Communist Party of India-Maoist (CPI-Maoist) are celebrating their ‘Peoples Liberation Guerrilla Army (PLGA) Week’ from 2 December to 8 December in the State of Jharkhand, reports tv9hindi.com on December 2. On the first day of ‘PLGA Week’, Maoists have pasted posters in Chak Bazar under Manatu Police Station limits in Palamu District. The banned Naxalite [Left Wing Extremist, LWE] organization, CPI-Maoist, has made Anganwadi Centre, School Bhawan and Panchayat Bhawan as its recruitment centre. Through the posters, the CPI-Maoist Janamukti Guerrilla Sena has told Anganwadi Center, School Building and Panchayat Bhawan as their recruitment center. The Maoists have written that people should submit their applications in school buildings, panchayat buildings and Anganwadi centers to be admitted to PLGA. Recently, in the rugged areas of Saranda and Podahat in West Singhbhum District, the CPI-Maoists carried posters and put-up banners at different places. On November 27, CPI-Maoist carried posters and put-up banners in several areas of Saranda, Kiriburu, Chhotanagra, Barajamda, Sonua and Manoharpur. In the posters and banners put up by the Naxalites, on the occasion of the 21st anniversary of the PLGA, it has been talked about expediting the process of recruitment of youth and women in the PLGA on a large scale. It has been written to strongly oppose the fascist attacks on student youth, human rights, social activists and lawyers.

Khunti Police of Jharkhand, on December 2, arrested Naxal [Left Wing extremist, LWE], identified as Mangroo Horo, who was responsible for delivering the ‘levy’ (extortion money) collected from traders to the People's Liberation Front of India (PLFI) ‘chief’ Dinesh Gope, reports ibc24.in. Police sources said that Mangroo was arrested from his house on the basis of a tip-off, and he said that he is very close to Dinesh Gope and after collecting lakhs of rupees from ‘levy’, he has given it to Dinesh Gope. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

The Maoists also threw pamphlets on the spot, in which a bandh (general shut down strike) has been called in protest against the killing of 27 Naxalites [Left Wing Extremists, LWEs]. According to the information, road construction work is going on in Korka and Narpi of Devbeli Police Station area in Balaghat. Meanwhile, the Maoists set the road roller on fire. After the arson, the Maoists have also thrown pamphlets on the spot in which they have protested against the killing of 26 Naxalites including Milind Teltumde. For this, the Maoists has appealed to keep Madhya Pradesh-Chhattisgarh-Maharashtra closed.

The Communist Party of India-Maoist (CPI-Maoist) have issued a decree for the youth in Bastar, Chhattisgarh, and have asked the youth through the form to demand from the Government for recruitment in teachers, health, agriculture departments and animal husbandry departments, reports bhaskar.com on December 4. Do not join Bastar Fighters. The Naxalites [Left Wing Extremists, LWEs] of the Uttar (North) Bastar Division Committee of the CPI-Maoist said that they should do jobs only in the department that serves the public. Along with this, the youth of Bastar have been asked to take oath to save water, forest and land. The Maoists have written in the pamphlet that Narendra Modi and Bhupesh Baghel Sarkar are planning to loot the precious wealth in the tribal area and attack the tribals by recruiting tribal youths and women in the name of Bastar Fighters. He said that will the tribals attack their own family? The Maoists have told the people of Bastar that tribal warriors like Gundadhur, Ball Singh, Sadmek Baburao, Komrao, Umrao Bhim, Birsa Munda, Ayatu Mahara had sacrificed their lives to save the land. The Security Forces (SFs) arrested a hardcore Communist Party of India-Maoist (CPI-Maoist) identified as identified as Baldev Soren of Manjhaladih village during search operation in Barmoria Panchayat (village level local-self-Government institution) in Chakai Police Station limits in Jamui District of Bihar on December 3, reports jagran.com. Baldev was active in the Naxalite [Left Wing Extremism, LWE] organization for more than a decade. Recently he came out of Giridih jail in Jharkhand. Superintendent of Police (SP), Operations, Sudhanshu Kumar has confirmed the arrest. SP Operation Sudhanshu had received information that Baldev is at his Manjhaladih house. After this, Chakai Police and central Reserve Police Force (CRPF) arrested him. A case has been registered against Baldev in the Bhelwaghati Police Station in Giridih District of Jharkhand for the recovery of explosives.

Communist Party of India-Maoist (CPI-Maoist) cadres allegedly set construction vehicles, including a road roller and a JCB, ablaze in Mandwa village of Balaghat District of Madhya Pradesh on December 8, reports The Quint. Approximately 40 Maoists are alleged to have threatened labourers and set ablaze construction machines including a hot mix plant, a JCB, a roller and a motorcycle engaged in the construction of the Bithali-Pathri road in the district. The locals present at the scene said that Maoists even took their phones before they fled the scene. Similar arson incidents were carried out earlier in Koraka on December 3 and Bodalijhola on December 6 in Balaghat District. In all the incidents, the Maoists left banners and posters mentioning the death of Ultras in an encounter in Gadchiroli, Maharashtra, and calling for a ‘bandh’ (general shut down strike). Maoists appear to have designated ‘Madhya Pradesh- Maharashtra-Chhattisgarh zone (MMC)’ as their latest area of expansion. Seven Naxalites [Left Wing Extremists, LWEs], including the ‘supremo’ of Jharkhand Kranti Morcha (JKM), a lesser know splinter group of the Jharkhand Jan Mukti Parishad (JJMP), which is a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested by Police from Patki Forest under Sadar Police Station limits in Latehar District of Jharkhand on December 14, reports bhaskar.com. On the basis of secret information received by Superintendent of Police (SP), Anjani Anjan, the seven LWEs including the ‘supremo’ of the organization have been arrested from Patki Forest of Sadar Police Station area. The SP told that for the last one month, contractors, traders and brick kiln owners were being threatened to kill in Latehar District by Shankar Ram alias Saurabh by forming an organization called JKM. Extortion was being demanded. The Police was keeping an eye on it, and eventually, the entire organization came together in the hands of the Police. The raiding team arrested two uniformed cadres, including a woman, on a motorcycle from near Patki Forest, with loaded pistols, live bullets, Naxalite cards, mobile phones. They were identified as Saurabh and Zarina Khatoon alias Haseena Khatoon alias Haseena. Five other cadres of the organization Upendra Ram alias Om Prakash, Vikas Kumar alias Monu Kumar, Pradeep Pal, Amit Kumar and Sameer Lakra were also arrested with loaded pistol and live bullets from Kope village under Manika Police Station limits. Saurav used to work in Maoist’s splinter organization JJMP in the past. He has been to jail before, and after coming out of jail, he started organizing the organization by intimidating him and getting involved in the work of collecting the ‘levy’ (extortion money). SP, Anjan said that Monu has already been jailed from Hussainabad in the Arms Act case. At the same time, the arrested Om Prakash has been an active member of the Tritiya Prastuti Committee (TPC), a splinter group of the CPI-Maoist, in the past. A case has been registered in this case under the Arms Act at Latehar Police Station. Four pieces loaded country pistol, eight pieces 315 live bullets, eight pieces JKM handwritten form, 28 pieces JKM leaflet, nine pieces mobile phone, five pieces bag, one piece motorcycle, three pieces Pied paints, three pieces of pied shirt, two pieces of diary, several items of daily use have been recovered from the possession of the arrested LWEs.

Despite these losses, their organisation is continuously growing. The Central Security Forces deployed in Chhattisgarh have been tasked to provide adequate security during the construction work on these roads. The construction work on these 12 roads, located deep in the Naxal [Left Wing Extremism, LWE] dominated belt, has been planned in ‘Mission Mode’ and adequate cover will be provided by both the State and Central Security Forces. Among these 12 roads, five fall in Sukma District, four are in Bijapur District, one in Dantewada while two roads are located on the Bijapur-Sukma border and the Dantewada-Sukma border. Once completed, these roads will not only facilitate government development work such as education, health and other basic facilities but also pave the way for domination of the Security Forces (SFs) over the Communist Party of India-Maoist (CPI-Maoist) in their strongest base. According to sources, two such roads — one connecting Bheji to Chintagufa (which is to be about 30 kilometers long) and the other eight kilometers stretch from Golapalli to Paidagudem — were sanctioned in 2012 and 2015 but the work on these roads is yet to begin. However, the government has set a target of completing 10 kilometers stretch of the Bheji-Chintagufa road by June next year and the entire Golapalli-Paidagudem stretch is to be built by March next year.
