The Communist Party of India-Maoist (CPI-Maoist) have given a call for State-wide bandh (general shut down strike) on August 10, in protest against the alleged illegal mining of laterite and bauxite in the Agency areas in Visakhapatnam and East Godavari Districts of Andhra Pradesh, reports The Hindu on August 2. In a letter released by Maoist’s Andhra Odisha Border Special Zonal Committee (AOBSZC) ‘secretary’ Ganesh on August 2, the Left Wing Extremist (LWE) appealed to the tribals in the region and people from all sections of the society to participate in the bandh and make it a success. The Maoists have also urged the tribals from the affected villages to take a militant stand and drive away the mining companies and have also asked them to destroy the trucks and heavy earthmoving equipment that are being used for mining. The Maoists also urged the tribals not to allow the Police to organise volleyball tournaments and medical camps in the interior villages, as in the garb of doing so they were actually trying to protect the roads constructed to facilitate mining and aid the company. Apart from giving the bandh call, they demanded that the construction of the road be stopped.

The National Investigation Agency (NIA) on August 3 filed the third supplementary charge-sheet against seven Naxals [Left Wing Extremists, LWEs] from Jharkhand and West Bengal in connection with their involvement in the killing of five Police personnel in Jharkhand in an ambush in June 2019, reports NewsOnAir. The agency filed the charge sheet in a Special Court at Ranchi against Soma Sardar, Atul Mahto, Ram Prasad Mardi, Gulshan Singh Munda, Ravi Singh Sardar and Doctor alias Pradeep Mondal under various sections of the Indian Penal Code (IPC) and Unlawful Activities Prevention Act (UAPA). The case pertains to an attack on the Police party by the Naxal cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand in which five Police personnel were killed and their arms and ammunition were looted. The case was initially registered on June 15, 2019, at Tiruldih Police Station in Seraikela Kharsawan District and Jharkhand Police arrested 11 accused and filed two charge-sheets against them. The NIA had re-registered the case on December 9, 2020. The NIA said that Soma Sardar had played an important role in hatching the conspiracy that led to the attack on Police personnel besides being involved in providing logistical support and raising funds for Communist Party of India-Maoist (CPI-Maoist), adds oneindia.com. Other six chargesheeted accused are underground ‘commanders’ of the CPI-Maoist and had conspired the execution of the attack on the Police personnel.

The Enforcement Directorate (ED) filed a charge sheet in a money laundering case against a notorious inter-state criminal and alleged Naxal [Left Wing Extremism, LWE] operative, Madhav Das, and his family before a special court in Patna District of Bihar on August 4, reports outlookindia.com. The prosecution complaint has been filed under various sections of the Prevention of Money Laundering Act (PMLA). Those named in the charge sheet include Das, his wife Urmila Devi and brother-in-law Yogendra. The ED said in a statement, "Madhav Das is a notorious inter-state criminal and also a member of a banned Left-Wing Extremist group. He has a criminal record of several bank robberies and dacoities in Bihar, Jharkhand, Odisha and West Bengal."

Police in a joint operation with Central Reserve Police (CRPF) arrested a hardcore Communist Party of India-Maoist (CPI-Maoist) cadre identified as Kishore Barnwal, who was absconding for 12 years after allegedly abducting and murdering a Sub-Inspector (SI) and a Special Task Force (STF) trooper, when he had reached in Salayatand village in Bhelwaghati Police Station area to meet a special acquaintance in Giridih District of Jharkhand on August 7, reports The Pioneer. Kishore, a resident of Sono Police Station area in Jamui District of Bihar, however, there is no reward announced against him in Giridih or Jamui, nor is there any Naxal [Left Wing Extremism, LWE] case registered against him in Giridih. Police sources said that in the year 2009, the Maoist abducted an SI posted in Sono Police Station and a STF trooper and brutally killed both of them, and, since then he was on the run.

The Police and Paramilitary Forces during a special anti-Naxal [Left Wing Extremism, LWE] operation recovered 14 landmines from Dalma hills under Bodam Police Station area in East Singhbhum District of Jharkhand on August 7 evening, reports The Telegraph. Superintendent of Police (SP), Subhash Chandra Jat, confirmed about the recovery of the landmines from Dalma hills, and stated, "During a special operation in Dalma hills, the police and paramilitary forces detected landmines Bodam thana area of the hills. There were in all 14 landmines, weighing six kgs each, suspected to have been planted by the outlawed naxal outfit CPI (Maoist) [Communist Party of India-Maoist (CPI-Maoist)] targetting the paramilitary forces. " Later, all the Improvised Explosive Devices (IEDs) have been safely defused.

The cadres of Communist Party of India-Maoist (CPI-Maoist) carried out a blast in Udanti-Sitanadi Tiger reserve area in Gariyaband District of Chhattisgarh on August 8 night, and damaged some portions of Wildlife Buffalo Rescue cum Conservation centre, reports Free Press Journal. Rajesh Kumar Pandey, Chief Conservator of Forest (Wildlife) and Regional Director, Udanti Sitanadi Tiger Reserve, said, “Naxals carried out a minor blast in the Wild Buffalo Rescue Centre and damaged some portions of the enclosure. However, the main building of the rescue centre is safe, we are collecting details of the damage done by the Naxals.” Superintendent of Police (SP), Gariyaband, Parul Mathur, said, in the night around 20-40 unidentified men of banned CPI-Maoist outfit gathered near the Wild Buffalo Rescue centre and carried out some destruction in the enclosure. They set fire to small hut-like infrastructure; we are gathering the details about it. However, carrying out an attack on Wild Buffalo Rescue centre is new to the area. Police have started an investigation into it, the SP added. After setting fire, the Maoists also raised slogans and threatened the forest staff to wind up the rescue centre or suffer serious consequences. The Maoists also tied a banner at the site in the context.

In an operation jointly conducted by the Jharkhand Police and central Reserve Police Force (CRPF), five Improvised Explosive Devices (IEDs), planted by the Communist Party of India-Maoist (CPI-Maoist), have been recovered from a forest area in West Singhbhum District of Jharkhand on August 9, reports Outlook. According to intelligence reports, Maharashtra has the highest 84 frontal organizations having secret dens in at least five Districts in Gondia, Nagpur, Nashik, Pune and Mumbai. The State is now contemplating enacting the ‘Maharashtra Public Security Act’ to be able to firmly tackle the frontal organizations, their networks and activities. To counter plans of the frontal organizations from spreading their activities, the State aims to bring in the enactment. Deputy Inspector General of Police (DIGP), and in-charge of the State anti-Naxal [Left Wing Extremism, LWE] operations (ANO), Sandip Patil said the draft proposal is being considered by the government, and the proposal is being compiled with data and references for consideration.

A ‘commander’ of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), was allegedly killed while another cadre was injured in an internal fight among the cadres in the Kokur forest area under Ramgarh Police Station limits in Palamu District of Jharkhand on August 12, reports News 18. Police said that it had come to their knowledge through intelligence that a wanted Naxal [Left Wing Extremism, LWE] ‘commander’ was killed and another armed cadre had suffered bullet injuries in a fratricidal fight among the members of JJMP in the Kokur forest area. The JJMP ‘commander’, who was killed in the fight, has been identified as Ramsundar Ram. “An anti-Naxal operation has been launched in the area to nab the extremist cadres active in Kokur forest,” said, Superintendent of Police (SP), Chandan Kumar Sinha. Superintendent of Police (SP), Abhishek Pallava said, the surrendered Maoists were ‘deputy in-charge’ of Dandakaranya Special Zonal Chetna Natya Mandali (CNM), Raju alias Roshan Tati (24), ‘area committee member’ of Barsoor Area Committee and Dandakaranya Adivasi Kisan Mazdoor Sangathan (DAKMS), a frontal wing of the Maoists, President, Jira Alami (42) and Molasnar DAKMS ‘chief’ Kumma Barse (35). Tati carried a reward of INR 800,000 while Alami had a INR 500,000 bounty. Barse was carrying a reward of INR 100,000 on his head. The number of Districts affected by Left-Wing Extremism (LWE) has declined sharply to 70 in 10 States for the first time in over three decades, with Bihar, Odisha and Jharkhand showing the biggest improvement, according to a map of the Communist Party of India-Maoist (CPI-Maoist) insurgency redrawn by the Ministry of Home Affairs, reports Hindustan Times on August 17. Of these, only 25 Districts in eight States are now categorised as “most affected”. Uttar Pradesh is now free of Maoism, according to the MHA’s revised list. Until two months back, about 90 Districts in 11 States were affected by LWE which received central assistance under the Security Related Expenditure (SRE), while 30 Districts in seven States were categorised as “most affected”. “Overall, the incidents of LWE violence have reduced by 70% from an all-time high of 2,258 in 2009 to 665 in 2020. Similarly, the deaths of security forces and civilians have come down by 80% from all time high of 1,005 in 2010 to 183 in 2020,” said an officer in MHA.

The Maoists have, in fact, claimed they have no drones in their armoury. Deputy Inspector general of Police (DIGP), Naxal [Left Wing Extremism, LWE] range, Sandip Patil, said, Maoists have made a false claim they don’t have drones. “Maoists have drones which they have used for surveillance of police station premises and adjoining areas in Gadchiroli on a number of occasions,” he said. “The Maoists use hillocks to fly drones and we have also tried to bring them down in the past,” he said. Patil also clarified that Police never claimed that Maoists used drones to attack the Burgi post. The Maoists have also claimed cops have used drones at Bastar in Chhattisgarh to drop bombs on a village in April this year. They have said in the press note that Security Forces (SFs) are trying to legitimize their drone attacks by saying the Maoists are using drones too.

The National Investigation Agency (NIA), on August 19, conducted searches at three locations in Patna District of Bihar in the Jehanabad arms recovery case, reports The Pioneer. The searches were carried out at the premises of an accused and two suspects, who are suspected to be involved in procurement and transportation of arms / ammunitions for the Communist Party of India-Maoist (CPI-Maoist) in Bihar and Jharkhand. The case is an outcome of an FIR of police post Karauna, Jehanabad, in which a major haul of arms and ammunition was recovered from the possession of one accused Parshuram Singh. The NIA had re-registered the case on June 17 this year and took over the investigation. The NIA said in a statement, “During the searches conducted today, several incriminating materials including hand written documents, Naxal [Left Wing Extremism, LWE] literature/books have been seized. Digital storage devices in the form of pen drives have also been seized. Further investigations in the case continue.”

The special National Investigation Agency (NIA) court in Mumbai of Maharashtra has rejected the discharge and bail pleas of Sathyanarayana Rani (71), who is accused in the May 1, 2019, Gadchiroli attack, in which 15 Policemen and one civilian were killed, reports India Today on August 25. According to NIA, Rani is a senior Maoist leader and he and his wife Narmada Akka were part of a larger conspiracy that resulted in the death of 15 Police personnel and a civilian. They were part of the team which planned to take revenge by carrying out a blast. According to Police, on April 23, 2018, 40 Naxalites [Left Wing Extremists, LWEs] were killed by security persons in an ambush, due to which the Communist Party of India-Maoist (CPI-Maoist) cadres were unhappy and wanted to take revenge. Therefore, the accused people and others hatched a criminal conspiracy to kill the Police personnel and accordingly, a blast was caused, resulting in the death of 15 Police personnel and a private driver in Gadchiroli on May 1, 2019. After Rani was arrested on June 11, 2019, his house where he and Naxalite Narmada Akka used to reside was searched and various electronic items and the cash amount of INR 1.032 million were seized. Police claimed that in July 2018 the accused had participated in meetings to hatch a conspiracy to avenge the death of 40 Naxalites.

The special zonal committee of Maharashtra-Madhya Pradesh-Chhattisgarh has released the letter, stating that the martyrdom of the comrades killed in Police encounters would not go in vain, and the neo-democratic revolution movement would be continued. Superintendent of Police (SP), Abhishek Tiwari has confirmed that the letter of CPI-Maoist has been found, and said that the Police are on high alert and have been searching for their movement. To prevent youngsters from joining Naxal [Left Wing Extremism, LWE] ranks, the Madhya Pradesh Government is planning to launch various development works and the recruitment drive for the Police and other departments in the Communist Party of India-Maoist (CPI-Maoist)-hit Balaghat District, Chief Minister (CM), Shivraj Singh Chouhan said in a meeting with the officials in Balaghat District on August 29, reports latestly.com. CM Chouhan directed the officials to prepare block-wise schemes to check Naxal activities in the District. “These schemes will speed up development and ensure employment for local youths. Special attention should be paid to road connectivity, irrigation and employment in the villages falling under the Naxal-affected development blocks. Forest rights should be given to the eligible people on priority,” he said. CM Chouhan also lauded Police officials for curbing Naxal activities in the area and said the Government is mooting to recruit youths in the Police and other departments in the District.
