At least 22 Security Force (SF) personnel were killed and 30 others injured in an encounter with Communist Party of India-Maoist (CPI-Maoist) in a forest along the border between Bijapur and Sukma Districts in Chhattisgarh on April 3, reports CNBCTV18. The officials said that nine Naxals [Left Wing Extremism, LWE] -- including a woman Maoist -- were killed in the three-hour-long encounter, adds English Jagran. Following tip-off over the major movement of the Maoists, the planned anti-Maoist operations were undertaken by various parties of the forces along the Bijapur-Sukma border from three different directions in the conflict zone of Bastar on April 2 night. Deputy Inspector General of Police (DIGP), anti-Naxal operations, OP Pal said, the personnel belonging to the Central Reserve Police Force (CRPF), its elite unit CoBRA (Commando Battalion for Resolute Action), the District Reserve Guard (DRG) and the Special Task Force (STF) were involved in the operation launched from five places - Tarrem, Usoor and Pamed (Bijapur) and Minpa and Narsapuram (Sukma). The Maoists People’s Liberation Guerrilla Army (PLGA) Battalion was led by its ‘commander’ Hidma, with a total strength of nearly 250, and this group of Naxals was aided by Maoists associated with the Maoist platoons of Pamed, Konta, Jagargunda and Basaguda area committees. A group of 60-80 armed Maoists led by Chandranna was also spotted in Bijapur shortly before the attack.

A release from the Bijapur Police said, Ramesh Madvi (30), a resident of Galgam Schoolpara in Bijapur's Usoor Police Station limit, and ‘section commander’ of a Maoist militia platoon active in Usoor area, surrendered to the Police. Police has arrested three cadres of the Communist Party of India-Maoist (CPI-Maoist) from Urmal under Chauka Police Station area in Seraikela Kharsawan District of Jharkhand on April 12, reports UNI. The arrested Maoists identified as Sujeet Kumar Munda, Matindra Nath Manjhi and Chaburam Munda, belonged to the squad led by wanted Maoist ‘commander’ Maharaj Pramanik. Police recovered Naxal [Left Wing Extremism, LWE] literature, four mobiles, bike and INR 5,000 collected as ‘levy’ (extortion money) from their possession. Superintendent of Police (SP), Md Arshi said that a team of the District Police along with Central Reserve Police Force (CRPF) launched a joint operation in various areas of Seraikela Kharsawan District to arrest Maharaj Pramanik. The SP said that during the operations first Sujeet was arrested and based on his information two others were arrested.

Security Forces (SFs) will not slow down their intensified anti- Communist Party of India-Maoist (CPI-Maoist) operations in the strife-torn zones even as the spiralling new Covid-19 cases forced all the 28 Districts in Chhattisgarh to impose the lockdown, reports The New Indian Express on April 20. The State Police in Bastar reiterated that with the CPI-Maoists restricted to limited pockets in the affected districts, the SFs will continue with their operation as the CPI-Maoist cadres attempt to upgrade their annual Tactical Counter Offensive Campaign (TCOC) that usually begins from March-April onwards and continues till mid-June. During the TCOC, the Naxals [Left Wing Extremism (LWE)] aim to regain their military strength, infuse confidence among their cadres, recruit new cadres and simultaneously mount pressure on security forces. The SFs had made gains in the previous year even when the pandemic started. New base camps were opened and the forces evidently dominated more areas that were believed to be the Maoists' stronghold, said Sunderraj P, Inspector General of Police (IG) (Bastar zone).

An exchange of fire took place between Communist Party of India-Maoist (CPI-Maoist) cadres and District Reserve Guard (DRG) personnel near Malameta village in Tadoki Police Station limits in Kanker District of Chhattisgarh on April 20, reports Dainik Bhaskar. DRG personnel from Kondagaon and Narayanpur Districts were conducting search operations on the inputs of Naxals [Left Wing Extremism, LWE] being present in the area. The CPI-Maoist cadres opened fire on Security Forces (SFs) in the forest and fled under the cover of forest in the middle of the firing. DRG personnel have recovered a rifle and some everyday items from the forest during the search after the firing stopped, said Antagarh Sub-Divisional Police Officer (SDPO), Kaushalendra Patel.

Communist Party of India-Maoist (CPI-Maoist) leader and Andhra-Odisha Border Special Zonal Committee (AOBSZC) Special Zonal Committee member and a ‘division secretary’, identified as Muttannagari Jalandhar Reddy alias Krishna alias Maranna, carrying a reward of INR 2 million on his head surrendered with disillusionment with the Naxal [Left Wing Extremism, LWE] ideology and lack of public support at Andhra Pradesh Police Headquarters at Mangalagiri in Guntur District of Andhra Pradesh on April 20, reported The Hindu. Jalandhar Reddy was involved in six ambushes, including the Balimela attack, 19 exchanges of fire (EoF), seven murders. He had played a key role in the abduction of former Malkangiri District Collector Vineel Krishna. Jalandhar Reddy, a native of Bhoompalli village in Siddipet District of Telangana, was a member of the Radical Students Union (RSU), and had joined in People’s War Group (PWG) in 2000. He had joined as a member of the Giraipalli Dalam (armed squad) in Medak District. Later, he worked in South Telangana Special Guerrilla Squad in Nallamala forest area and in Andhra Area Military Platoon. He was promoted as the area committee member and transferred to the AOBSZC in September 2002. Jalandhar Reddy served in different cadres in Malkangiri-Koraput-Visakha Border (MKVB) divisional committees. In November 2006, he was elevated as the ‘divisional committee member, DCM’ of the AOBSZC. The wanted CPI-Maoist leader also worked as a secretary to protection squad of 'central committee (CC) member' Akkiraju Haragopal alias RK, from 2013 to 2016. Since January 2019, He had been working as the secretary of the MKVB before he was promoted as the Special Zonal Committee member of the AOBSZC, said Andhra Pradesh Director General of Police (DGP), D G Sawang. Jalandhar Reddy completed his Intermediate education, was one among those who raided on District armoury at Koraput in 2004, attack on Yerragondapalem Police Station in April 2001, and Srisailam, Sunnipenta Police Stations in Kurnool District and many other offences in the Andhra-Odisha Border (AOB) region.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire between Security Forces (SFs) and CPI-Maoist cadres in a forested area under Madanpur-Rampur Police limits in Kalahandi District of Odisha on April 23, reports OMMCOM NEWS. Odisha Police accompanied by teams of Special Operations Group (SOG) and District Voluntary Force DVF personnel conducted search operations in the forest area based on the intelligence inputs. SFs asked CPI-Maoist cadres to surrender arms, the Naxals [Left Wing Extremism (LWE)] resorted to indiscriminate firing and the SOG team had to fire in self-defence. The anti- CPI-Maoist operations are not strategized due to the outbreak of corona infection at the State Police Headquarters and Special Branch. Several Policemen working to mobilize information systems in the Naxal branch are also infected. Central Reserve Police Force (CRPF) and CoBRA (Commando Battalion for Resolute Action) of the CRPF battalions are also on the backfoot in Jharkhand following the recent CPI-Maoist incident in Chhattisgarh. On the other hand, paramilitary forces are not very active in the operation due to corona infection, said Police officials. In a letter, Patnaik requested PM Modi to direct the Union Ministry of Home Affairs (UHMA) to waive an amount of INR 4561.23 crore of the State Government towards deployment charges of CAPFs up to October 1, 2020. In his letter to PM Modi, Patnaik argued that since the Naxal [Left Wing Extremism (LWE)] violence is a national issue posing a grave internal security threat to the integrity of the nation, it has to be addressed by both Government of India and the State Governments jointly. He said the Odisha Government has been proactive in spending from its scanty resources in creating and deploying security forces. “Around 15 battalions of State Police have been raised, specifically to combat Left Wing Extremism (LWE). 30,000 posts in Police cadre have also been created including armed formations along with Specialised Training Centres and other logistics facilities for their deployment. Thus, considering the fact that Left Wing Extremism (LWE) is an issue of joint responsibility and the State Government is doing its lots to combat the menace, Government of India may appreciate the difficulties of States like Odisha while charging for such deployment of CAPFs for dealing with LWE, stated Odisha CM, Naveen Patnaik Letter.

The National Investigation Agency (NIA) filed a supplementary charge sheet against 34 Communist Party of India-Maoist (CPI-Maoist) cadres for their alleged involvement in the killing of four Policemen before a special NIA court in Ranchi District of Jharkhand on April 30, reports Outlook. All the accused, who are the residents of Jharkhand and Bihar, have been charged with the relevant provisions of the Indian Penal Code, the Unlawful Activities Prevention Act (UAPA) and the Arms Act. The case pertains to the deadly attack on the Police patrolling party by the armed CPI-Maoist cadres in November 2019 at Lukuiya More in Latehar District of Jharkhand in which four Police personnel were killed and their arms and ammunition looted. The State Police had filed a charge sheet against six accused. The NIA re-registered the case in June 2020 and took over the investigation. Anal Da, the 'central committee (CC) member' and Secretary of Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist, in collusion with other senior CPI-Maoist leaders, had conspired and planned the attack on the Police patrolling party at Lukuiya More. The recce for carrying out the attack at the targeted place was conducted for a week and final planning for execution was undertaken at Bearjangha forest. Top leaders of CPI-Maoist had planned the minutest details and constituted three teams to carry out the attack in a meticulous manner, said NIA official. The plan was executed under the leadership of Ravindra Ganjhu, the regional committee member of the CPI-Maoist, who had also enlisted the help of over ground workers and sympathizers of the organisation. The attack was carried out in order to loot the arms and ammunition and further strengthen their organisation and demoralised the Security Forces (SFs) operating in that area. During investigation, the NIA was successful in unearthing immovable properties worth INR 50, 00,000 of Ravindra Ganjhu in Latehar and Ranchi Districts in Jharkhand and the same were attached under sec 25 of UA(P) Act. Investigation leading to arrest of local contractor, Mrityunjay Kumar Singh exposed the unholy nexus between the CPI-Maoist and unscrupulous contractors who are aiding and abetting activities of such banned terrorist organisations in Naxal [Left Wing Extremism (LWE)] affected areas, added the NIA official.
