In the light of unconfirmed reports that surrendered Garo National Liberation Army (GNLA) militants are returning to jungles to restart armed violence, top leadership of GNLA has decided to hold a meeting with all its cadres at Asanang in West Garo Hills, reports The Shillong Times. On September 2, a report quoting unnamed GNLA cadres stated that atleast 45 former militants have returned to a armed struggle following disillusionment with the government over delay in rehabilitation packages. The report stated that GNLA cadres have been peeved with the policy of the government wherein only a select group of leaders and cadres were benefitting from the government package while the rest had been left out.

The surrendered militant has been identified as WangliamLowang. When he was 17 and studying in class VIII at the Government Middle School, Changlang, he decided to join the NSCN (K). His father, WangmiLowang, who was also an NSCN-K member, was killed in an encounter between the underground outfit and security forces in Nampong under Changlang District in 2015.

On September 4, National Liberation Front of Tripura (NLFT) issued extortion notices in three villages close to the Indo-Bangla international border in Dhalai District, reports Indian Express . The extortion notice reached the chairmen of East Potacherra, Raima and Boalkhali Village Committees in Raishyabari Rural Development Block. Asked about the issue, Assistant Inspector General of Police Smriti Ranjan Das admitted that police have received such complaints from the villages. The official also said that few hideouts of banned insurgents are still active in the Chittagong Hill Tracts (CHT) of Bangladesh. He stated that ‘There are reports of tribal farmers crossing the border to gather firewood. The insurgents hand over extortion notices to such farmers who are asked to deliver them to the target. We are cautious’.

Amon, 28, who is also known as Chingkhei Khuman alias Maheikhomba Meitei, was rounded up from Esplanade after Calcutta police's special task force (STF) received specific information about his visit to the city. One 9mm pistol, two 7mm pistols and three rounds of ammunition were found on him. Amon's arrest came four days after the outfit's general secretary, Moirangthem Rana Pratap alias Paikhomba, 37, was arrested by the special cell of Delhi police from Bishnupur for allegedly threatening businessmen and influential people. The outfit's another commander, Oinam Ibochouba Singh alias Khoirangba, was arrested from south Delhi's Kotla Mubarakpur on August 28. The police came to know that Moirangthem had directed Oinam to go to Delhi and set up a base there to conduct their activities. According to an STF officer, ‘Last year, some members of the outfit were arrested in connection with a robbery at a jewellery shop in Calcutta. We are also trying to probe whether Amon was involved in that robbery’. The police are investigating whether Amon was assigned to set up a base in Calcutta so that the members of the outfit can take refuge whenever they visit the city. The Kangleipak Communist Party, Military Council (Progressive), came into existence in the late 2000s.

The organisers, Kuki Black Day (Sahnit-Ni) Committee, said on September 13, 1993, the NSCN (I-M) massacred more than 115 innocent Kuki villagers at Gelnel, Santing, Nungthut and Joupi. Letzamang Haokip, chairman of the committee stated that ‘NSCN (I-M) claimed part of Kuki ancestral territory for its Nagalim and started an ethnic cleansing campaign against the Kukis. Speaking at the concluding day of the three-day Kuki black day observance held at Kuki Inpi Complex in Tuibong in Churachandpur District, Haokip said, “KNO is in a political dialogue with the central government where we have consistently been saying that Kukis will feel safe only when our right to govern ourselves in our land is given recognition. We cannot settle for any less. The KNO is ready to stand with Kuki people till this right of ours is respected, and no attempt to trample over our land and rights will be tolerated,” He also added that while substantial talks is yet to begin, the group have reportedly prepared 45 charter of demands with “territorial council” in priority to be tabled in the next round of talks. KNO is currently engaged in tripartite political dialogue with the Centre and state government. Of the 25-armed Kuki groups operating in the state, 17 are under KNO and eight under the United Peoples’ Front (UPF). Both the umbrella groups, whose initial demand was a statehood for Kuki people, signed the tripartite suspension of operation (SoO) agreement with the government on August 22, 2008. Recently, after dropping the statehood demand, they came up with the demand for ‘territorial council’ under the framework of the Indian Constitution.

The Minister was addressing the delegates at the 25th Conference of Director General of Police (DGPs), Inspector General of Police (IGPs) and Heads of the Central Police Organisations (CPO) of the north-eastern region which got underway in Itanagar in Arunachal Pradadesh. He also added that policing in the northeast are little unique and challenging, considering the fact that the states in the region share borders with countries like China, Myanmar, Bangladesh and Bhutan. The Minister said coordination, cooperation and flawless intelligence sharing are crucial aspects for security. He said the security situation in the northeastern states has improved significantly in the last four-and-half years. He said the level of violence and casualty figures in the region have come down by more than 50 per cent.

Nagaland Post on September 14 reports that some members of National Socialist Council of Nagaland-Khaplang (NSCN-K) were not happy with the recent impeachment of the its ‘chairman’ Khango Konyak which has led to a complete separation between Indian and Myanmar origin leaders. This has increased the prospects of NSCN-K coming to negotiation with Government of India (GoI). Khango Konyak the ‘chairman’ of NSCN-K on August 17 and was replaced by 45-year-old Yung Aung as the new ‘acting chairman’. Khango belongs to a Naga tribe based in India while Aung, who is also the nephew of NSCN (K) founder the late SS Khaplang, is a Hemi Naga from Myanmar. There are also reports that more than 300 NSCN (K) insurgents, camping in Jungles near Nagaland-Myanmar border were keen to sign a ceasefire agreement. The Myanmar Army is also deploying more men in areas controlled by NSCN-K and United Liberation Front of Asom-Independent (ULFA-I).

It also noted that the number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016 (484 cases in 2016 and 308 in 2017). The counter- insurgency operations led to the death of 57 militants, arrest of 995 and recovery of 432 weapons in 2017 in the region. The number of kidnapping/abduction-related incidents also declined by 40 per cent (168 in 2016, 102 in 2017). In Meghalaya, which witnessed the rise Garo National Liberation Army (GNLA), the report said in 2017, there were only 28 violent incidents compared to 68 in 2016. The number of civilian casualties also decreased by 75 per cent.

Assam Police have said that they have busted a module of the Hizbul Mujahideen (HM) terror group with the arrest of three people for their alleged links with a terrorist arrested in Uttar Pradesh, reports NDTV. The three, identified as Shahnawaz Alam, Saidul Alam and Omar Faruk, were arrested from Hojai, Udali (Nagaon District) and Byrnihat (Udal Guri District), along the Assam-Meghalaya border, respectively, on September 14 and 15. They were believed to have had links with Hizbul terrorist Qamar-uz-Zama who was arrested by the Uttar Pradesh Anti-Terrorist Squad. Northeast Today further adds that Police suspect that Alam is the brain behind the expansion plans of Hizb-ul Mujahideen in Assam. Hojai District Superintendent of Police (SP), Ankur Jian stated that “Saidul Alam was a meritorious student, but he got in touch with terror elements in 2015 during his visit to Nizamuddin Markaz Masjid in Delhi. Alam got in touch with Qamar-uz-Zaman (arrested by Uttar Pradesh Police) in 2018. Zaman, Alam and Shahnewaz were in constant touch since then. Alam went to Srinagar in April 2018 and got in touch with few HM terrorists and he revealed it. In the meantime, Qamar-uz-Zaman directed Alam to verify few locations in Assam to expand organisational network and targeted Lumding area in Hojai district.” Times of India further adds that Shahnawaz Alam, Sahidul Alam and Umar Faruk are all from Jamunamukh in Hojai District. According to sources, Qamar had left home in 2012 to work at a garment shop owned by his relative in Kashmir. In 2017, he went missing; his family lodged missing reports in Kashmir and here (Assam)’. Officials also added that the information we have gathered so far points towards the Jammu and Kashmir-based group’s attempt to find new recruits in Assam. Police said Sahidul was the first to be indoctrinated by HM. He went on to recruit Qamar and sent him for training to Kishtwar District in Jammu & Kashmir. After completing his training, Qamar visited Jamunamukh in August. Qamar was on a recruitment drive. After travelling to Guwahati, he left for Kanpur, where he was arrested. While being taken into police custody, Omar had told the media he was “paid INR 30,000 by Qamar to help him find new recruits who would be willing to join the outfit. Each year, many from Jamunamukh leave their homes and their families are told they are working with relatives in Kashmir or countries in the Middle East. Neither police nor the families know their whereabouts. According to Assam Police HM has managed to create a network of sleeper cells in Assam for which it had already started pumping sizeable amount of money, reports North East Today. According to Police sources, a number of suspects that has come to the fore during the investigation would be examined by the team of investigators and more operatives could fall in the net soon. According to intelligence inputs, Qamar-u-Zaman, who was arrested by Kanpur police was the one entrusted with the responsibility to create a strong base for the separatist group in Assam.

The arrested individuals have been identified as Baharul Islam, Riyazuddin Bhuyan and Joynal Ahmed. The total number of arrestees in relation to the case currently at seven. Among the seven arrested persons is Qamar-uz's elder brother Saiful Islam. Police have also found INR 1,60,000 from his house and are trying to establish if this money was part of the terror funds and if the money trail originated in Kashmir or outside. According to Superintendent of Police (SP), one of the arrestees Shahnwaz Alam so far has turned out to be one of the ‘who's who’ of HM. The state has seen the growth of a large number of radical Islamic groups over the years - both home-grown and from Bangladesh or Pakistan, reports Times of India on September 19. In 1999, Assam Police arrested four ISI operatives - the first such instance in the country. Over the past few years, the state has witnessed the emergence of home-grown outfits like Muslim United Liberation Front of Assam, Muslim Liberation Tigers of Assam (MULTA), Islamic Liberation Army of Assam (ILAA) and People's United Liberation Front (PULF), among others. The recovered arms include two US Made M series Assault Rifles, around 425 rounds of live ammunition and three hand grenades. The militants were involved in abduction of a truck driver on September 21 when he refused to pay the extortion amount demanded by them. The cadres had also resorted to firing of 10-15 rounds to intimidate the truck drivers during the incident. Earlier on September 21, militants fired several rounds of guns at Imphal-bound goods-laden trucks after looting the truckers along Imphal-Jiribam section of NH-37 in Imphal West District, reports Nagaland Post. The looting and firing incident took place at 193 Milestone, where loaded trucks were waiting for security escorts. As per a complaint lodged by the drivers to the Police, the militants collected INR 35,000 and 20 mobile phones. Northeast Today further adds that due to economic importance of this highway, a number of incidents of extortions, kidnappings and illegal tax collection are reported along it. Insurgent groups such as United Tribal Liberation Army (UTLA), NSCN-K and NSCN-Isak-Muivah (NSCN-IM). Security Forces had launched a major drive against these illegal activities in which UTLA-P ‘commander in chief’ and four militants were arrested in a series of operation from June 10 onwards. According to officials, ban on All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) will be reinforced with a fresh ban under Unlawful Activities (Prevention) Act (UAPA) following a review by Government of India, reports Indian Express on September 25. ATTF and NLFT were banned in 1997. A senior Government official stated that ‘Both NLFT and ATTF are active. Their debarment was to expire on October 2, ahead of which inputs were sought from the state government and security agencies. During a review it was decided to continue with their ban under UAPA’. Tripura shares more than 850 km of boundary with Bangladesh. Last month, NLFT reportedly issued extortion notices in three villages close to the Indo-Bangla border in Dhalai district, 130 km from Tripura. The police have launched a probe into the matter. A recent assessment by intelligence agencies claimed that some hideouts of banned insurgents were still active in the Chittagong Hill Tracts of Bangladesh. The BSF was alerted and Tripura Police has intensified patrolling in bordering areas. “There are reports of tribal farmers crossing the border to gather firewood. Insurgents hand over extortion notices to such farmers, who are asked to deliver them to the target’. ATTF and NLFT were banned by the Home Ministry in April 1997 following large-scale ethnic riots involving tribals and non-tribals in Khowai subdivision, in which both the outfits intervened on behalf of the tribals. The groups have been dormant since AFSPA was revoked by the Manik Sarkar government in 2015. AFSPA had been imposed in Tripura in 1997 after a spate of killings and kidnappings by the NLFT.

On September 25, National Investigation Agency (NIA) submitted a charge sheet against those involved in the arms missing case from the 2nd Manipur Rifles arms kote, reports The Sangai Express. The Chief Investigating Officer of the case, Bibekanand Das (NIA, Guwahati, Imphal Camp) submitted the charge sheet against those who were arrested and lodged in judicial custody in connection with the case after the completion of the investigation. It may be mentioned that after the investigation of the case was handed over to the NIA on May 31 2018. During the course of the investigation, NIA formally arrested seven individuals who were in judicial custody remand in connection with the case, after taking necessary permission from the Court on June 21 and has also arrested 12 persons. It has also recovered 20 missing arms till date. He had taken over as chairman of the NSCN-K after the banned group’s leader S.S. Khaplang died in June 2017 in a Yangon hospital in Myanmar. A senior official stated that Konyak, is somewhere along the Myanmar border waiting to hear from the Indian authorities. “A meeting was held to discuss whether Konyak should be allowed to come to India as he was associated with a banned group. We have to see if he can be of any use to the authorities in terms of disintegrating the NSCN-K’’. Official also added that Konyak claims he has a large number of followers in NSCN-K who are ready to desert the outfit and follow him. As per our information, he only has seven members with him. A realistic call will have to be taken on his return’’. Confirming this, Nagaland’s Deputy Chief Minister Y. Patton stated that that they had sent messengers to speak to Konyak. He stated that We are trying to bring him back to Nagaland…The problem is he has not made up his mind whether to remain with NSCN-K or come back and join the ceasefire. We have appealed to NSCN-K to also join the ceasefire. Let us wait and see…we are on the job’. Khangpo Konyak led National Socialist Council of Nagaland-Khaplang (NSCN-K) has asserted that it was “seriously considering” the appeal for peace and political dialogue with Government of India (GoI), reports Nagaland Post on September 28. NSCN (K) through its ‘ministry of information and publicity’ (MIP) kilonser (minister) Isak Sumi appealed to the Naga people to extend cooperation so that “our struggle will be fruitful and in reciprocity to the desires and aspirations of the Naga people.” According to Isak Sumi, Khango Konyak remained the legitimate ‘chairman’ and ‘president’ of NSCN/GPRN despite the “failed coup attempts by handful of kilonsers, deputy kilonsers and middle ranking ‘Naga Army officers’” all belonging to Pangmi tribe. NSCN-K alleged that the “renegades” at the instigation of Meitei underground groups and United Liberation Front of Asom (ULFA) without acquiring even a quarter of the quorum arbitrarily imposed the impeachment. Nagaland Post further adds that Isak Sumi also stated that the coup was executed to reap the benefit of National Cease Fire Agreement (NCA) in Myanmar. Sumi claimed that the NSCN (K) led by Khango has the backing of more than 500 members “and many more readying to join hands.” As per the statement, it includes almost all high ranking functionaries from the group’s civil and military rank and file, who have reaffirmed their loyalty to Khango’s leadership.

In the recent times, Indian security agencies have noticed that Chinese agencies are keeping a close watch on the dialogue and there is apprehension that efforts could be made, reports Assam Tribune on September 29. Highly placed sources in the Ministry of Home Affairs (MHA) stated that of late the Chinese agencies have been trying to influence “some groups” of the Northeast, including the rebel outfits, to derail the peace process in Nagaland. For years, the Chinese agencies have been directly or indirectly helping out the rebel groups of the Northeast as the neighbouring country does not want permanent peace in the region, sources added. The source stated that ‘China knows very well that if permanent peace is restored in Nagaland with an amicable solution of the Naga political problem, militancy in the region would receive a severe setback. Under the circumstances, we have proof of Chinese agencies keeping a close watch on the process of talks and there are reasons to believe that efforts would be made to sabotage the process’. On the progress of the peace talks, sources said that the government is talking to both the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and Naga National Political Groups, an umbrella body of six rebel groups separately and finally, only one accord would be signed. So far, the NSCN-Khaplang (NSCN-K) has not expressed its desire to join the peace process and the government would not wait for a long time for the outfit to come forward for talks. Sources revealed that most of the major issues have been sorted out during the talks with the rebel outfits, but the final date for signing of the accord has not been finalized. When pointed out that some Naga outfits are still issuing statements demanding integration of the Naga-inhabited areas and even sovereignty, sources said, “the government has made it clear that integration of the Naga areas would not be possible. The government had ruled out separation from the country long back. However, in a democratic country, any organization is free to raise any political demand.” UMHA official also added that all the stakeholders would have to be taken on board before signing of an accord with the Naga outfits. Though Assam would not be affected in any way, there is a proposal for creation of autonomous councils in Manipur and Arunachal Pradesh, and for that the clearance from the respective state governments and the people at large would be required. Additionally, GoI may agree to create two autonomous councils in the frontier state of Arunachal Pradesh and one in Manipur in the process of final settlement of the ongoing Naga talks, which is in the advance stage but facing frequent intervention of China, reports Northeast Today on September 30. Informing that Centre has started the process of taking all stakeholders including non-Nagas on boards, security sources GoI has agreed to create two autonomous councils in Arunachal Pradesh— one for Nagas living in Tirap and Changlang Districts and another for Buddhist in Tawang simultaneously. About the recent remarks of Naga groups on integration of Naga dominated areas of Northeast, security sources clarified that they have agreed for solution to the Naga issues but it doesn’t imply that Naga group will not pursue their political demands. “Even after the final settlement and signing of the peace accord, Naga group may continue to fight for their political rights. Like any other Indian, they also have constitutional right to pursue their demand at the political level.

The outgoing Director General of Police (DGP) R Awasthi said Police should be cautious to prevent regrouping of militants in Garo Hills, reports The Shillong Times on September 30. He stated that that there should not be any laxity anywhere in the context of peace achieved in Garo Hills after the militants were neutralised. Besides surrender of militants and weapons, counter insurgency operations in Garo Hills had brought normalcy in the area. Earlier, there were complaints from the surrendered militants that they were yet to be properly rehabilitated. According to Awasthi, the strategy of militants keeps on changing and they can take shelter in the border areas of the state due to its porous nature.
