A militant of National Socialist Council of Nagaland-Reformation (NSCN-R) identified as ‘corporal’ Mankub Phom and three civilians were arrested for procession of illegal arms and ammunition from Longleng in Mokokchung District on April 1, reports Nagaland Post. The arrested civilians were identified as Taushong Phom, Nganom Phom and Phamugee. Nine muzzle loading rifles, one 12 bore rifle, one .22 rifle and pistol with magazines, ten live AK-47 rounds, 12 live 12 bore rounds, 46 live .22 rounds, 27 live 7.35 rounds, 50 grams gun powder, brown sugar and opium worth INR 1,15,000 and INR 30, 742 were recovered from the arrested individuals.

Armed Forces (Special Powers) Act (AFSPA) was extended in by another six months in Tirap, Longding and Changlang, which border Myanmar and specific areas under eight police stations of seven other districts bordering Assam, reports Nagaland Post on April 2. The three districts have been under the AFSPA, 1958 since January, 2016. A Union Ministry of Home Affairs (UMHA) notification stated that ‘Now, therefore, Tirap, Changlang and Longding Districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following eight Police Stations in the Districts of Arunachal Pradesh, bordering the state of Assam, are declared as disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2018 w.e.f. April 1, 2018, unless withdrawn earlier’.Meanwhile, AFSPA was partially withdrawn in two police station areas in West Siang and East Siang Districts bordering Assam, reports Nagaland Post. The two police station areas from where the Act has been withdrawn are Likabali Police station in West Siang District and Ruksin police station in East Siang district.The eight Police Stations where the Act will stay are Balemu and Bhalukpong police stations in West Kameng district, Seijosa police station in East Kameng district, Balijan Police station in Papumpare District, Namsai and Mahadevpur police stations in Namsai district, Roing Police station in Lower Dibang Valley district and Sunpura police station in Lohit district. Apart from Arunachal, the centre has put in force the Act is in whole of Nagaland state, a 10-km strip inside Meghalaya bordering Assam while the State Governments of Assam and Manipur now have the powers to keep or revoke the Act.

Assam police will recruit youths from insurgency-affected areas of the state to wean them away from militancy, reports The Telegraph on April 3. Chairman of State-level Police recruitment board, Pradeep Kumar, said stated on April 3 that the Assam Government has decided to recruit youths from militancy-hit areas against 10 per cent of the total vacancies. He also added that special branch of Assam police has identified 80 police station areas affected by insurgency and the recruitment would be carried out from these places. The recruitment board is likely to recruit 5,624 policemen, including 130 sub-inspectors, 1,851 unarmed branch constables and 3,643 armed branch constables.

The signing of the memorandum of Settlement (MoS) was held at the State Guest House, Chaltlang in Aizawl. The MoS was signed on behalf of the State Government by Chief Secretary Arvind Ray, while the HPC-D was represented by its president H. Zosangbera. Moreover, Additional Secretary in Home Department Lalbiakzama stated that would lay down 48 sophisticated arms during the homecoming ceremony, tentatively scheduled for April 12 at Central Training Institute, Sesawng. According to the agreement, the existing Sinlung Hills Development Council (SHDC) will be rechristened Sinlung Hills Council and comprise 14 members including two nominated members to be headed by the chief executive member.

About 1,600 Myanmar refugees have been rehabilitated in Lawngtlai district, after they crossed the border to Mizoram on November 25. The refugees came to India after crisis erupted at Paletwa where 11 soldiers of the Myanmar Army were reportedly killed on the Kaladan river after being ambushed by the Arakan Army. Further fighting affected several villages and forced inhabitants to flee. Police suspected Qamer Uz Zaman might have joined Hizb-ul-Mujahideen (HM), but refused to divulge further details. National Investigation Agency (NIA) is likely to take up the investigation into Zaman joining terrorist organisation. A picture of Zaman with an automatic rifle has also gone viral in social media. Zamann's mother Shahira Khatun said that if her son has joined any militant organisation, the Government should mete out "extreme punishment". "We have no qualms even if he is killed. If he has really gone the wrong path against the country, he shouldn't be spared. After all he left our family in the lurch. We tried desperately to contact him in the last several months, but failed," Khatun said. Police said that Zaman, a resident of Daily Market in Jamunamukh area of the Hojai District, left for Kashmir three years back and was running a garment shop there. Assam Director General of Police (DGP) Mukesh Sahay said that the State Police along with its Jammu and Kashmir counterpart is investigating the matter. "Police is looking into the credentials of the person. So far, we are not in a position to share further details as the investigation is still underway," Sahay said. Hojai Superintendent of Police (SP) Ankur Jain said that Zaman did not contact his family for the last four to five months, prompting the family members to lodge a complaint with the Police. "The person also left behind his wife and a daughter in Hojai. We are doing the background check of the person concerned. It has been confirmed that his last working place was in J&K," Jain said. Another senior police official said that NIA is also investigating the case. "Whatever information we get about Zaman will be provided to the NIA for taking forward the investigation. On jihadi activities, Union Minister of State for Home Affairs of India Kiren Rijiju on April 4 said that some agencies were trying to foment trouble in Northeast, particularly in Assam. "We are tracking them so that the agencies cannot make their presence felt," Rijiju said.

The incident came to light after a picture of him holding an automatic rifle went viral on the social media on April 8. It described him as having joined Hizbul Mujahideen with the codename "Dr Hurairah". Director General of Assam Police Mukesh Sahay stated that matter had come to his notice and they have got in touch with Jammu and Kashmir police and central intelligence agencies to verify it. He also added that ‘Hizbul Mujahideen is a J&K-based organisation and we have not found its footprint in Assam so far. We also do not have any report of youths from Assam joining it’. Qamer's family said he had gone to Kashmir three years ago to trade in garments but went missing after April 2017. They also added that Qamer had joined Nowgong College but could not complete his graduation. His family said he went to the US in 2011, returned to Assam in 2014, stayed in Nagaon for about three months and went to Bangladesh the same year. He returned to Assam in 2015 and went to Kashmir soon after. Sources said he worked as a labourer in a company in the US. Though no activity of Hizbul Mujahideen has been detected in the state so far, 56 members of Jamaat-ul-Mujahideen Bangladesh (JMB) were arrested from Barpeta, Chirang, Baksa, Nalbari, Bongaigaon and Goalpara Districts after a blast Burdwan blast in 2014, reports The Telegraph. According to a Union Ministry of Home Affairs (UMHA) report, due to cooperation from Bangladesh and Myanmar, activities of Indian Insurgents Groups (IIGs) have been contained, reports Assam Tribune on April 11. The report also stated that. In order to enhance the operational capability of the border guarding force and address connectivity issues, a border infrastructure project involving construction of roads and helipads along the Indo Myanmar border is being planned. New Company Operating Bases (COBs) are also being planned to be set up closer to the Indo-Myanmar border. Along Indo-Myanmar border, 10 kilometer fencing between Border Post No. 79-81 at Moreh has been approved at INR 359.9 Million. A fencing of approximately four km has been completed and an amount of INR 224.1 Million. Along 1643 Kilometer border with Myanmar, 1,472 km has been demarcated. According to the UMHA report, there are only two un-demarcated portions along the Indo-Myanmar border: Lohit sub-sector of Arunachal Pradesh – 136 kilometeres and Kabaw Valley in Manipur – 35 kilometeres, border fencing between boundary pillar No. 79 and No. 81 in Moreh. Additionally, Sastra Seema Bal (SSB) has deployed 45 battalions and 25 area of civil components along the Indo-Nepal and the Indo-Bhutan borders along with revamping of the intelligence apparatus in the bordering region. The SSB has established 473 BOPs on the Indo-Nepal border and 153 BOPs on the Indo-Bhutan border. The Indo-Tibetan Border Police (ITBP) has established 173 BOPs along the Indo-China border, said the report. Government of India (GoI) has approved of construction of 313 km border road at a cost of Rs 1,259 crore in Assam along the Indo-Bhutan border. The construction work has not yet started due to pending land acquisition.

Garo Hills police have been conducting extensive searches for over three weeks in the Durama Hills and it’s adjoining jungles to retrieve hidden GNLA armaments left behind by ‘commander in chief’ Sohan D Shira who was killed in February 2018. With support from villagers police teams were able to recover the RPG with it’s launcher and four mortar shells from Dorengkigre forests. The weapon had been hidden along with the mortar shells and two pistols neatly sealed in plastic covering and concealed under thick foliage. Police believe there are two more RPGs belonging to the GNLA that remain hidden somewhere in the jungle hideouts and are making efforts to locate them.

As many as 85 companies of Central forces have been deployed in Assam exclusively to deal with any situation that may arise during the process of updating the National Register of Citizens (NRC), reports Assam Tribune on April 22. According to officials, apprehending trouble in certain parts of the State during the process of verification, the Centre first deployed 50 additional companies of Central forces to the State and then again 35 more companies were sent. The forces have been deployed in the areas considered vulnerable, but so far no major untoward incident has been reported from any part of the State. Sources revealed that the additional forces sent for dealing with any problem that may arise during the process of updating the NRC are likely to stay in the State till the entire process is over. The situation is being reviewed periodically and if required, more forces can be deployed to maintain law and order.

Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

Arunachal Pradesh’s State Election Commissioner Hage Kojeen said on April 20 that the State Election Commission (SEC) was awaiting the approval of the Pema Khandu government to the draft panchayat notification sent in February. The SEC needs the go-ahead for financial and manpower support to conduct the rural polls. The change in structure meant doing away with the Anchal Samiti, the intermediate level of the three-tier Panchayati Raj system, to set up a two-tier system, involving Gram Panchayats and Zilla Parishads. Defending the structural switch, Panchayat Minister Alo Libang said, “INR 5 crore is spent annually on honorarium for 1,779 Anchal Samiti members. This money will now be available for development work,” he said. The Government referred to sub-clause 2 of Article 243 B of the Constitution and its 73rd Amendment that allows a State with a population of less than 2 million not to have the intermediate level. The population of Arunachal Pradesh is 1.38 million.

The grant for surrendered militants has been raised to INR 4,00,000 from INR 1,00,000 and the monthly stipend to INR 6,000 from INR 3,500 for three years. According to a Union Ministry of Home Affairs (UMHA) official, revised policy also includes provisions for vocational training, funds for construction of rehabilitation camps and compulsory Aadhaar biometric registration of surrenderees. The surrender-cum-rehabilitation policy in the Northeast has been implemented since 1998. Under the revised security- related expenditure scheme (SRE) in the region, ex gratia for civilians killed has been doubled to INR 1,00,000 and for Police personnel it has been increased to two million from INR 3,00,000. For Police personnel who suffer from permanent disability the ex gratia has been increased from INR 75,000 to INR 3,00,000. Additionally, the salary for home guards has been increased from INR 4,500 to INR 6,000. Moreover, honorarium for village defence guards doubled to INR 3,000.

NRC state coordinator, Assam, Prateek Hajela stated that ‘We have achieved 65 per cent target of family tree verification and 20 per cent panchayat certificate verification. Family tree verification began much earlier, hence its verification percentage is more’. Verification for 4.8 million family trees and two point nine million village secretary certificates issued to married women are being done simultaneously. THe NRC official also added that 50,000 Government officials are involved in the NRC updation. Earlier on March 27, NRC coordinator had informed the Supreme Court that altogether 35 states and Union Territories were yet to verify 3,97,000 documents. Of the 114,971 documents sent to West Bengal, only 7,430 (6.46 per cent) had been verified. Meghalaya, Manipur, Uttar Pradesh, Delhi, Bihar and Chandigarh are some of the states which have verified less than 15 per cent documents. After West Bengal, the highest number of documents was sent to Nagaland which has completed 70.48 per cent verification.

Director General of Police, Mukesh Sahay on April 25 attributed the pursuance of “well thought out, calibrated” policies of the Centre and the States for militancy going down in the Northeast and the subsequent removal of Armed Forces (Special Powers) Act (AFSPA) from Meghalaya and parts of Arunachal Pradesh, reports The Shillong Times.“The militancy graph is coming down over the years owing to a well thought out calibrated policy consciously pursued by the Centre and State. Now you have the AFSPA removed from Meghalaya and parts of Arunachal Pradesh,” Sahay said. The DGP, however, warned those militants still active in pockets of being dealt with sternly if they continued to wield the gun. “But then again, the fact remains that militancy is down but not out. NSCN and ULFA are still active and may create problems. We are for conflict resolution through negotiation. Those willing to lead a life of acceptability are welcome but we are duty bound to respond to those who still want to wield the gun,” DGP Mukesh Sahay added. Meanwhile, the present Director General of Police (DGP-law and order) Kuladhar Saikia was named as the new Director General of Police (DGP), reports The Assam Tribune. RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. The Centre and Manipur government are exploring ways to assure residents of Manipur Valley (which has 60 percent of state’s population with 10 percent of state’s land) that their land will be secure. As of now, while anyone can buy land in the Valley, the sale of land is restricted in the hills, an area dominated by Nagas. A law for Manipur restricting the sale of land in the Valley could be announced simultaneously with the signing of the accord.

Two factory-made pistols, one Taiwan-made pump action gun, 20 live ammunition and 25 blank letterhead of the KLF were also recovered. Additionally a Karbi People's Liberation Front (KPLT) militant was arrested on the same day from West Karbi Anglong District. Formed in 2008, the KLF is active in Kuki-dominated areas in Karbi Anglong while KPLT was a breakaway faction of Karbi Longri National Liberation Front (KLNLF), a rebel group which was disbanded following a truce agreement with the Centre in 2010.

Union Minister of State for Home Kiren Rijiju said Armed Forces (Special Powers) Act, 1958, will continue in Nagaland as it is a “special case” and the “peace agreement” hasn’t been finalized, reports Nagaland Post on May 1. Apart from eight police stations in Arunachal Pradesh, where ASFPA continues to be imposed, Nagaland, Manipur and Assam are the only three States in the North East that continue to be under AFSPA. Last year, the Home Ministry gave up its power and asked the Assam government to take a decision on continuing AFSPA in the State. The Union Minister stated that ‘revocation of AFSPA in Meghalaya is definitely related to improvement of the security scenario in the NE. AFSPA is imposed both by the State and the Centre. It was withdrawn by Tripura (in 2015). It is a joint effort by the State government and the Centre. Security is a subject where both the Centre and the State should come together without any politics. In Assam also the situation has improved, that is why the Home Ministry withdrew it but it is imposed by the State government. Nagaland is a special case…the peace agreement has not come about yet. There are many underground factions as well. There are issues like rivalry among different factions…I cannot say about the future policy’.
