The Shillong Times reports that the Centre, on May 5, said no restriction has been imposed on the top leadership of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on participating in any meeting of Forum for Naga Reconciliation (FNR). On FNR’s allegation that the Centre did not permit the NSCN-IM leadership to participate in the meeting in Kolkata (West Bengal), a Home Ministry official (MHA) said, “It is clarified that no request for travel either from NSCN (IM) or the state government was ever received by the Home Ministry. Hence the question of denial of permission does not arise”. The Home Ministry clarified that it has never imposed any restriction in travel of NSCN (IM) chairman Isak Chishi Swu and general secretary Th Muivah. In its efforts to bring permanent peace in Nagaland, the FNR has facilitated a series of formal and informal meetings among the leaders of various Naga groups. A five-day meeting was organised in Kolkata from April 29 to May 3, with the intent to engage and explore creative atmosphere in Nagaland.

The Telegraph on May 28 reports that Isak Chishi Swu, the ‘chairman’ of NSCN-IM may become the Chief Minister of Nagaland and that an election could be held within six months. An Intelligence Bureau (IB) official stated that this proposal by the central interlocutors is currently in the initial stage and will have to be approved by the Prime Minister and the Home Minister. The official stated that making Isak Swu the Chief Minister would be easy since he belongs to Sema group, a mainstream Naga clan predominant in Zunheboto District of Nagaland. However one of the main concerns of the officials is to bring in other factions such as NSCN-K and NSCN-KK on board before making the final decision.

Phek Town Youth Society (PTYS) general secretary Seyiengoi Soho stated that on May 30 evening, two NSCN-K cadres identified as ‘captain’ Ape Koza and ‘2nd lieutenant’ Kuveshevo held a truck heading for Dimapur for purpose of extortion. On receiving the information, youth of the town rushed to the spot and ‘arrested’ the militant.
