Unidentified militants hurled a hand grenade at National Service Centre (NSC) in the 6th mile area of Dimapur District, injuring one person on October 1, reports Nagaland Post. According to eyewitnesses, two unidentified militants in a black color motorcycle arrived at the NSC gas filling station and lobbed a hand grenade injuring one of the workers and causing minor damages to the station. expressing resentment against the proposal to declare North Cachar Hills (Dima Hasao) District (Assam) as Dimasa Territorial Council, Zeliangrong Baudi (Assam, Manipur and Nagaland), on October 2 warned the Assam Government and Union Government that it would not part even an inch of their land to Dimasa Territorial Council. Several Zeliangrong organizations have also called a 24-hr total bandh (shut down strike) on October 4 against the proposed declaration. Addressing a press conference at Dimapur, the Zeliangrong Baudi president, Raitu Chawang said that if the Dimasa demand is met, it would result in “turmoil and civil war” in the area.

Nagaland Post reports that one Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-Khole-Kitovi) cadre identified as “lance corporal” Sepicho Sangtam was killed and two others a woman and NSCN-Khole-Kitovi cadre were injured when NSCN-Khaplang (NSCN-K) members allegedly attacked a house at Kiphire village at around 11:10 am on October 3. The gun fight lasted for about 20 minutes. The NSCN-K cadres allegedly took away one M16 and M21 belonging to NSCN-Khole-Kitovi. Situations remained tense as both the factions were reportedly still stationed in the area.

Those two persons have been identified as ‘2nd Lieutenant’ Mughato Yepthomi, and ‘Sergeant Major’ Zukiho Awomi. Police from Khuzama took custody of the two persons, sources said and added that a .9 mm pistol with seven live cartridges were recovered from them.

Nagaland Post reports that one person identified as Vekhoneyi Chakhesang along with two other persons were arrested while attempting to deposit fake Indian currency notes (FICN) totaling INR 45,000 in State Bank of India (SBI), in Phek town on October 13. The Superintendant of Police of Phek town said, the currency notes were in the denomination of INR 1000 mixed with genuine notes. Meanwhile Special Investigation Team (SIT) was constituted to investigate the case.

Nagaland Post reports that pinning hopes of an early settlement to the protracted Naga political issue, the 20-member Joint Legislators Forum (JLF) team led by Nagaland Legislative Assembly (NLA) speaker Kiyanielie Peseyie that included chief minister Neiphiu Rio met Union Home Minister Sushil Kumar Shinde, Union Agriculture minister Sharad Pawar, National Democratic Alliance (NDA) chairman Sharad Yadav and Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) collective leadership on October 15. At a meeting with NSCN-IM ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah told the JLF that if any solution/agreement is arrived at, it should be incorporated in the constitution of India. However, reacting to certain media reports that the Centre “has secured a written commitment from the NSCN-IM that it would accept the Indian constitution”, the collective leadership denied having given any such commitment. Nagaland Government had asked the Centre to expedite the ongoing peace talks with NSCN-IM and find a permanent solution to the six-decade old insurgency problem before the State Assembly election due early 2013, adds The Shillong Times.

Kanglaonline reports that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘chairman’ Isak Chsi Swu and the outfit’s ‘general secretary’, Thuingaleng Muivah are arriving in Nagaland on October 18 (today) for what they called “home consultations.” The two NSCN-IM leaders will be holding consultations with the Naga civil societies and those who matter in the issue on the unfolding development of the Naga peace talks. However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).

Khaplang of Khaplang Faction of Nationalist Socialist Council of Nagaland (NSCN-K) regarding the Naga political settlement through a letter to Forum for Naga Reconciliation (FNR), reports Kanglaonline. The letter said `the political destiny of the Nagas living in Myanmar should be left to the people of Myanmar and the political destiny of people living in Nagaland should be left to the Nagas of Nagaland.
