Security Forces (SFs) had an encounter with a group of Lashkar-e-Toiba (LeT) militants in the forests of North Kashmir’s Bandipora District on November 1, as the militants fired at the SFs during a major operation against the group that continued for last one week, reports Daily Excelsior. SFs had noticed the movement of 3-4 LeT militants with whom Army had a brief encounter Serinder Kudara forest on October 27-morning. The militants, however, managed to escape after the gun battle due to dense fog in the area.

Terrorist violence in Jammu and Kashmir (J&K) in 2015 has surpassed the levels recorded in 2014, with 169 incidents and 35 Security Force (SF) personnel killed until October 25, as compared to 167 incidents and 30 force casualties in the corresponding period last year, reports The Times of India on November 3. Though 86 terrorists were neutralized till October 25, against 83 in the same period of 2014, and the civilian casualties caused while maintaining law and order stagnated at four, the number of civilian killings by the militants fell to 16 from 20 last year. The latest statistics mark a year-on-year increase in most terror indices related to J&K. In fact, at 169 incidents until October 25, the figure of 170 incidents recorded in the whole of 2014 is set to be surpassed soon. Nevertheless, incidents have shown a steady decline from the high of 488 recorded in 2010, followed by 340 in 2011 and 220 in 2012. The SFs killed in terrorism-related incidents is lower than 2013 but higher than the 2011 and 2012 figure. Terrorists, wary of losing ground support, are going after SFs more than civilians. Civilian killings have fallen from 28 in 2014, though they exceeded the levels (15 fatal casualties) seen in 2012 and 2013. The SFs are not taking the higher casualties lying down and are retaliating in equal measure to terrorist attacks. As many as 86 terrorists were killed until October 25, as compared to 67 in 2013 and 72 in 2012. It remains to be seen if the 2015 figure of terrorist killings will surpass the 2014 mark of 110. According to Union Ministry Home Affairs (UMHA) sources, around 200-220 terrorists/militants, both local and foreign, are estimated to be holed up in the Valley. Though they possess arms, not many are actively engaging SFs in encounters. "This could be due to their poor and inadequate training. Earlier, militants could exfiltrate and train at camps in Pakistan occupied Kashmir (PoK) but the heightened vigil by Indian forces at the border has made this a difficult proposition... not many local recruits are well-versed in the use of arms, which has made them less of a worry to the security agencies," a senior officer in the security establishment told TOI.

Two Army personnel were killed on the Line of Control (LoC) in Gurez sector of North Kashmir’s Bandipora District on November 2, when their patrol party was fired at from across the LoC in Pakistan occupied Kashmir (PoK), reports Daily Excelsior. Sources said that two Army personnel of 160 Territorial Army, who were attached with 36 Rashtriya Rifles (RR), were killed when their patrol party was fired at around 12:10 p m at Tarbal forward post in Gurez sector. A Srinagar based Defence spokesman said: “In a major ceasefire violation today (November 2), Pakistan resorted to unprovoked firing in Gurez sector along the LoC in Jammu and Kashmir (J&K). Two soldiers have been killed in the firing. A befitting retaliation was carried out by the Army.”

Army averted a major tragedy by recovering an Improvised Explosive Device (IED) from a car on Baramulla road in Baramulla District on November 3, and defused it, reports Daily Excelsior. Based on input provided by 46 Rashtriya Rifles (RR) of Army, 52 RR carried out search and domination of the area and a red colour Maruti 800 was found in an abandoned state on Juhoma Kanishpora road at Juhoma, Baramulla. On search of the vehicle an Ammonium Nitrate based IED was discovered below the rear seat of the vehicle by the Bomb Disposal (BD) squad which was approximately 4 kilograms in weight and later was neutralised by the BD squad.

General Officer Commanding (GOC) of Srinagar based 15 Corps, Lieutenant General S K Dua, on November 3, said that there was increased pressure on militants to infiltrate before the winter, reports Daily Excelsior. “There is increased pressure on them (the militants) to infiltrate before the winter. Sometimes they just cross the Line of Control (LoC), open fire and then go back,” Lt General Dua told reporters on the sidelines of a function in Srinagar. The GOC said the infiltration from across the LoC was “next to nil” this year so far and the anti-infiltration grid was fully prepared to keep it that way. Lt General Dua said the ceasefire violation at LoC in Gurez sector of North Kashmir Bandipora District on November 2, which left two soldiers dead, was part of an effort to push militants into Kashmir. “It (ceasefire violation) seems to be an attempt to infiltrate more terrorists before the snowfall along the LoC,” the GOC said. Asked about the ceasefire violation in Gurez as it was not a traditional infiltration route, Lt General Dua said: “They might have changed the tactics. The grid is coordinated and we are ready to take on the challenge.” The GOC said that militants are making desperate attempts to infiltrate and robust counter-infiltration is foiling their attempts. “There has been no let up in the intent (to infiltrate) but the robust anti-infiltration grid has ensured that the attempts are foiled,” he said. Lt Gen Dua said, intelligence inputs suggest that over 300 militants are at various launch pads across the LoC waiting for an opportunity to infiltrate.

A Commandant-Commander-level meeting between the Border Security Force (BSF) and Pakistan Rangers was held at Mangu Chak Border Out Post (BOP) along International Border (IB) in Samba sector in Samba District, to reiterate commitment to peace along the Indo-Pak border during cultivation by farmers on both sides, reports Daily Excelsior. Official sources said the Pakistan side was led by Wing Commander Aseem Bhatti while Officiating Commandant Y B Yadav represented the BSF at the meeting, which was held in cordial manner. Police arrested four narcotic smugglers along with heroine from Shakti Nagar area, falling under the jurisdiction of Bakshi Nagar Police Station in Jammu District, Daily Excelsior reports on November 6. The arrested have been identified as Harsh Gupta, Tarish Sharma, and Arjun Sharma and Sachin Sharma. A total of 6.5 grams of heroin was recovered from the possession of all the accused persons. A case under FIR Number 143/15 under Section 8/21/22 Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered against the accused at Bakshi Nagar Police Station and investigation started to unearth the other narcotic smugglers associated with the arrested accused.

Thirteen Central Reserve Police Force (CRPF) personnel were injured in a grenade attack by the militants on a CRPF camp in Khayam area of Khanyar in Srinagar city on November 5, reports Daily Excelsior. The militants hurled a grenade towards 82 battalion of CRPF stationed in Ikhwan Hotel in Khayam area of Khanyar. The grenade was hurled at mobile bunker stationed outside the camp. It exploded near the bunker and 13 CRPF personnel who were around it were injured. The aim of announcing these economic packages is to silence people, which is impossible. Kashmiri people want to make it clear that the ongoing happenings in the region are not law and order problems. Kashmir problem is not the problem of good governance and bad governance; it is not an economic problem… it is political problem,” he asserted. Expressing disappointment over the fact that PM maintained hardline stance with regards to Kashmir during his recent Valley visit, Mirwaiz said: “Modi said on the face off all that ‘we don’t need suggestion of anyone over Kashmir and we know what we have to do’. Sources said during sustained questioning and cross examination of seven accused arrested in the case so far including Naved, the NIA has succeeded in extracting name of important functionaries of Pakistan including officials of Army and Inter-Services Intelligence (ISI), who were instrumental in training both Momen and Naved and then pushing them into Kashmir to carry out the terror attacks. “We are now in possession of complete history of Naved and Momen starting from August 2011 to June 2, 2015 when they entered into the Kashmir Valley from Line of Control (LoC) in Kupwara sector. The camps, where the two Pakistani militants were trained, their location, handlers and Pakistan Army and ISI officials, who passed instructions to them, were all with the NIA, which was possible due to scientific investigations carried out by the investigating agency. “Even the NIA has managed to gather telephone numbers of some of the handlers of Naved and Momen in Pakistan apart from their family members,’’ sources said, adding all these revelations will be mentioned in the charge-sheet to be filed by the NIA before the court of law to expose Pakistan before the world. Police, 3-Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF) cordoned off Siligam village in Ashmuqam area of Anantnag District of South Kashmir after reports about presence of a group of Hizb-ul-Mujahideen (HM) militants in the village. The militants tried to flee from the village once it was cordoned off but after finding Security Forces (SFs) cordon all around they fired at the troops who retaliated leading to a gun battle. Three HM militants were killed in the gun battle. The General Officer Commanding (GOC) 15 Corps, Lt General Satish Dua told reporters on the sidelines of a function in North Kashmir’s Handwara town that there are 50 to 60 militants active in North Kashmir. It may be mentioned here that Security Forces (SFs) killed 56 militants in North Kashmir this year including those who were killed along the Line of Control (LoC) while infiltrating. Replying to a query about Manigah forests operation that is going on for past 11 days, Lt General Dua said that Army has tightened the noose around the group in the forests after their infiltration. “This operation is going on for past few days and one of our officers was martyred and one terrorist was also shot dead. They are not able to go out of this area after infiltration”, said the GOC. Lt General Dua said that Army does not use heavy weaponry during the operations to avoid collateral damage. He said that Army in its operations against militants ensures that there is no collateral damage. “It is why we suffer damages and you see in operations our jawans get injured”, he added.

Two Army officers were also injured in the attack and several Army barracks, vehicles and kerosene depot were gutted in the encounter that lasted several hours. Major General Paramjit Singh, General Officer Commanding (GOC) 28 Division of Army, told reporters that Army encircled the militants by 7:30 a.m. and by 10:30 a.m., all of them were eliminated. “These terrorists had AK-47 rifles, ammunition and large number of grenades. One Army man was injured and gun battle is over but the searches are still on”, he said. The pouches recovered from them had written on them Afzal Guru Brigade. Sources said that a group of three militants attacked Battalion headquarters of 3/1 GR at around 6 am in Tanghdar. “The attackers were dressed in Army fatigue and entered the camp by cutting the fencing wire of the camp”, they said. “Oil depot inside the camp caught fire during the gun battle which later spread to nearby barracks gutting five of them, including a generator room. Besides, three vehicles were also gutted in the incident”, reports said. Militants killed a local employee of MES, Tanveer Ahmad Sheikh, who was operating power generator inside the camp. Addressing a press conference at BSF Headquarters at Paloura, Sharma said Pakistan’s Security Forces (SFs) are allowing Saeed to “openly operate” in the border areas to indoctrinate terrorist groups allegedly in connivance with some of the Pakistan’s agencies. “You see Hafiz Saeed has been repeatedly provoking terrorists. Recently inputs have come that motivational speeches are being delivered in the terrorist camps and launching pads that we have to engineer terror acts (across the border in this side),” Sharma said. A gun battle broke out between Security Forces (SFs) and militants in the Manigah forest area of Kupwara District on November 27, reports Daily Excelsior. According to the report, the SFs have launched massive search operation in number of forest areas in Manigah following killing of Lieutenant Colonel Santosh Mahadik on November 17, 2015. They intercepted the militant group on November 27 in the afternoon at Peer Mohalla area of Haji Naka in Manigah, leading to the gun battle. No injury was reported on either side. Superintendent of Police (SP), Kupwara, Aijaz Ahmad Bhat said that the operation is on in Manigah since last 13 days. He said that since then the joint team of security forces had established contacts with the militants intermittently resulting into the killing of one militant so far. On November 22, an Army Colonel S. K. Natt was injured in the encounter and on November 23, Army eliminated one militant in Manigah. Dozens of masked youths assembled outside Jama Masjid in Nowhatta area of Old City in Srinagar after Friday congregation prayers and resorted to stone-pelting on SFs. During stone-pelting, some youth waved flags of Islamic State (IS) and Pakistan. In Maisuma area of city centre, the activists of All Parties Hurriyat Conference led by Syed Ali Geelani staged a protest against the detention of conglomerate chairman Geelani and other leaders. The separatist activists were seeking “unconditional and immediate” release of Hurriyat leaders. Police detained some of the protesters, including Imtiyaz Haider. Army launched a massive operation against a Jaish-e-Mohammad (JeM) militant group in Tanghdar forest area, who were associates of the three Fidayeen (Suicide Squad) who were killed after they attacked an Army camp in the area on November 25, reports Daily Excelsior on November 30. Army has deployed para-commandos in Tanghdar area near the Line of Control (LoC) in the frontier District of Kupwara against this group who are also believed to be Fidayeen. Sources said that the six member group of JeM infiltrated recently from Pakistan occupied Kashmir (PoK) into Tanghdar and three of them attacked the 3/1Gorkha Battalion Headquarter. All of them were killed in Army operation and one generator operator of the Army was shot dead by the militants. The other three of their associates who are also believed to be Fidayeen are believed to be in the forest area and Army has launched massive searches against them. More troops have been rushed to the area to prevent them from carrying out the attack or shift to the hinterland.

Crime Branch of Delhi Police in assistance with Rajouri Police and Kolkata Police on November 29 cracked an espionage racket involving two Rajouri based Border Security Force (BSF) and Government officials having direct links with Pakistan Intelligence Operative (PIO) and Inter-Services Intelligence (ISI) of Pakistan, reports Daily Excelsior. A total of five arrests have so far been made in the racket including two from Rajouri District of Jammu and three from Kolkata while Police were raiding six more places in search of more associates of Pakistani Intelligence agencies as it surfaced during questioning of the BSF and Government officials, arrested from Rajouri, that they had been passing very vital information to the neighbouring country on email, WhatsApp and Viber networks and other available resources but were not conversing telephonically for the fear of interception of messages. Official sources didn’t rule out that five arrested persons might have supplied classified information to the ISI and PIO having implications on national security as certain documents of similar nature were recovered from them. The two Rajouri based officials, arrested by the Crime Branch of Delhi Police and taken to New Delhi, have been identified as BSF Head Constable Abdul Rashid, a resident of Manjakote, Rajouri, presently posted in Intelligence wing of the Agency and Kafait Ullah Khan alias Master Raja, a resident of Kalai, Mandi, presently posted as Laboratory Assistant in Government High School, Manjakote in Rajouri District. Both of them were related to each other. Sources said they have been booked by Delhi Police under First Information Report (FIR) No. 166/15 under Section 3/9 of Official Secrets Act. Sources said Kafait Ullah fell into the trap of Pakistani agencies when he visited Pakistan in 2013, where he was lured by the ISI and PIO agents with monetary considerations and asked to work for them. On return, Khan motivated his relative and BSF official Abdul Rashid to pass on sensitive information to him and Pakistan. Rashid agreed and started supplying information to Kafait Ullah. They had passed on important information pertaining to deployment of security agencies, infiltration routes etc to Pakistan using emails, WhatsApp and Viber networks to ISI and PIO agents, who were handling them directly through social media. At the time of arrests, Delhi Police recovered very significant documents from the possession of both the accused, which had serious implications for national security, sources said. Delhi Police arrested Kafait Ullah from New Delhi railway station when he was on way to Bhopal from Jammu in a train to spread his network there and gather some information sought by his mentors from Pakistan. On being subjected to interrogation, Kafait Ullah disclosed identity of the BSF official, who had been leaking sensitive information to him. The Delhi Police conducted a raid in Rajouri and arrested the BSF head constable with the assistance of Rajouri Police and BSF authorities.

Police had sealed the lane leading to house of APHC-G chairman Syed Ali Shah Geelani, which is also his office, since morning and no one was allowed to proceed ahead. The Intelligence agencies of the Government of India have put all financial institutions including banks in both Government and private sectors on high alert following reports that dreaded militant outfits like Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) have generated funds worth several crores from within the country and abroad to step-up militancy in India especially Jammu and Kashmir (J&K), reports Daily Excelsior on November 30. Official sources said that reports available with the Intelligence agencies on the basis of investigations conducted by financial wings revealed that the two militant outfits, which were being run through ‘remote control’ from Pakistan and were instrumental in inflicting several casualties of security forces and civilians, had received funds from abroad running into several crores and used them for funding militancy and financing families of both working and slain terrorists. “The Intelligence agencies have asked all financial institutions including banks in Government and private sector to keep strict surveillance on major transactions coming from abroad not only in J&K but other States also as there had been reports that some organizations (from abroad) instead of directly routing the money to J&K were getting it transferred from other States to avoid any doubts,’’ sources said. Reports revealed that the two militant outfits had specifically received funds from various Gulf nations and Pakistan apart from some other countries. However, majority of funds had come from Gulf and Pakistan. Some of the funds had also been received from a couple of States within the country. There had been reports that the money had been distributed by both the outfits among their cadre including militants, their families, kin of slain militants and Over Ground Workers (OGWs) to sustain the militancy, which had suffered major reverses over the past few years. “The militants, facing defeat at hands of security forces, had used new route of luring their cadre with the help of money power. Pakistan and several Gulf countries were used to fetch the money to keep the militancy going,’’ sources said, adding that some of the financial transactions had been detected but by then they had been cashed by conduits of the outfits using fictitious names on the bank accounts.

Operations against the militants have continued for weeks. A top Army commander in Srinagar on condition of anonymity said, that four or five militants were holed up in the upper reaches of Bandipora. “They are not coming down into the urban pockets. The group has split itself into smaller groups and constantly move from one village to another within the forest range and get supplies,” said the Army officer. General Officer Commanding (GOC), 15 Corps Lt General Satish Dua, believes that around 10 militants are holed up in Manigah. “They are continuously fighting with the forces to cross the reception area and to come into the hinterland,” said Lt. General Dua. The Army, which has laid siege to large swathes of forest range and villages in Manigah, is waiting for the onset of winter to make its job easier. However, the continuous siege of populated areas has come under criticism from human rights activists and political leaders. “It has triggered distress and crisis for thousands of villagers. There seems to be no justification and logic for continuing the crackdown for 18th consecutive day, despite ongoing chilly cold weather,” said Member of Legislative Assembly (MLA) Engineer Rashid. He accused the Army of putting inhabitants of Humandar, Manzhar, Manigah, Kashmiri-Manigah, Hajinakah, Behaksabha, Halmathpora, Gonipora, Bhatpora, Joktiyal, and Trumbnad to inconvenience. “The education of children has also been badly affected,” he claimed adding, “nobody from any other village is being allowed to enter the area and many families have been forced to migrate.”

There were only three occasions in the past two months when the ceasefire was violated along the International Border (IB) by Pakistan, reports The Hindu on December 1. The incidents of cross-border firing have shown a sharp decline after the border guarding forces of the two countries decided to “pick up the phone before picking up the gun”, when the Director General (DG)-level talks with Pakistan Rangers concluded in September, 2015. The ceasefire violations till August stood at 589. After the DG level talks of Pakistan Rangers-Border Security Force (BSF) concluded in September, it was decided that the two forces will communicate and try to resolve any kind of confrontation along the border. The data available with the BSF shows that in September, there were two occasions when there was firing from medium machine guns on the BSF posts. Once on September 12th and then from September 23-25 (counted as single incident). In October, no such incident was reported while on November 9th, there was only one incident of cross-border firing. All the violations were reported in the Hiranagar-Samba sector of Jammu, which has also seen multiple infiltration attempts. “When there was firing from across the border, there was retaliation from our side. DG BSF got a call from his counterpart Major General Umar Farooq Burki on the hotline number activated in September. It took an hour to de-escalate the tension. The phone call came in handy to avert tension and hostility at the border,” said a senior BSF officer. Like the arrangement reached earlier, the ceasefire violations were recorded and the two sides exchanged the incident report with the help of e-mails and facsimile messages. “We followed the Standard Operating Procedure (SOP) decided after the DG-level talks and immediately sent a facsimile as well as an e-mail to record our displeasure,” said the official.
