The arrested persons have been identified as have been identified as one Shikato (30), Ikaho (25), Yambemo (22), Vanthungo (31) and Ato Achumi (32), who claimed to be “Raja peyu” and ‘judiciary board Northern Sumi sub-regional (NSSR) secretary’ in Government of People’s Republic of Nagaland/ Nationalist Socialist Council of Nagaland (GPRN/NSCN). State Home Minister Imkong L Imchen disclosed that ‘total independence or sovereignty’ was not on the agenda being discussed since it would not happen but opined that a constitutional agreement would emerge. He said that any agreement for a solution would be signed only after a majority consensus was arrived at. Imkong said some constitutional amendments could be brought to the 16 Point Agreement, from its present status. He said amendments could include aspects of increasing the number of state legislators from the existing 60 including number of Lok Sabha seats. He further said that the positions of chief minister and governor could also be altered.

Eastern Nagaland People’s Organization (ENPO) sought clarification from the State Government as to whether INR 30 billion allocated was an economic package meant for Eastern Nagaland areas or it was some other additional fund allocated to minimize development deficit, reports Nagaland Post. ENPO has earlier, rejected State Government offer of autonomous council, regional council and economic package in lieu of “Frontier Nagaland”. Earlier, on June 26 Nagaland got an allocation of INR 2,300 crore for the annual plan 2012-13 from the Central Government. Chief Minister Neiphiu Rio on June 26, following the allocation, said, “We have received a sanction of Rs 2, 000 crore for the state in the current annual plan and INR 300 crore exclusively for the backward Eastern Nagaland region. The Planning Commission also asked us to present a detailed five-year plan for the development of Eastern Nagaland.” An ENPO representation sent to the chief secretary signed by Thamlong and ‘vice president’ Sashi Naga also said that an inquiry by the organization has established that there were “no talks of economic package” as such during the recent meeting between Union Home Ministry and the State delegation led by Chief Minister Neiphiu Rio in Delhi. The organization has claimed that what the State Government called special package for Eastern Nagaland was just “additional central resource (special planning assistance)” allocated by Planning Commission of India especially for under-developed areas. The representation said that despite the rejection of various other offers including the economic package against the demand for “Frontier Nagaland”, the state government was issuing statements referring to the allocation as economic package for Eastern Nagaland.

Khole-Kitovi faction of Nationalist Socialist Council of Nagaland (NSCN-Khole-Kitovi) has cautioned all Nagas from every section of society that the ‘Alternative Arrangement’ on offer and endorsed by groups and individuals without assessing the “immediate and long term consequences and misfortunes staring at Naga people” will be “a seed of fresh conflict among Nagas” in the event “one single political group” and the government of India were to enter into a political agreement “on behalf of all Nagas”, reports Nagaland Post. In a statement, GPRN/NSCN through its MIP, reminded that the ‘Naga Concordant’ signed on August 26, 2011 by the signatories-- GPRN/NSCN (Khole-Kitovi), NSCN/GPRN-Isak-Muivah [NSCN-IM] and NNC/FGN [ Naga National Council/ Federal Government of Nagaland]-- resolved to form one ‘Naga National Government’ on the basis of historical and political rights. In view of the recent statements about the ‘Alternative Arrangement’, GPRN/NSCN asked if Delhi was aware of the Naga Concordant and whether NSCN (I-M) leaders Isak and Th. Muivah were aware of their signatures in the August 26, 2011 pledge. In addition, on the issue of ‘Alternative Arrangement’, NSCN-Khole-Kitovi expressed solidarity with Nagas of Manipur.

SFs recovered two .32 pistols with six magazines, 20 live rounds of 7.65 ammunition, one pistol holster, three pairs of camouflage uniforms, two camouflage caps and three mobile handsets. The arrested militants were identified as Bipen Kr. Chakma (38), of Motidwep, Changlang District, Bijoyta Chakma (19), of Loknopur, Changlang district, Robindro Chakma (20), of Dan Circle, Changlang, Raj Rai (18), son of Lt. Prem Rail of Lumding of Assam, and Raju Thapa (23), of Silchar, Assam.

Angami Youth Organisation (AYO) on August 12 decided to launch “non-cooperation” against GPRN/NSCN [Government of people’s Republic of Nagaland / Nationalist Socialist Council of Nagaland] until the group comes out with a public apology and give justification for their act, which was carried out, in a civilian populated area, reports Nagaland Post. AYO president Khrielievi Chüsi said that the organization condemned the “factional clash” at New Market, Kohima in which three Khaplang faction of NSCN (NSCN-K) cadres were killed on August 3. AYO appealed to business community, contractors and suppliers, transporters and all citizens of Kohima not to entertain GPRN/NSCN in any form.

National Socialist Council of Nagaland-Khaplang (NSCN-K) questioned the decision of Joint Legislators Forum (JLF) of the Nagaland Legislative Assembly (MLA) to back the NSCN-Isak Muivah (NSCN-IM) stand regarding the Naga peace talks and termed it “immature and one sided decision”, reports Sangai Express. NSCN-K further observed that the decision left out the other Naga political groups and going by the NSCN-IM solution and not Naga solution. “It is expected of the highly respected elected people’s representatives (MLAs) to go by the people's mandate and not by a factional solution which is detrimental and will further create a rift between the different Naga political groups instead of bringing the much coveted solution as they claimed,” the NSCN-K said on August 13. Talking to Nagaland Post over phone August 25, NSCN-K kilonser (minister) Wangtin Konyak told JLF delegation that NSCN-K will not accept solution without “sovereignty of Nagas.” Wangtin said he also asked JLF as to whether they meant “NSCN (I-M) solution” or “Naga solution”, to which JLF clarified that they were for inclusive solution. He also pointed out that the “ongoing talks” were only between the Government of India and the NSCN-IM but that the latter had so far not spelt out the contents of its “charter of demands to Nagas and other political parties.”

NSCN-Khole-Kitovi has made it clear to the Joint Legislative Forum (JLF) of the Nagaland Legislative Assembly (NLA), that it would not be a party to any ‘alternative solution’ or ‘interim government’ in relation to the Naga political movement. The JLF, in its first meeting to reach the Naga rebel outfits, led by Chief Minister Neiphiu Rio, had called a meeting with the NSCN-Khole-Kitovi outfit at Chumukedima on August 24 in what was reported to be an attempt to ‘discuss issues on expediting Naga political talks in the right perspective’. The crux of the issue was the ‘alternative arrangement’, on the nature of which the JLF appears to have failed to throw light to the outfit’s satisfaction.

One .32 pistol with three live rounds, used for committing crime, was seized along with an unregistered motorcycle, which was suspected to be a stolen, Police said.
