Security Forces (SFs) on December 1 busted a militant hideout in the forest areas of Gabbewa in Baramulla District and recovered large quantity of arms and ammunition, reports Daily Excelsior. The recoveries included three pistols, one UBGL, 56 UBGL grenades, 17 mortar bombs, 13 RPG rockets, 43 RPG boosters, 2 hand grenades, three pistols, 13 pistols and AK magazines and lots of ammunition of AK and Pika. SFs busted a Lashkar-e-Toiba (LeT) funding module in Baramulla District and arrested its two members while hunt for others is going on, reports Daily Excelsior. The SFs launched a search operation at Chandekut crossing on National Highway in Baramulla District. “During the operation Mushtaq Ahmed Dar resident of Rinji, Baramulla was apprehended after a brief pursuit. Rs. 45,000 of fake Indian currency was recovered from him. The questioning of Dar led to apprehension of Aijaz Ahmed Dar resident of Rinji who was the next link in the chain. Mushtaq Ahmed Dar further revealed the involvement of Mohammad Yusuf Chopan, who had been allegedly receiving the fake currency from Bangladesh for subsequent conversion to genuine currency and funding of LeT in North Kashmir. Mushtaq Ahmed Dar was in the process of developing a module for LeT at Pattan. Further investigations are likely to reveal more names”, Police said.

The Government will hold talks with all those who eschew the path of violence in Jammu and Kashmir (J&K), the Lok Sabha (Lower House of Parliament) was informed on December 1, reports Daily Excelsior. Union Minister of State for Home Affairs Haribhai Parathibhai Chaudhary said, “The Government remains open to dialogue with those who eschew the path of violence and are willing to work within the framework of the Constitution of India.” He said this in reply to a question whether the Government has initiated any talks with separatist organisations in J&K with a view to restore peace in the State. The Minister also listed measures taken by the Centre in tandem with the State Government to put an end to the violence in the State which includes multi-pronged approach to contain cross border infiltration, construction of border fencing and pro-active action against terrorists within the State. He said the Government has adopted various counter measures to neutralise the efforts and capabilities of militants to disturb peace in the State. The Government has also encouraged policies to mainstream the youth, including providing employment opportunities to wean them away from militancy, he said.

Day after Centre announced its readiness for a dialogue with separatists in Jammu and Kashmir under the framework of the Constitution, All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani on December 2 rejected the offer, reports Daily Excelsior. “The resolution of Kashmir dispute is a basic issue and until this issue is addressed as core issue and until this dispute is solved according to the wishes and aspirations of the people and by respecting the sacrifices rendered by them, such talks will not help in addressing the issue. Such dialogue will prove a futile action like the past and nothing concrete can be expected from those talks,” Geelani told reporters in Srinagar at his residence.

Telephonic conversations recorded in a CD seized from alleged Pakistan’s Inter-Services Intelligence (ISI) operative Kafaitullah Khan’s possession have disclosed names of four persons who are suspected to be active sources for the espionage racket he headed in Rajouri District of Jammu region, reports Daily Excelsior on December 3. While three of the suspects are located in Rajouri district, the fourth is at West Bengal’s Siliguri city, official sources said. “Of the three suspects located at Rajouri, one is a serving Army personnel, another retired this year from the armed force, who is also suspected to be a relative of Khan, and the other is a civilian,” said the official, adding that the suspect at Siliguri is also a serving Army personnel. One of the retired Border Security Force (BSF) official under radar has retired as Sub Inspector. The names of the two Rajouri-based sources — the serving and the retired army personnel — had also appeared in the frequently called list extracted from Khan’s mobile phone records, the official said. While a 14-member team of the Inter-State Cell of Delhi Police’s Crime Branch, led by two Inspectors (to head each sub-team), has reached Rajouri, another eight-member team led by an Inspector has left for Siliguri on December 2, said the official. The suspects and Khan indulged in frequent conversations, allegedly discussing about secret documents addressing them by code-name ‘Samaan’, said the official.

General Officer Commanding (GOC) of Nagrota based 16 Corps Lt Gen RR Nimbhorkar said December 5, that Army has successfully foiled all infiltration attempts by the militants along the Line of Control (LoC) and was determined to maintain the trend as he reviewed situation in Sabjian sector of Poonch District with top Commanders of the Army, where troops had gunned down three Pakistani militants on December 3, when they were trying to infiltrate inside the Indian territory with big consignment of arms, ammunition and explosives. Asserting that about 30 to 40 hardcore Pakistani militants were waiting across the LoC, mainly opposite Poonch sector, for an opportunity to infiltrate into this side, the GOC Nagrota Corps said the troops have been concentrating mainly on Poonch sector as movement of the militants across Rajouri sector was very less. “The militants were mainly focusing on Poonch sector for infiltration. All four infiltration attempts by the militants in the past few months have been foiled in Poonch sector. They (the militants) will continue to make the intrusions bids but our troops are determined to foil them,” Lt Gen Nimbhorkar said. He pointed out that militants were desperate to infiltrate into this side as their cadre were running extreme short of strength and weapons and were making frantic calls for help to their mentors across the LoC.

In a sudden breakthrough in the stalled Indo-Pak dialogue, the National Security Advisors (NSAs) of the two countries met for four hours in Bangkok on December 6 and discussed terrorism, Jammu and Kashmir, and other bilateral issues and agreed to take forward the “constructive” engagement, reports Daily Excelsior. NSA Ajit Doval and his Pakistani counterpart Nasir Janjua, their Foreign Secretaries S Jaishankar and Aizaz Ahmad Chaudhry held their marathon meeting in the Thai capital, barely six days after their Prime Ministers Narendra Modi and Nawaz Sharif held a brief meeting in Paris obviously with a view to revive the stalled dialogue process. A joint statement, issued after the meeting said, “Pursuant to the meeting of the Prime Ministers of India and Pakistan in Paris, the NSAs, accompanied by the Foreign Secretaries, met in Bangkok. “Discussions were held in a candid, cordial and constructive atmosphere. They were guided by the vision of the two leaders for a peaceful, stable and prosperous South Asia. “Discussions covered peace and security, terrorism, Jammu and Kashmir, and other issues, including tranquility along the Line of Control (LoC). It was agreed to carry forward the constructive engagement.”

Intelligence Bureau (IB) suspects Lashkar-e-Taiba (LeT) militants have access to a technology for transfer of texts and packages that is near impossible to tap, The Times of India reports on December 7. The advanced Integrated Communication Hand-Held Radio Sets (ICOM HHRS) that these operatives are suspected to be equipped with is configured with an android operating system. A two-page alert in the matter was issued on December 3 by IB, to all state Police and sister intelligence agencies. The device, IB suspects, allows LeT operatives to send text data packets on a particular frequency band. The alert note says an improvised version of 'goTenna' (which enables one to share text and locations regardless of cell coverage or WiFi) is being used as a cognitive digital radio. (an antenna). This, combined with an app through an android device via Bluetooth, generates its own signal and automatically coordinates with other units within range. The LeT operatives can be connected with this device even while off-grid and far apart. In simple terms, the LeT operatives can connect and convey messages without having SIM cards in the smart phone. A senior intelligence official stated, "The improvised version of 'goTenna' (ICOM HHRS) also known as 'Y-SMS' has been detected in Kashmir valley, which is being used by LeT operatives." In a recent raid to hunt down terrorists in Kashmir, a few damaged android phones were recovered. An analysis of the phones revealed that they were being operated without SIM cards; text messages were sent using the ICOM HHRS system The printed circuit boards of the phones were modified so that a simple touchscreen smart phone became a walkie-talkie of sorts - just pressing the screen helped send an encrypted text or voice message, the alert note said.

There are five takeaways from the Bangkok meeting of the India's National Security Adviser (NSA) Ajit Doval and his Pakistani counterpart, Nasir Janjua, and foreign secretaries, S Jaishankar and Aizaz Ahmed held on December 6, at Bangkok, Thailand, reports The Times of India. First, both countries are done with their grandstanding, and after months of harsh rhetoric and a diplomatic sulk, they have come to the conclusion that engagement is the better part of valour. Second, both countries climbed down to make this happen. India needed talks to be on terrorism, which it was. Doval and Janjua discussed all aspects of terror and instability, including looking at the Kashmir issue from the terror angle. On the other hand, India gave in to a Pakistani demand to hold simultaneous Foreign Secretary-level talks on Kashmir. Third, meeting in Bangkok overcomes the Hurriyat hurdle. The Pakistanis are spared the pressure of meeting the separatists and the Indians are spared the necessity of shutting that down. Fourth, a third country keeps an intrusive, polarized and high decibel sub-continental media at bay. Over the years, successive Indian and Pakistani governments have blamed the media for vitiating the atmosphere and making things difficult for them. Fifth, the talks prepares the ground for India's Foreign Minister, Sushma Swaraj's trip to Islamabad next week. Modi is now more than likely to be in Islamabad for the SAARC summit in 2016. In addition, India can remove the bilateral problem from the table when the world discusses a solution to Afghanistan.

Six Central Reserve Police Force (CRPF) personnel were injured when militants opened firing on their convoy near Green Tunnel at Samthan in Bijbehara in South Kashmir’s Anantnag District on December 7, reports Daily Excelsior. The militants left first few vehicles and targeted two vehicles in the convoy. The militants fled after the attack taking the cover of dense trees. CRPF spokesman, Ashish Kumar Jha, said that three militants in Army fatigues appeared from nearby fields at Sangam in Anantnag near Bijbehara this morning at around 10 am and fired at CRPF convoy. “It was some sort of a Fidayeen (suicide) attack on the convoy. The militants had planned a proper and big attack on our security forces. But due to alertness of the CRPF Road Opening Patrol deployed on the highway the attack was thwarted. Otherwise, it would have been a major attack,” Jha said. The Hizb-ul-Mujahideen (HM) outfit has claimed responsibility for the attack. In a telephonic-statement HM spokesman Burhan-u-Din said: “Our militants attacked a CRPF convoy near Bijbehara”. Official sources said a joint team of Delta Force troops based at Sohanda, Gandoh Police and 42 battalion of Sashastra Seema Bal (SSB) conducted a joint search operation in Kindre forest area of Gandoh following information developed about dump of large quantity of arms, ammunition and explosives. Recoveries made from the spot included one AK-56 rifle, one .303 rifle, two Chinese pistols, one Under Barrel Grenade Launcher (UBGL), two hand grenades, 11 AK-56 magazines, four Chinese pistol magazines, three UBGL grenades, 11 pistol rounds and huge quantity of 7.62mm assorted rounds along with other sustenance stores. Sources said the cache of arms and ammunition had been stocked by the militants inside the hideout to use it at an opportune time. Sources said the T-Shirt in possession of the slain militants with ‘Jamat-ud-Dawa writing’ has clearly established the role of Pakistan in aiding and abetting militancy and infiltration attempts. LeT militant outfit is an armed wing of JuD, they said, adding the recovery of the T-shirt was an indication that the militants trying to infiltrate into the Indian Territory were backed by Pakistan army and other top militants of the LeT outfit. The National Conference (NC) on December 10 welcomed the announcement of a comprehensive dialogue process between India and Pakistan but underlined the need to “address the internal dimensions of the Kashmir issue,” reports The Hindu. “Both New Delhi and Islamabad should endeavour to start a simultaneous process of sustained political engagement with all shades of opinion in Kashmir, including the All Party Hurriyat Conference (APHC) leadership,” said NC spokesman Junaid Azim Mattu. Describing the dialogue “a positive development”, Mattu said: “There is no alternative to dialogue and political engagement and the people of Jammu and Kashmir stand to benefit from peace and cordiality between India and Pakistan.” He hoped the dialogue will start a process of structured engagement over the Kashmir issue. “It was vital for both India and Pakistan to politically engage with internal stakeholders on both sides of the Line of Control (LoC). The process of any successful dialogue on the Kashmir issue has to include various shades of opinion and leadership of political entities on both sides of the LoC,” said Mattu. He warned that the exclusion of primary stakeholders of the Kashmir issue on a parallel track would render any such dialogue “incomplete and incite a sense of political omission and marginalisation within Kashmir.”

Pakistan Prime Minister’s Advisor on Foreign Affairs Sartaj Aziz, while making a statement in Parliament, said the Secretaries will decide on the modalities and schedule of the comprehensive dialogue the two countries have decided to engage in. Sources said the meeting will take place in Delhi. Aziz briefed the Parliament about the recently held ‘Heart of Asia’ conference and his meeting with External Affairs Minister Sushma Swaraj during which it was decided that the two countries would engage in a Comprehensive Bilateral Dialogue. Aziz said all issues, including Kashmir, would be part of the peace talks under the agreed formula for the fresh re-engagement with India. “It was decided that the two Foreign Secretaries will meet next month to work out the details of the Comprehensive Bilateral Dialogue and the level of interaction in various Working Groups,” Aziz said.

The Special Director General (DG) of Central Reserve Police Force (CRPF), S K Bhagat, on December 11 said that around 200 militants are active in Kashmir while the Security Forces (SFs) have neutralized 40 militants in Kashmir during operations, reports Daily Excelsior. He said: “There are different estimates but there is a mix of foreign and local militants and the number is not very large at this point of time. May be around 200, out of which one-third could be foreign militants.” While addressing press conference after a passing-out parade of CRPF new recruits in Srinagar, Bhagat said there is an upsurge of militancy especially before the onset of winters. “This has been there over the years. But all said and done, one can still say that the incidents that have been taking place have been taken care of and the security forces have been able to neutralize a lot of militants”, he added. The Special DG CRPF while giving details of the recent incidents of militancy in Kashmir said that SFs have killed 40 militants in the Valley this year with the help of CRPF. “Recently, there was firing on a CRPF convoy in which as many as six personnel were injured. The very next day, with the help of the Special Operation Group (SOG), the CRPF was able to neutralize two militants,” he said. Bhagat said that 200 CRPF men were injured, some of them critically, in dealing law and order situation in Kashmir valley. “Not only that, especially in the context of maintaining law and order, in as many as 130 incidents, almost 200 CRPF personnel have been injured and some of them grievously. But despite all these provocations, the forces have not gone berserk by resorting to indiscriminate firing. That gives us the entire picture,” he said.

Official sources said that during the course of investigations and questioning of the seven accused arrested so far in the case, the NIA team has identified half a dozen top local Kashmiri militants, all affiliated with the LeT, who had facilitated the attack with the help of Pakistani militants. The local Kashmiri militants involved in the attack have been identified as Adil Sher Gujari alias Abu Bakri, of Kakpora, Pulwama, Mazid Zargar alias Talha of Kaimoh, Pulwama, Ashiq Hussain Bhat alias Obaida, of Chursoo, Showkat Rather alias Ali, Talib Shah of Kakpora, Fahadullah of Pulwama and Altaf Kachroo of Pulwama. Of them, Talib Shah and Showkat Rather alias Ali have been killed during recent encounters with Security Forces (SFs) while five others were still at large and were being searched by SFs and Police. Of five Pakistani militants involved in the attack, three have been killed, one captured and another one was at large. While Abu Qasim and Talib Shah were killed in Kashmir valley recently, Noman alias Momen was killed on spot in retaliatory firing by the Border Security Force (BSF) on August 5 at Narsu during attack on their convoy. At least 60 militants managed to infiltrate into Kashmir valley this year ahead of snowfall, reports Daily Excelsior on December 22. However, the Multi Agency figures of the infiltration for this year’s are at 25 till October. So far Security Forces (SFs) have killed 91 militants in counter-infiltration and counter-militancy operations this year. A top security officer said that they have confirmed infiltration figures of at least 60 militants for this year. “Majority of these militants are still in the forest areas of North Kashmir along the LoC (Line of Control), however, over a dozen have managed to shift to South Kashmir”, he said. According to figures of last few years, 65 militants infiltrated in 2014, 97 infiltrated in 2013, 121 infiltrated in 2012, 52 infiltrated in 2011, 82 infiltrated in 2010, 99 infiltrated in 2009 and 27 infiltrated in 2008. The security officer said that majority of these militants are from Lashkar-e-Toiba (LeT) while majority of the Jaish-e-Mohammad (JeM) militants were killed during the infiltration. He said that these militants are highly trained and possess sophisticated weapons and communication technology. The officer said that there are around 12 Launch Pads of militants’ active in Pakistan occupied Kashmir (PoK) along 400 kilometer LoC that Kashmir valley shares with PoK. He said that around 40-50 militants are waiting on each of these launch pads for infiltrating into Kashmir. According to figures, around 91 militants were killed in Kashmir valley including LoC while infiltrating. Out of these, 32 were killed in South Kashmir in various counter-infiltration operations and 59 were killed along LoC and North Kashmir, majority of them in the forest areas.

Chief Justice of State High Court, Justice N Paul Vasantha Kumar on December 21 held that Government servant turned militant cannot get back employment on surrender under the Rehabilitation Policy of the State Government, reports Daily Excelsior. This was made clear by the Chief Justice while dismissing the petition filed by one Irshad Ahmad Bhat, who was seeking his Government service back under the Rehabilitation Policy for the surrendered militants. The case of petitioner was that the Government had promised to rehabilitate the surrendered militants and on the basis of this promise he had surrendered before the Superintendent of Police, District Pulwama on September 1, 2004. The petitioner was initially employed as Junior Engineer and posted in Sub-Division Kishtwar. He remained absent from duty with effect from May 1999 and joined the militants camp. In September 2004, he surrendered before the Police along with arms and ammunition. In October, 2004, he submitted the joining report before the Executive Engineer, Public Health Engineering (PHE) Division Kishtwar and in violation of the Service Rules, the Executive Engineer allowed the petitioner to join his duty. The Chief Engineer concerned issued a notice calling upon the petitioner to show cause as to why the joining report be not treated as invalid. The petitioner submitted his explanation and admitted that he remained absent from duty without permission from the competent authority for over 14 years. After hearing Senior Advocate PN Raina with Advocate JA Hamal, Chief Justice observed, “rehabilitation policy dated 31.01.2004 nowhere deals with the Government servants joining the militant ranks or camps and on surrender can get back their employment”. “The counsel appearing for the petitioner fairly agreed that there is no such rehabilitation policy announced by the Government. He further submitted that Government has permitted certain surrendered militants to re-join in Government service and the petitioner is discriminated. This submission can be accepted”, Chief Justice said. “However, before the court of law, unless there is a policy or rule to seek a right to claim Government post by a surrendered militant the same cannot be enforced. Any indulgence shown by the Government permitting the militants to report back for duty as claimed may be on peculiar circumstances of the case”, Chief Justice further said, adding “in this case the petitioner has not reported for duty for 14 years, 4 months and 14 days without giving any intimation. Article 113 of the Jammu and Kashmir (J&K) Civil Service Regulations (CSR) clearly states that if a Government servant does not report for duty for five years, he is to be treated to have abandoned the service”.

Replying to a written question by Bharatiya Janata Party (BJP) member Lal Singh Vadodia, Minister of State for Home Haribhai Parathibhai Chaudhary said as per reports, 79 youths have joined militant ranks during 2015 (as on November 30) whereas 60 youths joined militant ranks during the corresponding period of 2014. There has been a growing concern within the security establishment about the sudden increase in disappearance of youths in Kashmir valley this year and reports coming in suggest that they have joined various militant organisations, especially pro-Pakistan Hizb-ul-Mujahideen (HM) led by Burhan Wani. As per Police sources, these militants are wanted for various militancy related incidents in South Kashmir including threatening the Panchs and Sarpanchs of the area and attacking them. They are also wanted for attacks on SFs. In the meantime, Police on December 23, established nakas at several places in Srinagar Bypass at Parimpora and Athwajan after inputs about the movement of a top LeT ‘commander’ from North Kashmir to South Kashmir, reports Daily Excelsior. The three brothers were killed and have been identified as Vikas (15), Deepu (10) and Meheshu (7), all brothers and sons of Bola Ram of Ramban District presently living in Barmi area. Sources said investigations were on into the nature of the blast and reasons for the children being at the accident site but reports indicated that the children had inadvertently picked up mortar shells presuming that they were dead and started fiddling with them to get scrap. However, one of the shells exploded, leading to an explosion, killing all three brothers on spot.

The District Administration had imposed curfew like restrictions in the town after apprehending protests against the killing of LeT militant, identified as Owais Ahmad Sheikh alias Hamza. Owais hurled a grenade on the troops when they challenged him and troops fired back killing him on the spot, during an encounter on December 24. Owais had reached Bandipora on December 19 to transport a group of five LeT militants from the Bandipora forests to South Kashmir. A senior Police officer said that at least 20 Policemen and 12 civilians were injured during clashes. “Police showed maximum restraint and patience during the clashes and did not use any lethal weapon on the protesters,” the officer said. An Army spokesman said one 9mm Chinese pistol, magazine and 8 rounds along with other war like stores were recovered from the sight of encounter. Owais, a student of Bachelor of Arts (BA) II year in Degree College Pulwama, had joined LeT in June this year after snatching weapon from Policemen deployed in the Pulwama District hospital. Number of the voters has recorded nearly 3 lakh increase this year to touch 74 lakh. Official sources said that entire exercise like addition, deletion and corrections of electorates after inviting objections and claims has almost been completed by the Election Department (ED) of J&K taking January 1, 2016 as cutoff date for inclusion of new voters, who turned 18 by the date. Electoral rolls of other States will also be published the same day. “The electorates of Jammu and Kashmir were likely to reach 74 lakh after final publication of electoral rolls following summary revision. The electoral rolls will be finally published on January 11, 2016,” the official sources said. According to sources, the ED will segregate electoral rolls of areas falling under civic bodies, both urban and rural, the elections for which were proposed to be held by the Government in March for Urban Local Bodies and May-June for Panchayats (village level local self government institutions). “The voter lists of Municipalities and Panchayats will also be prepared separately from the summary revision so that if the process for elections was started before April 1, there will be no need for fresh revision of electoral rolls for the Municipalities,” sources said. The Government has already announced that it would hold elections to Municipalities in March and Panchayats in May-June, 2016. “The electoral rolls for all 78 Municipalities including two Corporations (Jammu and Srinagar), six Councils (Kathua, Udhampur, Poonch, Anantnag, Baramulla and Sopore) and 70 Municipalities will be completely ready after publication of final electoral rolls on January 11,” sources said, adding that similar would be the position for all 4098 Panchayats in the State. J&K has 4098 Sarpanch (head of Panchayat) constituencies (Panchayats) and 29402 Panch (member of Village Panchayat) constituencies taking total number of Sarpanch and Panch segments to 33,500.

Justice MH Attar declared his detention as illegal and directed the authorities to release him. “The impugned detention orders dated 1.9.2015 and 30.11.2015 are quashed. The respondents are directed to release the detenue from the preventive custody”, court directed. Court said the laws are sacred as they protect the rights of the people and it becomes duty of the court to enforce the laws of the land even in extreme circumstances. Court said the detaining authority has in the grounds of detention recorded that detainee is required to be detained to prevent him from acting in any manner ‘prejudicial’ to the security of the State and maintain law and order. Underscoring the importance of Article 21 of constitution, court said the liberty of an individual is his basic human right under the said article. Article 21 of the Indian constitution provides that no person shall be deprived of his life and liberty except in accordance with the procedure established by law.

National Security Advisor (NSA) Ajit Doval and Union Home Secretary Rajiv Mehrishi have sought reports from Jammu and Kashmir (J&K) on the activities of Islamic State (IS) as direct link has surfaced in the State of three youths arrested from Nagpur following sensational disclosures that they wanted to reach Pakistan occupied Kashmir (PoK) via Kashmir for their onward journey to Iraq and Syria via Afghanistan, reports Daily Excelsior. The disclosures have been substantiated with recovery of IndiGo air tickets from Mumbai to Srinagar from the possession of three youths at the time of their arrest. Official sources told the Excelsior that J&K Police was in touch with their Hyderabad counterparts and didn’t rule out the possibility of a J&K Police team visiting Hyderabad to join interrogation of the youth, who had been arrested for second time in the past two years for their attempts to join the IS. Sources said Doval and Mehrishi have written to five States including Jammu and Kashmir, Telangana, Andhra Pradesh, Kerala and Maharashtra seeking details of radicalization of youth towards the IS. Though Defence Minister Manohar Parrikar and Union Home Minister (UHM) Rajnath Singh had recently stated that the Centre has minimized the impact of IS, the Centre wanted all vulnerable States to remain on high alert on the IS threat.

Synergised hard-intelligence based joint ops with the J&K Police and CAPF (Central Armed Police Force) have been the hallmark of these operations,” he said. Apart from neutralising terrorists, this year over 350 weapons and 40 Improvised Explosive Devices (IEDs) and explosive hauls have been recovered, plus other “warlike and logistics stores”. “This clearly highlights the nefarious designs and intransigence of Pakistan to continue abetting terrorism in J&K,” he said. Army troops of Delta Force and Police unearthed a hideout of the militants at Hachot forests in Kishtwar District and recovered large quantity of arms, ammunition and explosives on December 30, reports Daily Excelsior. Acting on tip off, a joint team of Army and Police launched massive searches in Hachot forests of Dul area and destroyed the hideout of the militants. Recoveries made from the hideout included one AK-56 rifle along with four magazines, 150 rounds of AK-56, one 7.62mm Self Loading Rifle (SLR) along with two magazines, 12 hand grenades, eight Under Barrel Grenade Launcher (UBGL) grenades, two hand held radio sets, one radio set antenna, two all purpose binoculars and two combat pouches.

Two militants believed to be from the Lashkar-e-Taiba (LeT) were killed in an encounter that broke out between militants and Security Forces (SFs), in south Kashmir’s Pulwama District on December 30, reports Rediff.com. A senior Police officer said that troops of Rashtriya Rifles (RR) and Special Operation Group (SOG) of the State Police jointly cordoned off Samboora village on receiving information about the presence of militants. “As security forces were searching the village, militants hiding in a house opened fire triggering an encounter. Two militants, one local identified as Manzoor Ahmad and a foreigner were killed. Two AK-47 rifles were recovered,” the officer said.

Separatist leader Masarat Alam Bhat (45) was rearrested under Public Safety Act (PSA), two days after High Court quashed his detention under the Act, the Jammu and Kashmir government said on December 31, reports NDTV. "What do I have to say now when he has been arrested? We have arrested him again under PSA," Education Minister Naeem Akhtar, who is also government spokesperson, told reporters. The 45yearold separatist, who ran an agitation in 2010, was rearrested late on December 29, outside Jammu's Kotbalwal Jail after his release following the High Court order earlier that day. His detention under PSA was quashed by the High Court in the second such instance since August. On August 21, the High Court had quashed previous detention of Bhat, who was booked under Public Safety Act on April 17, 2015.
