals have not been supporting the Inner Line Permit (ILP) movement – it is primarily a Meitei demand. We feel that by introducing the land Bill the Manipur government and the Meiteis will try and grab our land. The land in tribal hill areas is governed by customary laws and is held by the Chieftain on behalf of the villagers. With this Bill the land will fall under the deputy commissioners and the Manipur government, and they will try and take our land from us”. According to the report for the first time in years, traditional rivals Nagas and Kukis have come together to agitate against the bill in the face of “a common enemy’’. KSO member also added that “One of the clauses in the bills passed yesterday is to set 1951 as the base year to identify non-indigenous people, who are regarded as outsiders. “But tribal society has not kept records of settlers. Besides the first elections were held in 1971. How are we to establish who is a late settler and who is not. This is just a ploy to get rid of us and reduce our numbers. State government has meanwhile hastily declared that the MLR & LR amendment Bill will not harm the interest of those residing in the hills. State education minister M Okendro in a statement said the amendment of the MLR & LR Act is to only lengthen the process for land buying by non-Manipuri people/ non-permanent residents and that in order to buy land non-Manipuris must now submit an application to the respective deputy commissioners. He further said that the law will extend only to the four valley districts and not the tribal Hill Districts of Manipur.
