It also reminded the factions to strictly adhere to Eastern Nagaland People's Organization (ENPO) resolution to cease all forms of hostility, killings, abductions, threat and other unwanted activities in the society.

The Telegraph reports that Naga youth, on April 2, asked the Government to ‘rein in’ militants who are unleashing terror in the State in the name of Naga nationalism. Fed up with fratricidal killings between the Naga militant groups that have claimed hundreds of innocent lives, besides unabated extortions, abductions and ransom calls by the militants, thousands of peace-loving Naga youths took to the streets of Kohima (District) urging the Government to take steps. The rally, which was organised by the Angami Youth Organisation (AYO), was supported by several other Naga organisations. They submitted a memorandum to home minister Imkong L. Imchen, asking the Government to prevail over those who had defied the voice of the people. It also demanded that all factions/militants strictly adhere to the ceasefire ground rules, and that militants be evicted from civilian areas.

Nagaland Post reports that the collective leadership of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), Isak Chishi Swu and Thuingaleng Muivah, left Dimapur for New Delhi on April 3 for another round of talks with the Government of India (GoI). Before the departure, Muivah said, “We are waiting for a final response from the GoI. Our history is unique and our solution should also be based on the uniqueness of Naga history”. The collective leadership also said that the exact dates for the talks have not been fixed yet. Both Swu and Muivah met Home Minister P Chidambaram in December 2011 and discussed with him the peace process to find an amicable solution to the Naga issue.

The AR personnel recovered illegal tax collection receipts along with “authority letters” from all the National Socialist Council of Nagaland (NSCN) factions. AR claimed, the duo disclosed they worked on “commission basis” for all factions. However, the Dimapur District Truck Drivers Union (DDTDU) has dismissed the AR claim, saying the two arrested persons were in no way connected to any factions

Nagaland Post reports that Assam Rifles (AR) arrested 13 National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres along with one .9mm Pistol, one .22 Rifle, more than 3000 rounds ammo of various weapons, detonators and large amount of communication and surveillance equipments in an operation at Chumukedima ward No. 1 in Dimapur District on April 13. The militants had set up a temporary hideout in the vicinity of a house belonging to one ‘Colonel’ Yaritiva Lotha of NSCN-IM, who is presently said to be residing at Hebron Camp. It was reported that the cadres were using the safehouse for transit and storing the weapons and ammunition for short duration meant for further supply to other parts of the State. AR cordoned the house and searched the area while the cadres panicked and attempted to flee. In the process, the fleeing cadres were arrested. AR in a statement said the operation incorporated humanitarian facets to act within existing cease fire ground rules, however “law breakers” were arrested to maintain peace in Nagaland.

Nagaland Post reports that National Socialist Council of Nagaland-Khaplang (NSCN-K) is all set to sign a bilateral cease-fire with the Myanmar Government in the later part of April, 2012. NSCN-K sources revealed that top leaders from the outfit have left for its Council Headquarters (CHQ) located in Myanmar where a meeting will be held on April 20 to work out strategies and modalities for setting up ceasefire ground rules with the Myanmar Government. ‘Chairman’ S.S Khaplang, who will also attend the proposed meeting at CHQ, will be attended among others by senior leaders--Kughalu Mulatonu and Wangtin Naga. The outfit will also discuss setting up of offices in Nagaland State and in Myanmar as well. This development comes in the wake of NSCN-Khole-Kitovi led by “general” Khole and Kitovi Zhimomi, who have all the while alleged S.S Khaplang of being more concerned with politics in Myanmar than in Nagaland. Incidentally, NSCN-K will ink further extension of cease-fire with the Government of India which was signed April 28 2011 and sources said the modalities of cease-fire agreement with the Myanmar Government also will be completed before April 28.

Times of India reports that after building close links with Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), Garo National Liberation Army (GNLA) are developing contacts in the neighbouring Nagaland and procuring sophisticated arms from Naga militant groups, who route the weapons via Guwahati (Assam), making it more difficult for the city Police to intercept them. Intelligence sources confirmed that GNLA is buying lightweight assault rifles and guns as well as ammunition from various agents backed by NSCN. "They are purchasing Heckler & Koch assault rifles, something not even available for many of our security forces. They are also buying Austria-made Glock guns from the grey markets of Dimapur. These high range guns are light in weight and are now the favourite for ultras," said the source. According to the source, the Nagaland-based outfits are getting these arms from Myanmar and some Chinese agents. "They buy an assault rifle for around Rs 8 lakh [INR 800,000] and a sophisticated pistol for Rs 4-5 lakh [INR 400,000-500,000]. They also arrange for agents to act as carriers to deliver the consignments," said the source, adding that in many cases the transit is also via Mizoram. Paid handsomely, the carriers bring these arms in secret chambers of vehicles and drive through Assam to reach Meghalaya.
