Maoist leader Aditya Bora, who was arrested on October 1, had floated the Revolutionary Peoples Group (RPG) to get training from the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Police said on October 6. Police sources said the NSCN-IM had refused to give training to Maoists. Hence Bora tried to get training for Maoist cadres operating in Upper Assam under the cover of RPG. Bora, the founder of Upper Assam Leading Committee (one of the three Maoist organisations in Assam), along with two associates were arrested from Khakandaguri area in Golaghat District on October 1. Interrogation of the trio has revealed that Bora was also the key liaison person between Maoists and the Peoples Liberation Army (PLA) of Manipur and would sent Maoist cadres for training to Manipur and Nagaland, the sources said. According to the sources, Upper Assam Districts are becoming a hotbed of Maoist activities. While arms training of its cadres take place mostly outside Assam, political training is imparted to them in Upper Assam itself, report said.

Police arrested a Communist Party of India-Maoist (CPI-Maoist) leader, identified as Aditya Bora alias Baba (41), from his hideout at Khakandaguri under Dergaon Police Station in Golaghat District on October 1. A team, led by Additional Superintendent of Police (ASP) Numal Mahatta, during the raid, also arrested two of Bora's associates, Uttam Hazarika (25), and Binanda Bora (21). Some demand notes and ammunition, including a 9mm pistol and 12 cartridges, were seized from Bora, a science graduate and a resident of Betoni Gaon in Dibrugarh District. Mahatta said Bora, who was the secretary of Indian Student Association (Leftist), formed an organisation, the Upper Assam Leading Committee (UALC), affiliated to the CPI-Maoist, after he came in contact with Bipul Chakrabarty, a resident of West Bengal and founder of similar outfits. "The Upper Assam Leading Committee operates in Assam and Arunachal Pradesh. Today's arrest is a major success in the anti-Maoist effort," Mahatta added.

Suspected Garo National Liberation Army (GNLA) militants on October 1 killed two Policemen near a hanging bridge at Kusumkolgre in Williamnagar of East Garo Hills District, reports The Telegraph. The two Constables, Helpingstone Nongkseh, and Kundan Dalu, both 24, in civilian clothes, were travelling from the Bolkingre camp to Williamnagar on a motorcycle around 3 pm when the militants opened fire, killing them on the spot. "It is really a sad day for us. The militants fired at them from point-blank range," said East Garo Hills, Additional Superintendent of Police (ASP) Anand Mishra. He said the Constables were on their way to Williamnagar to collect money from an ATM, when the incident took place.

Assam Director General of Police (DGP) Khagen Sarma on October 1, said anti-talk groups from the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K) have entered the state to conduct subversive activities and added that both these outfits were behind the attack on the Kakopathar Police Station in Tinsukia District on September 30, reports The Morung Express. Police were on the alert to foil attempts by these outfits to carry out their evil designs, Sarma told media persons on the sidelines of an Assam Police Day celebrations function at Kahilipara in Guwahati city. “The United Liberation Front of Asom (ULFA) and Nationalist Socialist Council of Nagaland (Khaplang) cadres wanted to attack in a big way but quick retaliation by an alert police force made the militants flee,” the DGP said. “We have seen ULFA and NSCN (K) cadres come together in the recent past,” Sarma said referring to the formation of United Liberation Front of Western South East Asia (UNLFW) by the ULFA, NSCN-K and some other north-eastern militant outfits

National Investigation Agency (NIA) has learnt that the National Democratic Front of Bodoland-Songbhijit (NDFB-S) which carried out the Kokrajhar attack at Assam was planning more strikes in the state, reports Nagaland Post on October 2. Following the arrest of Amal Mushahary, the NIA raided his home and recovered a cache of arms. During the raid that was conducted, the NIA recovered two hand grenades, seven rounds of 7.65 calibre along with one magazine of same calibre. The NIA has also learnt that Amal alias Aogoi had played a major role in the killing of the tribals at Kokrajhar in Assam in the month of December 2014. The NIA says that Amal was in a senior leadership position in the NDFB-S as head of internal intelligence, finance member and also Personal Secretary to outfit’s military chief G Bedai. Amal told the NIA that he was with Bedai and ‘deputy military chief’ M Biban alias Batha along with 40 other cadres in the jungles bordering Bhutan after the massacre of 23rd December 2014.

Security Forces (SFs) arrested four militants belonging to the Dima Hasao National Army (DHNA) from Peren District in Nagaland on October 2, while they had gone there to procure arms, reports Indian Express. One person held captive by the militants was also rescued during the operations. While Thaijandro Langthasa alias Jaman, ‘commander-in-chief’ (C-in-C) of the outfit was arrested from a hotel in Jalukie town in Peren District along with an accomplice, the outfit’s ‘deputy C-in-C’, one Dimon Haslong alias Choudhury was arrested from a hideout in a forest near Langokro. The fourth militant, identified as Isac Liangmai was arrested following a search conducted in Khelma. Assam Rifles (AR) Public Relations Officer (PRO) based in Kohima said that while the initial operation was carried out by troops of 18 AR in Peren District in Nagaland, they were later backed up by 43 AR and the Assam Police in the subsequent operations along the Assam-Nagaland border areas. The militants had gone to Nagaland to establish contact with the National Socialist Council of Nagaland-Khaplang (NSCN-K) and procure arms. The SFs also dug out three caches of arms and ammunition from the hideout in the forest near Langokro, which comprises several assault rifles, ammunition, radio set walkie-talkies, detonators, combat dresses, and incriminating documents including a bunch of extortion notes, the PRO informed.

The statement said that its town ‘commander’, Laltlansang alias Sanga, has been terminated for his reported involvement in activities which are seen as detrimental to the current tribal movement. Five other individuals who are charged with the same treason by the womenfolk have also publicly apologized, it added. Based on intelligence reports about presence of a new militant camp across the Simsang River, Police launched a search operation. As the commandos advanced towards a hillock not far from Songmagre Gittim village, close to District headquarters Williamnagar, GNLA sentries perched above spotted the raiding Police party and raised the alarm. “There was a very heavy exchange of fire for some time and our boys spotted around three cadres sustaining injuries,” informed District Superintendent of Police (SP) Davis Nestell R Marak. The militants abandoned their positions and fled with their injured comrades leaving behind a hand grenade, three wireless communication handsets, GNLA documents and camp items such as food stock, bags and tents. A series of developments in the north-east, especially in Manipur, since the August peace accord between the Centre and the Naga rebel group National Socialist Council of Nagaland –Isak Muivah (NSCN-IM), have raised serious concern that the security situation in the region could dramatically worsen in the coming months. Dim is the assessment from sources in the military and other security agencies about developments in Manipur, where the NSCN-IM has probably set up a training camp, has already recruited a few hundred new cadres, and is contributing to possible new flare-up of inter-tribe tensions in the fragile State. Sources said inputs show that since the August 3, 2015, peace accord, signed in the presence of Prime Minister Narendra Modi in his official residence, reports of extortion, arms and drugs smuggling have registered a rising trend in Manipur. “Most of it is being done by I-M (NSCN-IM) cadres,” an unnamed senior official said. A couple of sources said they believe the outfit has already set up new camps in the hills of Manipur to accommodate fresh cadres recruited since the peace accord. One official said about 400 Nagas may have been recruited by the NSCN-IM since the accord. There were reports last month of the group recruiting new cadre from parts of eastern Nagaland. “Various temptations are being offered, among them that the I-M (NSCN-IM) cadres would get absorbed into the Indian military or paramilitary in the future,” one senior military officer said. The NSCN-IM is believed to have had about 2,500 cadres before the peace accord. The insurgent group could be targeting recruitment of another 1000 cadres, mostly from Manipur, he said.

Inspector General of Assam Rifles - North (IGAR-N) Public Relations Officer (PRO) said that based on specific inputs regarding “extortion, detention, peddling arms ammunition and drugs at Half Nagarjan (Dimapur District), 32 AR led by its Coy commander conducted a house search was found that it was an illegal detention center of NSCN-IM”. PRO said one Rovisalvo Angami was detained by NSCN-IM under Operation Acceleration Dimapur Town. Upon questioning, PRO said Rovisalvo was “taken into custody by NSCN-IM, was beaten and was placed in a closed chamber with no ventilation by NSCN-IM cadres.” The arrested NSCN-IM cadres were identified as ‘Sergeant Major’ Trihah, ‘Sergeant Major’ Yetovi, ‘Sergeant Major’ Aketo, ‘Corporal’ Lamek Rongmei, ‘Corporal’ Among and Vikhuho. AR also recovered large number of incriminating documents, PRO said. It also agreed that the NNC shall always maintain the non-violence policy and diplomatic relations with the neighboring countries and other nations in the world. It further asserted that the NNC has nothing to do with the Framework Agreement which was signed between the GoI and the NSCN-IM on August 3, 2015. The NNC has taken strong exception to the remark made by the Governor of Nagaland & Assam, PB Acharya that “the NSCN-IM is the leader of the insurgent groups and it claims that it has the monopoly over all representing the Nagas. That is why the government is engaging with it”. “Just because NSCN (IM) has the resources to trouble the Indian state or to muffle its own people with their muscle power if desired, it does not make them the leader of the Naga people. A leader, on the contrary, is someone who commands the loyalty and respect of the people and one who represents the hope and aspiration of the people,” the NNC stated. Further, NNC on October 9 lauded Aung San Suu Kyi, the leader of Myanmar’s National League for Democracy, for speaking out boldly about Nagas of Eastern Nagaland for peaceful settlement. NNC quoted Suu Kyi as saying, “India has to work to come to a peaceful settlement with the Nagas.” She also vowed to ensure transparency to deal with the Nagas if voted to power. NNC in a release welcomed international leaders who were and are concerned for the Nagas and appealed to the leaders of other countries to speak for the Nagas for peaceful settlement in the interest of peace and development in the South East Region. The NNC prayed that the National League for Democracy come to power for freedom of democracy in the Myanmar election next month.

The startling facts came out during interrogation of top Maoists leader of Assam, Aditya Bora, who was arrested on October 1. Police sources said that Bora alias ‘Baba’, was a most wanted in Assam Police list. He was the founder of the Upper Assam Communist Party of India-Maoist (CPI-Maoist) and used to take direct instruction from CPI-Maoist Politburo member Prasanta Ghosh alias Kishan Da. He also revealed that after most members of the CPI-Maoist who operated across the state, including in lower Assam, Upper Assam and Barak valley region were arrested between 2012 to 2014, and he was busy reorganizing the group. He himself created a sleeper cell and got fresh recruits. It was not possible for him to send out the recruit for training to Jharkhand and Chhattisgarh due to scaled up operations. As such he was asked by the top leadership to float a ‘shadow’ organisation named Revolutionary Peoples Group (RPG). Police sources further added that the RPG then established contacts with the NSCN-IM, so that it can get its new recruits trained in Nagaland. The CPI-Maoist already had an understanding with the Revolutionary Peoples’ Front (RPF) of Manipur and Bora tried to send his cadres across the border to the RPF base at Sagaing division of Myanmar, sources added.

According to the Government gazette notification issued after the Cabinet decision on September 16 to declare the NSCN-K as an unlawful outfit, it mentioned NSCN-K’s involvement in four attacks-- including three attacks on Assam Rifles (AR) in February, March and May, but makes no mention of the audacious attack on the Army in June which prompted the Government to launch a counter-strike inside Myanmar and killing several militants. However, a UMHA official said this is so because the Cabinet note for banning NSCN-K was initiated by the Home Ministry even before the June strike on the Army since NSCN-K had unilaterally abrogated the ceasefire with India in March. “There is no doubt whatsoever that NSCN-K is behind the June 4 ambush on the Indian Army - the National Investigation Agency (NIA) has lodged a case in this regard and also declared rewards on the two top NSCN-K leaders, S.S. Khaplang and Niki Sumi, who are in Myanmar,” a senior MHA official clarified. Report adds that, it was so far believed that the step to ban NSCN-K was only initiated after the June 4 Chandel attack but it now transpires that the Home Ministry had plans to ban the outfit since March. Inspector General of Police (IGP) Dr L R Bishnoi said that a joint team of Police and Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA) unit busted the NDFB-IKS camp inside Manas Reserve Forest under Panbari Police Station in Chirang District. Acting on a tip off, the police arrested Sombaru from Amlaiguri village and during interrogation he confessed to supplying ration to the NDFB-IKS' camp and agreed to take the force to the spot. As the security personnel approached the area on foot through dense jungles, the militants started firing on them from automatic weapons and one of the bullets hit Sombaru who was in the front showing the way, Bishnoi said. Reports added that the security personnel and NDFB-IKS militant exchanged fire for 15 to 20 minutes before they escaped taking cover of the dense forest. Police then found a temporary camp and preliminary investigations revealed that NDFB-IKS ‘vice chairman’ G Bidai along with six militants - Bidai, Batha, Jarimin, Birbai, Jwetwn and Jewthi - had been staying there, the IGP said. From the camp, Police recovered 45 rounds of AK ammunition, 19 rounds of M-16 ammunition and other household items.

According to Independent Mon News Agency report, U Hla Maung Shwe, of Myanmar Peace Center (MPC) said: “According to what both sides have agreed, the NCA will be signed on October 15”. The event would be held at Myanmar International Convention Center-2, in Nay Pyi Taw. Assam Rifles (AR) on October 12 claimed it rescued three Naga youth who were kidnapped by the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for forced recruitment in August from villages of Peren District. According to a press statement from Public Relations Officer (PRO) AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. The rescued boys have safely reached home, the AR also informed.

During his last visit to New Delhi, the Chief of the Myanmar Army had promised to strengthen the presence of the Army along the areas bordering India. Sources said that according to inputs available with the security agencies, there was some movement of Myanmar Army personnel along the international border areas in the month of August. Though the Army personnel did not launch any operation, the movement created panic among the militants. The security agencies received some intercepts of communication of the militants, which proved that they were apprehensive of strong Army action and some militants even tried to shift weapons from the camps to comparatively safer places. But the additional troops sent to the bordering areas reportedly went back without launching any operation against the militants.

Security sources said that the ULFA-I is making desperate attempts to launch extortion drive, particularly in the upper Assam Districts. But the militants are not getting enough funds to sustain in Myanmar. The people who received extortion notes from the ULFA-I are not willing to pay the demanded amount any more, forcing the outfit to negotiate the amount and there were occasions where they were forced to accept even small amounts, sources added. The situation is even worse for the NDFB-IKS and the outfit has reportedly gone into heavy debt as the flow of funds has been totally squeezed. The main source of income of the outfit was kidnapping. But after the massive crackdown launched against the outfit in December last year (2014), NDFB-IKS was not being able to indulge in any kidnapping. According to information available with the security agencies, at least 200 cadres of the NDFB-IKS are staying in the camps in Myanmar, including two batches of new recruits. The outfit is not in a position to send them to Assam, while, the leaders are finding it tough to sustain the camps in Myanmar. Facing severe financial crunch, the NDFB-IKS militants are now engaged in cultivation near the camps in Myanmar. Sources, however, admitted that both ULFA-I and NDFB-IKS do not have shortage of weapons and they may resort to selling of arms and ammunition to other militant groups in near future.

A statement of the CorCom said it has been observing the day when Manipur king Bodhachandra was made to sign the Merger Agreement under duress in Shillong and enforced on October 15, 1949 as National Black Day. The spokesperson of the organisation, Jogeswar Kalita, in a press release said that at the time of sealing the Bodoland Territorial Council (BTC) Accord, more than 800 villages were illegally and undemocratically included in BTAD. Though, as per the Accord, the villages with less than 50 per cent Bodo population could not be included in BTAD, but the same was done by supplying false reports and records at the time of preparing the model for the BTAD, he alleged. India on October 13 claimed that a camp allegedly belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) was demolished along the Indo-Myanmar border by the Myanmarese Security Forces (SFs) forcing them to change their location last weekend. The camp, located at Myanmarese village Monlei, across Tuensang in Nagaland, was completely destroyed by the Myanmarese Army, official sources quoted reports from Myanmar as saying. The camp was located in the same area where Indian Army carried out operations against NSCN-K during which top Government officials had claimed loss to the group. They said the camp was located just across the Indo-Myanmar border and perhaps the authorities in that country did not want such camps to continue near the border. However, there was no clarity on the casualty in that operation. The Asian Age adds that the camps of the outfit’s ‘vice-president’ Khango and the ‘self-styled military advisor’ of the NSCN-K Niki Sumi are learnt to have been destroyed by the Myanmarese forces. However, NSCN-K on October 13 informed that Myanmar Army, in a military operation led by one Lieutenant colonel Min Thaw Hein, of 364 Battalion, burnt and destroyed temporary refugee camp of the Naga Army established at Pou Nyiu and Langtin villages in Myanmar, reports Morung Express. The military operation took place despite a bilateral ceasefire agreement for peaceful relationship existing between the NSCN-K and the Myanmar Government, a ‘Ministry of Information & Publicity (MIP)’ release stated. The date of the occurrence of the operation was not specified. The NSCN-K maintained that it had already vacated the temporary camp in upholding the bilateral ceasefire agreement between the NSCN and Nyapithaw Government and had expected the Myanmar operation commander to uphold the same.

A 7.62 mm pistol with some ammunition was recovered from his possession. Narzary was trained under NDFB-IKS’s top leader Batha along with 180 other cadres near the border with Arunachal Pradesh. He was allegedly involved in last December’s attack on Adivasi villagers in Sonitpur and Bodoland Territorial Area Districts (BTAD), a Defence spokesman said. New Delhi’s efforts to ensure peace in the Northeast may go futile as the banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and other powerful ethnic rebel groups of Myanmar, who operate close to the India border, might not sign the National Ceasefire Agreement (NCA) with the Myanmar Government, reports Deccan Herald on October 15. The proposed NCA was seen as a major development in Myanmar ahead of the November 8 general elections in the country that is said to be on a transition towards democracy. However, if sources are to be believed, major groups like the Kachin Independence Army (KIA) operating in the Kachin state that shares border with Arunachal Pradesh are not signing the pact. Only eight of the 20-odd ethnic rebel groups of Myanmar are expected to attend the event for formal signing of the NCA at Naypyidaw on October 15. The Myanmar Government has requested foreign observers to be present in the event. Ministry of External Affairs (MEA) sources confirmed that India will also send its representative. But Delhi is closely monitoring the possibilities of the NSCN-K, which has substantial presence in the Naga-dominated areas of Northern Myanmar, signing the NCA. It has also kept its eyes on KIA which maintains links with almost all the Northeast rebel groups which have bases in the Namyun Township in the Naga self-administered western Sagaing division of Northern Myanmar. Union Cabinet on October 14 approved the revised cost estimate for a multi-modal transit transport project passing through Myanmar that will provide an alternate access route to India’s northeastern states, reports Morung Express. “The union cabinet, chaired by Prime Minister Narendra Modi, gave its approval for the revised cost estimate of Rs. 2, 904.04 crore (about Rs. 29 billion) for the Kaladan Multi-Modal Transit Transport Project in Myanmar,” an official statement said. “The project will provide an alternate access route to the northeastern region of India and contribute towards the region’s economic development and promote economic, commercial and strategic links between India and Myanmar,” it added.

Intelligence and media reports have suggested that the NSCN-IM has been openly recruiting fresh cadres both in Manipur and in neighbouring Nagaland. The drive, the reports said, began immediately after the signing of the framework agreement on August 3. It is not clear why the Naga group has been recruiting fresh cadres as the Centre and the group have been pushing for a final peace agreement at the earliest. Sources speculated that the recruitment drive could be fuelled by the hope that the Centre would raise security battalions with the cadres of the group once the final settlement is made.

The signing at the Myanmar International Convention Centre in Naypyitaw in Myanmar was witnessed by local and international observers. Among the eight groups are Kayin National Union, Kayin National Liberation Army - Peace Council, All Burma Students' Democratic Front, and Chin National Front, report said. International witnesses from the United Nations (UN), the European Union (EU), China, India, Thailand and Japan were present at the event. On behalf of the eight armed groups were their respective leaders. Speaking at the signing ceremony, President U Thein Sein underlined the event as a historic and significant one, saying that the road to future peace in Myanmar is now open. India on October 15 hailed the signing of peace agreements by Myanmar with eight rebel groups, which was witnessed by National Security Advisor (NSA) Ajit Doval and Prime Minister Narendra Modi’s special envoy for the Northeast RN Ravi and former Chief Minister of Mizoram Zoramthanga. The United National Liberation Front of Western South East Asia (UNLFWESEA), a newly formed platform of four militant outfits of the North-east region, is trying to rope in at least nine more outfits of the region into the platform to launch a united struggle against the Government of India, reports The Assam Tribune on October 16. So far, four outfits of the region – Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and the Kamatapur Liberation Organization (KLO) - are the constituents of the platform and efforts are on by the leaders of the Front to rope in other militant groups of the region to increase its strength, report added. ULFA-I ‘commander-in-chief’ Paresh Baruah said that two Meghalaya-based outfits, Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC), have already expressed their desire to join the common platform. He said that the formal process of these outfits joining the new outfit may be completed within this year. Baruah pointed out that seven militant outfits of Manipur have already formed a common platform called the Coordination Committee (CorCom) and they are likely to join the new front. Six outfits of Manipur are ready to join the Front immediately. “But we want the entire CorCom to join us. They have some problem with one of the constituents and we are hoping that they can settle their problems soon so that the entire CorCom can join us. We are expecting that the seven outfits of Manipur will be joining hands with us within this year,” he added. He also said that one outfit from Tripura would also be joining the front soon. Baruah admitted that SS Khaplang, the NSCN-K chief and ‘chairman’ of the new front, is under pressure from different circles to resume the peace process with the Government of India. However, he said that Khaplang has not taken any decision to resume the peace talks with the Government of India. He also said that Khaplang would not come for talks with the Government in the near future.

The Thein Sein Government gave this assurance to National Security Advisor (NSA) Ajit Doval and Interlocutor for Naga Talks, R.N. Ravi who flew in from Delhi to witness the signing of a National Ceasefire Agreement (NCA) between Myanmar and eight ethnic armed groups (EAGs) on October 15. Ajit Doval met President Thein Sein and Minister in the President’s office Aung Min during his 24-hour trip. According to report, even though Myanmar has a ceasefire agreement with NSCN-K since March, the army launched operations inside its western borders with India against NSCN-K militants on October 15. According to reports, the NSCN-K has training camps across the Manipur border with Myanmar and across the Vijaynagar salient in Arunachal Pradesh. NSCN-K staying out of the National Ceasefire Agreement (NCA) signed on October 15 between Myanmar and eight ethnic armed groups (EAGs), India feels it is a matter of time before Myanmar Army targets the outfit's headquarters in Taga in Myanmar Naga Hills (MNH), reports The Times of India on October 19. According to sources in the Indian intelligence establishment, the immunity that NSCN-K had enjoyed in Myanmar by virtue of its ceasefire arrangement with Yangon has ended as NCA, signed in Nay Pyi Taw, supersedes all previous ceasefire agreements. In fact, following NSCN-K's refusal to be part of the pact that requires all signatories to amalgamate their independent armed militias into regular army, Myanmar troops have launched punitive operations against the outfit's facilities in upper MNH. Two major bases at Ponyu and Langhting have been burnt down and a few weapons seized, driving out cadres to the forests and mountain hideouts. "The next target could be another major establishment at Yanching and NSCN-K headquarters in Taga," a senior intelligence official said. The official said NCA, for which India pushed hard from behind the scenes, was a win-win situation as it showcased India as a key player in establishing regional peace and helping its neighbours deal with ethnic conflicts.

Ravi and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have categorically denied the existence of a document consisting “NSCN-IM 50-point charter of demands”, purportedly to be tabled by NSCN-IM during the first round of meeting with the Government of India after signing of the August 3 ‘Framework Agreement’, reports Nagaland Post on October 18. Ravi termed the news report as “all false”, adding “no such demand has been made by NSCN-IM”. He termed the content in the so called 50-point charter of demands, as “a mischievous rumour”. As many as 598 foreigners were arrested for illegally crossing the International Border (IB) and entering Mizoram during 2010-15, State Home Minister R Lalzirliana informed the Assembly on October 20, reports The Assam Tribune. In a written reply to a question from Lalruatkima of the Mizo National Front (MNF), Lalzirliana said that the arrested foreigners were convicted by local courts and deported to their respective countries after completion of their sentences. He said that the illegal infiltrators entered Mizoram primarily for business purposes. The protection of boundary and cross-border intrusion is handled by the Border Security Force (BSF) under the Government of India and it did not appear the illegal intrusion was due to negligence, he added. The largest number of 228 foreigners, according to the Home Minister, was arrested in 2010, while only 13 foreigners were arrested during this year till August. No refugees from foreign countries were reported during the last six years, he said. Sandwiched between Myanmar and Bangladesh, Mizoram shares a 722-kilometre along the IB with the two countries. Lalzirliana said that 4,426 foreigners visited the State during the same period, and that the Protected Area Permit (PAP), restricting visits by foreigners to Mizoram and other scheduled areas in the country, was relaxed in the last five years. In another reply, the Home Minister said that 5,305 non-tribals were arrested and convicted for staying in the State without valid Inner Line Permits (ILPs) during the last six months and were deported to the neighbouring States.

In what could be a setback for the Naga peace accord, some cadres of Reformation faction of National Socialist Council of Nagaland (NSCN-R) - a faction which is part of the ceasefire accord - have decided to rejoin the Khaplang faction of NSCN (NSCN-K) alleging that the Indian Government and other Naga signatories to the pact were “playing dirty politics” by targeting them, reports Morung Express on October 20. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the Assam Rifles (AR) on “false charges of drugs trafficking and extortion”. He said its cadres are also being nabbed by the Isak-Muivah faction of NSCN (NSCN-IM) and NSCN-Unification (NSCN-U), which run a parallel Government in Nagaland, on cooked-up charges drug trafficking and extortion. “Due to the continuous torture and assault at the hands of security forces and NSCN-IM and NSCN-U, some of our cadres have decided to cross the border (into Myanmar) and again join NSCN-K. Though we are trying to prevent it, but if it happens due to the bias against us, we cannot be blamed,” an unnamed cadre said. Police recovered one AK 47 and 6 live rounds of bullets from his possession. Police sources said that during interrogation the accused revealed that he was formerly a cadre of Bru National Liberation Front (BNLF) and surrendered in the year 2006. But, he was now a member of the newly founded Rajesh Chorky faction of ULFBV. Rajesh Chorky is the ‘chief finance secretary’ of the barely 3 month old ULFBV. The Maoists have chosen the festival season to scout for youths from tea garden areas and ethnic groups in the tea belt for recruiting them into the insurgent fold, the sources said. They are also planning to recruit youths through their allies by sending details through WhatsApp about the youths’ education, family background and location, the sources added. According to sources, though the recruitment drive started a year back, the process has now been speeded up due to shortage of manpower in the Maoist camps as two batches after their 18-month training in Jharkhand and Odisha are ready to arrive by January 2016. In the belt along the Brahmaputra, short documentary films are loaded in 1GB/2GB mobile handsets so that the impressionable boys of age 12 to 13 years are influenced and brainwashed to join the Naxalite movement, said the sources. The other Indian representatives present at the signing of truce were National Security Advisor (NSA) Ajit Doval and interlocutor for the peace negotiation between the Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) RN Ravi. The Government of Myanmar had invited India to witness the ceasefire agreement. Accordingly, the Prime Minister’s Office had sent three Indian representatives including Zoramthanga to witness the peace pact. The peace pact was signed on October 15, between the Government of Myanmar and eight ethnic insurgent groups based in the country. KPLF/A has been imposing economic blockade on the national highways in Manipur with effect from the midnight of October 21 till October 31. At the same time, UNC has imposed 48-hour total bandh in all hill Districts of Manipur with effect from October 22 midnight. The strikes have been called as a part of the ongoing protest against the passing of three bills- The Protection of Manipur People Bill-2015, The Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill-2015 and The Manipur Shops and Establishments (Second Amendment) Bil-2015 by Manipur Assembly on August 31 last by various tribal based civil and student organizations. Around 20 Imphal-bound loaded trucks were stranded at Mao gate and beyond it on Nagaland side and only around 10 Imphal-bound loaded trucks stranded at Jiribam, reports said. Supporters of UNC sponsored bandh took to the streets on the highways at various places to enforce the bandh. On NH-37, bandh supporters reportedly blocked vehicular movement at Nungba and Oinamlong area of Tamenglong District. Bandh supporters also blocked Imphal-Ukhrul road at Litan of the District and Imphal-Moreh section of NH-102 at Liwa Chaning and Lamkang Khunou area. This comes as the leader of the group, SS Khaplang, has turned 75 and is reportedly not in good health, a CNN-IBN report stated. The report states that India has asked Myanmar Government to convince NSCN-K to resume talks. The move also comes after several Nagaland based civil society groups including the State Government had appealed to the Government of India to consider resuming talks/cease-fire with the NSCN-K, after it abrogated its 14-year ceasefire with India in March 27, 2015. With other NSCN groups already in a ceasefire with India, the Government believes a widely acceptable solution can be arrived at if Myanmar can help bring NSCN-K to the negotiating table.

Following the recommendations of the National Human Rights Commission (NHRC), the Assam Government has paid INR 4 million as relief to the families of six persons who were allegedly killed in separate Police encounters between 2010 - 2011, reports The Times of India. A statement issued on October 26 by the NHRC said, "In all these cases, the Government of Assam could not convince the Commission in response to its notices that the encounters were genuine and the police had to open fire in self-defence." Out of these six, four cases were registered by the Commission in the year 2010 while two other cases were registered in the year 2011. However, Police claimed that all these encounters were of the suspected extremists and were carried out by Police alone or in joint operations with Security Forces (SFs) in different Districts of Assam. Recording the compliance of its recommendations by the State Government, the Commission closed these cases in the month of September, 2015.

The outfit released a photograph of the official and also asked his family to ensure that the operation was put on halt in November. “If the government doesn’t stop and withdraw the operations against us and others (militants) in the Garo hills region within this week, we will be compelled to shoot the Meghalaya government official who is still in our custody,” the outfit’s joint publicity secretary, Garo Mandei Marak, said in a release. In another release, Marak said, “GNLA is asking the family members of BDO Jude Rangku T. Sangma and the government to withdraw the operations against us immediately from the entire Garo hills region.” The outfit warned that if a Police team arrived at the spot where the official is being held, it would immediately shoot him. “If operations against militants are not put to an end, we will kill the officer and his body might never be found again even for a proper burial,” the outfit threatened, adding, “We won’t hesitate to shoot him.” “To avoid such happenings, we demand the withdrawal of operations from all of Garo hills against us throughout the month of November for his safe release or else we will be left with no options and negotiations,” the release to the family said.

Speaking as the chief guest at the opening of North Timber Agency in 5th Mile in Dimapur, Rio said while Nagas keep yearning for peace and when an initiative was made to solve the vexed Naga issue, they came apprehensive. All Commercial Vehicle Association (ACVA) Wokha District on October 31 alleged that Reformation faction of National Socialist Council of Nagaland (NSCN-R) cadres ‘forcefully’ took INR 5000 as yearly tax from a driver of Wokha bound passenger vehicle (Tata Sumo) on October 21 at Zonal Taxi counter in Kezieke in Kohima, reports Morung Express.
