Explosives and INR 1.516 million cash hidden by Communist Party of India-Maoist (CPI-Maoist) has been recovered in an anti-Naxal [Left Wing Extremism, LWE] operation carried out by Security Forces (SFs) in Kudri forest in Etapalli taluka (revenue sub-division) in Gadchiroli District of Maharashtra on July 2, reports Yahoo! News. A team comprising C-60 commandos, a specialized combat unit of Gadchiroli Police, and personnel from other SFs’ units conducted an operation in Kudri forest and uncovered INR 1.516 million cash, four electric buttons, three detonators, one switch, a walkie talkie set, wire bundles and Maoist pamphlets from a Maoist hideout. Police said the source of the cash was “extortion money extracted by Naxals from tendu [Diospyros Melonoxylon plant] leave contractors.”

Eight persons involved in supplying firearms and other goods to the Communist Party of India-Maoist (CPI-Maoist) were arrested from Kiranpur area of Balaghat District of Madhya Pradesh, reports The Pioneer on July 8. Inspector General of Police (IGP), Anti-Naxal Operations, Sajid Fareed Shapu, said, the CPI-Maoist couriers have supplied 8-10 firearms in the past one year to the Naxals [Left Wing Extremists (LWEs). In the interrogation accused were identified as Sanjay Naji and Rohit Shiva Bhai Butani from Mumbai (Maharashtra), Ghanshyam Shivlal Anchale and Vijay Jivan Koreti from Gondia (Maharashtra), Shakeel Khan and Wajid Taithari of Kota and Tauseef and Jitendra Agrawal from Jhalawar (both in Rajasthan).

The ‘commander’ of Communist Party of India-Maoist (CPI-Maoist) ‘Darbha division’, Vinod alias Hemla Hunga (62), has died of Covid in Sukma District of Chhattisgarh on July 12, reports The Times of India. Hemla Hunga (62), who had joined Left Wing Extremism in 1997, was accused in the massacre of Congress leaders in Jheeram ghati in May 2013 and of masterminding the assassination of Bharatiya Janata Party (BJP) Member of the Legislative Assembly (MLA) Bhima Mandavi in April 2019. There was a bounty of INR 1.5 million on him — INR 1 million announced by Chhattisgarh Police and INR 500,000 by National Investigation Agency (NIA).

Based on the information of the eight arrested Communist Party of India-Maoist (CPI-Maoist) ‘couriers’ on July 7, the Madhya Pradesh Police arrested two alleged CPI-Maoist ‘couriers’ in connection with supplying arms and ammunition to Maoists, in Balaghat District of Madhya Pradesh on July 12, reports outlookindia.com. Police seized a pistol and cartridges following the interrogation of the arrested duo. Balaghat, Superintendent of Police (SP), Abhishek Tiwari informed, the arrestees identified as Bachan Khandare, from Amgaon village of Gondia District (Maharashtra), and Baljur Uike of Borwan village of Balaghat District, were part of the network used to supply weapons to Naxals [Left Wing Extremists, LWEs] operating in Gondia, Gadchiroli (Maharashtra), Balaghat (Madhya Pradesh) and also Chhattisgarh. This network used to supply hi-tech weapons, explosives, binoculars, mobiles, LED torches, umbrellas and other material to Naxals.

Venkatapur Police arrested two Communist Party of India-Maoist (CPI-Maoist) militia members in the Tadapala forest area in Mulugu District of Telangana on July 16, reports Telangana Today. The arrestees were identified as Kikkidi Bheema alias Deggadu alias Degga alias Bheemudu alias Mukkidi Iduma, ‘B section militia commander’ of Pujari Kanker ‘Revolutionary People's Committee’ (RPC) and Daadi Ramesh, militia member, and are both residents of Usoor area in Bijapur District of Chhattisgarh. Superintendent of Police (SP), Sangram Singh said, “They assisted Naxals [Left Wing Extremists, LWEs] in their activities by providing food and shelter and informing them about police party movement in the area. They were given training by the Naxals on how to handle and plant landmines and spikes in order to kill the police party. Thereafter, Naxals regularly provided him with explosive material and accordingly, they planted landmines in several areas near their villages in order to target police personnel and to deter their movement in the area.” The Police seized explosives along with accessories used for making land mines, Cordex wire, two pressure cooker mines, two detonators, electric wire, small batteries with attached wire and 120 small iron pieces from their possession.

A bunch of the posters allegedly left by the Communist Party of India-Maoist (CPI-Maoist) were found by the villagers at Bodhapuram in Venkatapuram (Nuguru) Mandal (administrative sub-division) in Mulugu District of Telangana on July 20, reports Telangana Today. The Maoists have appealed to the people to observe ‘martyrs’ memorial week’ from July 28 to August 3 in a big way. The posters issued in the name of Telangana State Committee of Maoist party, urged the party cadre to defeat the ‘Operation Prahar’ onslaught launched by the Government. In the posters, the Maoists have also made a scathing attack on both the State and Central Governments and alleged that the Governments had failed to check the spread of the COVID-19 that claimed the lives of lakhs of people in the country. It is alleged that the Police had killed Maoist leaders Gangal and Gaddam Madhukar alias Shobroy by not providing the treatment to them though they assured to provide treatment for the Covid-19 to the surrendered Maoists. The CPI-Maoist also found fault with the State Government for its attempt to recruit 20,000 Police constables. “The TRS government has been resorting to fake encounters,” the Maoist party Telangana Committee alleged. It also condemned the arrest of intellectuals, rights activists and others in the name of Naxalites [Left Wing Extremists, LWEs].

Four Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before Superintendent of Police (SP), Abhishek Pallav, as part of the ongoing rehabilitation policy Lone Varratu (home return) in Kirandul in Dantewada District of Chhattisgarh on July 25, reports Pragativadi. SP, Abhishek Pallav, said, the surrendered Maoists identified as Motu Markam, Lalita Tamo, Baman Ram Kunjam and Bhima Markam are all Janmilitia members and resident Madkamiras, were active in Malangir ‘area committee’ of Darbha Division, and have been involved in many incidents including Improvised Explosive Device (IED) blast in Cholnar and blowing up vehicles. All the four Maoists were fed up with the hollow ideology of the Naxalites [Left Wing Extremists, LWEs] and influenced by the rehabilitation policy of the Government and hence surrendered.

There has been a decrease in Communist Party of India-Maoist (CPI-Maoist)-linked violence activities in the country over the last three years, the Parliament was informed on July 27, reports News 18. Minister of State for Home Affairs (MoSHA), Nityanand Rai, provided a datasheet along with his written reply in Lok Sabha (Lower house of the Indian Parliament) to state that while there were 833 incidents of Left Wing Extremism (LWE) violence in 2018, they came down to 670 in 2019 and further decreased to 665 last year (2020). The corresponding official deaths in these incidents too came down from 240 (2018) to 202 (2019) and 183 in (2020). In all these years, the highest number of LWE violence incidents and deaths took place in the central Indian State of Chhattisgarh, the data showed. Incidents of damage to property in Naxal [Left Wing Extremism (LWE)] violence, it said, also came down to 47 in 2020, from 64 in 2019. However, 60 such incidents were reported in 2018. There are 10 LWE-affected States — Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Kerala. “There has been a decrease in naxal activities in the country in last three years," the minister said. Rai added that in order to improve mobile connectivity in these areas, 2,343 mobile towers have been installed and "further sanction" has been accorded for installation of 4,072 additional towers.

Dantewada, Superintendent of Police (SP), Abhishek Pallava, said, the cadres, who were with the Malangir ‘area committee’, gave themselves up at the Kirandul Police Station, citing their disappointment with the Communist Party of India-Maoist (CPI-Maoist) ideology. Of the 11, Rambati Barse (24), carrying a reward of INR 100,000 on her head, was a Krantikari Adivasi Mahila Sangathan (KAMS) ‘president’ of the CPI-Maoist, while, the others were associated with the outlawed Communist Party of India-Marxist-Leninist (CPI-ML)'s frontal wings. The identities of the other surrenderees are yet to be ascertained. The Maoists were given an immediate assistance of INR 10,000 each and will get facilities as per the Government’s surrender and rehabilitation policy, SP, Pallava added.

The first day of the Communist Party of India-Maoist (CPI-Maoist) ‘martyrs’ week’ passed with no untoward incident being reported from the Mandals (administrative sub-divisions) in Visakha Agency in Visakhapatnam District of Andhra Pradesh, reports The Hindu on July 29. In view of the ‘martyrs’ week’, teams of the Central Reserve Police Force (CRPF), Andhra Pradesh Special Police (APSP) and Greyhounds are on high alert at the Andhra-Odisha Border (AOB). Additional Police forces have been deployed in the forests to intensify combing operations. Night vision and drone camera technology are being used to identify the Maoists’ camping areas. Reportedly, the Maoists have been observing the ‘martyrs’ week’ ever since Charu Majumdar, founder of the Naxal [Left Wing Extremism, LWE] movement in the country, died in Police custody in West Bengal on July 28, 1972. The week is observed between July 28 and August 3. The Maoists organise mass public meetings. However, many incidents of violence such as targetting vital installations, blasting landmines, attacks on Security Forces (SFs) and killing tribals after labelling them as ‘informers’ have also been reported during the period.

There have been 26 incidents of kidnapping (abductions) by Naxalites [Left Wing Extremists, LWEs] and 195 instances of them targeting installations of economic interest since 2018, Minister of State for Home Affairs (MoSHA), Nityanand Rai, informed Parliament on July 28, reports The Times of India. The minister in a written reply to a question said that there were nine incidents of abductions each in 2018 and 2019, and six in 2020. Two instances have been reported till June 21 this year (2021), both from Jharkhand. The State also witnessed the maximum abductions by LWEs, accounting for 17 of the 26 cases since 2018. Separately, there have been 195 instances of installations of economic interests being targeted. These include attacks on railway properties, mobile towers, roads, bridges and schools. Chhattisgarh witnessed the most of such attacks - 40 in 2018, 35 each in 2019 and 2020 and 18 so far this year (2021) - accounting for 128 of the overall 195 cases. The year-wise break up of such incidents are - 60 in 2018, 64 in 2019, 47 in 2020 and 24 so far in 2021. However, there is no data of the total loss incurred due to such damages, or the number of persons arrested.
