Accusing the State Government of “complacent attitude” in protecting the ancestral land of the Nagas in inter-state border areas, a new group - Nagaland Border Areas Protection Force (NBAPF) has been formed recently, reports Nagaland Post on October 3. NBAPF chairman and chief Limhachan Lotha and Secretary Shikato Yepthomi in a press release stated the group was formed comprising of members from different Naga tribes including educated unemployed youth and Naga landlords. NBAPF said the state government failed to protect the border areas from land encroachment by Illegal Bangladeshi Immigrants (IBIs) and Adivasis under the protection of All Adivasi National Liberation Army (AANLA) and CPI-Maoists.

The Assam Tribune reports on October 5 that Government of India (GoI) and the leaders of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have agreed to expedite the peace talks and to take the process to a logical conclusion as soon as possible as both sides agreed that discussions have been lingering for too long without making much progress. Sources in Union Ministry of Home Affairs (MHA) stated that talks between both parties resumed after the new Government assumed office at the Centre and a delegation of 20 senior members of the outfit led by the ‘chairman’ Isak Chishi Swu and the ‘general secretary’ Thuingaleng Muivah had a detailed discussion with the Centre’s interlocutor RN Ravi in New Delhi on September 30. MHA sources revealed that the GoI has made it clear that political solution to the issues would have to be found within the framework of the Constitution of India.

Dimapur Police arrested an individual, identified as Mughato Awomi, from Zani village in Dimapur District while he was extorting money in the name of Isak Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and federal government of Nagaland (FGN) , reports Nagaland Post. Tax challan (receipt) of FGN, two motor cycles and cash amounting to INR 1100 was recovered from him. The individual has been collecting money for both FGN and NSCN-IM for three months.

On October 10, ‘captain’ Vezolo Doulo of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) was arrested from Hong Kong market in Dimapur for extortion, reports The Assam Tribune. Extortion money of INR 47,130 and 26 work permits were recovered from him. According to Assam Rifles (AR) the same individual was arrested on September 17 from an illegal office-cum-detention centre of NSCN-IM at Half Nagarjan in Dimapur for criminal offences, including abduction, illegal confinement and extortion. He was released on bail by the Court on September 30.

Highly placed sources in the Union Ministry of Home Affairs (MHA) stated that decision has been taken to do away with the practice of holding one or two rounds of formal talks in a year. Sources said that several rounds of talks have already been held after the first round which was held last month and added that the Governments interlocutor and leaders of NSCN-IM are meeting more frequently. NSCN-IM leaders have been told that they can get in touch with the Government’s interlocutor whenever they want to discuss any point. State Governments of Assam and Nagaland have agreed to abide by directives given by the Supreme Court to resolve the boundary dispute between Assam and Nagaland, reports The Shillong Times on October 31. During a meeting organised by the Union Minister of Home Affairs Rajnath Singh in New Delhi, Assam Chief Minister (CM) Tarun Gogoi and Nagaland CM T R Zeliang did not change from the respective known stands of both Governments, in order to find out of the court political settlement to the dispute. As per the decision taken during the meeting, the Chief Secretaries of the two states will submit suggestions to the Union Ministry of Home Affairs within two weeks, which is expected to pave the way for solving the issue.

Following the failure to meet the demand made on October 1 by United Sangtam Students’ Conference (USSC) on termination of office of ‘major’ Shikato of Khole-Khitovi faction of NSCN for assaulting a teacher and allegedly making attempts to murder him, USSC on October 31 has decided not to cooperate with NSCN-KK, reports Nagaland Post. The decision was taken after a meeting held at Hopongkyu Memorial Hall, Kiphire Town (Kiphire District). The conference said no negotiation with the group would be entertained for a year and no taxation should be paid to NSCN-KK under Sangtam jurisdiction. It was also added that there should be no-movement of armed NSCN-KK militants within Sangtam jurisdiction during the period of non co-operation.
